CONNECTICUT GROUP HOMES

QUESTIONS

How many state agency group homes are in

Connecticut? Where are they located? How many

people are they licensed to house and how many do

they currently house?

SUMMARY

The departments of Developmental Services (DDS),

Mental Health and Addiction Services (DMHAS), and

Children and Families (DCF) operate or fund 973

licensed residences in single-family homes,

apartments, and condominiums. DDS’ residences are

called group homes, while the DMHAS and DDS

residences are referred to by different terms. The

agencies provide services to the people housed in

these residences and their total capacity is 4,524

(3,880 is for DDS clients).

DDS reported the largest number of residences and in the most places—869 in 141

municipalities. DCF reported 82 residences in 52 municipalities, and DMHAS

reported 18 in 14 municipalities. Tables 1 to 3 list each agency's residences. (Note:

This is an update to OLR Report 2010-R-0221. The Court Support Services Division

no longer operates group homes, and therefore is not included in this report.)

DDS

DDS group homes serve adults and youths with developmental disabilities. DDS

reported 869 licensed group homes. Of the 3,880 beds licensed, 3,707 are filled.

Table 1 lists DDS-licensed group homes.

DMHAS

DMHAS funds 18 Mental Health Residential Living Centers (MHRCs) and Mental

Health Community Residences (MHCRs) in 14 municipalities. Most of these centers

and residences house up to eight people and some are located in single-family

homes. The Department of Public Health licenses the facilities and sets minimum

staff to patient ratios of (1) 1:8 for MHRCs and (2) 1:4 for MHCRs. According to

DPH, the client profile is similar for the two facilities, but the acuity may be slightly

higher for MHCRs (Conn. Agencies Regs., §§ 19a-495-551, 19a-495-560).

3. temporary shelters that include an intensive clinical component, mainly

for children in protective services who are experiencing behavioral problems (STAR homes);

4. supervised apartments where teenagers live with other teenagers in an

independent living environment (supportive work education and transition

program (SWEPT) homes); and

5. homes where trained live-in parents supervise teenagers who require sustained therapeutic support (house parent).
