PFF is inviting tenders for construction of Union Council Level office in District Badin. Work includes provision and transportation located in Badin). Except need the sample of some items, sand, crush OPC Cement and stones which need to be provided at the Badin Office.

1. General remarks and special condition

The offered services must be according to our specification, sound, fair and in merchantable quality.

All services must be delivered as quickly as possible.

All offered services according to national/international standards such as PEC. (Pakistan Engineering Council) / ISO We prefers one single supplier, but we reserve the right to reject any offer by the vendor or to divide the order into lots and order from various bidders.

Timely delivery of services in accordance with the negotiated delivery periods is of utmost important.

The tender must comply with the following conditions and instructions as stated in the Tender pack. Failure to do so is liable to result in the rejection of the Tender.PFF tender committee has the right to accept/reject any offer. Decision of the tender committee is final regarding the evaluation of the offers not challengeable at all (in any court).

“Tenderer” means any person, partnership, firm or company being prequalified and Submitting fully priced Bill of Quantities in accordance with the Tender.

All recipients of the Tender Document shall, whether they submit the tender or not, treat the details of these documents as confidential and should submit the complete tender pack fully signed and stamped along with the offer. 2. Participation:

To be eligible for participation in the tender the renderers must provide all documents in a timely basis. Tenderers must also prove to the contracting authority that they comply with the necessary legal, technical and financial requirements. Pakistan Fisherfolk Forum reserves the right to ask for documentation and can visit suppliers’ premises for inspection. Tenderers have to declare under their responsibility, that all of the services offered have been in accordance with international rules against exploitation of child labour and gender discrimination.

5. Selection criteria After receiving all tender bids / offers, Pakistan Fisherfolk Forum will decide the best offer according to the following criteria

- Technical and professional capacity (i.e., experience, background, Technical Staff etc.) - Price/quality ratio - Time of delivery with full Construction (for sand, gravel and stone the vendor must give PFF a Timeline of when it can provide this material and submit it along with the Bid).

6. Samples:

Bidders must present samples along with the bid submission as specification in the Tender Pack by PFF.Pakistan Fisherfolk Forum has the right to visit manufacturer premises to check the quality of Material. If the below mentioned samples are not submitted, bids are automatically disqualified.

Following samples must be submitted as per the given criteria:

7. Delivery conditions

All transport details (Origin, City of Loading, and Routing) have to be indicated within the offer. Cost for transportation must be inclusive in the bid up to the PFFOffice located in Badin and to the sites as stated in the delivery schedule below in section (8). Partialshipments arepossible and can be negotiated. Partial shipments without authorization of Pakistan Fisher folk Forumare not allowed. Each shipment has to be announced with prior notice via email or telephone but it should be minimum 24 hours before. Additionally, the vendor has to ensure that the following deliveries must be done during day, PFF official working hours and not at night time or after sun set.

8. Prices

All prices inbid / quotation must be indicated in PKR currency and unit rate only. Quotations stated in other currencies will not be considered in the awarding process. All Prices must be inclusive of all government taxes, GST and other applicable taxes / charges. (Where and when applicable)

9. Inspection

Works and material will be inspected for quality, quantity and to ensure it meets BoQ specifications by an independent surveyor company/ laboratory (quality testing may be conducted at any time during the course of the project) / Pakistan Fisherfolk Forum technicalstaff at time and place of loading on account of Pakistan Fisherfolk Forum. Any additional inspection shall be on accountof the Supplier. Services not meeting BoQ specifications and quality will be rejected. In case material are rejected, thesupplier will contractually be obliged to replace the rejected material within 3 calendar days and shallbe responsible for paying fees that are incurred as a result of testing material and inspections conducted by a lab or PFF staff.

Material indicated below will be inspected by a laboratory/independent surveyor/PFF Tender Committee as per the criteria given below and in the BoQ:

11. Documents

Following documents must be submitted before tender closing:

Written quotation on letter head (of the vender) / PFF Tender Pack BoQ can be used For the bid but the BoQ’s section where rates are quoted must be signed and stamped by the vendors.

For sand, gravel and stone the vendor must give PFF a timeline in writing of when the Vendor can provide this material and submit it along with the bid.

Completely filled, signed and stamped bid form and ANNEX I and II in a sealed Envelope.

All relevant technical leaflets and/or detailed specifications of the offered materials

Copy of NTN and GST registration form. (If applicable for the vendors of Badin District)

Company profile/declaration. Including technical staff.

Professional references of the tendered in view of Construction Material Suspension for

Time of delivery (for sand, gravel and stone the vendor must give PFF a timeline of when they can provide this material and submit it along with the bid)

12. Payment Conditions

Cash against documents (CAD). The order sum can be subdivided into partial payments according to part shipments which have been delivered successfully to final destination. Minimum value of each partial payment is 20% of the relevant order sum. After relevant PFF staff issues satisfactory quality report. Each payment will be paid via cross cheque within 10 working days after correct invoice and relevant documents received. Invoice must be as per Pakistan Fisherfolk Forum Voucher standards and as per description mentioned in the order.

13. Performance bond

The successful bidder must provide a bank-guarantee to confirm the fulfilment of any obligations arising from the relevant order. The amount of the performance bond must be 5% of the relevant order sum. This guarantee must be expressed in the currency of the order and shall be limited until 15th of June 2016 and may be released by Pakistan Fisherfolk Forum only. The bank issuing the guarantee must be a first class international or Pakistani Bank. The performance bond must be provided not later than 10 working days after issuing of Purchased Order.

14. Penalties

Delivery schedule can be negotiated and can be fixed in order. In the event of delay in delivery caused other than by force majeure Pakistan Fisherfolk Forum is entitled to make use of a penalty of 2/1000 per calendar day of the total value of the consignment still to be delivered. The penalty will be deducted from the invoice. In the event of incomplete delivery caused by the Supplier, Pakistan Fisherfolk Forum is entitled to deduct the losses from the invoice. In case of damaged cargo caused by inappropriate packaging Pakistan Fisherfolk Forum reserves the right to deduct from the relevant order sum an amount according to the variance to the requested specification. In case the quality/specifications are not in line with the BoQs, the Supplier has to inform Pakistan Fisherfolk Forum as soon as possible. Goods not meeting agreed quality/specificationscan be rejected by Pakistan Fisherfolk Forum, but if Pakistan Fisherfolk Forum accept these goods, a deduction from the order will be made and a penalty imposed.

15. Tender Conditions

Quotations must specify all details according to the tender pack. Incomplete offers and offers that arrive later than the deadline for reply will be automatically excluded. All responses will be opened by the Pakistan Fisherfolk Forum tender committee. Suppliers, who do not receive a written notice within 10 days after expiry of the deadline, have not been successful.

b) we have not received a sanction by legally binding judgment for reasons which bring into doubt our professional reliability,

c) we comply with our duty to pay social insurance contributions, taxes or other levies in accordance

with the legal provisions of the state in which we have our office, the state of the consignee, or the state where the contract is performed,

d) we have not received a legally binding sentence due to fraud, corruption, participation in a

criminal association, or another act directed against the financial interests of the European Communities,

e) no serious breaches of contract due to non-performance of our contractual obligations have been ascertained in connection with another contract or a contract awarded from the Community budget,

f) we are providing you with all the information required in connection with participation in a tender,

g) in respect of contracts which are ultimately paid for out of European Community funds, no one has accused us of breach of contract due to gross violation of our contractual obligations,

h) we have not been excluded as a contract partner by the European Community due to ethical issues,

i) we assure the European Commission, the European Anti-Corruption Bureau and the auditors of the European Community reasonable access on demand to our business and accounting documents for the purpose of checks and audits,

j) we respect basic social rights and condemn child labor.
