Twenty-seven years ago, when I was among the first U.S. students to participate in an undergraduate academic exchange with Peking University, I never thought that learning Chinese would become as important as it is today. Chinese is a critical language at a critical time. Our two countries will face enormous challenges in the 21st century, and the solutions to these problems will emerge from increased collaboration, understanding, and mutual effort. To accomplish this, more Americans need to speak Chinese at a highly proficient level.

In only our first year, we have seen our programming flourish and the interest in Chinese language and culture grow. We were delighted to collaborate with University partners and local schools to obtain grants totaling more than $2 million for supporting Chinese language instruction. Our Resource Center now has nearly 4,000 volumes, including books, CDs, DVDs, and computer software. We interacted with thousands of Minnesotans at cultural events. These accomplishments are a few highlights of the last year’s activities contained in this annual report.

This first year has been an amazing journey, and the path ahead looks to be just as exciting. We are pleased to have strong support from the Hanban and our partner university, Capital Normal University, in Beijing. Moreover, many organizations and volunteers have contributed time and treasure to help bring our programs to life. We are deeply indebted to all of the wonderful support we have received. I am greatly honored to lead this effort and thank you for our shared success.

Joan Brzezinski, Director,

Confucius Institute

The opening of the Confucius Institute at the University of Minnesota was a grand event, with more than 200 educators, government officials, and interested community members attending. The festivities began with an open house, which included demonstrations of Chinese painting and calligraphy, kung fu, and music. Following the open house, Dr. Shuhan Wang, executive director of Chinese Language Initiatives at the Asia Society, gave the keynote lecture: “A National Perspective on the Minnesota Chinese Language Initiative.” University President Robert Bruininks, Minnesota Commissioner of Education Alice Seagren, Deputy Consul General Maoming Chu, and Capital Normal University Executive Vice President Huili Gong then each gave remarks. The official signing of a Memorandum of Understanding be-tween the State of Minnesota and the Hanban regarding the exchange of Chinese language teachers followed. Bruininks, Seagren, Chu, and Gong then cut the ribbon to the Confucius Institute Resource Center and the plaque was unveiled to the tune of the Minnesota Rouser on pipa, erhu, hulusi, and guzheng. An energetic lion dance concluded the ceremony.

The Confucius Institute capped off its grand opening celebration with a performance of Chinese music, dance, puppetry, and magic by the Jiangsu Silk and Bamboo Performing Group. This performance was cosponsored by the Confucius Institute at Valparaiso University, the Chinese American Association of Minnesota, and the University of Minnesota China Center.

World Languages Day The College of Liberal Arts’ annual World Languages Day is an opportunity for Minnesota high school students to explore world languages and cultures, and experience life at the University of Minnesota. Nearly 1,800 students chose three courses from more than 40 options and met fellow language-learners from around the state. Dr. Yu Wang of the Confucius Institute presented a Chinese language and calligraphy workshop for 90 students. The Confucius Institute also supported the addition of six sections of “Instant Chinese” and Chinese Language Jeopardy for more than 180 students.

Confucius Institute Classes Beginning in fall 2008, the Confucius Institute offered non-credit Chinese classes for adults, children, and families. By spring semester, enrollment in classes doubled, and offerings were expanded. The Family Chinese class attracted parents and their young children who want to learn Chinese through songs and games. Beginning Chinese for Adults attracted a diverse crowd of people interested in learning Chinese for business, travel, and curiosity. Other offerings have included Chinese Language Rehab for adults who want to restore their Chinese language skills, Kung Fu, and Put Away the Picture Menu, a practical course about Chinese foods and culinary cultures.

HSK/YCT Newly designated as an official testing site, the Confucius Institute held its first round of Chinese language proficiency examinations in 2009. The Hanyu Shuiping Kaoshi (HSK) is a proficiency test for adult Chinese language learners and is often compared to the English TOEFL exam. The Youth Chinese Test (YCT) is a Chinese language test for elementary and middle-school students and provides a basic evaluation of listening, writing, and reading skills.

Eager to demonstrate their knowledge and skill in Chinese, 23 people sat for the HSK in April. In May, 300 students at Excelsior Elementary and Scenic Heights Elementary in Minnetonka and Yinghua Academy in St. Paul sat for the YCT.

Chinese Bridge Summer Camp Braving fears of the H1N1 flu virus and regular challenges of international travel, seven South High School students and instructor, Mr. Dingman Yu, took part in the Chinese Bridge Summer Camp.

“The Chinese Bridge Summer Camp is a precious opportunity for students who are studying Chinese. What better place to learn Chinese history than at the Forbidden City? A conversation to negotiate prices or talk about the weather is infinitely more life-like than those simulated ones that take place in the classroom. Visiting China has widened our horizons and taught our students lessons in diversity, tolerance, and friendship. For all these reasons, we remain infinitely thankful to the Hanban officials, students, and teachers from Jilin #1 High School and the warm-hearted staff at the Confucius Institute. It was your collective efforts and hard work that made everything possible.”

Excerpted from Mr. Dingman Yu’s full report. To read the full report visit [www.confucius.umn.edu/teachers/yu.html].

全文见:文见:www.confucius.umn.edu/ teachers/yu.html

A key facet of the Confucius Institute mission is to provide Chinese language teachers with professional development and support. In the last year, the Confucius Institute hosted the annual meeting of the Minnesota Chinese language teachers, held a number of professional development seminars, conducted a four-week training program for Mandarin elementary immersion teachers, and created a resource library with nearly 4,000 titles. Below are highlights of last year’s programs:

>> The Minnesota Teaching Chinese as a Foreign Language (MTCFL) Conference in October 2008 convened more than 80 Chinese teachers from public K-12, private, and elementary immersion schools. Confucius Institute programs and resources were introduced to the teachers. A number of teachers presented their summer training experiences and shared curriculum ideas and materials.

>> In 2009, the Confucius Institute hosted a number of professional development seminars, including one on using technology in the classroom by Dr. Zhen Zou and a classroom management seminar by former school administrator and Ph.D. candidate Mary Nichols. Approximately 24 teachers attended each seminar.

>> In collaboration with the University’s Center for Advanced Research on Language Acquisition (CARLA) and the College of Education and Human Development, the Confucius Institute pursued and received approximately $80,000 in funding from the National Center on Foreign Languages for a STARTALK grant to conduct a summer training program for Mandarin elementary immersion teachers. The STARTALK Mandarin Elementary Immersion Summer Teacher’s Education Program (MEISTEP) ran from June 22 to July 17. As a four-week program aligned to national teacher preparation standards, the program allowed the participants to improve their curricular and instructional skills needed for integrating language, literacy, content, and culture in Mandarin immersion. The focus of this program was the delivery of math content in an elementary immersion setting. In addition to their coursework, the teachers spent time at Yinghua Academy gaining valuable insight and sharpening their own immersion teaching skills through observation and practice. This successful program received high praise from both the teacher participants and the STARTALK reviewers.

>> Nearly 4,000 titles of books, CDs, DVDs, and other Chinese language and cultural materials arrived to fill the shelves of the Confucius Institute Resource Center. The Resource Center materials are for the use of Chinese language teachers and anyone interested in learning Chinese. This is the most comprehensive collection of books for Chinese language learners in Minnesota. Check the web site for hours, and stop by when you have a chance!

Teacher Exchange Due to the shortage of quality Chinese language teachers for K–12 schools, recruitment is often a big challenge for administrators. To help improve this situation, the Minnesota Department of Education (MDE) has signed an agreement with the Hanban to bring Chinese language teachers to Minnesota for one to three years. The first three Hanban teachers arrived in August to begin their appointments at local schools. The Confucius Institute assisted the MDE in their negotiations with the Hanban, interviewed the teacher candidates, and oriented the newly arrived teachers with the U.S. education system, U.S. culture and communication styles, and the Minnesota environment. The Confucius Institute is delighted to support the State’s efforts to expand Chinese language programs in public schools and to ensure that there are excellent teachers in these programs.

Confucius Institute Scholarship Recipient Undergraduate student Jesse Berndt is the first University of Minnesota student to be awarded the Confucius Institute Scholarship for a full year of study at Anhui University. Jesse is currently a student of Chinese language and literature at the University of Minnesota. During his year at Anhui University, he looks forward to learning Chinese in an immersive environment and hopes to gain conversational fluency and learn more about Chinese culture. In the future, Jesse hopes to translate Chinese literature and teach English.

Although we have only just begun our mission here in Minnesota, we are delighted by enthusiastic support for the Confucius Institute’s mission. We are especially appreciative of the generous support we received for the Jiangsu Silk and Bamboo Performance from Ruth and Bruce Dayton and Cargill. We would also like to recognize the future gift commitment from Fred and Jennie Hsiao, which will support arts and cultural programs.

Special thanks to the Chinese Heritage Foundation, Chinese Consulate General in Chicago, Capital Normal University, Renmin University Affiliated High School, Margaret Wong, and Fred and Jennie Hsiao for art donated or on loan.

Given our small staff, we have relied upon the kindness, energy, and time of many volunteers over the last year who deserve our heartfelt gratitude.

If you would like to make a contribution to the Confucius Institute, please use the enclosed gift envelope or go to www.confucius.umn.edu/support and give online.
