Situation Overview

ZRG has been engaged by Opportunity Finance Network (OFN), a national network of community development financial institutions (CDFIs), to locate and recruit a key leader to drive growth in the core mission of OFN. The role is the EVP, Financial Services at OFN. This

new hire will be a key member of OFN’s Executive Team with overall responsibility for the strategy, development, implementation, and risk management of OFN’s financial services, to

fulfill and advance the Strategic Plan of the Organization.

OFN has played—and expects to continue to play—a leadership role that reaches beyond its membership, as this strategic plan explains. In that role, OFN has collaborated productively—and intends to continue to collaborate—with other leaders in and around the CDFI sector who share OFN’s core purpose of aligning capital with social, economic, and political justice. OFN Service Offerings Overview With our Members and investors, OFN is transforming lives and communities across the United States, one CDFI and investment at a time. Our financing team helps CDFIs and other opportunity investors connect capital with communities—urban, rural, and native—where it can have the greatest impact. Financial Products OFN lends directly to Member CDFIs through the OFN Financing Fund, which pools capital from multiple sources to on-lend to its Members. Financial products include: Unsecured Senior Loans, Unsecured Subordinated Loans and Secured Participation Loans. OFN also offer special programs in Energy Efficiency Finance and Healthy Foods Finance to support projects that promote energy efficiency and environmental sustainability and bring healthy foods to underserved communities.

Position Description The EVP, Financial Services is a member of OFN’s Executive Team with overall responsibility for the strategy, development, implementation, and risk management of OFN’s financial services, to fulfill and advance the Strategic Plan of the Organization. Essential functions are : (a) the development and management of OFN’s Financing Fund, including responsibility for lending policies and processes, loan and investment underwriting, documentation, and monitoring, portfolio management, reviews, and reporting; (b) The design and implementation of new financing products, services, and systems for OFN as an industry leader, to help develop a high-volume financing system benefiting economically disadvantaged people and communities; and (c) to chart the future course for the financing services of OFN, that will appropriately harness the opportunities and respond to the challenges of the evolving financial markets, and economic and social environment, in the context of the OFN’s strategic goals.

Job Description Key Responsibilities:

1. Manage the Financing Fund, including overseeing and directly participating in the marketing, underwriting, approval process including recommendations to Investment Committee, loan and investment documentation and closing, and on-going loan and investment monitoring.

2. Manage Asset Management contracts with third party investors, including loan underwriting and monitoring. 3. Design, implement, adhere, and review sound Credit and Investment Policies and processes, checks and

controls. 4. Perform regular and periodic Portfolio Reviews, including adequacy of credit ratings and loan loss reserves,

and reporting to Investment and Finance Committees and Board. 5. Research and develop market opportunities for new financing strategies, products, services, and systems to

support OFN’s strategic goals, and directly lead or participate in their design and implementation. 6. Develop and maintain a thorough understanding of the market forces that influence and impact the

opportunity finance industry and OFN’s business and strategic goals, reporting to Executive Management with analysis and recommendation as appropriate.

7. Support the Chief Financial Officer in capitalization efforts for OFN, assistance in the development of proposals for and contracts with CDFI investors.

8. Support cross-functional activities and objectives, acting as counsel and partners to other Executive Team Members.

9. Participate in strategic and business planning for OFN as part of the Executive Team. 10. Perform other duties as assigned.

Education and Experience:

1. Bachelor’s Degree or 15+ years’ work experience in the financial services field; direct lending experience required

2. 5+ years in a supervisory or managerial capacity required 3. Experience in lending to financial institutions will be highly beneficial 4. Additional experience in overall credit risk management will be highly beneficial 5. Experience in qualitative or quantitative research will be highly beneficial Knowledge, Skills, Abilities, and Physical Requirements:

1. Strong lending and investment underwriting knowledge, with an understanding of the unique characteristics of the community development finance.

2. Entrepreneurial approach to lending, and experience in managing a line of business. 3. Knowledge and understanding of financial markets and products, with strong financial, market, and

qualitative analysis skills. 4. Excellent writing skills for both documentation and development purposes. 5. Demonstrated leadership and motivational ability. 6. Ability to manage a division independently under strategic supervision. 7. Superior interpersonal skills, ability to manage and work in teams, interacting constructively with diverse

constituents. 8. Highly energetic, entrepreneurial thinking, creative

problem solver exhibiting sound judgment and deep commitment and passion for OFN’s mission.

9. Moderate to heavy travel required (30% of time). 10. Proficient with MS Office Products/Internet. 11. No extraordinary physical requirements beyond

Cathy Dolan, Chief Operating Officer

Cathy joined OFN in September 2010 as COO, bringing a decade of experience in community development finance and almost three decades in banking. Cathy joined OFN from Wells Fargo, where she was a Senior Vice President and Director of Community Lending and Investment for the Eastern U.S. She holds an M.A. from the Johns Hopkins University School of Advanced International Studies in Washington, DC, and a B.A. from Drake University in Des Moines, IA.

Compensation The role will provide a base salary that will match the success and the skills of the candidate. The basic framework

will include a competitive base salary and a strong benefit and lifestyle offering.
