INTRODUCTION

The purpose of this document is to review the existing conditions of Section 14 as part of the development of a Complete Streets Plan for the Agua Caliente Band of Cahuilla Indians (Tribe). This document includes the following components:

• A review of recent plans and policies adopted by the Tribe and City of Palm Springs which provide information relevant to Complete Streets concepts and design efforts to determine what actions are planned for the future of the area.

• A summary of field reviews conducted for the roadway corridors within Section 14.

• A summary of feedback and comments received from community members during the initial round of public outreach conducted in support of the Complete Streets Plan.

1. BACKGROUND DOCUMENTS AND DATA

This section summarizes the background information and documents from the Tribe, the City of Palm Springs, and the Coachella Valley Association of Governments (CVAG) which will help inform the Complete Streets Plan for Section 14. Table 1 gives a summary of the relevant topics and plans including:

Section 14 Master Plan, 2004

The purpose of this plan is to create an attractive, feasible and marketable vision for the future development of the area. The Plan builds upon existing strengths of the area to add elements to Section 14 that are currently missing, and promotes high quality design in future development.

The vision of the Master Plan emphasizes the following:

• Section 14 as a unique district with its own identity, linked to, yet separate from Downtown Palm Springs.

• Section 14 is seen as a destination resort and living environment of high-quality and design.

• The character of Section 14 should reflect the desert and oasis environments as well as represent the area’s Indian heritage and culture.

• The existing assets of Section 14 should be enhanced, such as its mountain views, hotels, casino, and convention center, as well as new attractions, to make the area an exciting place to live and visit.

Figure 2 illustrates the vision for the Master Plan. This is an overall view of a mix of land uses, pathways, and streetscape project locations, a shuttle network, and special roadway and crosswalks.

Specific catalyst projects were also developed to promote the vision for Section 14, its character, and sense of place. These include:

• A 30-acre site at the northeast corner of Avenida Caballeros and Tahquitz Canyon Way would be developed in phases to increase the amount of attractions-such as restaurants, retail, theaters, entertainment, and recreational facilities. The interior of this development will include landscaped paseos, courtyards, and plazas with landscape features that coincide with the exterior’s canyon oasis character. The exterior will have a festive appearance with bold signage and colors. The complex will have an internal pedestrian system tying Tahquitz Canyon Way to the Convention Center, as well as allowing for an airport-hotel downtown shuttle system.

• A family-oriented complex southeast of Tahquitz Canyon Way and Avenida Caballeros. This complex would emphasize health, sports, and recreation, also potentially including a museum, hotel, and senior complex.

• A complex that combines a mix of retail, restaurants, office space, theaters, hotel, and housing, with an indoor-outdoor festival marketplace atmosphere. This catalyst project would be located near downtown on Indian Canyon Drive, north of Amado Road along Calle Encilia.

This document lays out key strategies for the implementation of the vision previously described. Strategies related to a Complete Streets plan are listed in this plan and are shown in Table 2.

Adopt a specific plan and design standards for Section 14 in order to ensure consistently high-quality development for the future

The purpose of this plan is to apply design review procedures that preserve and promote the health, safety, and general welfare of Section 14. The following are specific purposes laid out in the Plan that are relevant to the formation of a Complete Streets Plan for the area:

• To ensure compatibility with existing, proposed, and planned development in the downtown area

• Encourage the revitalization of existing uses as well as the development of new ones

• To plan for infrastructure (streets and utilities) to support the proposed land uses

• To encourage high-quality development, architecture, and landscape continuity, independent of ownership

Elements of the Master Plan include land use, design, streetscaping, and circulation which serve as strategies to guide the future growth of Section 14. These elements are interrelated and will work together to function properly within the plan. Some of these elements relevant to Complete Streets strategies are outlined on the following pages.

Land Use: The Master Plan seeks to have a mix of land uses in order to create a dynamic visitor destination and peaceful living environment. The design, scale, and character of the land will create a strong and attractive place for pedestrians. The targeted areas for this are along Tahquitz Canyon Way between Amado and Arenas Roads, and Indian Canyon Drive north of Arenas Road. Tahquitz Canyon Way is identified to be the main activity corridor in the area. Figure 3 shows the land use plan for the 2004 specific plan.

Pedestrian/Bikeway/Shuttle Network and Open Space System: The Master Plan seeks to create an extensively landscaped pedestrian/bikeway/shuttle network to connect the City of Palm Springs bikeways that are proposed in the City’s General Plan. Giving visitors options for transportation will enhance the area’s attraction as a resort where visitors can have a break from their vehicles. The plan includes a pedestrian and bikeway system on all major arterials as well as along the flood control system and on key secondary arterials. This system will also include extensive landscape and streetscape features. Figure 4 illustrates the bicycle/pedestrian/ transit network plan for the area.

Urban Design and Streetscape System: The purpose of this section is to create a “vibrant reflection of the desert.” This section is aimed toward creating a destination that is well-landscaped and multi-modal, balancing vehicles with bicycles, pedestrians, and transit.

Table 3 lists the key features of the plan that will be focused on in order to achieve the desired goals. The features include the specific elements that will be included such as street improvements, multi-modal transportation accommodation, and landscaping.

Infrastructure Concept: The Master Plan’s infrastructure concept focuses on creating streets that are for people as well as cars where multiple modes of transportation are balanced.

Circulation: The plan names multiple elements of parking and circulation that should be updated to accommodate vehicles. Some of these changes include:

• Continue Indian Canyon Drive as a one-way northbound street with the option to convert it to a two-way street with one lane southbound and three lanes northbound. Street parking would be removed on one side, and a bike lane and new shared parking lots would be added

• Major Thoroughfare status for Tahquitz Canyon Way, Sunrise Way, and Ramon Road. These streets would be widened to the General Plan standard of 76 feet of pavement

City of Palm Springs

Palm Springs General Plan, 2007

The vision for the 2007 General Plan identifies the City of Palm Springs as a key destination in the Coachella Valley, known for its physical beauty, climate, and charm. The City seeks to preserve a balance between its natural and built environments, with the ultimate goal of the plan being to achieve land uses and development patterns that best meet the needs of residents, businesses, and visitors.

The plan identifies values that have the highest priority for the City, and must be addressed in order to maximize the potential of the area. These include:

• Create unique places that strengthen community identity.

• Encourage the creative mixing of land uses to promote vibrant neighborhoods and reduce the need for vehicle use.

• Preserve and uphold the high quality of architecture and the unique visual and aesthetic form in buildings and neighborhoods that distinguish Palm Springs from other cities.

• Provide a circulation system that accommodates the smooth flow of vehicular traffic, encourages safe bicycle and pedestrian movement, and presents attractively landscaped corridors.

Land Use ElementIntroducing mixed- and multi-use development can enhance the city as a desireable place to be. The Land Use Element states that multi-use projects are most successful when unified by common design themes and tied together by a series of plazas and pedestrian promenades. Mixed use areas foster civic activity, define character, and provide places for people to meet and socialize. Planning for mixed- and multi-use development should include landscape design and pedestrian-oriented amenities such as walkway connections, outdoor seating areas, shade trees and structures, and/or food courts. Exterior and interior spaces are both important to visitors and residents, and it would be beneficial to ensure that both of these types of spaces are integrated and equally emphasized.

There are particular goals of the Land Use Element that are relevant to Complete Streets. Two of these goals from the plan are described below.

• Establish a balanced pattern of land uses to ensure that land uses maintain and expand parks, recreational trails, bikeways, and pedestrian corridors and linkages throughout the City and between Palm Springs and adjacent municipalities.

• Maintain a vibrant, pedestrian-friendly Downtown that serves as the economic, civic, historic, cultural, and recreational center of the City.

The vision for Downtown is to create a high-intensity, mixed-use area, using the design guidance of the Downtown Urban Design Plan, which is discussed in this document.

Circulation Element The Circulation Element of the General Plan includes many goals for the City to become a multi-modal, accessible area. Some of these goals that are relevant to a Complete Streets Plan include:

• Rural street section standards shall accommodate pedestrian access.

• Provide an environment within the Central Business District along Palm Canyon Drive and Indian Canyon Way that is suited to slower traffic speeds and more frequent pedestrian crossings.

• Extend east-west streets in the Downtown area to better integrate vehicular and pedestrian flow between Downtown and Section 14.

• Adopt a program of non-motorized transportation facilities, including those for bicycles and pedestrians.

• Evaluate the need for and the feasibility of developing new bikeways and recreation paths (or improving to Class I standards) as the City continues to grow.

• Recognize the importance of the City’s bikeway system as a major transportation route, not solely for recreation.

• Establish and maintain design standards for the development of various types of bikeways and related improvements (parkways, bridges, rest stops) that may be necessary to implement the City’s bikeway network.

• Provide bike racks and other bicycle amenities throughout the City to encourage bicycle use as an alternative to vehicular use.

• Create a pedestrian experience that is attractive to both residents and visitors. Improvements include midblock crossings in the Central Business District, decorative street improvements, signage, and landscaping.

The Circulation Element also describes the transit that serves the City of Palm Springs. The SunLine Transit Agency has six routes that go through Palm Springs. The bus lines that serve Section 14 in particular will be described in the Site Assessment section of this document.

SunDial is a paratransit service that is run by SunLine and provides on-demand curb-to-curb service to qualifying persons within three quarters of a mile of a SunLine bus route. For regional travel, Greyhound and Amtrak have bus service through the area, as well as Amtrak rail.

Many of the roads in the City are in a half-mile grid pattern , which benefits multiple modes of transportation efficiency. The plan provides cross sections of 4 types of roadways that are common within Palm Springs: major thoroughfare, secondary thoroughfare, collector street, and local street. These cross sections are located in the Site Evaluation and Assessment section of this document.

The Level of Service (LOS) and volume-to-capacity ratios for the City’s roadways are defined in Section 2 of this document.

The City has established in this plan that roadways must operate at LOS D or better in order to be successful and consistent with Riverside County’s standards. The Circulation Element includes a traffic analysis that provides findings for future traffic conditions. The City has a grid-like roadway network that enables vehicles to go through the area with minimal congestion, therefore the goal to operate at LOS D or better will be possible on most streets. The highest volume streets are regional roadways that connect the City to adjacent areas and Interstate 10. High-volume streets that run through Section 14 are Indian Canyon Drive and Ramon Road.

Parts of Indian Canyon Drive and Ramon Road are on the borders of Section 14. The plan identifies “critical intersections” that affect the LOS of the high-volume streets within the City. The critical intersection named in the plan that is listed as a critical intersection is Sunrise Way at Ramon Road. The required improvements and addition right-of-way requirements (12 feet per additional lane) for this intersection are the following:

In 2007, a traffic analysis was done to update the Circulation Element. This document analyzes the existing transportation condition in the City. This includes the roadway network, public transportation system, bikeways, recreational trails, parking and truck routes.

In this analysis, 24-hour traffic counts were collected on roadway segments throughout the City. The segments in the City were analyzed with the number of lanes, volume, capacity, volume-to-capacity ratio, and level of service. A table in this traffic analysis of all of the segments included highlighted levels of service of F and E. None of the segments listed within Section 14 have a level of service higher than D. A table of these segments is located in the Site Evaluation section of this document.

Other Relevant ElementsThe Recreation, Open Space, and Conservation Element encourages the development of pedestrian and bicycle elements as linkages to catalyst projects in order to reduce dependence on vehicular use. Greenbelts and public parkways may be added to major and secondary thoroughfares: meandering bike paths, walking paths, and amenities such as benches and rest areas.

The Air Quality Element encourages non-motorized transportation through the creation of improved pedestrian and bicycle facilities.

The Community Design Element seeks to enhance vehicular and pedestrian corridors through the use of consistent design features, as well as helping to define the City’s character and identity. Creating Enhanced Transportation Corridors is a strategy of the plan that would aid the circulation of all modes of transportation and enhancing the City’s community design. An example of a special streetscape element is the recommendation that specialized landscaping should be applied to Andreas Road in order to create an attractive pedestrian-friendly corridor. Sunrise Way is also named as an important corridor for lighting fixtures, bollards, benches, and marked pedestrian crossings to encourage pedestrian activity. Landscaping, signage, lighting, public art, and walls/fences are elements to enhance pedestrian character, interest, and safety. The Community Design Element also states the importance of creating attractive, vibrant gathering places for the public using pedestrian amenities such as shade, seating, bike racks, and outdoor dining.

The Community Design Element specifically mentions Section 14 as an area that requires visual continuity to adjacent areas, due to the fact that large parts of Section 14 are still vacant or unimproved since the creation of the 2004 Specific Plan for the area. Objectives for this goal include ensuring parks and downtown are provided with pedestrian amenities such as shade, seating, bike racks, and fountains.

Palm Springs Downtown Urban Design Plan, 2005

The Palm Springs Downtown Urban Design Plan was developed from the Design Element of the General Plan update to serve as design guidelines for future downtown development prior to adoption of the General Plan. The vision for this plan is a “dynamic, vital, and economically successful downtown that retains the historic and cultural character of Palm Springs and meets the needs of residents and visitors alike.”

The plan uses the existing assets and opportunities of the area of the downtown to create goals and objectives.

Section 14 is mentioned specifically in the Plan as an opportunity area due to its location downtown and its cultural and recreational opportunities.

The goals of the Urban Design Plan seek to improve street life and the pedestrian experience, create more public spaces, strengthen the identity of districts, and add to the overall character of the downtown. The plan lays out key concepts to realize the vision for the City. Key concepts include the following:

• Create a new central plaza/public space.

• Create new mid-block walkthroughs and pedestrian connections.

• Protect or create public view corridors along streets.

• Create distinctive gateways to downtown with large water elements and signage.

• Ensure a vibrant, compact, and walkable “core” downtown.

• Enhance the existing trails through appropriate signage and landscaping and create a comprehensive trail system.

• Strengthen or create pedestrian and vehicular connections between areas of activity/districts.

• Enhance the pedestrian experience through improvements to the streetscape, such as wide sidewalks, ample shade, varied sidewalk pavements and textures, interesting public spaces with focal points, and consistent landscaping, street furniture, lighting, and signage.

• Create “hot spots” of activity at key intersections through the use of “sidewalk bulbs,” special paving, building corner cutbacks, fountains, public art, and numerous other elements.

• Realize the role of the Section 14 Specific Plan in the success of downtown and ensure strong pedestrian and vehicular connections between Section 14 and the rest of the downtown area.

City of Palm Springs Traffic Calming Program, 2002

The City of Palm Springs created a Traffic Calming Program to address vehicle traffic issues of high volume and speed. The program is intended for the City to collaborate with residents to identify problems, goals for the neighborhood, and increase community interest and support for implementation of traffic calming measures. The City of Palm Springs Department of Public Works receives requests from neighborhoods in order to initiate a field study, or initiates a request themselves from traffic studies and data analysis. Once the problem is identified, City staff and residents use a “4 E’s” approach to solving the problem: Education, Enforcement, Engineering, Enhancement.

Level 1 measures are implemented if determined necessary. These measures are easily implementable, low-cost, and less controversial measures such as neighborhood signs, high visibility crosswalks, police enforcement, narrowing lanes, speed limit signs, and stop signs.

If level 1 measures are not effective, level 2 measures may be implemented. These measures may alter the roads, are higher cost, and may be controversial enough to require neighborhood consensus before becoming implemented. These measures include median islands, gateways, curb extensions, chokers, speed humps/cushions, raised crosswalks, raised intersections, traffic circles, street closures, and chicanes.

Coachella Valley Association of Governments

Coachella Valley Association of Governments Non-Motorized Transportation Plan Update, 2010

The CVAG Non-Motorized Transportation Plan updates the 2001 plan. It provides updates of a bicycle plan for each jurisdiction, and identifies hiking and equestrian trails in the Coachella Valley. The Plan recognizes the value of providing visitors and residents with the opportunity to walk and bike around Palm Springs for work and recreation. The use of off-road trails for hiking and equestrian trails is also an important part of the plan. The goals for the plan are:

• Bicycle Transportation: Create a friendly environment for bicycling, making it an integral part of the transportation network by implementing a connected bikeway network, facilities, and encouraging residents to use them.

• Pedestrian Realm: Create a safe, friendly, and convenient environment for pedestrian movement that includes all users of the pedestrian environment. All users include seniors, children, those with disabilities, tourists, residents, and others.

• Hiking and Equestrian Recreational Opportunities: An element of the Plan includes trail identification, connectivity, and promotes recreation.

The Bikeway Plan includes a comprehensive network of bikeways of all types in the Coachella and Palo Verde Valleys.

The plan also states the need for programs related to non-motorized transportation including safety education, promotion, and hiking and equestrian trails encouragement.

City of Palm Springs Bicycle Plan

The City’s Bicycle Plan is part of the Coachella Valley Council of Governments Non-Motorized Transportation Plan. This Plan lays out 25 top priority projects, and 11 secondary priority projects. Of these priority projects, 13 are new. Seven of the existing segments listed in the plan are within Section 14.

The presence of major attractions and shopping as well as residential and office spaces make it not only a place to live and work, but also for relaxation and recreation. Many of the current plans recognize this as a consideration for the alteration of land and transportation. The basis of Complete Streets is to make streets accessible and safe for all roadway users, and in the case of Section 14, a large number of visitors to the area must be considered. Not only should the roads accommodate those who use them regularly, but also those who are in the area temporarily and want to get around easily to enjoy the attractions.

Figure 9 illustrates the current and future opportunities for districts, activity nodes, paths, and historical sites. These elements will create an environment of diverse attractions and connectivity to these attractions. This map also highlights current and future landmarks and nodes of attractions. The districts, nodes, and landmarks are to be connected by paths for bicycles and pedestrians, increasing accessibility for visitors and residents.

Figure 11 illustrates the bus lines and stops within Section 14. Stops along Indian Canyon Drive, Sunrise Way, and Ramon Road provide shelter to transit users. Given the hot climate in Palm Springs, shelter is an important part of encouraging people to use transit.

The Circulation Element of the City of Palm Springs General Plan includes the following cross sections of streets in the City. While considering Complete Streets in Section 14, roads that are overbuilt for current capacity needs may provide opportunities to narrow and create more space for non-motorized transportation. Existing Bikeways, Walkways, and Trails The following figure illustrates the location of Section 14 within the City of Palm Springs Bicycle Plan.

Section 14 is an integral part of the City of Palm Springs’ bicycle network. Figures 13 and 14 illustrate the existing and proposed bikeways for the city and Section 14. The most prominent part of this network is a Class II bike lane on Tahquitz Canyon Way. The bike lane is accompanied by a landscaped median, and mountain views while traveling west.

There are also currently bike lanes on Sunrise Way. The Palm Springs Bicycle Plan proposes new bike lanes on Arenas Road, Baristo Road, and Avenida Caballeros. Section 14 currently has bike routes on North Indian Canyon Drive, West Tahquitz Canyon Way, Ramon Road, Alejo Road, Calle Encilia, and Calle El Segundo.Two more bike routes are planned for South Indian Canyon Drive and Amado Road.

Sidewalks, Curb Ramps, and Crosswalks

Sidewalks

The streets of Section 14 are well-connected with sidewalks. Although there are currently many sidewalks that are safe and accessible, there is also potential for improvements for more sidewalks, curb ramps, and high visibility crosswalks. The grid street network provides an opportunity for connectivity for all modes of transportation, where all sidewalks and bikeways make non-motorized transportation a viable means of getting around the area.

This sidewalk is in good condition, is wide, has low-volume traffic, and is free of barriers.

Further along this road, the Calle El Segundo sidewalk becomes dirt at the intersection with Arenas Road, adjacent to a vacant lot.

Although Tahquitz Canyon Way is a safe and attractive place to walk and bike, there are improvements that can be made to the sidewalks.

This sidewalk in Section 14 illustrates the need for roadway improvements that can be made to crosswalks, curb ramps, and sidewalks. This intersection has crosswalks and curb ramps, yet the sidewalk ends on the other side of the street. Sidewalk improvements will create greater connectivity and a safer pedestrian environment.

Section 14 has meandering sidewalks in multiple locations. These meandering sidewalks are surrounded by landscaping and are found in front of apartment buildings, gated complexes, and shopping areas. These sidewalks meander through landscaping, encouraging pedestrians to walk in these areas that are visually pleasing.

Crosswalks

Most of the crosswalks in Section 14 have either painted lines or are made with textured material. This section provides examples of crosswalks and ones that could use improvement.

Landscaping and Street Furniture Features and Conditions Section 14 has bus stop amenities that often include benches and shade. These stops are also decorative in some cases, and make access to transit more attractive and convenient.

This Indian Canyon Drive bus stop is visually attractive, with shade and seating, as well as close proximity to the Convention Center.

Benches and trash cans are quite frequent adjacent to the downtown area on Indian Canyon Drive and Tahquitz Canyon Way. The presence of these amenities is inconsistent throughout the area. Not every stop provides shade for transit riders, which is an important consideration for the area due to the hot climate. As previously discussed in the Site Evaluation section of this document, there are shelters on stops along Indian Canyon Way, Sunrise Way, and Ramon Road. Tahquitz Canyon Way would benefit from shelters at the multiple stops within Section 14. This corridor within Section 14 is already pedestrian-friendly, and attractive shelter features would further enhance this.

Section 14 has many attractive landscaping features, yet this is not consistent throughout the area. The Specific Plan identifies this as an issue to be dealt with in design guidelines, in order to give the area a consistent sense of place with landscaping that highlights its desert and oasis characters. Tahquitz Canyon Way has landscaped medians with palm trees, which also line the corridor on both sides of traffic. This attractive landscaping also highlights the mountain views for westbound traffic. Indian Canyon Drive has some pedestrian-scale lighting, yet it is inconsistent and does not span the length of the corridor.

Indian Canyon Drive has inconsistent landscaping. This intersection with Alejo Road marks the change from a one-way to a two-way street, and the start of a landscaped median with palm trees, and trees lining the sides of the roads.

Landscaping features are also found at intersections, in combination with lighting. This picture illustrates the use of both in one spot, yet the lighting is covered by up the palm tree at the same corner. Combining a landscaping plan and a lighting plan will help make this more consistent throughout the area.

Pavement Markings

Pavement markings throughout Section 14 are inconsistent. Corridors such as Andreas Road and Calle El Segundo lack pavement markings and do not appear to give vehicle traffic a clear indication of lanes. Larger roads such as Tahquitz Canyon Way, Indian Canyon Drive, Sunrise Way, and Ramon Road, provide clear indications of where there are lanes.

Raised pavement markers for lanes are used throughout the Section to indicate lanes. Although these are located throughout the area, they are not always obvious to drivers, and may cause confusion.

3. OPPORTUNITIES AND CONSTRAINTS

Current and Potential Barriers for Implementation

Land Ownership

Three types of land ownership status exist today in Section 14, they include:

• Tribal Parcels: land owned by the Tribal Government.

• Allotted Parcels: parcels that were allotted to individual Tribal members as part of the Equalization Act of 1959. Allotted parcels are leased for development on a long-term basis. Un-leased parcels are retained by Allottees and are typically undeveloped.

• Fee Parcels: parcels that are not held in trust by the Federal Government.

The implementation of Complete Streets infrastructure may be more complicated due to the above mixed ownership of land in Section 14, which is shown on Figure 15. Depending on who owns or leases particular land, it may be difficult to make changes to the land uses and transportation network that are consistent throughout Section 14. Therefore, the planning and implementation of Complete Streets must take this land ownership pattern into consideration.

Parking

Reducing the number of parking spaces to make way for facilities such as bike lanes may be an issue while planning for growth and future traffic volumes in the City. Many of the streets have parallel parking on one or both sides. On Indian Canyon Drive, parking is mostly utilized around the retail areas, and the intersection with Tahquitz Canyon Way. Parking to the north and south of downtown are underutilized.

Land Use

Section 14 has a fragmented landscape due to vacant lots, a mix of building sizes, and weakly defined relationships between the buildings. This lack of consistent pattern makes the land less visually appealing and more varied in design and character. The vision for Section 14 is to have a specific character and identity, yet the inconsistencies that exist there currently may be constraints to the development of such character.

While residential development makes up the inner-most parts of Section 14, the corridors have varied land uses. Tahquitz Canyon Way is a major corridor connecting Section 14 and Palm Canyon Drive. It has multiple hotels that are large and set back from the road, creating a lack of connection to the roadway and its users. This corridor has a mix of uses including office spaces and a Tribal Cemetery.

Bicycle Parking / Amenities

A key element in the implementation of complete streets and in encouraging more travel via active transportation modes is the presence of appropriate bicycle parking and aminities located at destinations. The City of Palm Springs Bicycle Plan states that the City does not have any requirements or plans for bicycle parking or bicycle amenities in new buildings. With a Complete Streets Plan and an increase of development, it would be beneficial for the City to adopt a bicycle parking ordinance. A bicycle parking program could also be formulated for Section 14.

Bicycle safety education and enforcement is an important part of promoting non-motorized transportation. The City’s Bicycle Plan states that it has not had a bicycle safety education program. With a Complete Streets Plan, Section 14 has the opportunity to not only physically alter the roadways to be more attractive for non-motorized transportation, but also to change the behaviors of those using the roadways. The CVAG Non-Motorized Transportation Plan seeks to encourage residents to use the bikeways that are implemented in the area, and create programs for safety education.

The City of Palm Springs General Plan dedicates right-of-way widths along many streets in Section 14 that would require further street widening. This would allow for increased volumes of traffic in the future and remove landscaping, narrowing sidewalks, and significantly diminishing pedestrian character.

Analysis of Opportunities for Complete Streets

Location and Environment

Section 14 is located within Palm Springs, adjacent to the downtown area of Palm Canyon Drive, which is a popular destination spot for visitors. Visitors who visit Palm Springs and utilize the attractions on Palm Canyon Drive are also likely to enjoy the recreation and relaxation attractions within the nearby Section 14. The City of Palm Springs is located at the head of the Coachella Valley, close to Interstate 10 and the Los Angeles metro area. The location also includes the San Jacinto Mountains, providing beautiful mountain views that are a strong asset to the area. Tahquitz Canyon Way is an important view corridor located within Section 14.

Section 14 has characteristics of both a desert and oasis. The desert environment attracts visitors year-round to Palm Springs, as well as the use of major attractions within Section 14. The oasis environment makes it an area to relax and enjoy the desert surroundings in a comfortable environment. Landscaping with native plants on major corridors will add a unique character that is strongly tied to the natural environment. Figure 16 shows the landscaping plan proposed for select streets in Section 14 in the Downtown Urban Design Plan.

Historical Significance

The history and culture of Section 14 will aid the creation of a strong identity for the area. It is important that Section 14 have its own identity from the City of Palm Springs, yet keep the mutually beneficial relationship between them. Figure 17 identifies sites of historical significance in downtown from the 2005 Downtown Urban Design Plan.

Sculptures, plaques, and other reminders of the Tribe’s historical significance will set Section 14 apart from the rest of the City, giving it a unique value to visitors and residents.

Gateways

Gateways that include statues and characteristics of the Tribe’s culture are a way to differentiate Section 14 from the rest of Palm Springs. The Specific Plan identifies 2 types of gateways, their design, and proposed locations that should be taken into consideration while creating a Complete Streets Plan. The first type of gateways are signs that signify the entrances to the area with a sign, landscaping, and a monument. The second type of gateways are large sculptures depicting Cahuilla history located in the Tahquitz Canyon Way median at Indian Canyon Drive and Sunrise Way.

Gateways will create a separation from the City as its own unique area, and will provide visitors and residents with a sense of place as they enter.

Design Guidelines and Standards

Currently, the Section 14 Specific Plan seeks to create a set of guidelines and standards to mediate the inconsistencies between Indian and non-Indian parcels within the geographic area.

The Specific Plan also includes a chapter on Streetscape and Circulation Standards and Guidelines that provides very helpful plans for the streets in Section 14. This chapter outlines the urban design and landscape concepts for each major arterial and secondary thoroughfare. It includes a description of each corridor, how it fits into the City’s General Plan, and its potential for development.

Lighting and Banners

Section 14 currently has some lighting that is both vehicle and pedestrian scale, located on portions of Tahquitz Canyon Way, Sunrise Way, Andreas Road, and Indian Canyon Drive. Pedestrian-scale lighting is important to creating a friendly environment for visitors and residents to walk in, and adds character to the area. Increasing the amount of these lights along main corridors would enhance connectivity, safety, and create a more pedestrian-friendly landscape.

Indian Canyon Drive has banners on lamp posts that mark the downtown area. These banners add a design element to this corridor, and it would be beneficial to do the same for Tahquitz Canyon Way as it becomes a main view corridor. Banners with consistent design throughout Section 14 would be a good addition to design standards.

Recreation Attractions

The Convention Center is a major attraction in Section 14. An increase of visitors during events must also be taken into consideration while creating a Complete Streets Plan, as the amount of people within the area can vary substantially when events and conventions are in session.

Overbuilt Roads

There are many overbuilt roads within Section 14 that may be beneficial to implementing Complete Streets. Roads that are currently very wide and have low volumes of traffic provide opportunities to narrow them for the purposes of constructing or improving bicycle and pedestrian facilities. El Segundo is a wide road with 2 lanes each way, and parallel parking on both sides. The volume of traffic is relatively low to other corridors, and narrowing the road would allow for a bike lane on each side. Andreas Road is another example of an overbuilt road with a low volume of traffic.

The grid pattern of streets is beneficial for connectivity for bicycles and pedestrians. Some of these roads may be changed into pedestrian promenades, which are discussed in the following section.

Indian Canyon Drive is one-way for a portion of the road, presenting the option to make other streets one-way as well. The grid pattern of the streets provides an opportunity to have more one-way streets to aid in the flow of traffic.

Pedestrian Promenades

The grid-patterned streets provide connectivity that could be beneficial for the creation of pedestrian promenades. Calle Alvarado, between Tahquitz Canyon Way and Andreas Road, consists of some paving and a dirt path. This could be turned into a pedestrian promenade, a closed-off street for pedestrians that provides a linkage between the Convention Center and Tahquitz Canyon Way.

Another opportunity for a pedestrian promenade is Arenas Road between Calle El Segundo and Calle Encilias. The intersection of Calle El Segundo and Arenas Road is partially a dirt path. On the North side of this intersection, Calle El Segundo has a dirt sidewalk and curb ramp. The northern side of Arenas Road is also unpaved, with a vacant lot adjacent to it. This would be a good opportunity for a pedestrian promenade because it currently does not have much traffic, and it would connect Calle El Segundo with the retail and restaurant zone of Arenas Road.

Improved Access to Transit

The SunLine Transit that serves the City of Palm Springs has stops located throughout Section 14, creating a safe and convenient mode of transportation for residents and visitors. There are currently many transit stops that provide shade, seating, and are easily identified. It would be beneficial to extend these transit stop amenities to all of the stops in the Section. A set of standards for design of these stops is an opportunity for adding character to the area. Transit stops can include Section 14/Tribal logos on banners, benches, and shade features. The lighting standards should also apply to transit stops to make users feel safe. Bike parking at transit stops is another important feature that improves access to transit. Visitors and residents might use both non-motorized transportation and transit if these stops include bike racks and lockers.

4. PUBLIC OUTREACH

Introduction

In order to provide the public to an opportunity comment on the development of the project, a series of outreach events were held in Fall 2012. These include a public workshop, walking tour, and online survey.

A summary of initial findings is included in the following sections.

Workshop On November 8, 2012, a public workshop was held at the Spa Resort Hotel for community members. The purpose of the workshop was for community members to learn about the Section 14 Master Plan Update and share ideas for the Complete Streets Plan being developed.

Participants at five tables were engaged in a conversation about Complete Streets, facilitated by staff from the Agua Caliente Band of Cahuilla Indians Tribal Planning and Development department and the consultant team. The staff and community members at each table discussed transportation options in Section 14. These discussions resulted in helpful feedback for the creation of a Complete Streets Plan for Section 14.

The following are the most common topics that were discussed at the workshop.

Lighting

The most commented-on topic at the workshop was the issue of lighting. Community members feel that there is currently not enough lighting in Section 14, and more lighting is necessary to encourage people to use the roads. Many people are concerned with safety in the area, as there have been burglaries and crimes in the area, and would like to see more lighting in order to feel safer. Sunrise Park is an area that a community member cited as particularly dark and dangerous.

Shade

Many community members feel that shade amenities are necessary in the area, due to the hot climate. Particular corridors that were discussed included Tahquitz Canyon Way, Amado Road, and Avenida Caballeros. Many people in the area feel that the lack of shade along roadways discourage them from walking, biking, or using transit.

Sidewalks

Sidewalk improvements were one of the most discussed topics at the workshop. Participants discussed the lack of sidewalks, necessary improvements, and lack of consistency. Specific areas that need sidewalk improvements include Calle Encilia, and Alejo Road.

Intersections

Intersection safety is another pedestrian topic that was brought up many times at the workshop. Community members feel that there are many crosswalks that are in poor shape, or non-existent in important areas within the area. Particular intersections that were pointed out during the workshop were Tahquitz Canyon Way and Avenida Caballeros, and Ramon Road and Sunrise Way. Tahquiz Canyon Way and Indian Canyon Drive was also identified as a confusing intersection for bicyclists.

Automobile Speeds

Automobiles speeding pose safety problems to pedestrians and bicyclists. Particular corridors where speeding is a safety issue include Indian Canyon Way, Tahquitz Canyon Way, and Ramon Road. Tahquitz Canyon Way and Indian Canyon Drive were cited as areas that could use traffic calming techniques or road diets in order to discourage automobiles from speeding and increase the safety of bicycles and pedestrians.

Another issue with automobile speeds within the area is the lack of posted speeds on residential roads. A lack of signage for automobiles results in higher speeds.

Transit

Workshop participants stated that shade features would encourage them to use transit more. The buses are also unreliable, and tend to not be on time. The bus routes are not convenient enough for people to get to destinations efficiently. Transit would be a more attractive option for transportation if it included shade features at stops, and was a timely and efficient way for people to travel.

Participants also discussed the possibility of a shuttle network between attractions. This could supplement the bus system and give tourists an efficient way to get around.

Bicycle Parking

Bicycle parking was a topic that was brought up by many participants at the workshop. Section 14 currently lacks bicycle parking facilities at popular tourist destinations and along key corridors such as Indian Canyon Drive. People would like to see racks and lockers that are secure and convenient to use.

Bicycle Network

Community members expressed the need for an interconnected bicycle network that is safe and comprehensive. Many people feel that the current network is fragmented and does not connect the entire area. Currently, many bicyclists use the sidewalks to feel safe, even where there are facilities, such as Tahquitz Canyon Way.

In order to boost the use of the bike network, people would like to see clear and comprehensive signage that tell them where to go. Participants also noted that education programs for bicyclists and a bike share program could benefit the area and encourage people to get around via bicycle.

Automobiles

An issue that was brought up during discussions about automobiles is that roads have confusing lanes. El Segundo between Ramon Road and Tahquitz Canyon Way, and Calle Encilia were identified as areas where the lane markings become confusing for automobiles. This problem is often a result of dirt that gets in the roads, covering lane markings.

Some intersections are confusing for automobiles. Examples that were given include the intersection of Indian Canyon Drive and Tahquitz Canyon Way, and Ramon Road and El Segundo.

Culture, Art, Signage

Workshop participants stated that they would like to see culture and art incorporated into the streets. Public art that reflects the history and culture of the Tribe along with more public spaces to display it is something that community members would like to see. Landscaping is an opportunity to include culturally significant aesthetics in the streetscape.

Signage is another important topic that was discussed, which would be useful for guiding tourists to cultural attractions, but also for educational purposes.

Golf Cart/NEV

Many community members do not entirely understand the rules that NEVs use on the roads. A question that was brought up at the workshop was if they are supposed to follow the rules of automobiles or bicycles, and that they seem to use a hybrid of both. People who use this form of transportation would like to see more sidewalks that are segway-friendly, and charging stations.

Vacant Land

Workshop participants noted that the presence of vacant land may pose a problem in creating attractive streets with connected sidewalks.

Walking TourA walking tour was held on November 13, 2012. During this tour, 14 participants toured Section 14. The tour included nine stops, and participants filled out a questionnaire at each stop. The following are summaries of the responses for each stop.

Indian Canyon Drive and Arenas Road

This stop has sidewalks that are in fair condition overall, with some cracks, obstructions, or narrow segments. The street crossings are overall good, with a few improvements that could be made. Some drivers at this stop behave poorly by driving too fast, not yielding or were not paying attention. Most participants felt completely safe at this stop, and deemed it appealing and comfortable. The shade and trees at this stop were noted as reasons for the comfort. The scenic views and pleasant facades also add to the appeal of the area.

Participants felt that the change in sidewalk width is an issue, and that the width of Indian Canyon Drive is at odds with pedestrian movement. Additional suggestions for this stop include wider curb ramps, and make Indian Canyon two-way.

Arenas Road and Calle El Segundo

Sidewalks and street crossings at this stop are in fair condition overall, with some cracks, obstructions or narrow segments that could be improved. The behavior of drivers is good, while only some behave poorly. The results for the question of safety were evenly split between people feeling somewhat unsafe, and people feeling completely safe. The area is somewhat appealing, having some uncomfortable stretches but comfortable overall.

Participants felt that aspects of the street that are unpleasant include lack of sidewalks, dirty concrete, no bike lanes, and too few crossings. Suggestions that participants have for this area include eliminating a vehicle lane for a bike lane, better landscaping, improved bus stop amenities, and increased lighting.

Arenas Road and Avenida Caballeros

This stop during the walking tour was determined by participants to have overall fair sidewalk and street crossings. Drivers at this stop mostly behave well, with some behaving poorly and some respecting pedestrians. Participants felt that there were some unsafe areas, but safe overall. The stop is also somewhat appealing with some uncomfortable stretches, but comfortable overall.

Participants observed that this area is quiet and calm, making the area appealing. Reasons for the segment being unappealing are the lack of sidewalks and lighting. The area lacks bike parking on Arenas, necessary for festivals that take place in the area.

Avenida Caballeros and Tahquitz Canyon Way

The sidewalks at this stop are in good condition overall, and the crossings in fair condition with some improvements that can be made. Drivers are generally well behaved. Participants felt that this an overall safe and appealing area, with some unsafe and uncomfortable areas.

Participants stated that the reasons they found this to be a pleasant street environment are the median and bike lane on Tahquitz Canyon Way. Aspects of this area that are unpleasant include sidewalks being used as bike lanes, fire hydrants in the middle of sidewalks, and high automobile speeds.

Tahquitz Canyon Way and Calle Alvarado

Participants at this stop felt that the sidewalks were in overall good condition, and the crossings in overall fair condition with some improvements that can be made. Drivers generally behave well, and participants felt safe. The stop was determined very appealing with excellent lighting, cleanliness, and walkability.

The most common reasons that participants felt are pleasant about this stop are the landscaping, particularly the median on Tahquitz Canyon Way, store fronts that are well cared-for, and shorter blocks. Aspects that make it unpleasant are the palm trees that cut into sidewalks, lack of shelter at bus stops, and need for crosswalks.

Tahquitz Canyon Way and Calle El Segundo

This stop has sidewalks and crossings that are in good condition, with some room for improvements to be made. Drivers are generally well-behaved and respectful of pedestrians. Participants felt safe at this stop, and determined it to be overall comfortable and appealing.

Additional reasons for the pleasant environment include lighting fixtures, landscaping, the audio crosswalk on Tahquitz Canyon Way, and pedestrian buttons. Aspects that make the area less appealing are the narrow sidewalks, lack of bus stop amenities, lack of shade, short crossing lights, and speeding cars.

Andreas Road and Calle El Segundo

Participants at this stop felt that the sidewalks and crossing are overall in excellent condition. Drivers are well-behaved and respectful of pedestrians. Participants felt completely safe in this area, and that it is very appealing and comfortable.

Aspects that participants noted as reasons for the environment being appealing include landscaping, views, sidewalks in good condition, bike lanes, pedestrian lighting, and stop signs that keep traffic calm. Parts of this stop that make it unappealing include automobile speeding, roads are wider than they need to be, narrow sidewalks, and lack of bike parking.

Andreas Road and Indian Canyon Drive

This stop’s sidewalks and crossings were determined to be in overall fair condition, with improvements that can be made. The question regarding the behavior of drivers was split between poor-fair, and excellent. Participants said that this is an overall safe environment that is appealing and comfortable.

Landscaping, lighting, safe crossings, and cleanliness are elements of the area that make it a pleasant environment. The high speeds and width of Indian Canyon Drive are the most unpleasant elements of this area. Participants suggested on-street bike lanes on this segment.

Indian Canyon Drive and Tahquitz Canyon Way

Sidewalks and crossings at this intersection are overall in fair condition with some room for improvements. Drivers are generally well-behaved and respectful of pedestrians, and it was noted that right turning vehicles are the exception to the pedestrian-friendly crossings. Participants overall felt safe and comfortable, and that this is an overall appealing environment.

The most pleasant elements of this area are the landscaping and fountain at the spa, and the view of the mountains. The elements that are most unpleasant in this area are the traffic on Indian Canyon Drive, the bus shelter encroaching on the sidewalk, and the lack of visibility of the bus stop.

Survey A survey about Complete Streets in Section 14 was available for community members to fill out online or on paper copies at the workshop.
