    Permit to Non-Permit space can only be done by a SolarCitCompetent Person 

    -  The following requirements must be met 

    -  Poses no actual or potential atmospheric hazards

    -  All hazards within the space are eliminated or isolated without e

    -  If entry is required to eliminate hazard, then it must comply with

    requirements of the permit required space
