• Result based approach is compulsory for tomorrow’s CSF programmes
• Demands for improved monitoring and evaluations
• Different methods and theories are available
• Toc with its 6 components is a way of going forward in programming 2014-2020

• Outcomes (demand site) are influenced by factors other than the activities of the providers, which distinguishes them from outputs (supply side)
• Systems like COD do not meet nor need the audit requirements of first level of control, only third independent party necessary to check before payment

• “It is not about methods but about the mindset”
• Let’s exploit standard deviations and have a default assumption that “we do not have a clue”
• Best practices? OK but don’t try to implement them pure and simple, check what one can use and adapt the rest.
