How to Judge a Member’s Voting Record

AFSCME selects a few roll-call votes from the hundreds cast

by members of Congress every session. In choosing these

votes, AFSCME attempts to fairly represent a lawmaker’s

position on issues determined to be important to AFSCME

members — first and foremost as workers, but also as citizens

and union brothers and sisters.

This voting scorecard is one of the key factors used

in making judgments on AFSCME campaign support,

endorsements or contributions from PEOPLE — AFSCME’s

Political Action Committee, or PAC. Other important

factors often include the member’s official leadership

position, seniority on important committees, leadership in

a state’s congressional delegation, and accessibility and

2015 House Vote Descriptions

1. Undermining Job-Based Health Coverage

AFSCME Position: No

The SAVE Act (H.R. 30) would weaken employer responsibility

to provide health coverage to workers under the Affordable

Care Act, reducing the number of workers with employer-

based health insurance. The bill would also increase the

deficit. The bill passed on January 8 by a vote of 252-172. Roll

Call vote 14.

 

2. Crippling Regulatory Protections

AFSCME Position: No

The Regulatory Accountability Act (H.R. 185) would cripple the

ability of federal agencies to issue regulations to protect our

health, the environment and to make our jobs more safe. The

bill passed January 13 by a vote of 250-175. Roll Call vote 28.

 

3. Tax Breaks for Business

AFSCME Position: No

The bill (H.R. 636) would expand, and make permanent,

selected tax breaks for businesses without offsetting the lost

revenue by closing tax loopholes. The failure to offset the

revenue loss would increase the federal deficit and increase

pressure to cut federal spending that supports services

carried out by state and local governments. The bill passed on

February 13 by a vote of 272-142. Roll Call vote 82.

 

4. Nullifying Important Labor Rule

AFSCME Position: No

The National Labor Relations Board (NLRB) issued a regulation

to help reduce delays in private-sector union elections and

make them more transparent. House Joint Resolution 29

would nullify the NLRB regulation. The resolution was passed

on March 19 by a vote of 232-186. Roll Call vote 128.

 

5. Republican Leadership Budget Cuts

AFSCME Position: No

The Republican Leadership Budget (H. Con. Res. 27) for

fiscal year 2016 would cut tax rates for the wealthiest, while

increasing the tax burden for millions of middle- and low-

income families. The budget would make irresponsible cuts to

Medicare and Medicaid and reduce investments in education

and other vital services. The budget resolution passed on

March 25 by a vote of 228-199. Roll Call vote 142.

 

6. Trade Promotion Authority or Fast Track

AFSCME Position: No

Trade Promotion Authority (H.R. 2146) provides that the Trans-

Pacific Partnership and other trade agreements be considered

under special “fast track” procedures, which prohibit Congress

from amending a trade agreement. The bill passed on June 18

by a vote of 218-208. Roll Call vote 374.

 

7. Gutting Federal Regulations That Protect Health and Safety

AFSCME Position: No

The REINS Act (H.R. 427) would require that both chambers

of Congress approve any major regulation issued by a

federal agency before the regulation could be implemented.

If Congress fails to act, the regulation could not take effect.

This would bring a halt to regulations such as those designed

to keep workplaces and our food supply safe, protect the

environment and prevent banks from cheating consumers. The

bill passed on July 28 by a vote of 243-165. Roll Call vote 482.

 

8. Eliminating Health Care Coverage

AFSCME Position: No

This bill (H.R. 3762) would gut the Affordable Care Act, causing

millions to lose their health care coverage. It would also

eliminate funding for public health services. The bill passed on

October 23 by a vote of 240-189. Roll Call vote 568.

 

9. Rolling Back Retirement Security

AFSCME Position: No

This legislation (H.R. 1090) would block the Department of

Labor (DOL) from issuing a regulation to help protect workers

and retirees who participate in retirement savings plans

established by their employers. The DOL regulation would

require advisors/brokers to put the interests of workers and

retirees ahead of their own interests when giving investment

advice. The bill passed on October 27 by a vote of 245-186.

Roll Call vote 575.

 

10. Eliminating Bargaining Rights

AFSCME Position: No

The Tribal Labor Sovereignty Act (H.R. 511) would exempt

casinos, hotels, mines and other enterprises on tribal lands

from the National Labor Relations Act. Workers employed by

these enterprises would lose the ability to organize and have

a voice in the workplace. The bill passed on November 17 by

a vote of 249-177. Roll Call vote 633.
