During this presentation I will be discussing my Community Analysis of Clearwater, Fl. I will go over the historical overview of the city, a full analysis, which will include structure, population, health-related resources, environment and government and public policy. I will complete the presentation discussing my main global community issue. 2

Historical Overview of Clearwater, FLLocated In Pinellas County Fl

Clearwater, Florida is located in Pinellas County on the west coast of Florida. It is due west of Tampa and northwest of St. Petersburg. Spanish explorers first arrived in Clearwater in 1528. They encountered Indians who were settled in the area. These Indians named the area Pocotopaung, which means Clear Water (Clearwater Regional Chamber (CRC), 2015). The Indians names it this after the multiple fresh springs located in the High Bluff and Downtown areas. Clearwater became a territory in 1822 and colonist began to settle here in the 1830s (Clearwater Regional Chamber, 2015). The first settler was a French Doctor, Conte Odet Philippe, who was a chief surgeon in general Bonapartes navy (CRC, 2014). He established the St. Helena Plantation and was the first to adapt grapefruit to the culture. This area is now known as Safety Harbor. 3

In 1842 the Federal Armed Occupation Act promised men and head of family members 160 acres if they would bear arms and cultivate the land. (CRC, 2015). A developer by the name of Henry Plant was prized for building a railroad through Florida. To increase his business he built several resorts in Clearwater, including the Belleview Biltmore, which was completed in 1897. During that time the area became a popular resort destination. The city was incorporated in 1915 and in 1916 the first bridge was built to Clearwater Beach (CRC, 2015). In 1947 The Phillies major league baseball team began spring training here and have done so ever since!

Today Clearwater continues to thrive and is a very popular tourist destination. It is over 25 square miles and has a population of approximately 109,000 (United States Census Bureau (USCB),2013). The population percent change from 2010 to 2013 was 1.3% (USCB, 2013). Clearwater is home to many individuals including families, snow-birds, retirees and single persons. With its abundance of neighborhoods, parks, downtown area, beaches and entertainment it is a thriving community!5

The community is comprised of various structures including single family homes, duplexes, condos, townhomes, mobile homes and apartment buildings (Windshield Survey, 2015). The housing structures are similar in the surrounding communities and it appears to meet the needs of the community. There are various pre, elementary, middle and high schools in the community. There are also private educational institutions as well. Clearwater has a thriving downtown area which is home to the Clearwater Courthouse (Windshield Survey, 2015). There are 5 public libraries in Clearwater spread out throughout the community. The main library is located in the downtown area (My Clearwater.com, 2015). The library system is also similar to the surrounding communities and adequately meets the needs of the community . Clearwater, as well as surrounding communities have various community centers, there is one that is located on Clearwater Beach as well. The city has these rec centers located throughout the community making it very convientent for all to have accessibility. Clearwater has some great entertainment facilities as well. Ruth Eckerd Hall is located on McMullen Booth road and is a well know entertainment center which host plays, concert and comedians, as well as other events. People come from all over to see events at this venue and there really isn't another one like that in the immediate surrounding communities. There is also a downtown theater located in Clearwater, the Capital Theater. This smaller venue has been around since 1921 and it is truly a beautiful playhouse (Ruth Eckerd Hall, 2015). As for community sports facilities the well known Bright House Field is located in Clearwater. This baseball stadium is home to the Phillies for spring training and home to the communities baseball team Clearwater Threshers. It also hosts various events for the community throughout the year (Clearwater Threshers, 2015). There is one close community which is home to a large major league baseball team, the Tampa Bay Rays located in St. Pete. 6

Clearwater has a median household income of $42,427, which has actually grown by 16.26% since 2000 (USA.com, 2015). The percentage of the population with a Bachelors degree is 18.56%, slightly higher than that if the US (USA.com, 2015). When looking at the race of Clearwater it is predominately Caucasian at 80% (USA.com, 2015). One interesting fact is the age of the population. The majority of the residents are older adults between the ages of 45-64 years old. This is something of importance for the community nurse as interventions and programs can be tailored to this age group. The population seems to be lacking on making physical activities part of their lifestyle. I noticed many obese individuals while completing my windshield survey. I also noticed many people smoking and enjoying the sun, without any protection. Cancer is the leading cause of death in the Clearwater area, with Heart Disease coming in at second. The thing that struck me as different with this community as opposed to the surrounding ones is the sun exposure. Clearwater has one of the best beaches and its residents frequent it but not all protect themselves from the harmful rays. This would be a definite focuses of mine as the community healthcare nurse. 7

For the community of Clearwater, whos population mainly consists of older adults, the healthcare services provided seem adequate. There are numerous urgent care clinics, nursing homes and more than 2 hospitals in proximity. They do lack a dedicated Children's Hospital, but there is one located in St. Petersburg, a neighboring community. Affordability also seems to be an issue with healthcare, especially in the states. There are various programs available for the un-insured and sliding scale programs based on income. There is a community health center located in downtown Clearwater which supplies the community with affordable, quality healthcare with services that consist of dental, pediatrics, woman's care and routine check ups (Community Health Centers, 2015). Overall the resources are there, but some may have trouble finding all of them, thats where the community nurse comes in. 8

The three specific community objectives I chose based on Healthy People 2020 were reducing the amount of smokers in the community, increasing the physical activities of individuals in the community and lastly to help educate the community on the importance of reducing their exposure to the sun. Tobacco use kills more than 430,000 people each year and is one of the largest cause of preventable mortality in the US (Center for Disease Control, 2015). I noticed many individuals in my community engaging in smoking so I think that is should be one of my main objectives for this community. Another is to increase the communities physical activity and incorporate it into their lifestyles. There were many obese individuals and well as children noted during my wind shield survey and this obviously needs to be addressed. Lastly, I chose to help educate the community on the risk of sun exposure. Skin cancer is another preventable disease and since this community has access to great beaches, they need to be educated on how to appropriately enjoy them, and protecting them from the harmful effects of the suns UV radiation. 9

The adequacy of the environment and its features is actually quite acceptable. There are an abundance of parks and trails easily accessible to the community residents. The beaches are some of the best in the country. The city supplies its residents with approximately 74 gallons of water per person per day and has a state of the art aquifer (My Clearwater.com, 2015). The solid waste department is also adequate and also includes a recycling center and program. Air quality is an important factor with the health of the community. Nearly 133 million Americans (nearly half) live in areas where the air quality does not meet existing health standards (My Clearwater.com, 2015). The air quality in the community of Clearwater is good and does not pose a threat to the health of its population. The community issues I noted were that there seems to be a safety concern at one of the parks located in Clearwater. Crest Lake is a park located in the Skycrest neighborhood of Clearwater and has a history of stabbings and other issues such as suspicious people and homeless. Another concern of the community is the un-kept and vacant houses noted during my windshield survey. With the real estate market issues years ago, a lot of homes have been left unattended too and vacant. 10

City Council Meetings (My Clearwater.com, 2015), (Dailey, 2014).

The City of Clearwater has elected officials that make up the City Council Members. City Council Meetings usually are held on the first and third Thursday of each month in the City Hall Council Chambers at 6:00 p.m. Citizens may speak on agenda items, or they may speak at the beginning of the meeting on items not on the agenda (My Clearwater.com, 2015). These meeting are easily assessable and the upcoming agenda for the meeting is online to be reviewed before hand. The minutes and video of the council meetings are also available for the community to view at their website MyClearwater.com. The meeting do not seem to attract many residents. On review of the budget all items seem to be covered and well proportioned, with public safety being the largest expenditure (My Clearwater.com, 2015). Upon review other meeting and minutes I noticed one area of concern was with Clearwater traffic cameras. Some residence thought this was an infringement on their right to privacy. There was a traffic Camera Safety Improvement Program that was initiated because of this (Dailey, 2014). 11

The six prioritized selections for my community are as follows: Education and prevention of Heart Disease (as it is the number one killer in the US_, Smoking Cessation (as noted by many smokers in the community and it is the most preventable cause of mortality, Preventative Health: sun exposure (my community is located in the sunshine state and has a popular beach), Geriatric care due to the average age of the population in this community, the importance of physical activity (many obese individuals in the community) and lastly education on alcohol consumption. This was last because although I noted many individuals consuming alcohol, more research would be needed to determine if it is fact a larger issue than I believe. 12

Smoking is the leading cause of preventable disease in the US (Center for Disease Control, 2015). With more education and programs focused on prevention this health issue may hopefully decrease over time. Clearwater residents may benefit from the various programs offered through the community. One such program was hosted by Morton Plant Mease Hospital partnered with the City of Clearwater and Pinellas County. This program was created to help educate the community of healthy habits and stronger lungs (Morton Plant Mease Health, 2009). Instructional signs were placed along walking paths on the extensive trail system that the city has. Morton Plant Mease has a Lung Center that has various types of smoking cessation programs offered to residents. Morton Plant Hospital also provides free community lectures on smoking cessation, as well has host community health fairs to help educate the residents (Baycare, 2015). There are many global campaigns for prevention and education on smoking. The major one for Florida is State Constitutional Amendment, Article X, section 27, which called for establishing a comprehensive tobacco education and use prevention program using a percentage of the states tobacco settlement fund (Tobaccofreeflorida.com, 2015). This resulted in Tobacco Free Florida (TFF) which launched in 2007. One of their most influential campaigns came from popular TV commercials featuring ex-smokers with various health issues brought on from smoking. Remember the lady with the tracheotomy that was featured in the anti-smoking commercial?? Well that was one of their ads! The Centers for Disease Control and Prevention (CDC) launched the first-ever paid national tobacco education campaignTips From Former Smokers (Tips) in March 2012. The Tips campaign, which profiles real peoplenot actorswho are living with serious long-term health effects from smoking and secondhand smoke exposure, has continued through 2013 and 2014 (Center for Disease Control, 2015). This was another strong campaign against smoking! The community health nurse could intervene by setting up various health educational classes, by making the information available to residents to the community, weather by flyers or simply word of mouth. Community presentations also could be offered to the residents where all of these sources of information would be available for residents. Overall there are an abundance of resources available to the community to help fight this health issue. The problem is that many residents dont know they exist or even where to start to begin looking for help.that's where the community nurse comes in! 13
