OverviewTheWashingtonStateLegislaturecreatedtheCompleteStreetsAwardProgramasanincentivetoencouragecityandcountygovernmentstoadoptacompletestreetspolicy;thesepoliciesmandatethatcitiesandcountiesplan,design,operateandmaintaintheirstreetswhileconsideringalltransportationusersandmodes(seeRCW47.04.320attached).AcityorcountybecomeseligibleforaCompleteStreetsAwardwhentheyadoptasystem-widecompletestreetspolicy.Currently,34citiesandonecountyhaveadoptedcompletestreetsordinances.Citiesandcountiesmayhaveplansandprojectsthatintegrateacompletestreetsethic;howeverlocallegislativebodiesneedtoclearlyadoptacompletestreetspolicytoestablisheligibility.Inevaluatingwhichcitiesandcountiestorecognize,theTransportationImprovementBoard(TIB)willlookforcitiesandcountiesthathaveextendedtheirthinkingbeyondtheone-timepolicyadoptiontointegrateacompletestreetsethicthroughouttheirtransportationpractices.Citiesandcountiesthatshowachievementinplanning,designing,buildingandinvolvingthecommunityindesignforallusersmayreceivetheCompleteStreetsAwardincludingflexiblefundingthatcanbeusedtobuildeligiblecompletestreetsprojects.AwardedcitiesandcountieswillproposeaworkplanforTIBapproval.Thisworkplanwillincludeoneormoreproject(s)tosupportwalking,bicycling,accesstotransitand/orstreetscapeaesthetics.CompleteStreetsAwardsProgramProcessMap

FundingTheLegislatureprovided$3millioninyearoneand$14millioninsubsequentbienniafortheCompleteStreetsAwardsProgram.TIBstaffexpectsthe2016callfornominationstoincorporatetwoyearsofavailablefunding,forananticipated$10milliontotalfundingamount.TIBstaffmayrecommendanadditionalyear’sfundinginthefallifenoughadditionalcitiesandcountiesestablisheligibility.Subsequentcallsforawardnominationswouldbeintwoorthreeyearcycles.TheBoardwillconfertheawardsandapprovethefundinglevel.Theawardconsistsoftwofundingtargets:$250,000forcitiesandcountiesearlyintheCompleteStreetsadoptionprocessand$500,000forcitiesandcountieswithhighly-integratedpoliciesandatrackrecordofcompletestreetprojectdesignanddevelopment.TheBoardmayalsosetdifferentfundinglevelsdependingonamountofavailablefunds,numberofeligiblecitiesandcounties,qualityofpotentialprojectsandrecoveryofunusedfunds.Immediatelyafterboardapprovalofthecity’sorcounty’sproposedworkplan,TIBwilldisbursefundstothecityorcounty.Thecityorcountywillholdthefundsinarestrictedaccounttobeusedonlyonactivitiesintheapprovedworkplan.TIBstaffcanapproveworkplanamendmentsadministratively.CitiesmustexpendfundswithinthreeyearsofpaymentorthefundswillberecoveredbyTIB.ImplementationScheduleMay June July August• Framework

RCW47.04.320Completestreetsgrantprogram—Purpose—Goals—Awards—Report.
(1) Thetransportationimprovementboardshallestablishacompletestreetsgrantprogramwithinthedepartment'shighwaysandlocalprogramsdivision,oritssuccessor.Duringprogramdevelopment,theboardshallinclude,ataminimum,thedepartmentofarchaeologyandhistoricpreservation,localgovernments,andotherorganizationsorgroupsthatareinterestedinthecompletestreetsgrantprogram.Thepurposeofthegrantprogramistoencouragelocalgovernmentstoadopturbanarterialretrofitstreetordinancesdesignedtoprovidesafeaccesstoallusers,includingbicyclists,pedestrians,motorists,andpublictransportationusers,withthegoalsof:(a) Promotinghealthycommunitiesbyencouragingwalking,bicycling,andusingpublic
transportation;(b) Improvingsafetybydesigningmajorarterialstoincludefeaturessuchaswidersidewalks,
dedicatedbicyclefacilities,medians,andpedestrianstreetscapefeatures,includingtreeswhereappropriate;
(c) Protectingtheenvironmentandreducingcongestionbyprovidingsafealternativestosingle-occupancydriving;and
(d) Preservingcommunitycharacterbyinvolvinglocalcitizensandstakeholderstoparticipateinplanninganddesigndecisions.
(2) Forpurposesofthissection:(a) "Eligibleproject"means(i)alocalgovernmentstreetorroadretrofitprojectthatincludesthe
additionof,orsignificantrepairto,facilitiesthatprovidestreetaccesswithallusersinmind,includingpedestrians,bicyclists,andpublictransportationusers;or(ii)aretrofitprojectoncitystreetsorcountyroadsthatarepartofastatehighwaythatincludetheadditionof,orsignificantrepairto,facilitiesthatprovideaccesswithallusersinmind,includingpedestrians,bicyclists,andpublictransportationusers.
(b) "Localgovernment"meansincorporatedcitiesandtownsandcountiesthathaveadoptedajurisdiction-widecompletestreetsordinancethatplansfortheneedsofallusersandisconsistentwithsoundengineeringprinciples.
(c) "Soundengineeringprinciples"meanspeer-reviewed,contextsensitivesolutionsguides,reports,andpublications,consistentwiththepurposesofthissection.
(3) Incarryingoutthepurposesofthissection,thetransportationimprovementboardmayawardfunding,subjecttotheavailabilityofamountsappropriatedforthisspecificpurpose,onlytoeligibleprojectsthataredesignedconsistentwithsoundengineeringprinciples.
(4) Thetransportationimprovementboardmustreportannuallytothetransportationcommitteesofthelegislatureonthestatusofanygrantprojectsfundedbytheprogramcreatedunderthissection.
