ABOUT AFSAFS began as the American Field Service in

World Wars I and II, when nearly 5,000 young

men volunteered as ambulance drivers. In

WWI they served in France and the Balkans

and in WWII they served in Europe, the Middle

East, North Africa, India and Burma. In 1919,

AFS Fellowships for French Universities were

established and a total of 222 fellowships were

awarded between 1919 and 1952. After WWII,

the drivers, under the leadership of Stephen

Galatti, organized the first AFS secondary

student exchanges in 1947 to build international

understanding and peace through the contact

of ordinary citizens.

AFS STATEMENT OF PURPOSE

AFS is an international, voluntary, non-

governmental, nonprofit organization that

provides intercultural learning opportunities to

help people develop the knowledge, skills and

understanding needed to create a more just

and peaceful world.

THE CORE VALUES AND ATTRIBUTES OF AFS

AFS enables people to act as responsible

global citizens working for peace and

understanding in a diverse world. It

acknowledges that peace is a dynamic concept

threatened by injustice, inequity and intolerance.

AFS seeks to affirm faith in the dignity

and worth of every human being and of all

nations and cultures. It encourages respect

for human rights and fundamental freedoms

without distinction as to race, gender,

language, religion or social status.

AFS activities are based on our core values

of dignity, respect for differences, harmony,

sensitivity and tolerance.

MESSAGE FROM THE CHAIRAND THE PRESIDENT

This past year was a year of unprecedented economic challenges for the world. The difficult

financial climate forced many of us to make choices about how we invested our available

monetary resources, both as individuals and as nonprofit organizations.

The AFS Network has been working hard at becoming more strategically poised and receptive

to opportunities in an intensely competitive landscape. Rapid change, fluctuating market

conditions and an unstable political global environment underscore the importance of

intercultural understanding as an antidote to many of the world’s ills. AFS must continue to be

creative in the face of these global challenges. Our Partner Network has risen to the challenge

in the past year, but more collective action will be needed as we work to implement our

2020 Vision statement.

In this year’s annual report, we present an AFS that speaks with one voice through a respected

and well-articulated AFS Global Brand. We share a strong and defined vision for the second

decade of the twenty-first century, a vision that unites and motivates our Network. Ours is an

AFS that moves forward united in its conviction to make its mission a reality through the service

of committed volunteers, staff, host families, schools and participants. Helping to create a more

just and peaceful world through intercultural understanding is an undertaking that all of us at

AFS approach with an enthusiasm and passion that are renewed daily. We approach this effort

knowing that what we do has a multiplier effect that touches hundreds of thousands of people

every year, helping to tear down barriers of misunderstanding and fear.

AFS continues to work in earnest with others to further its goals and mission. This past year we

initiated a Call to Action for a collective effort to extend intercultural dialogue and participation in

student exchanges in all parts of the globe.

Research on intercultural educational exchange programs has shown that the exchanges that

AFS provides allow young people to gain first-hand knowledge and practical experience about

other cultures. Intercultural exchanges stimulate self-awareness and critical reflection about

identity and lead to the acquisition of lifelong skills in intercultural dialogue and to a positive

attitude towards the diversity of the world’s cultures.

The benefits of an exchange experience are very significant, but the fact remains that only

a small minority of the world’s young people are able to participate in such programs. AFS

has committed itself to call for policies and practices that will allow far more young people to

participate in full immersion intercultural programs abroad at the secondary school level. We

will seek to work more actively with governments, other nonprofit organizations, international

agencies and individuals to make educational exchange programs more widely accessible to a larger

public and to spread the benefits of these programs in a more reciprocal and inclusive manner.

In 2008, AFS sent nearly 13,000 young participants abroad on exchange programs. Our AFS

volunteers, 41,711 strong (4,934 more volunteers than in 2007), helped provide the high-quality

support to our thousands of participants that has become the hallmark of AFS programs.

We know, however, that much remains to be done. As we begin our work in 2009, we ask you to

ONE VISIONThe AFS Network is guided by a cohesive

vision for the year 2020 that emphasizes

quality and inclusiveness and defines

strategic goals that unite AFS Partners in a

common purpose, while inspiring the work they

do around the globe.

The AFS Vision 2020 is a road map, a

dynamic course of action designed to

support the AFS Network in achieving

initiatives that will continue to make AFS

and its programs as relevant and essential

in the years to come as they are today. The

AFS Vision 2020 promotes intercultural

understanding and the creation of

interconnected global communities.

With AFS Partners working together and

pooling their resources, the AFS Network

aims to introduce the benefits of intercultural

education programs to more countries. AFS

seeks to increase investment in its most

valued resource, its volunteers, and give

them the skills and tools needed to allow

them to continue to provide the highest level

of support to all of our constituents.

AFS strives to expand both the number

of young people who participate in our

programs and the number of participants

who receive financial support to do so.

These goals are derived from the AFS Vision

2020. In the following section we provide

examples of how these goals are being

transformed into reality by forging innovative

alliances with outside organizations and

using the accumulated knowledge of an

AFS Network with more than sixty years

of experience as a provider of intercultural

exchange programs.

We pursue our mission by providing quality intercultural learning

opportunities for a growing number of young people, families, other

stakeholders and wider audiences, thus developing an inclusive community

of global citizens determined to build bridges between cultures.

Real-life experiential learning, supported by structured reflection, is the

core of our programs. We endeavor to link our intercultural learning

opportunities to the defining global issues facing humanity. We reach out

to past, current and future participants, volunteers and other stakeholders

using the media and technology they use.

Volunteers and volunteerism are who we are. Our organization brings

about changes in lives through and for our global community of volunteers.

We are recognized as an educational organization by schools and the

appropriate authorities. We work to create a regulatory environment that

supports our programs.

As a learning organization, we welcome change and critical thinking. We

are innovative and entrepreneurial in advancing the strategic directions,

working together with others whenever appropriate.

One of the goals of the AFS Vision

2020 is for AFS Partners in the Network

to be recognized as educational

organizations by schools, ministries

of education and the appropriate

authorities in their countries.

AFS Intercultura in Italy has been in

the vanguard of this initiative for many

years. In 1978, AFS Intercultura began

a systematic approach to the Italian

school system to promote the idea of

intercultural education by providing

workshops to secondary school

teachers about international student

exchanges within the framework of

school curricula. In 1989, the National

Association of School Headteachers

in Italy offered its support to AFS

Intercultura and acknowledged it as the

premier student exchange organization

in the country.

In 1991, AFS Intercultura started

working with the Ministry of Education

to assess the AFS exchange programs

in Italy and to allow the Ministry to

advise AFS Intercultura on how to

improve its relationships with schools

and to suggest actions that would

facilitate educational exchanges in Italy.

In the coming years, AFS Intercultura

will promote intercultural learning in

secondary schools by working with the

Ministry of Education to continue to

provide materials related to educational

exchanges in secondary schools, to

make available intercultural learning

units and international exchange units

to schools and teachers and to open

a Web site with the support of the

Ministry of Education, dedicated to

school internationalization and student

mobility.

The AFS Vision 2020 reiterates AFS’s

commitment to the development of its

volunteers. AFS volunteers represent the

organization at the most crucial level, the

local level at which we deliver services

and support to participants, host families,

natural families and schools.

AFS Argentina’s work with its volunteers

epitomizes the goal of the AFS Vision

2020 to “bring about changes in lives

through and for our global community of

volunteers.”

Using programs such as volunteer

e-learning training modules, AFS

Argentina is able to achieve widespread

dissemination of best practices in

volunteer training. This has resulted in

savings of staff time and provided a

cost-effective alternative to traveling

to distant chapters to provide these

important trainings.

AFS Argentina has made development of

its volunteer force a priority by instituting

practices such as:

• Staffing volunteer development in the

national office with personnel charged

with volunteer training and support.

• Creating volunteer training groups to

help staff develop content for training

workshops and to lead trainings in the

Southern Cone region.

• Designing targeted trainings to address

specific areas in which chapters may be

experiencing difficulties.

• Organizing annual volunteer assemblies

dealing with issues that are of current

importance to the volunteers. The

assemblies allow volunteer leaders

to discuss and better understand

organizational issues. The themes

discussed in the assemblies are aligned

with strategic plans and include subjects

such as organizational culture, leadership

and effectively coping with change.

One of the strategic goals associated

with the AFS Vision for the year 2020

is to be present in 100 countries

with an early emphasis on Africa.

In 2008, AFS South Africa led the

initiative to expand our presence on

the continent by reaching out to its

neighbor, Mozambique, through a

collaboration with AFS USA, AFS

Portugal, AFS International, the Lurdes

Mutola Foundation and the Youth

Exchange and Study Program (YES).

YES is an innovative high school

exchange program funded by the

U.S. Department of State’s Bureau

of Educational and Cultural Affairs.

This public diplomacy initiative builds

bridges of international understanding,

especially between Americans and

people in countries with significant

Muslim populations. As a result of this

collaboration, two young Mozambicans

from Nampula and three from Maputo

will be leaving on an AFS one-year

exchange program to the United States

in 2009. The grant for the second YES

class of 2010–2011 for 10 Mozambicans

has recently been approved.

EFIL, the European Federation for

Intercultural Learning, is the umbrella

organization of 22 AFS organizations

in Europe. In 2008, EFIL played a

role beyond expectations in keeping

intercultural exchanges at the forefront

of the region’s educational agenda.

EFIL’s initiatives greatly advanced the

goals of the AFS Vision 2020.

Among EFIL’s many accomplishments

in this regard in 2008 were:

The Intercultural Dialogue Day was

held on September 26. More than 300

activities took place all over Europe. On

that day, AFS volunteers in 18 countries

set up simultaneous activities to discuss

and involve the public in the importance

of intercultural dialogue.

An International Educational Conference

was held in Berlin in October of 2008

under the patronage of Ján Figel’,

member of the European Commission

responsible for Education, Training,

Culture and Youth. The conference

attracted more than 270 participants

and speakers in the field of international

youth exchange.

The Volunteer Summit held in Vigy,

France, was a highlight of the numerous

training programs that EFIL organized

in 2008. Close to 200 volunteers shared

experiences dealing with all aspects of

intercultural learning at the summit.

MOZAMBIQUE

KENYA

EFIL

A grant from the Youth Exchange and

Study Program (YES) allowed AFS

USA to start intercultural exchange

programs in Kenya in 2008. Working

together on this initative were AFS

Network Partners from the United

States, Egypt and Turkey, together

with the consulting team from AFS

International. On the ground in Kenya,

volunteer AFS Returnees from the

YES Program in Egypt and Kenya, as

well as 50 Kenyan volunteers from

the Organization for Intercultural

Education (a Kenya-based educational

organization that was created as

a result of this initiative) and AFS

Network staff shared their knowledge

and passion for the YES Program

to start AFS exchanges in Kenya. In

2008, nine young Kenyans traveled to

the United States on a YES Program.

Plans are underway for 20 additional

Kenyan youth to participate in an

exchange program in 2009 and 25 in

2010.

ONE VOICEEvery year more than 100,000 AFS

students, volunteers, Returnees, hosting

and sending families, schools, AFS Partner

staff and supporters in more than 80

countries and territories join what they call

“the experience of a lifetime.” We call it AFS

Intercultural Programs.

In 2007, we surveyed these AFS

stakeholders and we asked them, “are we

doing a good job?” The response from the

83 percent of survey respondents was “Yes!”

But how does AFS ensure that we continue

to be supportive, trustworthy and inspiring

all around the world? How do we continue

to provide the best possible personal growth

experiences? How do we speak with one

voice and have an AFS that is recognized

globally for its unique brand of intercultural

educational exchange programs?

To answer this question, Partner

representatives, board members and

volunteers from AFS organizations around

the world gathered in early March of 2008

with AFS Intercultural Programs staff and

branding experts at the AFS Global Branding

Seminar held in Las Vegas, Nevada, USA.

Focusing on what was essential about AFS,

their time together was used to develop a

draft statement of the AFS Global Brand

Platform reflecting AFS’s promise to its

stakeholders, naming the recognizable

attributes of the AFS brand, and pinpointing

the location of AFS within the competitive

landscape.

The AFS Global Branding Seminar was

both an opportunity for participants to be

educated about global branding, and an

opportunity for AFS leaders to discuss their

perceptions and experiences with branding

experts from around the world in a facilitated

exploration. The AFS Brand Platform was the

major output of these discussions.

thousands of Returnees from programs

abroad, as passionate about intercultural

education programs as its tens of thousands

of active volunteers and as enthusiastic as its

nearly 13,000 new participants who go on an

AFS program every year.

AFS is as responsive and supportive as its

thousands of host families, who open their

homes to our participants, and as resolute

in the belief in the transformative power of

intercultural education as the thousands

of parents who trust AFS to send their

daughters and sons on exchange programs

abroad.

AFS has a presence in more than 50 AFS

Partners countries around the world, and

conducts intercultural education exchanges

among 80 countries that have their own

distinct cultures. AFS represents a unique

community that finds its strength in diversity

and its inspiration in its mission to provide

intercultural learning opportunities to help

people develop the knowledge, skills and

understanding to create a more just and

peaceful world.

AFS is united by the spirit of volunteerism

that is the basis of our organization; a spirit

that was kindled by the AFS ambulance

drivers during the two World Wars of the

twentieth century and that today sustains

our work to create mutual understanding

through intercultural education.

We share a common culture that transcends

borders and that forges familial bonds that

last for a lifetime. Our programs connect an

AFS worldwide family made up of hundreds

of thousands of individuals who are ready

to pursue lifelong learning experiences and

to meet the challenges of an ever-changing

world that is being transformed by both the

stresses and rewards of globalization.

AFS is inspired by its passion for providing

all our participants, whether they are host or

natural families, volunteers or teachers and

their school communities, with a supportive,

reliable and caring environment in which

learning and discovery can flourish.

AFS Intercultural Programs, Inc. (“AFS International”) is a not-for-profit organization incorporated under the laws of New York

State, USA, and is a tax-exempt organization under the Internal Revenue Code 501(c)(3) of the United States of America.

AFS Partner organizations (“Partners”) are incorporated under the laws of the country in which they are located and likewise

prepare financial statements and tax reports as required by the jurisdictions in their respective countries.

Each Partner undergoes an annual fiscal audit and presents to AFS International a copy of the independent auditor’s opinion

along with its financial statements. While rules and regulations vary among Partner nations, audits generally follow standards

consistent with U.S.–based GAAP (Generally Accepted Accounting Principles). The tables presented are not the result of

an audit performed by one firm, but represent combined information from audits performed by a number of independent

auditors around the world. The summary format of the tables reflects the combined financial activities in the AFS worldwide

Network of Partners. The information for 2007 has been gathered from the 2007 audited financial statements of 50 Partners

and includes AFS International. The 2008 figures presented on the opposite page are based on preliminary estimates,

pending completion of annual audits around the world.

AFFILIATIONS

AFS has special consultative status with the Economic and Social Council (ECOSOC) of the United Nations and works with the Department of Public Information of the United Nations. AFS is a participating member of the following international organizations: The Society for Intercultural Education, Training and Research (SIETAR) and the Institute of International Education (IIE). The European Federation for Intercultural Learning (EFIL) is the umbrella organization for AFS Partners in Europe. EFIL has consultative status with the Council of Europe and with UNESCO and is a member of the European Youth Forum. EFIL cooperates with and is a member of many European education and youth organizations. AFS-USA is a founding member of the Alliance for International Education and Cultural Exchange, and serves on the board of directors of the Council on Standards for International Educational Travel (CSIET). Other AFS Partner organizations in many countries maintain affiliations with their respective national youth councils, international education associations and other governmental and non-governmental organizations.

The AFS Asia Pacific Initiative (AAI),

an organization composed of AFS

Partners in the Asian and Pacific region,

had its annual meeting in Changzhou,

China in April, 2008.

In his opening remarks, Mr. Bin Sato,

the AAI President welcomed the

assembled members by stating that

the organizations welcomes change

that will promote the growth of AFS

programs in the region.

Member countries were congratulated

on their achievements during the

meeting. AFS Japan continued its

successful implementation of the

Japan-East Asia Network of Exchange

for Students and Youth Program

(JENESYS). The goal of the program

is to create solidarity among the Asian

countries by promoting intercultural

understanding.

The program is sponsored by the

Japanese government.

Thailand was noted as one of the most

successful Partners in the AAI region.

Thailand’s sending program reached

470 participants per year and 60% of

participant placements are completed

in one day.

A number of new strategic initiatives

were discussed at the meeting. Among

these was the creation of a “Young

Journalist” scholarship program to

send participants from the Asia-Pacific

region to Latin America.

The Asia-Pacific region is one of the

most dynamic regions in the AFS

Network. The AAI leadership and its

members work together to promote

the AFS mission throughout this

important world area. In 2010 the AAI

will celebrate its 10th anniversary.

AFS AROUND THE WORLD IN 2008AFS has been providing international educational exchange opportunities since 1919, with a major focus on secondary

school exchanges since 1947. Before 1971, all AFS exchanges involved the United States. As AFS grew and matured,

the range of AFS exchanges was broadened so that sojourners from many countries now go to a wide variety of

destinations. Today there are over 1,200 AFS program paths in the world.

As AFS programs have become multinational, the organization’s structure has evolved to reflect this reality. The AFS organization in most

countries is now an incorporated not-for-profit entity that we call a Partner. Each AFS Partner has its volunteer board of directors with

responsibility for the staff, office, budget and programs in its territory. AFS Intercultural Programs in New York provides overall leadership

and coordination and offers a number of core services, but Partners manage AFS program operations. This system of “Partnership” has

been in place since 1990. It successfully balances the independent yet interdependent nature of AFS organizations.
