    SEC.1034AFFIRMATIONOFARMEDCONFLICTWITHAL

    QAEDA,THETALIBAN,ANDASSOCI3

    ATEDFORCES.

    (a)INGENERAL ThatthePresidentisauthorizedto

    useallnecessaryandappropriateforceagainstthose

    nations,organizations,orpersonshedetermines

    planned,authorized,committed,oraidedtheterrorist

    attacksthatoccurredonSeptember11,2001,or

    harboredsuchorganizationsorpersons,inorderto

    preventanyfutureactsofinternationalterrorism

    againsttheUnitedStatesbysuchnations,organizations

    orpersons.

    (b)WARPOWERSRESOLUTIONREQUIREMENTS

    (1)SPECIFICSTATUTORYAUTHORIZATION

    Consistentwithsection8(a)(1)oftheWarPowers

    Resolution,theCongressdeclaresthatthissectionis

    intendedtoconstitutespecificstatutory

    authorizationwithinthemeaningofsection5(b)of

    theWarPowersResolution.

    (2)APPLICABILITYOFOTHERREQUIREMENTS

    Nothinginthisresolutionsupercedesany

    requirementoftheWarPowersResolution.

    Congressaffirmsthat

    (1)theUnitedStatesisengagedinanarmedconflictwith

    alQaeda,theTaliban,andassociatedforcesandthatthose

    entitiescontinuetoposeathreattotheUnitedStatesand

    itscitizens,bothdomesticallyandabroad;

    (2)thePresidenthastheauthoritytouseall

    necessaryandappropriateforceduringthecurrent

    armedconflictwithalQaeda,theTaliban,andassociated

    forcespursuanttotheAuthorizationforUse

    ofMilitaryForce(PublicLaw10740;50U.S.C.

    (3)thecurrentarmedconflictincludesnations,

    organization,andpersonswho

    (A)arepartof,oraresubstantiallysupporting,alQaeda,

    theTaliban,orassociatedforcesthatareengagedin

    hostilitiesagainsttheUnitedStatesoritscoalition

    partners;or

    (B)haveengagedinhostilitiesorhavedirectlysupported

    hostilitiesinaidofanation,organization,orperson

    describedinsubparagraph(A);and

    (4)thePresidentsauthoritypursuanttothe

    AuthorizationforUseofMilitaryForce(PublicLaw
