Who we areROSS Planning Pty Ltd is a consultancy fi rm specialising in recreation, open space and sports planning. Established in July 2003, the fi rm has completed projects for clients in the commercial, local and state government sectors.

Our team

Scott Walkermanaging directorScott has gained broad experience in the leisure and community planning sectors during his 25 years in the industry. He has experience across a range of roles, including more than 10 years within local government.

Scott offers a wealth of experience in facility planning, management and policy; open space planning; community and organisation development; project management and community consultation.

With fi rst-hand experience in sport and recreation planning for a local government, alongside his extensive support for a number of local community organisations, Scott offers clear, concise and pragmatic advice to his clients. He is happy to share information to help clients understand different options and their likely consequences. He believes this approach leads to more robust and acceptable solutions to be formed. Scott prides himself on keeping an open door on projects and encourages clients to stay in touch.

Dion Collinsmanaging director

Dion, with almost 20 years’ experience in the sport and recreation industry, is a

well-known sport planning consultant. His experience, along with his communication

skills and dedication to his profession, makes him a leader in this industry. He

remains focussed on providing high-quality outcomes for his clients. He has worked

for local government, state sporting organisations and elite-level sport as

participant, coach and administrator, and, as such is able to analyse projects from a

range of perspectives.

Dion remains actively involved in the sports industry as a coach and manager for elite

young athletes. He is a current National Junior Coach and Australian Team Coach

for Athletics.

Dion displays initiative and innovative problem-solving skills, enjoying success

from the grass roots level in planning and building small sustainable clubs through

to working with professional and state organisations. His ability to understand the

unique needs of each client and community are an asset to the ROSS Planning team.

Carly Prenzlersenior consultantCarly has over ten years’ experience in the fi eld of strategic open space, recreation, and healthy community planning. Carly has held relevant positions within local government before joining ROSS Planning. Her local government roles have included open space and strategic land-use planning, outdoor recreation and recreation trail planning, community engagement, community development and social planning.

Carly has been praised for her ability to manage diffi cult community consultation processes and for her keen sense of prioritisation. Her ability to quickly develop productive working relationships with councillors, council and state government staff, sport and recreation user groups and the wider community is a key asset to the ROSS Planning team. Carly is an experienced project manager and undertakes projects in a professional manner.

Emily WagonconsultantEmily is an Urban and Regional Planner with experience in planning for open space, recreation and sport.

Emily has worked on a wide variety of projects that have led to the development of numerous open space, strategic and physical activity plans, feasibility studies, master plans and emerging trends studies. As a planner, Emily also has a thorough understanding of the planning provisions guiding local government and can structure frameworks and reports to meet these requirements. With her initial background in environmental planning, Emily has a broad understanding of environmental legislation, management and planning that are incorporated into her projects.

Strategic planning for sport and recreation

Case studiesToowoomba Regional Council — Regional Sport and Recreation Plan Toowoomba Regional Council required a strategic plan for sport and recreation facilities and clubs to cope with predicted growth in the next 20 years.

Toowoomba Regional Council has been established through the merger of eight Councils. As a result, divergent systems and practices were uncovered during the project and detailed recommendations were made, and agreed upon, on how Council should assist clubs and oversee sport and recreation delivery in the future. Ultimately, the project provides a clear set of prioritised and staged actions with associated costs and funding alternatives.

Tamworth Regional Council — Recreation and Open Space PlanThe Tamworth Regional Council required a plan for sport and recreation facilities and clubs as well as an open space plan to cope with predicted growth in the next twenty years.

Tamworth Regional Council has been established through the merger of four Councils. As a result, divergent systems and practices were uncovered during the project and detailed recommendations were made, and agreed, on how Council should assist clubs and oversee sport and recreation delivery in the future.

Our approachLocal governments, sporting clubs and community organisations are increasingly demanding greater resource efficiencies and shared use to maximise investments in community infrastructure. This is being expected from groups that are often steeped in history and emotional attachment. Open space and land use planning

Our approachMany of our clients realise the benefits in seeking external advice in terms of land use planning, especially in relation to sport, recreation, parks and open space matters. Land use planning projects are often driven by state or territory legislation and associated policy, regulations and guidelines. It is noted that the guidelines can change and our team is dedicated to keeping up-to-date with amendments so that we can offer our clients a range of land use planning options, especially in terms of processes employed to best reflect the local context and desires.

Land use planning projects our team has experience in include the development of open space plans, land management plans, planning scheme codes, land use zoning, infrastructure plans, strategic land use planning, structure and master planning.

The challenge for many local governments is to establish a framework for open space provision that is easy to understand, transparent in determining needs and can be applied consistently across different sections of Council—eliminating confusion, mixed messages or contradictory advice in land planning processes. Further, it is essential that open space planning (and ultimately open space design and development) reflects the needs and desires of the community. ROSS Planning understands the legislative options available to councils to strengthen their open space planning processes to ensure quality outcomes.

Quality open space forms a significant part of an urban area’s lifestyle infrastructure. A ‘green’ environment encourages pride in the community and provides a location for recreation and sporting activity and ultimately offers areas for improved physical and social health for residents and visitors alike. It defines an area as an inviting place to live or visit.

Case studiesQueensland Government — Land for Public Parks Evidence-based ResearchThe Department was looking for evidence to better inform planning for public sport and recreation parks, ensuring sufficient land is protected for these purposes in the future. Evidence was gathered through extensive consultation (distributing a survey to every Queensland council, conducting a roadshow of workshops across the State and widespread interviews), academic and industry reviews (including reviewing every local government park planning policy) and GIS-based analysis and assessment. Ultimately, the report provided data to guide policy development and to assist the Department in defining its role in influencing local government land-use planning practices for parks.

Lithgow City Council — Open Space and Recreational Needs StudyThis open space plan was driven by the need to understand the costs of the open space resource, meeting the needs of a changing population and ensuring quality planning practices. Analysis included the inspection of every Council-managed park, sports facility and additional open space parcel.

The Study is an accountable and transparent forward planning document. It provides clear, realistic and achievable recommendations that feed directly into the new Local Environmental Plan and Development Control Plan. It is important that the Study can be readily reviewed by Council in the future and, therefore, we developed a robust and easy-to-follow framework.

Mount Isa City Council — Recreation Zone Planning Scheme ReviewROSS Planning was commissioned by Council to provide input into the development of a new Planning Scheme, with a focus on making land use zoning recommendations, drafting recreation zone codes and developing the extrinsic data to support the parks infrastructure network of the Priority Infrastructure Plan. These elements were developed in accordance with the Sustainable Planning Act 2009 and associated policies and guidelines, namely the Queensland Planning Provisions, Statutory Guideline 09/01—Priority Infrastructure Plans and Practice Notes (PIPRICS) and the statutory North West Regional Plan.

Community health and well-being planning

Case studiesMoreton Bay Regional Council — Active Living PlanThis Plan was a series of strategies, priorities and recommendations to improve and promote healthier communities within Moreton Bay. Importantly, the Plan recognised the capabilities of Council, key stakeholders and the community.

The Plan focussed on four key components; physical activtiy, built environment, active transport and nutrition. The recommendations were based on a whole-of-community approach to achieving “a lot with a little” by focussing on existing networks and already developed momentum to increase and improve the physical well-being and health of residents and visitors to the region.

Redland City Council — Physical Activity StrategyROSS Planning developed a comprehensive physical activity strategy for the Redland City area that includes a policy framework incorporating a set of physical activity targets and a capacity building plan for the ongoing education, training and support for Council and its community members.

This Strategy has assisted Council present to the community its vision and allows the community to have an understanding of the importance Council places on opportunities for physical activity and well-being.

Tweed Shire Council — Positive and Healthy Ageing PlanPopulation growth and a high proportion of elderly residents continue to be major issues for the Tweed Shire, hence Council’s decision to commission ROSS Planning to develop the Positive and Healthy Ageing Plan. The Plan focuses on strengthening the coordination between Council, government agencies, local business and other service providers to create age-friendly conmmunities, avoid service duplication and increase the cost effectiveness of programs and projects across the Shire.

These outcomes were achieved through a number of recommendations to maintain (and improve) health through physical activity, social interactions, mobility, access to health services and safety. Age-friendly communities are proposed that provide a range of inclusive and accessible services, with easy access to buildings, safe recreation spaces, legible signage and directions, with regular and reliable transport options.

Communities throughout Australia are experiencing increasing levels of physical inactivity, a major factor leading to an increased demand on community resources such as infrastructure, transport and health care. These trends have seen a greater dependency on government and taxpayers. Community health, well-being and physical activity planning can assist decision-makers make informed choices in regard to policy, infrastructure provision and community funding.

Not all communities require the same level or type of well-being planning. Some examples of the different types of health and well-being services ROSS Planning offers are:

Feasibility and sport business planning

Our approachOur aim in developing a feasibility study and/or business plan is to provide our clients with the confidence to proceed – or not – with their proposed investment. At the conclusion of the study, our clients will understand the basis for our recommendations, which will have been formed from extensive market analysis and community consultation.

Our staff have strong business credentials, as well as sport and recreation facility management backgrounds, and we approach feasibility studies and business plans from these perspectives.

We believe it essential that community leisure facilities should be sustainable over the long-term. Armed with an understanding of our clients’ resources, and expectations for the facility, we will establish the best management and operating scenarios. We will also establish the areas of risk so that our client can model various scenarios and view the potential outcomes.

Additionally, ROSS Planning has significant experience in meeting the relevant legislative requirements of government agencies, enabling approval to be rapidly obtained.

Grant applications and lease renewals need to conform with the requirements of the agency if the application is to be successful. With our extensive local government and state government experience, we can write successful applications for our clients.

Case studiesEastern Suburbs Hockey Club — Synthetic Facility Feasibility StudyROSS Planning was commissioned to determine the feasibility of the club developing a synthetic hockey surface. As the club’s existing grounds were not satisfactory, a new site firstly had to be found. As the preferred site was a multi-use facility, satisfactory management arrangements also needed to be negotiated and established.

The facility was deemed viable with a low level of risk, due to the latent demand for this type of facility.

ROSS Planning subsequently developed a business plan and assisted the club to prepare a successful State Government funding application. Construction of the synthetic field, new amenities and clubhouse upgrade were completed in 2011 and the club is now the envy of many of the most successful hockey clubs from across Australia.

Moreton Bay Regional Council — Redcliffe Tennis RedevelopmentThis project involved assessing the feasibility of redeveloping the existing tennis facility managed by the Redcliffe Tennis Association.

The project included significant consultation, development of business and management plans and the presentation of costed concept plans.

A Major Facilities Program grant application was successful with the facility’s construction completed in 2010.

Our team combines sport and recreation planning and landscape architecture, allowing us to provide innovative plans and drawings that are well designed, aesthetically appealing, function optimally for their desired purpose, and are realistic and achievable.

Our master plans and associated reports include thorough analysis, conceptual design, detailed concepts, precinct design drawings and imagery. Case studiesToowoomba Regional Council — Highfi elds Sports Park This master plan provides a long-term vision for a 39ha greenfi eld site. While the site is currently located beyond residential development, in the short- to medium-term it will be bordering medium density housing. As a result, the design has responded to the needs of both local sporting clubs and future nearby residents.

Managing predicted traffi c fl ows, signifi cant vegetation and marked slopes across the site has required close collaboration with engineers and innovative design solutions. As a result of the thoroughness of our approach, the master plan has been well-received by sporting clubs, the wider community, council staff and councillors.

Orange City Council — Wade + Moulder ParksWade and Moulder Park are the premier parks in the City—Wade Park the premier sporting venue and Moulder Park one of the key recreation parks. This (2012) project involved enhancing the experiences available at Moulder Park by improving linkages and expanding the variety of passive and active recreation opportunities available within the Park. Many of the facilities within Wade Park are aging and no longer serve the current uses for the site. This project included identifying the most suitable sport and community facilities to cater for predicted future need as well as redeveloping and optimising the spatial layout. This provides for a more multi-purpose regional sporting facility, allowing additional sporting codes to be able to utilise the facility without unnecessarily impacting on the existing codes or the site and immediate surrounds.

Outdoor recreation and trails planning

Case studiesQueensland Government—Feasibility Study for a Regional Off-Road Motorcycling FacilityThe purpose of the study was to undertake a feasibility study and concept plan for a multi-disciplinary off-road motorcycling facility. While the subject site had no formalised use, the site had a number of informal recreation users. The project included: identifying opportunities and constraints associated with developing an off-road motorcycling facility; investigating solutions and options for mitigating constraints; and preparing concept plan options prior to undertaking a detailed feasibility analysis and facility design.

Gympie Regional Council — Tracks and Trails PlanThe Tracks and Trails Plan investigates opportunities to increase and enhance the tracks and trail-based activities (namely walking, horse riding and mountain bike riding) within the public areas of the region.

The aim of the project was to develop a strategy that ensures that trail provision meets demand (from both the local community and visitors) and ensures a diverse range of quality trail-based activity opportunities. The project provides strategies to increase tourism and economic opportunities by enhancing and promoting the region’s trail networks.

Ipswich City Council — Outdoor Recreation PlanThe plan informs Council’s strategic direction, provision and management of nature-based/outdoor recreation, recreation trails and water-based recreation within Ipswich. The plan has been prepared from an activity demand, capacity, development, management and partnership perspective.

The plan encompasses outdoor recreation in both private and public lands. Additionally, it considers sustainable, nature-based recreation within the natural area estates. Broad scale, concept master plans have been developed for each significant city-wide and district level reserve to assess the ecological values and subsequently to identify any suitable recreation activities. The plan also includes strategic recreation track and trail planning to direct the preparation of master plans/management plans for each trail. An assessment of water-based recreation access and demand has also been undertaken.

Our approachWith land for traditional parks and sports facilities limited, and urban sprawl approaching bushland areas, outdoor recreation pursuits are growing in popularity. Many local governments and state government agencies are realising the benefits in seeking external advice in terms of planning for outdoor recreation activities and specific areas. Outdoor recreation incorporates a wide-range of activities, many of which are not complementary. Planning for outdoor recreation is often complex, multi-pronged and requires the input from a wide variety of stakeholders. ROSS Planning believes in taking time to understand the opportunities and constraints of outdoor recreation planning at the local level prior to making any significant recommendations. ROSS Planning undertake detailed and thorough investigation across a number of criteria to ensure that there is a balanced and optimal outcomes for both the natural and social environments.

Trails and tracks are generally considered the most demanded infrastructure requirement for many outdoor recreation activities. Planning tracks and trails for differing uses (from bushwalking to equestrian trails to high-impact motorcycling trails) requires specialised skills and planning experience.

Club development planning

Our approachCommunity organisations (clubs) are the heart and soul of sport and recreation delivery in Australia.

The vast majority being ‘staffed’ by volunteers, these clubs often manage highly valuable community assets with limited formal processes in place. As a result, many community assets (sports fields, courts, clubhouses, etc) struggle to reach their full potential in delivering facilities and services to their respective communities and often become significant financial burdens to the land-owner (in most cases, local government).

While these clubs are the best placed to deliver sport and recreation opportunities to the community, they need assistance to do so. ROSS Planning staff have over 40 years of combined experience working with local sport and recration clubs in the development of a range of club development plans such as:

Case studiesIpswich RC Nutz Remote Controlled Car Club —Development PlanThe RC Nutz Remote Controlled Car Club was established to formalise and investigate opportunities to develop a dedicated remote controlled car facility in Ipswich.

ROSS Planning was contracted to produce a club development plan which would articulate a vision, provide an action strategy and a way forward for the club to realise its dream. ROSS Planning also developed a concept plan for the proposed remote controlled car facility. This project was jointly managed by the club and Ipswich City Council. Relevant stakeholders were closely involved throughout the planning processes with both the club and Council agreeing to the end vision.

Stanthorpe and District Cricket Association —Club Development PlanStanthorpe and District Cricket Association (S&DCA) is a long established peak cricket body who was looking to overcome a number of stagnant seasons for local clubs. ROSS Planning worked with the S&DCA executive committee to develop a range of realistic and achievable recommendations covering: competition structure and delivery; membership growth and development; succession planning for volunteers; facility development; funding and sponsorship; relationships with stakeholders and developing a successful club environment.

This Plan has become the lead document guiding the S&DCA as it grows into the future.

Aquatic & indoor facilities planning

Case studiesBundaberg Regional Council — Bundaberg Regional Aquatic Centre Feasibility Study and Concept Plans The purpose of this project was to investigate the feasibility of developing a regional aquatic centre in the local government area to meet its current and future aquatic needs. The study involved extensive demand research, prospective site analyses and the subsequent development of concept designs (by partnering architects).

In addition to assessing the need for/ viability of the proposed facility and determining its best location, ROSS Planning provided full financial modelling, management and maintenance considerations for its ongoing operations.

Sunshine Coast Council — Maroochydore Indoor Sports Complex Feasibility StudyThis project involved completing a feasibility study to determine the most appropriate site/location, indicative capital costs, financial projections, potential partners and management arrangements for the development of a major indoor sporting facility in the Maroochydore/Buderim area.

The development of the concept designs included a full investigation of the necessary inclusions such as sports courts, cafe, gymnasium, meeting rooms, office spaces and other ancillary facilities, consistent with community needs and indoor sports’ provision trends.

Key milestones of the project included the development of a community engagement plan, situational analysis report, feasibility study and presentation of concept plans (with options).

Our approachAquatic and indoor sports facilities, and how they are used by the communities they serve, are continually evolving.

When developing strategies for these facilities, we ensure that the latest trends and innovations are coupled with the desires of our clients.
