Construction Products Directive

A BACKGROUND

The first document prepared by the GEPVP explained the background to compliance with the CPD1 and the second explained the principles of evaluation of conformity2.

This document will explain the system of “Evaluation of Conformity” applicable for “laminated glass and laminated safety glass” as laid down in EN 144493, the appropriate harmonised European Standard (hEN).

B AUDIENCE

This part is applicable to any manufacturer of laminated glass and laminated safety glass.

C SCOPE

This is taken from EN 14449.“ This European Standard covers the evaluation of conformity and the factory production control of laminated glass and laminated safety glass for use in buildings.”

D METHODOLOGY (see also summary figure 1)

This document follows the methodology given in the second document. It also follows the same referencing with respect to “attachments”, etc.

This document includes explanatory information on Clause ZA.2.2 – EC Certificate and Declaration of Conformity (see Attachment 6).

Annex ZA

As detailed in the second document the starting point for undertaking the evaluation of conformity is Table ZA.1. This table is colour coded and each essential characteristic is numbered to line up with the corresponding table in the second document.

The “Systems of Attestation of Conformity” for the claimed intended uses are given in Table ZA.2 of the hEN. Details of the tasks relating to “Assignment of Evaluation of Conformity” are given in Tables ZA.3.1 to ZA.3.3 of the hEN (see second document for explanation).

The relationship between the intended use, the applicable “Systems of Attestation of Conformity” and the roles of the manufacturer and Notified Body(ies) is given in Figure 2. This figure is specific to conformity with EN 14449.

When a manufacturer has finalised the collection of all applicable information then he can proceed to CE Marking. This is detailed in Clause ZA.2.2 (see Attachment 6). Based on the manufacturer’s Declaration of Conformity is the CE Marking label. Examples of CE Marking labels for different laminated glass and laminated safety glass products with different intended uses/characteristics and hence “Systems of Attestation of Conformity” are shown in Figures 3, 4, 5 and 6.

Attachment 1: hEN Clause 4 Requirements

Clause No. Content Explanation

4.1 Product description

For conformity purposes, the laminated/laminated safety glass manufacturer9 is responsible for the preparation and maintenance of a product description. This description shall describe the product and/or product families.

Disclosure of the product description shall be at the discretion of the laminated/laminated safety glass manufacturer or his agent except in the case of regulatory requirements.

The description shall contain at least a normative part. The description may also contain an informative part, when the manufacturer foresees further development of the product.

The normative part of the description shall contain the following minimum information:

• A reference to EN ISO 12543 Parts 1 to 6 and all other standards with which the manufacturer claims compliance;

• Component parts:• Glass types and thicknesses

(see 4.3.1.2),• Plastics glazing sheet materials types

and thicknesses, • Interlayer types and thicknesses;

• The order of stacking of the components;• Lamination process, e.g. folio, cast-in-

place, etc.;• Coatings if present and their position

relative to an interlayer.

The interlayers may be listed either in full, i.e. chemical composition, or by a manufacturer’s code.

The definition of product families shall be consistent with the normative part of the product description.

The substitution of materials and/or components shall maintain the conformity with the product description. The substituting materials and/or components can be added to the product family and also the product description when compliance has been demonstrated.

This document details the manufacturer’s product offering. It should contain, as far as the product is concerned, the following:1. Full range of glass, plastics glazing sheet

material and interlayer types and thicknesses used;

2. Details of product make-ups;3. Full details of claimed product performance

characteristics;4. Details of special edge work etc.5. Full production control data;6. Full product control data:

a. What tests;b. What pass level;c. If proxy testing: relationship to prescribed

parameter.7. Any special conditions for products, i.e.

bullet resistant, explosion resistant, fire resistant, that require different systems of attestation of conformity.

Product families can be:1. Ones that have a claimed characteristic

across a range, e.g. laminated safety glass, fire resistance, bullet resistance, etc.;

2. Ones that have identical interlayer types;3. Ones that have identical processing

conditions;4. Ones that can claim identical performances,

e.g. cast in place interlayers, based on worst impact performance.

4.2 Conformity with the definition of laminated glass and laminated safety glass

4.2.1 General

Products shall conform with the manufacturer’s product description and fulfil the definition and requirements of laminated glass or laminated safety glass (see 4.2.2 and 4.2.3).

4.2.2 Conformity with definition of laminated glass

Products shall fulfil the definition and requirements for laminated glass as defined in EN ISO 12543-3.

EN ISO 12543-3 clause 4 details the durability testing for laminated glass. The test methods and the evaluation of results are given in EN ISO 12543-4.

4.2.3 Conformity with definition of laminated safety glass

Products shall fulfil the definition and requirements for laminated safety glass as defined in EN ISO 12543-2.

EN ISO 12543-2 clause 4 details the durability testing for laminated safety glass. The test methods and the evaluation of results are given in EN ISO 12543-4.

4.3 Determination of the characteristic’s performances

4.3.1 Characteristics of laminated glass and laminated safety glass

4.3.1.1 General

The characteristics of laminated glass and laminated safety glass are those of the glass panes used as components (see 4.3.1.2).

4.3.1.2 Characteristics of the glass panes used as components for the production of laminated glass and laminated safety glass

The glass types given in Table 1 can be used for the manufacture of laminated glass and laminated safety glass.

The characteristics of the glass components are listed in Table 2 and the values can be found in the appropriate product standards, e.g.; EN 572-1, EN 1748-1-1, etc.

For the characteristics listed in Table 2, for the glass pane types, generally accepted values or calculated values shall be used.

Since the majority of the characteristics of Table 2 are not changed significantly by the laminating process they shall be used for laminated/laminated safety glass

4.3.2 Determination of characteristics of laminated glass and laminated safety glass

If the laminated glass and laminated safety glass manufacturer wishes to claim that any performance characteristic is independent of the production equipment used then the factory production control system shall be in accordance with this standard including his specific process control conditions.

4.3.2.1 Safety in the case of fire – Resistance to fire (1)

Fire resistance shall be determined and classified in accordance with EN 13501-2.

Glass CANNOT be tested for resistance to fire on its own. The tests have to be undertaken in a glazed assembly. The glazed assembly is regarded as a “virtual assembly”10 and is detailed in the official classification report.

4.3.2.2 Safety in the case of fire – Reaction to fire (2)

Reaction to fire shall be determined and classified in accordance with EN 13501-1.

The reaction to fire performance is influenced by the amount of organic component, i.e. type and thickness of interlayer, plastics glazing sheet material. Work is in progress on determining this characteristic for these products on a “Classified without further test” basis.

4.3.2.3 Safety in the case of fire – External fire behaviour (3)

Where the manufacturer wishes to declare external fire performance (e.g. when subject to regulatory requirements), the product shall be tested and classified in accordance with EN 13501-5.

The present situation is that there are four different test methods in ENV 1187. The applicability of these tests to glass is not totally clear.

However, before deciding to test it is paramount that the manufacturer checks if a particular glass product type is permitted, by national regulations, in this application.

4.3.2.4 Safety in use – Bullet resistance: Shatter properties and resistance to attack (4)

Bullet resistance shall be determined and classified in accordance with EN 1063.

Laminated glass/laminated safety glass has to be tested for this characteristic.A product that can be classified should also be capable of being classified as a laminated safety glass.

4.3.2.5 Safety in use – Explosion resistance: impact behaviour and resistance to impact (5)

Explosion resistance shall be determined and classified in accordance with EN 13541.

Laminated glass/laminated safety glass has to be tested for this characteristic.

A product that can be classified should also be capable of being classified as a laminated safety glass.

4.3.2.6 Safety in use – Burglar resistance: Shatter properties and resistance to attack (6)

Burglar resistance shall be determined and classified in accordance with EN 356.

Laminated glass/laminated safety glass has to be tested for this characteristic.

A product that can be classified should also be capable of being classified as a laminated safety glass.

4.3.2.7 Safety in use – Pendulum body impact resistance: Shatter properties (safe breakability) and resistance to impact (7)

Pendulum body impact resistance shall be determined and classified in accordance with EN 12600.

Note: Laminated glass conforming with EN ISO 12543-3 (No EN 12600 classification) will be declared NPD.

This characteristic only need to be determined for laminated safety glass (see EN ISO 12543-2).

Laminated glass is declared NPD.

4.3.2.8 Safety in use – Mechanical resistance: Resistance against sudden temperature changes and temperature differentials (8)

The resistance against sudden temperature changes and temperature differentials is a generally accepted value. That value is given in the standards (see Table 1) for the appropriate glass substrate.

This characteristic, i.e. resistance to breakage due to thermal stresses, is dependent on the glass substrates.

However, excessive high temperatures may cause deterioration of the laminated glass/laminated safety glass interlayer(s).

4.3.2.9 Safety in use – Mechanical resistance: Resistance against wind, snow, permanent load and/or imposed loads of the glass unit (9)

The ordered assemblies of laminated glass or laminated safety glass (thickness and types of glass components or plastics glazing sheet materials – interlayers) shall ensure the resistance against wind, snow, permanent load, and other mechanical, (quasi-) static action, which shall be checked in accordance with design standards11.

As long as on the concerned construction or building site no part of the design standards is applicable for the design then the current method of determining mechanical resistance in the country of destination shall be applied.

The manufactured or supplied thickness of laminated glass or laminated safety glass shall conform to the ordered thickness.

This characteristic will be dependent on the glass substrates, plastics glazing sheet materials, interlayer types and degree of adhesion of the interlayer(s) to the glass substrates and plastics glazing sheet materials.

Note: prEN 13474 will give information on the load carrying capacity of laminated/laminated safety glass as well as a method for determining the strength of laminated/laminated safety glass constructions from first principles.

Supplying what was ordered, in terms of thickness, will cover this characteristic.

4.3.2.10 Protection against noise – Direct airborne sound reduction (10)

The sound reduction indexes shall be determined in accordance with EN 12758.

EN 12758 gives generally accepted values for certain constructions of laminated safety glass.However, for specialist products this characteristic should be determined.

4.3.2.11 Energy conservation and heat retention – Thermal properties (11)

The thermal transmittance value (U-value) shall be determined by calculation in accordance with EN 673 with:• emissivity ε: the declared value of the glass

manufacturer. If the information is not available, the emissivity shall be determined in accordance with EN 12898.

• nominal thickness of the glass panes.

This value needs to be calculated in accordance with EN 673.

4.3.2.12 Energy conservation and heat retention – Radiation properties: Light transmittance and reflectance (12)

The light transmittance and reflectance shall be determined in accordance with EN 410.

These values need to be determined in accordance with the standard EN 410.

If the properties of the component panes and interlayer materials are known then the performance of the laminated/laminated safety glass can be calculated.

4.3.2.13 Energy conservation and heat retention – Radiation properties: Solar energy characteristics (13)

The solar energy transmittance and reflectance shall be determined in accordance with EN 410.

These values need to be determined in accordance with the standard EN 410.

If the properties of the component panes and interlayer materials are known then the performance of the laminated/laminated safety glass can be calculated.

Attachment 2: hEN Clause 5 Evaluation of conformity

5.2.2 Initial type testing of laminated glass and laminated safety glass

5.2.2.1 General

To establish if a product conforms to the definition of laminated glass or laminated safety glass, initial type testing shall consist of: • determining that the laminated safety

glass material design conforms to EN ISO 12543-2.

• determining that the laminated glass material design conforms to EN ISO 12543-3.

This testing is specified in the appropriate part of EN ISO 12543. Laminated safety glass in Part 2 and laminated glass in Part 3. The test methods to be used and method of evaluation of results are defined in EN ISO 12543 – 4.

5.2.2.2 Test specimens

The test specimens for the initial type test shall conform to the minimum specification(s) of the product family design for a specific intended use/characteristic (see 4.3.2.1 to 4.3.2.13).

NOTE 1 When the intended uses comprise bullet resistance, explosion resistance and/or burglar resistance, and the product is to be defined as a laminated safety glass then the classification according to EN 12600 can be undertaken on test specimens that consist of two glasses, thickness 3mm nominal, separated by an interlayer, thickness 0,76mm nominal. When for a type of glass no 3mm nominal exists, the nearest thickness shall be used. When for a type of interlayer no 0,76mm nominal exist, the nearest thickness shall be used.The test specimens for the radiation test (see Clause 6 of EN ISO 12543-4:1998) shall conform to the minimum specification of the product family related to interlayer type.

NOTE 2 The necessity for undertaking the radiation test can be overcome if appropriate test reports are supplied by the interlayer supplier.

The test specimens must be representative of a specific product family for an intended use/characteristic.

For example:• Laminated safety glass using a pvb interlayer

can be classified using a 0,38mm interlayer;• A fire resistant laminated glass produced using

an intumescent interlayer must be tested on the thinnest product that can be classified;

• If a bullet resistant, explosion resistant or burglar resistant glass is to be specified as a laminated safety glass then the EN 12600 testing should take account of NOTE 1.

5.2.3 Initial type testing (ITT) of characteristic’s performances

All characteristics in 4.3.2 shall be subject to initial type testing in accordance with 5.2.1.

NOTE Annex D includes information on those changes that may require a new ITT.

Attachment 6: hEN Annex ZA

Clause ZA.2.2 EC Certificate and Declaration of Conformity

Depending upon the intended use of the product and hence the applicable “System of Attestation of Conformity” will be the extent to which this clause applies.

1. Products with System of Attestation of Conformity – 1;

This System of Attestation of Conformity requires the involvement of a Notified Certification Body (NCB). It is the responsibility of the NCB, when they are satisfied that compliance with the conditions of the Annex ZA has been achieved, to produce a Certificate of Conformity (EC Certificate of Conformity). This certificate allows the manufacturer to affix the CE Marking (see Figure 3). The detail of what is to be included in the certificate is given in the hEN.

When the manufacturer has the Certificate of Conformity then a Declaration of Conformity (EC Declaration of Conformity) has to be produced. The detail of what is to be included in the declaration is given in the hEN.

2. Products with System of Attestation of Conformity – 3;

This System of Attestation of Conformity only requires the involvement of a Notified Body (NB) with the Initial Type Testing of the product. When the manufacturer is satisfied that compliance with this Annex has been achieved then a Declaration of Conformity (EC Declaration of Conformity) is prepared. Duplication of information between the certificate, where applicable, and the declaration should be avoided. This can be done by cross-referencing between documents if one contains more information than the other.

EC Declaration of Conformity and, if applicable, the EC Certificate of Conformity shall be presented in the official language or languages of the Member State in which the product is to be used.

Annex B (informative) – Tests for factory production control

B.1 General

During production testing of the laminated glass/laminated safety glass should be undertaken to ensure that the product is durable. These tests are detailed in B.2.The manufacturer should also submit the production to a regular testing to check conformity of the product with the samples submitted for Initial Type Testing. The concept of the Construction Products Directive is that the product placed on the market shall be as good as or better than the product tested during the ITT.

These tests are designed to ensure that production has ongoing conformity.

B.2 Production durability check

The purpose of the check is to determine if the laminating process has been successfully performed. The specific test undertaken will be dependent on the following:a) Whether the product is a laminated glass or

a laminated safety glassb) The interlayer typec) The intended use of the productSee Table B.1.

Tests designed to check the production process has been performed correctly.

B.3 Regular conformity check of the product

B.7 Other testing

The tests covered by B.2 and B.3 are a means of ensuring ongoing compliance of the factory production control. However, none of the tests check the mechanical performance of the laminated safety glass.

Therefore at least once per week a minimum of 3 test specimens should be subjected to a mechanical performance test.

NOTE Annex C lists a number of test methods that a manufacturer could employ to demonstrate ongoing mechanical performance.

Annex C (informative) – Laminated safety glass: Mechanical resistance tests

C.1 General

The tests for ensuring conformity given in Annex B do not always act as a good indicator of the future mechanical behaviour, i.e. safety in use performance resistance.

The tests, in Annex B, give an insight into the effectiveness of the laminating process. However, the mechanical behaviour of the assembly is as a result of the inherent properties of the interlayer, sometimes referred to as tenacity, and the adhesion of the interlayer to the other components of the assembly.

A number of mechanical tests have been used to check that the laminated safety glass will offer the expected performance.

Laminated safety glass is expected to have specified mechanical behaviour. The test methods given below may be used as product conformity tests.

There is no requirement for any particular test to be undertaken. However, if any test is chosen then its relationship to the performance of the product during ITT must be shown.

Annex D (informative) – Criteria for deciding if a change within an assembly requires a new initial type test

D.1 General

5.2.3 discusses the requirement for initial type testing the characteristics of the laminated glass and laminated safety glass. The general rules for initial type testing are given in 5.2.112).

However, there will be circumstances when due to changes in the material design, e.g. change of components, changes in thickness, alteration of the stacking order, etc., that the “new” design is outside the product description/product families and will require a new initial type test. Table D.1 offers advice as to those alterations that require consideration of a new initial type test. The advice in Table D.1 relates to specific intended uses/characteristics.

Changes in the product may occur that could result in it no longer complying with the product description and/or specified product family. In this case there may be a requirement for the “new” product to be subjected to the ITT. This need is specific to the intended use of the product.
