    section A INTRODUCTION

    This community relations plan has been prepared for a Re.medial Investigation/Feasibility Study for the Koppers site in Texarkana, Texas. The plan is also designed to accompany any Immediate Removal activities that may precede the Remedial Investigation. The plan is divided into the fellowing sections:

    The Community Relations Background provides a description the site, a history of community relations activities, a discussion of interested parties and their concerns, and community relations objectives for the Koppers site. Developrnant of this section was based on telephone and onsite interviews conducted in October 1984 with elected officials, agency staff, media reporters and residents living on the site~ Those who were interviewed are identified on the mailing list 1n Section D.

    The Community Relations Work Plan describes the techniques that will be used during the project. Because the execution schedule for the Remedial Investigation/feasibility Study has not yet been developed, community relations activities correspond with technical milestones rather than specific dates. Figure 1 summarizes the relationship of project milestones and community relations activities. This section also includes estimated staff allocations.

    Section B COMMUNITY RELATIONS BACKGROUND

    SITE BACKGROUND

    The 61-acre Koppers site on West Third Street in Texarkana, Texas, is the former location of a Koppers Co., Inc., wood preserving plant. Texarkana is the largest city in Bowie county ~ith a population of about 30,000. Its major north/ south artery (Stateline Avenue) runs along the Texas/ Arkansas border and is part of the city limit boundaries of Texarkana, Texas, and Texarkana, Arkansas (a separate city of about 20,000 residents that lies immediately to the east) •

    The site is currently owned by the Bruce Kennedy sand and Gravel co., the Mt. Zion Missionary Baptist Church, and about 80 property owners in the Carver Terrace subdivision. Other single-family residential neighborhoods surround the site except for areas to the south and west that are undeveloped.

    From 1909 to 1931, a wood-treating facility, National Lumber and Creosoting Co., operated on the site. Koppers Co., Inc. pur~hased the facility in 1931 and used the site for the creosoting, penta-treating and wolmanizing of wood products until 1961. The site passed through several short term owners before being bought by Carver Terrace, Inc. The corporation developed the Carver Terrace single-family residential subdivision on the northern half of the site with Farmers Home Administration financing. Homes were constructed on 78 lots and sold by subdivision developers to individual homeowners. Six lots and a large undeveloped area within the subdivision are currently vacant. The Mt. Zion Missionary Baptist Church also purchased a parcel in the eastern portion of the site, j~st south of the subdivision, where it constructed a church in the late 1960's. The Bruce Kennedy Sand and Gravel Co. purchased the southern half of the site from Carver Terracet Inc., and conducted gravel mining operations there until September 1984. Two groundwater-filled gravel pits, approximately 700 x 15 x 12 feet deep, remain in the southern portion of the site •

    All of the homes in the Carver Terrace subdivision and the church on the site are connected to the Texarkana municipal water system. This water is drawn from Lake Wright Patman, which is located about 20 miles southwest of the site. Texas Department of Water Resources (TDWR) files indicate that 56 wells are located within 3 miles of the site: 39 for domestic use, 12 for irrigation use, and 5 for industrial uses.

    TD~fR was alerted of a potential problem when the site appeared on the 1979 congressional Eckhardt survey of industrial and chemical wastes disposed of during the years 1950 to 1979. TDWR sampled sediment from a drainage ditch in the southern part o: the site in 1980. Test results showed evidence of pentachlorophenol (PCP) and arsenic. A followup inspection in 1981 indicated that a creosote-like material was leaching into the open gravel pits. The shallow groundwater at the site flows to the southwest away from Carver Terrace and discharges into the gravel pits. These pits drain into Cowhorn Creek, which flows along the western site boundary.

    Beginning in 1981, TDWR worked wi~h Koppers Co., Inc., to determine the extent of onsite contamination and its impact on the area's ground and surface water quality. Koppers Co., Inc., installed 12 monitoring wells, tested soil and water samples, and prepared a study that confirmed wide-spread contamination of surface and/or near surface soils and groundwater with pentachlorophenol, chromium, and poly-nuclear aromatic hydrocarbons. According to the Koppers study, oil is still moving to the south end of the site and can be observed seeping into the gravel pits, but ground-water quality in the deeper, confined formations has not been affected by the shallow groundwater.

    In April 1984, TDWR referred the site to EPA as a candidate for inclusion on the National Priorities List (NPL).

    ln September and October 1984, site surveys and soil and water sampling were completed by EPA contractors. Soil samples were taken from vacant lots in the subdivision; both soil and water samples were taken from the creek and gravel pits.

    HISTORY OF COMMUNITY RELATIONS ACTIVITIES

    EPA community relations staff notified the mayor ifi Septem-ber by telephone that the site was to be included on the NPL, and again in October when onsite samples were taken. Local awareness of the site resulted from media coverage of the site's inclusion on the NPL in October 1984. The com-munity {including Carver Terrace subdivision residents) knew that the Koppers plant had been previously located on the site, but had not indicated any problems associated with toxic wastes.

    Five articles appearing in the ;exarkana Gazette during October outlined the history oi events at tli.e site, pre-sented findings of TDWR and Koppers analyses of onsite soil and water test samples, described the toxins found at the site, and reported on the concern of the Carver Terrace

    subdivision residents. One of the articles included infor-mation on the Lone Star Army Ammunition Plant site located in Texarkana that is also on the NPL.

    In early October 1984, EPA observers on a site reconnaissance visit observed dark-colored substances seeping into the creek. Subsequent test samples taken onsite by EPA contractors on October 10 and 11, 1984, raised questions among Carver Terrace subdivision residents. One resident asked if a soil sample could be taken in her yard. Another Carver Terrace resident reported a chemical smell to the City during October.

    The local Texarkana TV station interviewed EPA community relations staff who were conducting onsite interviews in October. Questions focused on a probable timetable for upcoming site activities. About 60 residents of Carver Terrace subdivision as well as several city and county officials attended a meeting at the Mt. Zion Missionary Baptist Church on October 18, 1984. A meeting with the minister was initially scheduled by EPA community relations staff during _preparation of the community relations plan. Its subsequent mention in the Tex~rkana Gaz~tte as a public meeting was responsible for the large attendance, formal question and answer format, and TV coverage. Additional information packets have been provided to residents since the initial site visit on October 18.

    INTERESTED PARTIES AND KEY CONCERNS

    TEXAS DEPARTMENT OF WATER RESOURCES (TDWR)

    TDWR is the lead agency for hazardous waste issues in Texas. The agency became involved in 1980 wh::!n it analyzed sediment samples from the southern portion of the site. Agency representatives had continued involvement in testing and in monitoring Koppers' in.vestigation activities between 1981 and April 1984 when TDWR recommended that the site be included on the NPL.

    CITY OF TEXARKANA

    Elected officials and city staff indicate that the call from EPA community relations staff to the mayor in September 1984 was the first information they had received about the site. They had not been aware of previous TDWR or Koppers activi-ties and had received no complaints about the site prior to newspaper coverage in October. The City had, however, re-ceived complaints in the past regarding flooding in the area following heavy rains. Since the beginning of October, the City Council representative from the district in which the site is located received only one call, a general inquiry following the articles in the Texarkanna newspaper. No calls were received by other city officials or. staff.

    City staff and elected officials feel it is extremely impcr-ta.nt that local residents receive information about the site before it is released to the media for general dissemination. City representatives would also like to be kept informed about site-related activities so they can respond effec-tively to questions from the community.

    BC~IE COU}!TY

    The county seat is located in New Boston, a small town about 30 miles west of Texarkana. A county office building {including an office of the County Judge) is located in Texarkana6 county Commissioners meet weekly in N~w Boston, but could hold meetings in Texarkana if it were appropriate to do so.

    County officials were made aware of the site by local news-paper articles. No inquiries have been received concerning the site. County representatives believe that the Carver Terrace residents are more concerned than the community as a whole, and that it is vital to communicate information re-lating to potential health hazards to them as soon as it is available. County officials are very willing to serve as information contacts on site-related matters if that role ±s appropriate.

    BOWIE COUNTY HEALTH DEPARTMENT

    Health Department staff also learned about the site from the October newspaper articles. The department has received no inquiries about the site to date, The staff would like to receive information about events concerning thfl site before it is released to the public so they can be prepared to respond to questions. The staff feels that it should be determined if any households in the site vicinity rnay be using shallow wells as drinking water sources.

    CARVER TERRACE RESIDENTS/MT. ZION MISSIONARY BAPTIST CHURCH .,-•-·-' - --- '. -·-- ''' ~

    The level of concern about the toxic wastes on the Koppers site is high among residents of the Carver Terrace subdivi-sion. Many are members of the Mt. Zion Missionary Baptist Church; the chairman of the church board lives in the sub-division, but the minister lives elsewhere in Texarkana. Officials and agency representatives characterized the attitude of these residents as "fear of the unknown."

    Concerns expressed directly by the residents includ~ lack of commtmication, potential health hazards, potential reduction in property values, lack of trust in public agencies, and several technical issues.

    Residents are angry that they were not told about the poten-tial problems at the site before now. They feel that at least they should have been notified about the investiga-ti~ns conducted by TDWR and Koppers. Several residents expressed a desire to be notified in advance about future si~e-related sampling--where, when, and why samples would be taken. Residents seemed to sha..-"1 a "need to know" as well as a "right to know" attitude ab0ut site-related events,

    Maty people have lived in the subdivision since the early 1960's. Several expressed concern about the safety of their children (who play in the yards, dirt piles, and puddles in the area} and the need to protect them from contamination. Concerns about the safety of eating garden produce and the health of pets (which may drink standing water) were also raised. One resident indicated that 10 of his dogs had died over the past few years. Questions about the seriousness of the problem, the chances of its becoming more serious over time, and the likelihood that it could be completely solved were asked by a number of residents.

    Comments received at the meeting indicate that some house-holders feel that relocation may be necessary to protect the health of their families. This raised the question of the effect of the project on property values and the government's responsibility to "pay full value" for homes in the subdivi-s~on. Several residents directly expressed their lack of trust in government and governmental agencies at any level .

    carver Terrace residents feel it is important for the Reme-dial Investigation to take into account the flooding prob~ lems on the site. They want to know how the regular flood-ing affects the spread of toxic wastes and whether it can lead to contamination of their homes. Residents also want to be assured that a break or leak in the onsite city water lines serving their homes would not lead to contamination of their water.

    SUMMARY

    At this time, concern about the Koppers site is focused on the safety of the Carver Terrace residents. Elected offi-cials and agency staff are interested in representing the interests of these residents and ensuring that they are provided with timely and accurate information about the site as it becomes available.

    Onsite residents are extremely concerned about the health effects of the contamination and want immediate attention to be given by EPA to their concerns. They strongly desire infonnation about the extent of the present and future

    danger, precautions that should be taken (if any), and steps that will be taken to improve the situation. They want to be directly informed about site-related activities and do not want·to find out "by reading it in the newspaper."

    If the Remedial Investigation documents off-site migration of contaminants into the groundwater, additional concern may be raised concerning the health of residents in the area who may be using shallow wells for domestic use ..

    COMMUNITY RELATIONS OBJECTIVES

    1. Establish and maintain open communications between the Texas Department of Water Resources, City of Texarkana, Bowie County, interested citizens, and the USEPA remedial action team.

    2. Expand the mailing list to include additional agencies, organizatfons, and residents that indicate interest in the project.

    3. Provide a central information contact from whom inter-ested parties can receive information on site activ-ities, project status, and study results .

    4. Provide citizens, involved agencies, elected officials, and the media with accurate, timely information about the scope, progress, and findings of site-related activities.

    5. Provide the means for interested parties to express concerns and make inquiries to ensure effective two-way communications.

    6. Brief field teams conducting onsite investigations on community relations issues.

    7. Provide all information, especially technical findings, in language that is understandable to the general public and in a form useful to interested citizens and elected officials.

    8. Provide all interested parties an opportunity to review the Remedial Investigation/Feasibility Study report, and to comment on the remedial action alternatives. Summarize public comments received and respond to them.

    9. Monitor community concerns and information requirements as the project progresses.

    10. Modify the community relations plan as necessary to respond to changes in community attitudes and needs.

    Section C COMMUNITY RELATIONS WORK PLAN

    COMMUN!TY RELATIONS TECHNIQUES

    The following techniques have been designed to meet objec-tives outlined in the previous section. Although the work plan and schedule for the Remedial Investigation/Feasibility Study have not been established, the work is expected to extend over a one-year period beginning in late spring 1985. Some techniques are described to coincide with Immediate Relll:oval activities, which may be done prior to the Remedial Investigation. Table lat the end of this section sum-marizes the timing of each technique in relation to the fol-lowing project milestones:

    Cyrena McMurry (USEPA, Region 6} has been identified as the contact person for all information requests. Ms. McMurry visited the site to conduct intervi.ews for this community relations plan, briefed local officials and agency staff on the Remedial Investigation/Feasibility Study process, and represented USEPA at the meeting with Carver Terrace sub-division residents. Her name, office address, and telephone number will be included in media releases, fact sheets, and the local information repositories •

    Local information repositories will be established at City Hall, the Texarkana Public Library, and the Mt. Zion Mis-sionary Baptist Church. The Remedial Investigation/ Feasibility Study work plan, technical reports, and other appropriate information will be placed in the repositories throughout the project.

    3. ~!jefing of Local Community

    Updates on the study process and findings will be provided to representatives of the City of Texarkana, Bowie County, Bowie County Health Department, and the Mt. Zion Missionary Baptist Church in person or by telephone. The aim of these briefings is to communicate information before it is released to the general public and the media. The briefings ~ill occur at the following times in the project!

    5. Media Releases

    Media releases will be issued to the local newspaper, tele-vision, and radio stations to provide information about the significant site-related activities. They will also be sent routinely to elected officials, agencies, organizations, artd individuals on the mailing list. They will not be issued until appropriate briefings have been conducted as described above. Releases will be prepared at the following times:

    a. Beginning of the Remedial Investigation. This ~elease will announce the startup of the study and describe its scope an9 schedule.

    b. Final Feasibility Study report. This release will announce availability of the report and technical summary and provide information about the public comment period and the public meeting.

    c. Record of Decision. This release will announce the Record of Decision and outline the schedule for remedial action, if appropriate.

    6 • TechnicaJ Summaries

    Technical summaries of the RI/FS work plan and schedule, the Remedial ·rnvestigation report, and the Feasibility Study report will be prepared. They will be clear, accurate descriptions of study results, prepared in a style and format that encourage public use and understanding. They will be filed at the information repositories, be dis-tributed by request to persons on the mailing list, and be available at the public meeting to be held during the com-ment period •

    7 • Pt!blic Meetings

    USEPA staff will monitor the need for public meetings through conversations with local officials, city and county staff, onsite residents and property owners, and media sources.

    A public meetj,ng will be held during the public comment period following release of the Feasibility Study report. It will be an opportunity to review the evaluation and recommendation of remedial alternatives with interested citizens. The technical summary outlining study contents and conclusions will be available for distribution at the meeting.

    Other meetings will be scheduled as appropriate, or if requested by the community.

    8. Public Comment Period

    A 3-week public comment period will be provided after release of the Feasibility Study. Comments ~ay be mailed to Samuel L. Nott, Superfund Branch Chief, USEPA Region 6, tnterfirst II Building, 1201 Elm Street, Dallas, Texas 75270. Notice of the comment period and of the availability of the Feasibility Study will be issued 2 weeks before the comment period begins. The Feasibility Study and technical summary will be made available at the local information repositories.

    A Responsiveness Summary will be prepared to accompany the Record of Decision. rt will summarize the comments received during the public comment period and will discuss how they were addressed during selection of the appropriate remedial actions.
