WELCOME TO AIOH2019We are excited to welcome you to Perth for the 2019 Australian Institute of Occupational Hygienists 37th Annual Conference and Exhibition. We have a dynamic Conference Organising Committee who have been working diligently to deliver an engaging and memorable conference experience. AIOH2019 will take place at the newly refurbished Crown Perth located on the foreshore of the beautiful Swan River.

THEME“The Power of Many” theme accentuates that by harnessing our collective power we can achieve better worker health outcomes. To further support and guide this theme there are three sub-themes which are each a call to action.

1. The disrupted, new world challenges us to ‘RECALIBRATE’ - go beyond; apply new tools as technology advances; be more bold in what we hope to achieve. Broadly, this is a call to action to reassess our approaches, our methods, our settings and our mindset.

2. ‘RESYNERGISE’ emphasises not just the energy of working together, but the ‘RE’ is a reminder that synergy is an ongoing quest. Synergy can be invested into each project, each meeting, each report, each decision. But for synergy to be top of mind, or part of our workday template, we need to keep reminding ourselves of its immense power.

3. The final sub-theme ‘REBRAND’ is based on improving our internal and external communications. Given that our contribution to industry is often covert, considered and consistent brand communications can go a long way to highlight our contribution and evidence our reputation, both as individuals and as a profession.

We have confirmed an exciting line-up of both national and international occupational hygiene, health and safety experts as well as specialists in the areas of leadership, communication and influencing at keynote presentations, workshops and concurrent sessions. Dr Julia Norris, is an advocate of preventative health with a unique combination of qualifications and experience in both Occupational Hygiene and Medicine. Throughout her career as both an occupational hygienist and medical doctor, she has demonstrated a passion and commitment to protecting and promoting worker health.

Julia is the Director of Occuhealth Pty Ltd, an Australian occupational hygiene and medical consulting company. As well as being a General Practitioner, Julia is also a Certified Occupational Hygienist, a Fellow of the Australian Institute of Occupational Hygienists and the current President of that body. She is also a fellow of the Royal Australian College of General Practitioners and a registered medical review officer. Julia has over 20 years of experience in occupational health matters, having worked across many industries including mining, refining, oil and gas, construction and agriculture.

Consultant Occupational Physician Australasian Faculty of Occupational and Environmental Medicine

Dr Peter Connaughton is the immediate Past-President of the Australasian Faculty of Occupational and Environmental Medicine. He serves on the Faculty Policy and Advocacy Committee and the Executive Group for the ‘Health Benefits of Good Work’ campaign. He is a Consultant Occupational Physician working in private practice in Perth, consulting to the mining sector. He is an Adjunct Associate Professor at the School of Medicine, University of Notre Dame, and also at the School of Public Health, Curtin University. He is a member of the Executive of the International Occupational Medicine Society Collaborative (IOMSC) and Co-Chair of the Coal Mine Dust Lung Disease Collaborative Group. Peter studied occupational medicine at the Institute of Occupational Medicine in Edinburgh and has a MBA from the University of WA. His special interests include workplace mental health strategies, vocational rehabilitation for complex cases and the evaluation of occupational health interventions.

Adrian founded Vent-Tech in 2001 and is BOHS approved to teach P601 (LEV Testing) & P602 (LEV Design) modules. He is currently Vice Chair of the Institute of LEV Engineers & working with Health and Safety Executive on multiple LEV based projects including Competency, Recirculating Filters & TExT. Since founding Vent-Tech in 2001, it has been Adrian’s mission to help reduce preventable deaths and illness from the hazardous substances emitted during industrial processes.

Working with companies across the UK, Vent-Tech is involved in the design, installation, testing and commissioning of specialist local exhaust ventilation systems.

Consultant Occupational Physician University of Calgary, Departments of Community Health Sciences and Family Medicine, and the Public Service Occupational Health Program- Ontario and Nunavut, Health Canada

Christine A. Kennedy MSc MS DPhil MD CCFP FCFP FRCP(C) CCBOM PGCEBP, is currently practicing as an occupational physician for the Canadian Public Service Occupational Health Program- Health Canada. She formerly served as the chief medical officer for Syncrude Canada Inc. (until Dec 2018). She completed her doctorate in health economics from the University of Oxford, UK, in 2000, and has continued to work in the area of the economics of cancer prevention, including occupational cancers prevention, and surveillance. She practices in the Northern Alberta oil sands region, and also practices preventive medicine, public health, and primary care in various indigenous communities in Treaty 8 lands. She is a clinical lecturer at the University of Calgary, Department of Medicine, Family Medicine and Community Health Sciences.

DAVID WARRINGTONHOW TO PREPARE A NOISE CONTROL PLAN

INTERMEDIATE

A noise control plan is a list of actions to be completed to a schedule by specific people with the aim of reducing noise and with it the risk of noise exposure. The noise control plan follows on from the noise survey report but is often overlooked, resulting in little improvement in exposure levels despite the best efforts of noise assessors. This revised and updated presentation covers how to prepare noise control plans that will produce measureable results. It describes the process from hazard identification, prioritisation and ranking of noise problems, evaluation of control options, through to implementation of the plan. Topics include:

• How to use a noise survey in preparation of the noise control plan.• Who and what should be the focus of noise reduction initiatives.• How to evaluate noise control options to demonstrate ALARP.• Demonstrating the effectiveness of the plan.• Communication and engaging stakeholders.• Ensuring the plan is consistent with the company’s noise control plan.

RYAN MILNEA FRESH LOOK AT THE MANAGEMENT OF POTABLE WATER

INTRODUCTORY

The reality is that today we typically have more to do with less resource and hence need to recognise that we can no longer approach challenges in the same way we have before, but rather need work smarter in order to achieve the required outcomes.

A great example of this is ‘Water Risk Management’ which is an area which characteristically has a standard approach and a large amount of available data (which typically comes at a significant cost), however, remains largely passive (dead data) and reactive in nature. If a comparison was drawn with safety, water risk management stereo-typically continues to be principally managed via a reaction to lost time illness.

A shift is required. The CES will provide an insight into the ‘Water Risk Management Journey’ & a fresh look at not only the evaluation of risk, but also efficiencies & tweaks to the standard management approach.

PETER DI MARCOEVOLUTION OF OCCUPATIONAL EXPOSURE LIMITS IN AUSTRALIA

ADVANCED

At the turn of the 20th century, the concept of diseases and chronic occupational illnesses began to develop when the first exposure limits were used. By 1921 the US Bureau of Mines published Occupational Exposure Limits (OEL) for 33 substances, a major achievement at the time. In 1985, the National Occupational Health and Safety Commission was formed. It was replaced by the Australian Safety & Compensation Council in 2005, which then evolved into Safe Work Australia (SWA) in 2009. Throughout this period, OEL were adopted mostly from overseas regulatory authorities. In 2017 - 18, WSA embarked on a much-needed revision of the OES (SWA calls them Workplace Exposure Standards - WES) with 729 substances to be evaluated based on the weight of scientific evidence for potential adverse effects for acute and chronic exposures to these substances. The principles of this approach of assessing risks in the occupational environment is like the principles underscoring health an environmental risk assessment and gaining momentum worldwide. The SWA programme is expected to be completed by the end of the next financial year.

MAX LUMAPPLIED RISK COMMUNICATION FOR THE 21ST CENTURY

INTERMEDIATE/ADVANCED

Increasingly people are accessing risk information in real-time where health-related guidance may not be credible, misunderstood or ignored. This applied program is case-based, structured for audience engagement and focuses on “lessons learned” providing participants with the knowledge and skills needed to design effective digital risk communication strategies, improve health and safety communication outcomes, increase trust, reduce public anxiety, and increase the use of evidenced based information for decision making. In addition to the theoretical and empirical literature and a review of specific case studies, participants will discuss utilizing social media platforms, crisis communication, working with the media, the role of behavioral economics, our biases that interfere with effective communication, message construction formats, and how to apply innovative communication strategies. Participants are urged to bring their own or concerning experiences to the course for discussion.

DEBORAH DIETRICHAIR SAMPLING ADVANCEMENTS TO MEET CHALLENGES OF 2020

INTRODUCTORY

This session will:

• Discuss the various types of the most critical part of any LEV system, the extraction hood.

• Help course participants to decide on the minimum performance that the main types of extraction hood would need in order to adequately control employee exposures.

• Outline appropriate performance requirements for the other elements of LEV system.

The sampling technology of the occupational hygiene profession is constantly evolving to meet new challenges. This course will review advances in air sampling to better assess the health-related dose, the total dose from multi-phase contaminants, lower exposure levels for worker and public health initiatives, and hazards from advanced materials including nanomaterials. Sampling options for high profile contaminants making news will also be covered such as metals with lower TLVs, silica, chemical sterilants including peracetic acid, food flavorings, and PM exposures from wildfires. The use of technology to enhance hazard evaluation with pumps and other instruments will be described.

ROSS DI CORLETOPRACTICAL HEAT STRESS ASSESSMENT UTILIZING PHONE/TABLET APPLICATIONS

INTRODUCTORY/ INTERMEDIATE

This CES will explore issues related to health surveillance of workers. Topics covered include; an overview of health surveillance and definitions of some important terminology, development of health screening tests and issues related to their sensitivity and specificity, limitations of health surveillance, implementation of a health surveillance programme, roles of various professionals and stakeholders. Emerging trends that will hopefully stimulate recalibration will be explored with a view to resynergise and rebrand health surveillance and the role of occupational hygienists in this important aspect of occupational health.

This half day CES will begin with a brief refresher and back to basics approach on heat stress and finish with an emphasis on the use of the rational heat stress index predicted heat strain (PHS) as detailed in ISO 7933. Participants will use a variety of practical tools such as checklists and mobile applications to analyze heat stress scenarios to identify the level of risk and the appropriate controls to use.

Scenarios will be presented for assessment by participants individually and in groups, which demonstrate when some controls work well and others where they fail or make the situation worse.

MARTIN RALPHRADIATION PROTECTION FROM EXPOSURES TO NORM IN THE MINING INDUSTRY INTERMEDIATE/ADVANCED

JOHN FRANGOSTOXICOLOGY OF PFAS

INTERMEDIATE

Despite increased use of radiation in the workplace since the 19th century, the topic is associated with fear and lack of understanding in the community. This session introduces the physics of radiation and how ionising radiation can cause damage to the body. It outlines how internationally accepted exposure standards are incorporated into Australian legislation, and how the principles of radiation protection – justification, limitation and optimisation – are combined with exposure-limiting factors – time, distance and shielding – to develop a hierarchy of control. Challenges facing the WA mining industry in relation to the management of naturally occurring radioactive materials (NORM), including a history of worker exposures and the requirements for developing a Radiation Management Plan and an appropriate radiation exposure surveillance program will be discussed. The session will also include hints and tips on legislative compliance, monitoring of exposures and dose assessment.

A half day preconference workshop in toxicology will cover a group of chemicals known as PFAS. The day will provide the participants terminology, basic information, insights and tips to assist monitoring programs, risk assessment and risk management of occupational and environmental issues associated with PFAS. The topics to be covered include:

• PFAS – three, five, twenty eight or thousands of compounds of potential concern? This talk will provide an overview of the chemistry of PFAS compounds and discuss some of the most important physicochemical properties.

• PFAS sources, pathways, fate. How can these compounds enter a workplace, why are they being found in Antarctica and in Arctic polar bears?

• Absorption, distribution, biotransformation and excretion of PFAS? Why do PFOS and PFOA have a such long half life in humans but a short half life experimental animals?

• Health Effects of PFOS, PFOA and PFHxS – are PFAS carcinogenic? Do they cause reproductive toxicity? Can they make me fat?

• Establishing control limits for PFAS – pro’s and cons of health monitoring programs for PFOS, PFHxS and PFOA.

COH EXAMSThe AIOH Certification Board will be holding oral examinations for prospective Certified Occupational Hygienists on 29 & 30 November.

The deadlines for COH applications must be submitted before September 30. All prospective COHs will be invited to attend a virtual-led instructor training prior to the conference in 2019. Prerequisites for sitting the oral exam and the application form is available at: www.aioh.org.au

COH POINTSIt is anticipated that maintenance points for COHs registered under the AIOH Certification Scheme will be awarded for attendance at CES and the conference as follows:

Half day CES ..................................................0.5 point

Full day CES....................................................1.0 point

Conference (3days).....................................3.0 points

TERMS & CONDITIONSBy making a booking at the AIOH 2019 Conference, you are entering into an agreement with AIOH (the Organisers) and agree to the following terms and conditions

EARLYBIRD - Where registration and payment is received by COB on September 30, 2019.

LATE - Where registration & payment is received after October 1, 2019.

You can register on site during the conference, dependent on availability.

All prices listed are excluding GST.

Payment of fees (in full) must accompany all registration forms or an appropriate purchase order on company letterhead (note, purchase order numbers are not sufficient). No registration is confirmed until payment is received.

CREDIT CARDS

Visa, Mastercard and Amex credit card payments are accepted, 2% merchant fees will be applied and are non refundable.

REGISTRATION

Cancellations must be made in writing to the AIOH Conference & Events Manager. Delegates whose cancellations are received by COB on 30 September, 2019 will receive a full refund (less any credit card merchant fees).

From 1 October, 2019 a $250 cancellation fee will be applied.

No refunds will be provided from November 1, 2019.

ACCOMMODATION

Accommodation booking and cancelation is directly handled by the conference hotels. Please contact hotels directly to enquire about their cancellation fees and individual policies.
