• Adapt the economic model to the needs of the population (the elites, the masses, social organizations).

• Develop and implement a policy on job creation.• Create a formal space for dialogue, debate and

consultation between government and civil society, at local and national levels; promote active participation of the government in the activities or projects of dialogue and consultation.

• Relocate most NGOs headquartered in Port-au-Prince.• Reduce the amount in the national budget allocated to

renting venues: conference and hotel rooms, by 10%.

administrative policy which sets a term for each position or establishes guidelines for filling positions in public administration.
