• A Regional Development Plan anticipates the constant change in demand for material dynamics that creates a condition which should establish a harmonious relationship between man and the environment.

• Vision driven: With this approach the conceptual framework seeks to have an overarching goal (s) which manipulates the entire process.

• Goal driven: the conceptual framework establishes long term goals and does not negate the need for public participation i.e., all stakeholders should be included.

Ameliorative Mode

• Issue driven: the conceptual framework hinges on identifying critical issues

• Opportunity driven: the conceptual framework focuses on opportunities and constraints of a region rather than on trends and projections. It also deeply encourages community participation.
