Vince Allen R. Javier MEB 21 10-12 PMREFLECTION REGARDING WITH THE FILM: INVESTIGATING CORRUPTIONFrom watching the film generally, I felt displease from all those disclosed graft and corruption occurring in our politics which occurs not only during the summit of their tenure but also even at the point of their campaigns. Heaving a sigh of relief and becoming reliable to the exercise of their jurisdiction in our country diminishes that a trustworthy good governance and the dictum that public office is a public trust will only remain as a myth, a pure fiction in the citizens mind. Graft and corruption is a concrete word but it can be determine if it involves dishonesty that leads to an abuse of public office for private gain. As accentuated in the film, public officials and employees must observe simplicity and modesty in their lives yet it is on the other way around nowadays; they are flaunting their opulence and extravagant lifestyle in public. The government must indeed obliged a simple and modest lives because he or she should set a benchmark as a role model of honesty, competence and high standard of morality worthy of emulation of his succeeding followers. In the middle of the film, there are five ways mentioned to uncover corruption. They include lifestyle check, asset check, political corruption, corruption in procurements, and field work. I can say that lifestyle check is the easiest among the others since they are most evident to the public. Asset check on the other hand is as I consider as the strongest evidence for graft and corruption for the reason that it includes statement of assets, liabilities and net worth (SALN) which displays business activities which leaves a question of how they afford such properties but nevertheless it is farfetched based on their annual income. Political corruption covers contributions and expenditures of candidates for election during campaigns which leads for the passage of the Omnibus Election Code. In the meantime, corruption on procurement is held liable by the Commission on Audit inasmuch as they record government funds expenditure which are seen for example of the overpriced Makati hospital. Field work refers to the practice of government watch by critics to the discrepancies and anomalies in government projects as depicted by the bridge construction project in Abra complained by the Concerned Citizens of Abra for Good Government (CCAGG).The concluding part of the movie concerns with the step procedure for filing an impeachment after familiarizing the presence of such grounds of graft and corruption. This enlightens and restores hope that we as citizens should remain a vigilant that there will be justice, peace and order after all. To end this review, I can relate it to a lesson I learned from what I have watched from the movie "Divergent, in our quest to make this world a better place, we tend to lean on our own capability and understanding to the point of controlling people and situations. Factions make our systems to continue to function however such improvement would be never achieved if honesty, complacence, unity and harmony would not exist between them.
