SADC – PLAN is a town planning consulting company at the progressive end of the African urban planning market. The company consults in the space of planning, which encompasses; integrated master planning, urban renewal, urban design & regeneration strategies, housing plans and layouts, development facilitation services and management, programme management & statutory planning.

OUR VISION IS FOR SADC-PLAN IS TO BECOME A SIGNIFICANT CONTRIBUTOR TO THE PLANNING AND DEVELOPMENT OF SOUTHERN AFRICAN CITIES WITHIN THE NEXT 20 YEARS

SADC-PLAN has a strong mentorship and intern programme that aims to diversify the industry, giving an opportunity to planners who have not have not previously had the opportunity.

SADC-PLAN was established in October 2013 to take advantage of the gap in the market for historically Disadvantaged Youth Enterprises in the field of town and regional planning.

The company has successfully managed a number of working partnerships with other firms.

Right from the start, SADC –PLAN began an Enterprise Development Partnership with SMEC SOUTH AFRICA. This was to benefit from international work experience with specific focus on Africa. SMEC is a Multi-Disciplinary Engineering firm with major experience in Land Development and Government Advisory Services. In 2016, we landed our First Master Plan Project in Africa through SMEC, packaging a new town in Uganda for the Oil and Gas Industry – A Flagship Project for Uganda.

Over the past three years SADC-PLAN has also partnered with LDM Consulting, a multi-disciplinary firm of built environment specialists with considerable experience in Programme & Project Management; Quantity Surveying; Government Advisory Services & Property Development.

As Town Planners, SADC-PLAN, compliments SMEC South Africa’s Land Development expertise and the Property Development expertise of LDM. SADC-PLAN also provides complimentary Programme Management expertise and capacity to both leading firms.

Other firms have also supported the growth of SADC-PLAN into niche areas such as Housing and Rail Development. This includes Oxygen-IS, MapAfrica and Abakali Quantity Surveyors respectively.

Through our Strategic Partnerships with SMEC and LDM specifically, we have been privileged to perform the role of master planners in major initiatives in South Africa and the Province of KwaZulu-Natal. These include;

• The Special Economic Zones Master Plans for Richards Bay IDZ and Dube Trade Port,

• N3 & N2 National Corridor Plans,• The KZN Infrastructure Master Plan,• The KZN Industrial Hubs Master Plans for Amajuba,

Emnambithi and Mandeni.We are also currently working with SMEC on the KZN Local Economic Development Strategy, the Richards Bay Airport Relocation Feasibility Plan and have worked on the Initial Concept for the Proposed Intermodal Hub in Cato Ridge.

With the Support of LDM Consulting, SADC-PLAN has become a front runner in Urban Renewal Plans & Revitalization Strategies for Priority Nodes in KwaZulu-Natal.

Career development: Self-development is a must; however we will invest in the necessary skills and training to ensure that we are at the top of our game.

Sustainable Reward systems: At the core, a business needs to be managed on sound cost-conscious financial systems. We will continue to explore Empowerment and Enterprise Development Support for as long as we can, but we are planning independence in the short term. SADC-PLAN needs to operate on sound sustainability principles while at the same time create a reward system for staff to be attracted and retained in a highly competitive environment.

WHAT HAVE WE DONE TO DATE TO GET THERE? PROGRESS.

Recruitment: SADC-PLAN provides employees the opportunity to work on some of Africa continents most exciting and dynamic projects. While we value experience, we aim to attract young passionate minds ready for the challenge.

Internship Programme: We have improved our network reach by partnering with Urban Futures Consulting. Through this relationship we will be tackling projects in the research and development space, as well as created an opportunity for incubating more internship. At present.

Mentorship Programme: We are currently reviewing the operating structure of the firm and staff will have completed an 18-month mentorship programme by Jan 2018.

Bursaries: In the last three years we funded three 1-year of study bursaries. SADC-PLAN will continue to support bursaries internally and externally through initiatives such as the Lenny Naidu Development Institute and on a case by case basis.

New networks: We have established two offices – KZN and Gauteng with a view to build on the opportunities in that growth center. We have our sites on the Eastern Cape, where we will continue to build our working relationships with SMEC South Africa and LDM offices there.

We have survived our initial start up years despite South Africa’s under turbulent economic conditions. It’s now time to ride on the waves of change as we enter a new chapter in our national and international history.

SADC-PLAN has grown from just 2 people in 2013 to a staff compliment of 7 people. We have hosted interns from government and from Durban University of Technology and will continue to support youth employment in the firm.

He has 15 years of professional experience encompassing Town and Regional planning; Development Economics; Market research and Project Management servicing the needs of clients ranging from local government through to provincial government departments and parastatals.

In 2005, Trivi worked as a Senior Programme Manager at the eThekwini Municipality’s Economic Development Unit. He was instrumental in establishing and programme managing “Priority Sector Support Programmes for Ethekwini”; such as Materials Recovery Programme; Maritime Cluster; Furniture Cluster; CFTL Cluster; Chemicals Cluster; Arts and Craft Cluster; Fashion Cluster; and Automotive Clusters. In 2007, he was nominated by the City Manager to be the Economic Spokesperson for the City on the “Port Master Plan Process” being driven by Transnet and Ethekwini Municipality.

His experience includes involvement in:

• Port of Durban and Port of Richards Bay strategic harbour expansion planning exercises for Transnet;

• Back of Port Planning for the Ethekwini Municipality; • Several Local Economic Development Strategies for

the Ethekwini Municipality; • Economic Development Strategy 2008 and Spatial

Economic Strategy and Plan 2009 for the Ethekwini Municipality;

• Retail Feasibility Studies for the KZN Department of Economic Development and Tourism throughout KZN;

• Packaging of Industrial Sector Support Programmes for the KZN Department of Economic Development and Tourism; as well as Programme Management experience at the Ethekwini Municipality’s Economic Development and Facilitation Unit.

Trivi has worked on several feasibility studies for the Ethekwini Municipality’s Catalytic and Mega Projects and has also been trained by the DBSA on the application and development of Social Accounting Matrix (SAM) and Cost Benefit Analysis (CBA). He has gained experience in the sphere of Town and Regional Planning as well as Development Economics whilst at Urban Econ and at the Ethekwini Municipality, before to moving into Project Management at Focus Project Management. This gives him a solid grounding in processes and principles of the built environment.

Prior to establishing SADC-PLAN, Trivi was employed at Focus Project Management as a Divisional Director and the Programme Manager overseeing the implementation of the R730m National Treasury Grant for the City of Tshwane NDPG Programme. His main focus was overseeing the planning, design and feasibility stage of this Urban Renewal Programme. He was the lead planning consultant on the Richards Bay 50-year Master Plan project.

Since establishing SADC-PLAN, Trivi has been a planning lead on the following key Master planning projects:

Richard is a qualified architectural technologist with approximately 15 years of experience in architectural, urban design and town planning. He has a Bachelor of Architectural Technology Degree from the Durban University of Technology and is registered as a professional

with the South African Council for Architectural Professionals. He has been involved in a number of projects ranging from residential property designs, commercial, industrial, warehousing and also urban

design projects at a city scale.

Richard specialises in the latest computer aided design software technology creating three dimensional visualisations, renderings and fly-throughs of proposed projects. This process facilitates an opportunity for interactive decision making and design review, and revisions in the overall design process from concept to detailing and final design stage.

Richard has done Urban Design Framework plans for major projects including: Durban Station and Berea Station; Finningley Estates; KZN Industrial Hubs; KZNCOGTA Small Town Rehabilitation Programme; UKZN and DUT Master Plans.

Siraaj has a Bachelor’s of Technology in Town and Regional Planning, coupled with 5 years’ experience. as a professional planner. He has worked on key planning projects such as SIP2 Corridor, N2 Corridor, Small Town Rehabilitation Projects and the KZN Infrastructure Masterplan.

His responsibilities are focused on land uses management and GIS functions. In addition, he has worked in urban design projects for Tshwane Municipality and the City of Johannesburg Land Strategy for the Johannesburg Property Company. His main area of focus is statutory planning, dealing with complex urban and rural development applications in terms of SPLUMA for Major projects such as Keystone Park; Finningley Estates; Kanku Road Housing; Marianridge Housing; and Cwaka New Town Center.

RICHARD GOVENDER IS A REGISTERED SENIOR ARCHITECTURAL TECHNOLOGIST. HE IS AN URBAN DESIGNER AT SADC-PLAN.

SIRAAJ HASSAN IS A REGISTERED PROFESSIONAL PLANNER. HE IS A STATUTORY PLANNING AND GIS EXPERT AT SADC-PLAN.

Kimesha completed a Bachelors Degree of Social Science in Geography and Environmental Management at the University of KwaZulu Natal; and a Master’s Degree in Town and Regional Planning. Kimesha has worked

on Mkhuze Urban Renewal Plan, the Cogta Small Town Rehabilitation Programme Project Reports: 6 Nodal Plans (Amahlubi, Babanango, Silutshane, Charlestown, Golela, & Belgrade) and lastly the Bergville Urban Design Project Report. She has recently worked on the KZN Infrastructure Master Plan and for the City of Joburg Land Strategy Project.

Gcobani has a Bachelor’s of Technology in Town and Regional Planning, and 5 years’ experience. By 2018, Gcobani will have a Masters Degree in Town and Regional Planning. As a Professional Planner he has worked on key planning

projects such as SIP2 Corridor, N2 Corridor, Small Town Rehabilitation Projects and the KZN Infrastructure Masterplan. He is a Planner Programme Manager on two major projects in KwaZulu-Natal: Cwaka New Town Center and Dukuduku Onsite Resettlement Programme. Gcobani has worked on many projects in KwaZulu-Natal including the KZNCOGTA Small Town Rehabilitation Programme; SIP2 and N2 Corridor Plans.

Novania completed a Bachelors Degree of Science in Geography and Environmental Management at the University of KwaZulu Natal. By 2018, she

will have completed her Master’s Degree in Town and Regional Planning. Novania has worked on KZNCOGTA Small Town Rehabilitation Programme; N2 and SIP 2 Corridor Plans; KZN Industrial Hubs; UKZN and DUT Master Plans; Housing Layouts over 1000 units.

NAME OF CLIENT SMEC UGANDA for the Government of the Republic of UGANDA

DESCRIPTION OF PROJECT Uganda lies in east Africa and lies across the equator about 800 Km inland from the Indian ocean. Albertine Graben occupies the whole western quarter of Uganda, a large and diverse region.

The aim of this project is to establish integrated, sustainable and state of the art infrastructure and assets to form a striving centre and anchor platform in Uganda.

This will help in creating jobs and will see an increase in economy which will attract investments.

DESCRIPTION OF PROJECT Silutshana is located in the Nquthu Local Municipality, within the jurisdiction of Umzinyathi District Municipality, and is made accessible via the R68 the main route from Nquthu CBD.

The aim of Nodal Plan project is to provide a clear, comprehensive nodal plans using existing approved spatial locations of community service centres. The vision and strategy for the urban renewal and regeneration of the node will help to guide the spatial, infrastructural, service delivery improvement for better quality of life for all residents with its goals being to pursue economic integration, Spatial restructuring, sustainability and good governance which will in turn improve connectivity and circulation within the

town; create opportunities for economic activities in appropriate locations; Infrastructural Development; and enhance the public realm and enhance the town’s built form and visual appeal

The purpose of the Rezoning project is for obtaining town planning rights for the development of a community centres. The development will be broken down into two phases. This allows for meeting the immediate requirements of the community in phase 1 and the improvement on the existing facilities in phase 2. The benefits of this project is that it provides a meaningful utilization of land, promotes and contributes to local economic development and creates employment opportunities to the local community.

DESCRIPTION OF PROJECT The HOD of EDTEA approached Trivi Arjunan to prepare and package the entire Master Plan with the contributions of many role players in government and the private sector who have given extensively of their time and expertise

This Master Plan to totally eradicate poverty in KwaZulu-Natal in this lifetime requires that the multi-dimensional nature of poverty is acknowledged, that each element is addressed immediately, and also that there is a daily process of ongoing poverty eradication interventions which are monitored.

This Master Plan combines long range eradication planning and implementation programmes with immediate game changers - designed to have catalytic impact on poverty eradication and provide strong stimulus to existing efforts in poverty eradication. As such, there is a major focus on implementation, impact assessment and monitoring and evaluation of all plans on a real time ongoing basis, as well as on effective organisation and institutional congruence to ensure optimum delivery of outcomes.

DESCRIPTION OF PROJECT The City of Joburg Land Strategy has been developed to assist the City with its Core mandate of providing core municipal services through its Land resources. The Strategy is aligned to National, provincial and local priorities that are encapsulated in greater detail within sector specific policies, strategies and plans. This Land Strategy is therefore a concise framework for decision-making on Land and Property to be allocated

to the City’s Priorities up to the 2040.

The strategy provides guidance on Land disposal, leasing opportunities; acquisitions opportunities; land banking and land invasions.

Trivi Arjunan was the Technical Lead responsible for the conceptual framework and detailed land strategies.

METROPOLITAN INFRASTRUCTURE & PLANNING PROJECTS

SADC-PLAN provides opportunities for In-Service Training through the Durban University of Technology’s Town Planning Programme.

Over the last two years we have seen two 2nd year students experience the working environment of a Professional Town Planning practice at SADC-PLAN. They gained practical experience in the following key areas:

• Layout planning • Statutory planning • GIS mapping and digitizing • Town planning policy and research We have also been providing Skills Transfer to KZNCOGTA Planners, assisting with their professional experience and registration.
