Call to Order – Chair, Deputy Mayor Taylor Deputy Mayor Taylor called the meeting to order at 7:45pm following a First Impressions Community Exchange presentation with respect to the Village of Spencerville as presented by representatives from Seeley’s Bay.

Business Arising from Previous Community Development Committee Minutes A question was raised with respect to the September meeting minutes which included a motion to review current and potential future uses of the Galop Canal area over a number of meetings with a public meeting to follow in late winter. The Chair noted that she had accelerated the timeline for the project to allow for public input into the discussions. 5. Delegations – None

6. Discussion Items a) Welcome Brochure Members reviewed the brochure and some wording changes were suggested

and reviewed incorporating some aspects mentioned by the FICE presenters. A second draft of the brochure will come forward for further discussion at the next CDC meeting in January.

7. Action/Information Items a) Galop Canal Zoning Information It was noted that the majority of Galop Canal lands are zoned Open Space and that rezoning would likely be required should additional uses be pursued. b) Galop Canal Public Meeting Details A public meeting to discuss current and proposed future uses of the Galop Canal

lands will be held on November 26th from 6-8pm. Location was discussed by members and staff was requested to book either the Cardinal Legion or Anglican Church for the meeting.

Format and goals of the public meeting were discussed at length. Members

discussed whether to expand on the Galop Canal camping proposal in the public meeting. Marketing efforts for the meeting were discussed.

A suggestion was made to postpone the public meeting in order to allow for

formatting and goals to be determined more clearly. The public meeting remained scheduled for November 26th.

c) Site Plan Control Agreement Amendment – Lockwood Moved by: H. Lawless seconded by: G. Morrell that Committee recommends that

a by-law to amend the existing site plan control agreement be considered at Council on November 23, 2015. Carried

d) CIP Application C-02-15 (Gilmer) Clarification was sought with respect to eligibility requirements of the Cardinal

Community Improvement Plan.

The Spencerville & District Optimist Club initiated the custom of decorating the comer property of Centre & Spencer Street during the Christmas season, and would like to continue to support our community in this way. At the present time we are considering what we as a club could do for the improvements ofthe said comer during the rest ofthe year.

Things we are considering are the following: - Erecting as memorial park bench( es) - Planting a small flower garden - Planting a coniferous tree to be decorated at Christmas each year.

We would certainly advise you ofour changes prior to making them but we would like to have your support in advance ofany further planning by our club. Please advise us on the proper protocol to make these things happen over time.

Background: A first draft of the welcome brochure was reviewed and approved by the Committee in order to quickly provide a number of copies to Giant Tiger to distribute to their staff. The Committee was interested in further discussing the brochure to possibly create a second draft that included more information on community resources, for example schools, churches and community groups among others.

Topic: CIP Application S-01-16 (Vacchio)

Purpose: To consider an application for funding under the Community Improvement Plan.

Background: Eligibility criteria are outlined in section 6 of the CIP. The application process is generally outlined as follows:

1. Pre-application Consultation and Application Submission (staff) 2. Application Review and Evaluation (staff) 3. Application Approval (CDC) 4. Payment (staff)

The Applicant has pre consulted and submitted an application. Staff has completed the review and evaluation.

Gina Vacchio is the new owner of a mixed use property located at 14 Spencer St (previously Miles Discount). Mrs. Vacchio purchased the building and is intending on opening a small specialty food business as well as renovating the 3 out of date apartment units (1 main level rear, 2 upper story) .

The Applicant wishes to begin work on one of the upper story units by painting, replacing flooring, insulating, updating appliances as well as other repairs.

Policy Implications: The application meets the General Eligibility Criteria and the Program Specific Criteria for the Housing Improvement Program.

Financial Consideration:

Section 6.6 of the Spencerville Community Improvement Plan, sets the total grant amount must not exceed $10,000 per property. Additionally, section 4 states that the

any single property is eligible up to $1,500 per rear and upper story unit to a maximum of4 units under the Housing Improvement Program.

The total funding requested for the Housing Improvement Program is $885 out of a total project cost of $1,770. This amount is within the maximum allowable under the Housing Improvement program as well as within the total maximum grant allowance of $10,000.

Recommendations: That Committee approves the application 8-01-16 (Vacchio) for $885.

Topic: Severance B-6-16 (Wetzel)

Purpose: To consider an application for severance.

Background: Allen Wetzel owns an 80 acre property located at 223 Dobbie Rd. Currently, the property is used for residential purposes, with a portion of the land rented to an adjacent farmer for agricultural purposes. The majority of the acreage is vacant bushland. Additionally, the area being used for agricultural purposes has tile drainage installed.

Mr. Wetzel is proposing to sever a 14.1 acre parcel, encompassing the area used for agricultural use and sell it to an adjoining farmer.

This will leave a 65.9 acre parcel which will remain with the owner and contain the existing dwelling.

Policy Implications: The subject lands are designated Agricultural Resource Area under the Official Plan and Agricultural under the Zoning By-Law.

Official Plan: This severance does not create a new building lot in the Agricultural Resource Area as the parcel to be severed will be merged with the adjacent property. New building lots in the Ag area are not easily permitted under the OP or PPS. Additionally, farm land consolidation is supported in the OP.

Zoning By-Law: Due to the location of the tile drained, farmable area existing on the property, the parcel to be retained will only maintain approximately 50ft of frontage, where the driveway for the dwelling currently exists. This is below the minimum 229ft of frontage required by the zoning by-law. In order to address this frontage deficiency, a Minor Variance should be completed. Other than the deficient frontage, the parcel generally conforms to zoning regulations.

Financial Considerations: The applicant has remitted the required fee for severance to the Municipality.

Recommendation: That Council recommend in favor of the severance 8-6-16 (Wetzel) conditional upon:

1) A minor variance being granted to allow for the approximately 179ft frontage deficiency.

2) The severed land being registered as adjoined to the neighboring property owned by William 8yker.

Topic: Business at 5 Newport Drive

Purpose: To recommend Council support for issuance of a license for a craft brewery at 5 Newport Drive.

Background: In March of 2015, municipal Council entered into a site plan control agreement with Bob, Claire & Company to permit construction of a craft distillery building at 5 Newport Drive.

The construction of the building is nearing completion and a second retail business in the form of a craft brewery is proposed within the building.

A manufacturer's Limited Liquor Sales Licence is required by the business owner/ operator and the licensing process requires Council's support in the form of a resolution.

Policy Implications: The Site Plan Control Agreement contemplated more than one business within the building and the municipality's zoning bylaw supports the use.

Financial Considerations: None.

Recommendations: That Committee recommends that Council pass a resolution in support of the issuance of a Manufacturer's Limited Liquor Sales Licence to Johnstown Craft Beverages Inc., operating as Windmill Brewery at 5 Newport Drive, Johnstown, Ontario.

INFORMATION ITEM

Committee: Community Development Committee Date: February 8, 2016 Department: Planning Topic: County-Wide Official Plan Update

Background: In late December the Counties received a draft decision from the Ministry of Municipal Affairs and Housing with proposed modifications for the Official Plan which was adopted by Counties Council in July 2015. Before the OP can come into effect, the Counties require approval of the plan in its entirety from MMAH. As a part of the draft decision, the Counties received a letter which outlined a number of modifications to the adopted OP as required by MMAH. These suggested changes have been provided to Counties Council as well as to the CAO’s and municipal Planners within the Counties. Moving forward, a meeting is to be scheduled with the ‘Planning Group’ who has been overseeing the creation of the OP, to review the comments provided by the MMAH and make a recommendation to Counties Council in early February. The choice will be to accept and adopt the changes suggested by the MMAH, or to oppose some or all of the suggested changes and submit a revised Plan for MMAH to review. Further information will be provided as it becomes available.

TOWNSHIP OF EDWARDSBURGH CARDINAL

INFORMATION ITEM

Committee: Community Development Committee Date: February 8, 2016 Department: Planning Topic: Giant Tiger Site Plan Application

Background: As you are aware, the Township has conditionally sold land to Giant Tiger for development of a warehousing and distribution facility in the Industrial Park. The planning parameters of Official Plan and Zoning are in place and a minor variance has recently been approved to allow for the building to be as tall as 60 feet, as opposed to the 50 feet currently allowed in the Zoning Bylaw. The next planning process will be development of a site plan control bylaw. We expect that Giant Tiger will be providing their application by February 1. The timelines are extremely tight for approval of the agreement. The Township’s planning consultant and legal adviser will be reviewing the document and it will need to be provided directly to Council for consideration without the usual Committee review. Further information will be provided as it becomes available.
