At this time your Committee is holding the 114 th session to examine a number of countries’ human rights record, including Canada, I hereby resubmit my human rights complaint against the government of Canada, that was submitted to your committee in 2004. And I also resubmit my complaint against the UN’s Office of High Commissioner for Human Rights (OHCHR) that unlawfully denied my procedural right to have my complaint considered by your Committee as the Committee’s rules require back in 2004. In 2004, I sent human rights complaints against government of Canada to UN's various human rights bodies. It never reached those bodies, because the OHCHR, then headed by Louise Arbour, a former judge of Supreme Court of Canada, seized all my complaints and returned them to me for findings that “domestic channels has not been exhausted”, etc. This is a violation of the UN's human rights complaint procedure rules, for in this case it was the OHCHR that decided on what human rights complaint and against which country those UN rights bodies could hear, yet under the rules it is those rights bodies to decide for their own whether to accept and register a particular complaint for consideration, whereas the OHCHR is totally without jurisdiction to do so, as it is not a function that the UN’s General Assembly assigned to the OHRHR.

My name is Wanxia Liao, a human rights complainant in Canada to UN. At this time your Committee is holding the 114th session to examine a number of countries human rights record, including Canada, I hereby resubmit my human rights complaint against the government of Canada, that was submitted to your committee in 2004. And I also resubmit my complaint against the UNs Office of High Commissioner for Human Rights (OHCHR) that unlawfully denied my procedural right to have my complaint considered by your Committee as the Committees rules require back in 2004. In 2004, I sent human rights complaints against government of Canada to UN's various human rights bodies. I then brought a Complaint to the President of UN General Assembly against the OHCHR. Yet my Complaint never reached the President, but was seized and sent to the OHCHR by Secretary of the President's Office, Tony Gallagher of the USA, without consulting with any officials of the President's Cabinet. When I protested to the OHCHR on grounds of conflict of interests, Secretary of the Human Rights Committee, Schmidt called me and told me that he was "assigned" to my case by the OHCHR, and "you don't expect this Office will assist you". Despite my follow up inquiries, the OHCHR never got back to me about my complaints against OHCHR. Please see the attached complaint letters that I wrote to the OHCHR.

Obviously the UNs human rights bodies are not accessible to people like me, whose human rights complaints are against the Western powers and who do not belong to a politically powerful and active ethnic groups such as the African Americans. This is contrary to the principle rules of the United Nations and therefore unlawful. My experience raises the question of whether the UNs human rights bodies have been hijacked by the Western powers and possibly become a political tool. This question shall be answered for the sake of UNs credibility.

Attached are my previous complaints against the OHCHR and my human rights complaint against government of Canada.
