3.3.1 In-kingdom Construction Strategy
Permanent resources present in Saudi Arabia. The company reliance of its resources from the income of construction of several projects.
Mobilization plans of resources: key personnel, construction workforce, and
equipment. Right after the awarding of contract, Al-Khaldi Holding Co. project personnel lead by the project Manager shall be formed and ready for site deployment. Advanced party, including survey crew, safety and quality control staff, shall be sent to the area to scout for temporary accommodation, set-up logistics and operation supports for the mobilization crew, established reference points, identify safety hazards and conduct material sampling if needed. Check all the equipment necessary to accomplish the work requirement.
Subcontracting plans for construction packages. It is Arab Professionals Company policy to ensure that subcontractor shall be proven capability to meet specified requirements. Records of approved contractors shall be maintained. It is the policy of the company requirements based on previous performance on each projects shall also be recorded in accordance with the documented procedures. The results of such review shall be used to update the records of the approved contractors.
Regional and international support offices. The company with offices in all eastern region of Saudi Arabia and other regions around Saudi Arabia to support all the requirements whenever the projects are located.

It is the Company’s Policy that none of its procedures practices or methods of work will
jeopardize human health, allow material loss or cause detrimental impact on
environment. Accordingly, all members of the Company, irrespective of their position are
reminded that Health, Safety and Environment (HSE) must be considered on first
priority.
We have moral and legal responsibility for the protection of Health, maintenance of
Safety and conservation of Environment as stipulated in our HSE Manual and Client’s
Construction Safety Manuals, Royal Commission rules and Saudi Government laws. All

responsibilities of job
Job title: Safety Manager
Direct and coordinate activities related to each section of this department; Explain the Management expectations regarding company policies to the Section Head; Assist the Section Heads to develop specific programs / policies; Provide consultative services on any issues pertinent to loss prevention department; Lead the department and lease with other departments / divisions and with executive management to render professional assistance; Administer each section program and help achieve the functional objectives; Chair the internal section meetings to discuss significant matters and to suggest actions for improvement; Monitor the performance of the subordinates and initiate motivational effort; Lease with relevant outside agencies to coordinate on loss prevention matters; Represent the department to discuss relevant issues in various meetings within the company; Study the staff requirement and initiate programs for proper allocation, recruitment, vacation schedule etc. as and when required; Verify the relevant correspondences and initiate appropriate actions from loss prevention point of view; Recognize and encourage innovative loss prevention efforts of projects / areas; Initiate recognition and incentive programs to minimise the losses as well as to reduce insurance premiums; Involve in budget preparation for the department, Coordinate with Executive Management’s approval on new systems; Address in training programs, Integrate loss prevention into performance appraisals; Respond promptly to loss prevention concerns; Survey methodology and results. Formulate Project specific Safety Plans subject to the requirement of clients at Pre-qualification stage, bid stage and execution stage. Analyse, interpret and report accident statistical data.
Provide technical interpretation of standards, procedures, principles and practices etc. and render / provide guidance in their application from loss prevention point of view. Approve and selection of Personal Protective Equipment and evaluate its effectiveness. Conduct audits on different projects and facilities and recommend solutions for improvement. Coordinate with the clients to maintain relationship and to satisfy their requirements in terms of safety compliance.
Safety Officer
Understand the requirements of client in order to carry out all safety activities; Inspect the work premises to report and correct unsafe methods and conditions; Keep the record of every weekly safety meeting complete with subject discussed and list of attendees; Address the observations / infractions in the meetings to alert the participants about potentially dangerous situations; Coordinate for emergency procedures, drills etc.; Conduct safety audit on specific requirements as directed by Safety Manager; Set personal example and educate the employees in proper wearing of appropriate personal protective equipment; Coordinate with projects on site to avoid any confusion about areas
of responsibility; Check that the equipment and vehicles are maintained in good operating condition; Check over work methods and precautions with supervision before the work starts; Assist in investigating the accidents and to provide practical corrective actions; Circulate and post the safety publications applicable to each level of employees; Act as standby fired watchman in the absence of nominated personnel; work permit requirement, housekeeping, etc. and to attend the associated meetings with concerned departments & projects. Prepare daily, weekly & monthly safety reports and forward to safety Manager for review and necessary action.
Duties of Site Safety Staff:
1. To advice the concerned project in planning and organizing measures necessary for effective control of personal injuries and property damages.
2. To carry out detailed Job Safety Analysis/ Risk assessment of selected jobs. 3. To check and evaluate the effectiveness of the action taken or proposed to be taken to
prevent accidents. 4. To carryout safety inspections in order to observe the physical conditions of work practices
followed by workforce and to render advice on measures to be adopted for removing the unsafe physical conditions and preventing unsafe actions by employees.
5. To advise the Project Management on matters pertaining to safety inspection. 6. To render advise on systems relating to reporting, investigation and analysis of all accidents. 7. To investigate all accidents, occupational diseases, damage to plant and equipment, fires or
explosions and dangerous occurrences. 8. To advise on maintenance of such records relating to accidents, dangerous occurrences and
chronic occupational diseases, etc. 9. To attend job progress meetings where safety is an agenda. 10. To promote setting up of safety committees and act as an advisor and catalyst to such
committees. 11. To take part in discussions on injury, damage and loss control. 12. To design and conduct independently suitable training and educational programs for the
prevention of personal injuries or any other accidents. 13. To coordinate with the safety representatives related to the project and act promptly on their
recommendations in order to improve our safety performance. 14. To foster within the project an understanding that prevention of injuries and damage control
are an integral part of business and operation. Other Responsibilities:
1. Facilitate weekly toolbox meetings regularly on different topics in conjunction with the job nature and supervisor’s input.
2. Provide safety indoctrination to the new employees who have arrived to work with the company and into projects.
3. Complete the Project Monthly Statistics Report on the last day of every month. This should be duly signed by the project head and a copy to be sent to higher management.
4. Keep up-to-date records of all correspondences pertaining to safety in an easily retrievable manner or not.
Project Awareness:
1. Secure a copy of the scope of work of the project you are managing and make yourself
conversant with the different project activities and the safety requirement. 2. Advise the project management about the associated hazards and remedial measures of
different tasks prior to its commencement. 3. Know the emergency procedures in your project and make everybody aware about how to
summon and react in case of emergency. 4. Keep abreast of new safety developments and directives from the management for
implementations.
Safety Inspections:
Conduct continuous or planned (periodic/intermittent/general) inspections in project covering all the areas, as necessary. Every inspection must be followed by a clearly written report of findings of the unsafe condition or unsafe act may have noticed with recommendations to prevent the same. Disseminate the report to the project manager or the concerned personnel/ department for necessary corrective action. Use SAFETY INSPECTION CHECKLIST wherever necessary.
1. If no response is made by the project head/ supervisory staff against safety violations brought to their attention and such violations are recurring despite repeated follow-ups, bring it to the notice of APCO Safety Section without delay.
2. In remote areas where our work force has to stay in any camps, periodic inspection on such facilities must be conducted. If you notice any condition, which could affect the safety and health of our employees, bring it to the knowledge of the project head to initiate the corrective action.
3. If any outside/ project safety personnel visit the site, offer assistance to answer their question and accompany that inspector/ inspection team. This is especially important when conditions have been temporarily changed because of construction, maintenance, equipment’s downtime or employee absence. Due to any reason, if you cannot accompany the inspector, you may contact the inspector later, discuss and agree to his recommendations.
Job Safety Analysis:
1. To advise any safety aspect in all job studies and to carry out detailed job safety studies of selected jobs.
Accident Investigation, Reporting and Analysis:
1. Make an immediate oral report to safety section. On the receipt of notification from the concerned person.
2. Start investigation immediately upon the receipt of notification of any accident/ incident from the concerned person and discover the causative factors, the hazard conditions and practices that brought the accident about so that proper action can be taken to prevent their recurrence.
3. On completion of the investigation, duly complete the investigation report and submit copy to the concerned project head and safety section along with relevant appendages if any.
First Aid, Welfare & Hygiene
1. Advice the project management to have sufficient first aid kits and adequate stock of medicines at all times. So, necessary first aid can be provided to the victim before the person can get the medical assistance.
2 Advised the management to have adequate sanitary facilities like portable toilet, washing facility, drinking stations etc. and to be properly maintained.
3 If any hygiene related complaints are received from our employees, analyze the situation if it could develop/ has developed any occupational disease. Advise the management of the same for necessary corrective measures.
4 Review and make recommendation on waste minimization, segregation and disposal in accordance with Royal Commission Environmental Regulations.

Scope:
Responsible for the management, planning, preparation, and update and monitoring of the
implementation of the quality controlling system (QMS) insuring the system complies with the
requirement of the latest vision ISO 9001 Saudi Aramco schedule (Q) and any other updates that
may arise during implantation .
Duties / Output:
To ensure that quality manual and accompanying processes are the understood and implemented
within the quality controls functions.
Ensure the quality control measure comply with the requirement of the latest standardization
body applicable to the jib in hand.
Maintain quality record and ensure those produce are collated and compiled into record for future
evaluation and measurement.

QUALITY ASSURANCE/QUALITY CONTROL
Quality control during the construction process is extremely important in order to safeguard the value of
the owner's investment. Process Technical Services QAQC personnel can perform checks and tests
throughout the construction process, providing the project owner assurance that the project is being built
according to specifications.
The first step in establishing the requirement for construction QAQC is to develop an overview of the
entire quality program. A quality management plan is essential and the form of the construction
organization needs to be established.
The responsibilities and authorities of the various principals in the construction QAQCorganization
need to be established. These include the Environmental Protection Agency (EPA), the project owner,
the engineer of record, the construction manager, and the construction contractors. Included in this
assignment of responsibilities is the Construction Manager’s quality assurance personnel and the
contractor’s quality control personnel.
Contractor’s that are under consideration to perform the work must submit their construction QAQC
plans for review and acceptance. The construction manager will maintain all submittal files via a
combination of a secure document filing and storage system, and a computerized document tracking
system.
General construction inspection and verification requirements include inspections, QC testing, QA
testing, establishing construction acceptance criteria, construction audits, compliance with handling,
storage, packaging, preservation, and delivery requirements, and material identification and traceability.
Inspections will uncover construction deficiencies. These will need to be identified, reported and
corrective and preventive action taken.
Document handling and retention procedures are important. Records must be updated on a daily basis
and a daily construction report issued. The construction QAQC plan requires that all construction
drawings be stored and that As-Built drawings be prepared and reviewed.

For any construction activity the EPA requires submittals that conform to regulation and must be
approved by the EPA prior to construction.
Field changes for QAQC will be limited to the construction QAQC plan and contractor quality control
plan changes. Changes to construction processes or design plans and specifications are governed by the
remedial action work plan and design change order procedures.
The project owner, the construction manager, site manager, or construction quality assurance officer may
initiate revisions to this construction QAQC plan. It may be revised whenever it becomes apparent that
the construction QAQC procedures or controls are inadequate to support work being produced in
conformance with the specified quality requirements, or are deemed to be more excessive than required
to support work being produced in conformance with the specified quality requirements.
Construction of a process plant is complex undertaking. However, the project owner is well advised to
invest in QAQC services in order to prevent poor quality construction that may result in serious project
delays and substantial cost over-runs. Process Technical Services has experienced and qualified

construction program for your project, or to provide support for an established construction QAQC
project team.
Quality assurance in construction requires that the procedures for incorporating design changes into the
construction plans be well developed and fully utilized. The earlier that design changes are recognized
and implemented the lower the cost. Quality assurance efforts in construction must closely monitor how
well management of the design, and change of design processes are functioning. These represent the
quality issues that need to be monitored during the quality assurance effort and acceptance testing.
Another area of activity for quality assurance in construction that must be continuously monitored is the
development of plans and specifications. Architectural and engineering plans and specifications often
change during the construction phase of a complex project. It is important that the procedures for
incorporating these changes into the construction plans be well developed and consistently followed.
In order to minimize construction cost while meeting all of the specifications in the plans and design
requires that the advertising for bids and awarding of contracts be closely monitored. The qualifications
of the contractors and subcontractors to perform the services advertised and meet the quality
requirements should be examined carefully all during the construction phase of the project. This is an
element in the program for quality assurance in construction.
Finally, the actual construction activities should be closely monitored to ensure that the engineering
plans and specifications are being met or exceeded throughout the construction process.
