Introduction The rapid pace of urbanization in India has led to the generation of large quantities of solid and
hazardous waste in many cities in India. A particularly serious problem is associated with
hazardous wastes related to the unknown quantities of hazardous substances from the
households and industries. Hence the management of municipal solid waste has become one of
the key challenges for urban local bodies.
The Ministry of Environment and Forests, Govt. of India (MoEF) is implementing a project on
Capacity Building for Industrial Pollution Management (CBIPMP) with financial and technical
support from the World Bank. The project has been taken up for implementation in the State of
Andhra Pradesh, Telengana and West Bengal as pilot project for its likely replication in other
states. Four polluted sites – of which one is in Andhra Pradesh (Ukkayapalli Municipal Solid
Waste Dumpsite in Kadapa) – have been identified for remediation on pilot basis. Andhra
Pradesh Pollution Control Board is the implementing agency for the Project for the State of
Andhra Pradesh. One major activity before and after implementation of this project is to carry
out the Environmental and Social Management Plan in the project area in co-ordination with
various stakeholders and affected groups. The APPCB engaged the service of a NGO to
implement the social and communication activities and they awarded the contract to the
Centre for Environment and Development and the contract was signed on 22nd April 2015. Due
to various reasons the Year-1 project activities has been extended twice till 30th April 2017. The
current report is the annual report of activities undertaken under the assignment of the Year-1
contract.
The Project Area The present project will be implemented at the Solid Waste Dumpsite, Ukkayapalli, in Kadapa.
Kadapa islocated within the co-ordinates 14°28’ 51.96” N and 78° 50’ 38.60” E. It has an
average elevation of 138metres. The District of Kadapa has an area of 8723 sq.km. Kadapa is
one of the oldest municipalities in Rayalaseema region and the district headquarters of Y.S.R,
Kadapa district. It was constituted as a municipality in the year 1868,with an area of 6.84 sq.
km. It was upgraded as Municipal Corporation in 2004 with an area of 91.05 sq. km.
Subsequently in 2006 the area of the Corporation was increased to 164.08 sq. km by merging
surrounding grampanchayats. The city is situated 8 km south of the Penna River.
The project area is considered to be an area
within a radius of 10 km from the centre of the
dumpsite. The total Project Affected People
(PAPs) due to the proposed closure and
containment of dumpsite have been identified
irrespective of the distance. The area in the
vicinity of the dumpsite is designated as a
residential zone according to the 2031 KMC
planning maps. The dumpsite at Ukkayapalli in
Kadapa contains large quantities of organic waste along with other fractions from household
and business waste. In the project area 55 families are depending on the dumpsite for their
livelihood on account of rag picking and pig rearing. The rag picker families mostly collect
plastics and metals. Out of the 55 families 22 families with a population of 68 persons are
directly involved in rag picking and another 33 families who hails from Scheduled Tribe
(Yerukala) community with a population of 131 persons involved in pig rearing. The pigs feed on
organic waste. Another 8 persons are also depended on the dumpsite who are settled in the
town at a different location and regularly visit the site for waste collection.
Mobilization and Positioning Project Personnel The Centre for Environment and Development has positioned the following personnel for the
implementation of the project.

Preparatory meeting
After signing the contract the Capacity Building for Industrial Pollution Management Project
(CBIPMP) of APPCB convened a meeting of the representatives of the Consultant organization
on 6th May 2015 and discussed various issues connected with the implementation of the
project. It was decided to conduct a Kick Off
meeting at Kadapa Municipal Corporation on
27th May 2015. The representative s of the
Centre for Environment and Development
(CED) suggested to include representatives of
the line departments like Health (National
Urban Health Mission), Education, ICDS (W&C
Department), Town Mission Coordinator of
MEPMA etc in addition to already listed stakeholders so that the programme can be
implemented on a convergence mode and help its sustainability after CED exit from the project.
Kick Off Meeting
The Kick off meeting of the project was scheduled on 27th May 2015 at Kadapa Municipal
Corporation and attended by all the Stakeholders including the representatives of the line
departments as decided in the
Preparatory meeting held on 6th May
2015. The minutes of the meeting is
attached as Annexure-1.
The important decisions arrived after
the presentations and discussions are
listed below:
Representative from MEPMA
expressed that they will extend
their support for forming Project Affected Persons as SHGs under the project.
The Contractor, M/s Ramky informed that they provide trainings to the PAPs on
Personal Protective Equipment during the execution of works at the site.
Head Mistress, Urdu Girls High School assured that they will support the project team
and will give admissions in their school for PAPs children age between 6 to 14 years.
One of the participant suggested

site.
Member of Grievance Redressal
Committee (GRC) requested the
Kadapa Municipal Corporation and
Pollution Control Board to support the PAPs to improve their standard of living.
Representatives of PAPs requested for alternate livelihood support on daily wage basis
at the dumpsite.
Activities Undertaken during Year-1
As per the contract the activities were grouped under 3 task periods i.e. Task-1 (from 1st to 3rd
month of works execution), Task-2 (from 4th to 8 month of work execution) and Task-3 (from 9th
to 12th month of work execution). Some of the activities are specific to some Task periods and
there are certain common activities undertaken in each of the task periods as per the contract.
The common activities included onsite consultations (once in each week), counseling services
(once in a month), grievance redressal committee meeting (once in a month), SWM awareness
programmes (once in every fortnight in the neighbourhood community), support to ensure
proper education of the children of PAPs and preparation of progress reports (on a monthly
basis). The activities such as production of IEC materials, training needs assessment (TNA),
Training programme on safe, controlled, healthy and sustainable pig/animal husbandry, training
on use of Personal Protective Equipment (PPE) in co-ordination with contractor, co-ordination
with the KMC & PCB to provide ID cards to eligible PAPs, support to Client to transfer transition
allowance to the eligible PAPs are specific to Task-1. Trainings on personal health and hygiene,
mass campaign are specific to Task-2. Co-coordination with contractor for alternate livelihood
support and Formation and institutionalization of PAP groups are common to Task-2 & Task-3.
Support for realization of social security entitlements for eligible PAPs, vocational training and
stakeholders’ consultation meeting are specific to Task-3. Besides, a socio-economic survey was
conducted during the Task-1 reporting period. The list of activities, programmes, reports and
deliverables to be organized in Task-3 and its status of completion is mentioned in Table-1.

Socio Economic Survey
A socio-economic survey was undertaken during May 2015 to December 2015 to collect
information pertaining to the profile of the
PAP households, main sources of income for
the household, their entitlements and their
aspirations. The aim was baased on
information emanating from each household
profile, the corresponding linkages to the
schemes/interventions of the line
departments will be identified and facilitated
so that the PAPs get the benefits of the schemes. A checklist/questionnaire was developed in
consultation with APPCB comprising different set of questions to collect information on
Members profile, Family Profile, Identification details, history of migration, livelihood pattern of
family, income and expenditure pattern of family, social entitlements, available skill set,
knowledge on waste management and aspirations from the project. The questionnaire was
field tested and adopted to collect required information.
All available PAP households were covered under the survey. The information was collected
during the onsite consultations along with the physical verification of PAPs as a part of the
outlined activities under the contract. The report on Socio Economic Survey is appended at
Annexure-II.
Development of IEC Materials
According to the ToR and the agreement conditions the production of IEC materials is one of
the key activities that have to be carried out by the Consultant NGO. The IEC materials are
required to be developed primarily to be used in awareness camps to be undertaken under the
project. CED identified a content developer for this purpose and collected available IEC
materials from the APCB. On scrutiny of the IEC materials received from the Client it seems to
be developed for other purpose and were not matching
with the current requirement. Also the scope of the
theme for developing IEC materials on Solid waste
management has little relevance with the PAPs. Hence a
new set of IEC materials were developed.
The IEC materials included messages and pictures on
Clean, green, healthy environment, Solid Waste Issues in
Kadapa, Sources of solid wastes, Types of solid wastes,
Steps for solid waste management of degradable and
non-degradable wastes, Tips on how to manage
degradable wastes and non-degradable wastes, messages on 4-R strategy (Reduce, Reuse,
Recycle and Recover), What can I do and What can we do
for effective solid waste management.
The draft IEC materials submitted in April, 2016, 25th May
2016 & in September, 2016. Held detailed discussion with
Hon’ble Chairman, APPCB on 26th June 2016. Base
document prepared in English got translated to Telugu
and the final Telugu version submitted on 7th October
2016 (Soft Copy) and final hard copy on 4th November
2016 for approval of Client. The set of approved IEC
materials is enclosed at Annexure-III.
Training Needs Assessment
Capacity building and vocational training of the Project Affected Peoples (PAPs) are prioritized
to make them fit to take up a
vocation other than the one they are
engaged.It is one of the main
activities to find a solution to the
problem of loss of livelihood due to
the implementation of the project. It
is planned to provide hands on
training to PAPs to involve in
alternate livelihood options based
on a Training Needs Assement.
As per the contract a need assessment of
the PAPs was undertaken to get an
insight into the possible areas for
upgradation of skills required. As the
PAPs are from different backgrounds and
the vocational training has to be planned
based on their educational background
and other capabilities. Keeping these
things in mind a Training Needs Assessment (TNA) has been Undertaken for the PAPs. The TNA
report was shared with and apprved by APPCB. The report on Training Needs Assessment (TNA)
is enclosed at Annexure-IV.
Trainings on Safe, Controlled, Healthy and Sustainable Pig/Animal
Husbandry
Since majority of the PAP families were into pig rearing activity it was planned to undertake
three training programmes on safe, controlled,
healthy and sustainable pig/animal husbandry.
Hence three batches of training programmes
were conducted during the Year-1. The first
such training programmes was organised on
22nd December, 2015 - At Vidyuth Nagar,
Ukkayapalli, subsequent training programmes
were organized at 21st Jan 2016 - At
Maddimadugu, 26th Feb 2016 - At Vidyuth Nagar ST colony. The report on safe, controlled,
healthy and sustainable pig/animal husbandry is appended at Annexure-V.
Co-ordinate with Contractor for providing On the Job Training
As per the contract the consultant NGO has to
Co-ordinate with the Contractor for on the job
training for the use of PPE. A few of the PAP
members will be engaged in rag picking as their
full time job on the dumpsite and the compost
yard and it was planned to provide training to
these PAPs for using the Personal Protective
Equipment (PPE) for safer handling of wastes.
Hence a batch of training programme was organized focusing on the health and safety. The
Contractor –RAMKY supplied the PPE kits and the CED facilitated the training program at the
dumpsite. Although the training was planned to be undertaken during the Task-1 of Year-1
activity, the activity could only took place
after initiation of the execution of the civil
works at dumpsite by the contractor 13th
March 2016. The training programme for 12
PAPs was organized on 29th May 2016.
Further the interested PAPs were planned to
be imparted with the on the job training on
safe and effective use of mechanical equipment for waste sorting. CED Co-ordinated with the
Contractor RAMKY for on the job training for
the use of Mechanical Equipment and 13 PAPs
were given training on the use of mechanical
equipment for waste sorting. The Contractor
implemented the training with the support
from CED. The on-the job training programme
was organized for 13 PAPs for 5 days during the
month of May 2016. The report of training
programme on PPE and safe use of mechanical equipment for sorting is enclosed at Annexure-
VI.
Counselling Services to the PAPs
Counselling plays a most important role for
the Project Affected Peoples (PAPs). To
bring PAPs into the mainstream of polity
and economic conditions under the project
emphasis has been given to change the
mindset of PAPs to another extreme level
through individual and group counselling
by professional counselors. The first counseling session was held on 27th October 2015 at Vidyut
Nagar ST Colony. During the Year-I eleven counseling sessions were undertaken as per the plan
including one counselling cum health care camp at Ukkayapalli. The details of counseling
activities and the reports are enclosed at Annexure-VII.
Grievance Redressal Committee Meeting
In order to provide support for the PAPs on problems arising out of loss of livelihoods and to
resolve the grievances of eligible persons within a stipulated time a GRC has been established.
The GRC meeting organized once in a month.
This has established a mechanism to collect
public grievances and to follow up with PIU
and other stakeholder departments for
redressal of the same on a regular basis.
Awareness on Grievance Redressal Cell
created among the PAPs and grievance box
were fixed at different location for getting
written complaints from them. The first GRC
meeting was started on 27th January 2016. During the Year-1 reporting period against a target
of ten GRCs a total of eleven GRC meetings were held including one pubic grievance meeting
especially for SC/ST at district level where PAPs were mobilized to put their grievances. The
details of GRCs and the reports are enclosed at Annexure-VIII.
Solid Waste Management Awareness Programme
The indiscriminate dumping of solid wastes in the streets, gutters open spaces and flood during
rains leads to the spread of diseases and pollution of the environment. The ESMP Report
prepared for the closure and containment of MSW at Ukkayapalli, Kadapa suggested massive
awareness programs to different stakeholders. As per the contract the awareness generation
activities are to be organized once in a
fortnight every month for the general
community in the neighborhood of the project
area on the importance of solid waste
management and to expand community
outreach activities to change community
behavior and prevent further pollution in the
project area.
The first SWM awareness programme was
held on 10th November 2015. During the
Year-1 reporting period against a target of
twenty SWM awareness programmes a
total of twenty four such awareness
programmes were organized in the
neighborhood community. The details of
SWM awareness programmes and the
reports are enclosed at Annexure-IX.
Organisation of Mass Campaign
The ESMP Report prepared for the
closure and containment of MSW at
Ukkayapalli, Kadapa suggested massive
awareness programs to different
stakeholders. As per the contract the one
mass campaign to be organized in Year-I as a part of Solid Waste Management awareness
generation programme.
A Mass Rally was organized on 5th June 2016 on the occasion of World Environment Day at
Kadapa in association with APPCB and KMC and Local School Children. 15 PAPs participated in
the Mass Rally up to 3 Kms Walk up to Government Girls High School, Kadapa. A Rally on
Swatch Bharath : Swatch Kadapa -
Promotion and Construction of Individual
Sanitary Latrines – was organized on 19th
September 2016 in association with Kadapa
Municipal Corporation & MEPMA staff.
School Children of Konayapalli Vidyuth
Nagar was involved in the Rally along with
our PAPs children. Further a Mass Rally on
Health Promotion at Sarojini Devi Nagar, Jyothi Chemical Area – on Dengue and Malaria – was
also organized on 25th September 2016 in association with Kadapa Municipal Corporation &
MEPMA staff. PAPs involved in the Mass Rally on the day.
During the Year-1 reporting period against a target of one such mass campaign three mass
campaigns were organized. The details of mass campaign and the reports are enclosed at
Annexure-X.
Onsite Consultation meeting with the PAPs The success of dump site closure depends
on the participation and engagement of the
project affected peoples (PAPs). There is a
need to increase participation of PAPs in
the project activities. The on site
consultation process for PAPs involves
formal or informal meetings with PAPs at
their habitations. The conduct of on-site
consultation meetings were undertaken regularly with PAPs to provide all necessary
information related to their entitlements, necessary legal documentation, and disbursement of
transition allowance, explaining them procedures of payments and estimated payment
schedules, also assist them in receiving payments and other many such activities meant for
benefiting the PAPs. As per the contract the on-site consultations are to be made once in a
week every month. During Year-1 reporting period against a target of 48 onsite consultation
meetings a total of 117 onsite meetings were conducted. The details of Onsite consultations
and the reports are enclosed at Annexure-XI.
Ensuring Access to Proper Education by the Children of PAPs Illiteracy and lack of education results in the exploitation of children those do not go to school
and work as rag-pickers on the dumpsite.
They are exploited by middlemen from the
recycling business. Their parents can’t get
better jobs which in turn affects the health of
the children and the quality of their
upbringing. Under the project it was
expected that as the parents of the PAPs
have the chance to improve their livelihoods
through alternate livelihood options, their children’s conditions will also improve and parents
could be motivated to send their children to
schools. Efforts will be made by the project
management that no children below the age
of 14 years were out of school. The CED
team enlisted all eligible children and
evaluated their schooling needs. A plan for
their children’s education was developed in
consultation with KMC and local education
department and schools. The attitude of the parents is very important in sending the children
to schools. Hence regular counseling program were undertaken and the parents were
motivated to send their children to schools. Monitoring visits to the schools were made and
regular attendance of the children was facilitated. Seven New School children got admission FY
2016-17 in MPP Primary School, Kondayapalli, Kadapa. Six school dropouts of PAP children
were sent back to school. The details of support provided to ensure that children of reallocated
PAPs having access to education and the reports are appended at Annexure-XII.
Coordinate with the KMC & PCB to provide ID cards to the Eligible PAPs.
It is obvious that after the closure of dumpsite some of the rag pickers and pig rearers
dependent on it might have migrated to different places in search of livelihood. Moreover, few
PAPs might have expired and new members joined to the families through marriage and birth.
The project is intended to extend benefits to
the 207 PAPs enlisted in ESMP. The process
included collection of draft ID cards from PCB
followed by physical verification of the PAPs
were done by the CED team. The verified list
along with the photographs of PAPs collected
from site was deposited with KMC/PCB. The
PCB issued the ID proof to the PAPs which
were collected by CED tem and distributed to the PAPs in subsequent onsite meeting. During
the on-site consultation meetings 207 PAPs contained in the ESMP, were identified from
different locations and their credentials verified. Interactive meeting organized with the
identified PAPs on every week. In the interactive meetings with PAPs, the draft ID cards details
issued by KMC were verified. During the Year-1, 175 PAPs were identified to be eligible for
different benefits under the project through physical verification process. It was found that out
of 207 PAPs 21 are not available and 11 were expired. The ID cards were distributed to 178
PAPs including 3 who expired after receiving ID cards. Records on distribution of ID cards to PAP
are enclosed at Annexure-XIII.
Support to PCB to Transfer Transition Allowance to the Eligible PAPs
To enable the PAPs to receive the transition allowance, bank account details were collected. In
this process the PAPs were facilitated to open 77 new accounts (State Bank of India, DCB, KDCC
Bank, APGB etc.).
The transition Allowances for PAPs were disbursed in two installments. The first installment
was distributed to 91 PAPs on 31st March 2016 and by the APPCB @ Rs 6875/- per person. The
second installment of Transition Allowance was distributed to 100 PAPs on 31st March 2017.
The 9 PAPs who did not receive the 1st installment during the 31st March 2016 disbursement
got all three installments at a time on 31st March 2017.
The CED team facilitated opening of bank account of PAPs
to ensure transfer of funds to their accounts and verifying
the utilisation pattern as well. The accounts which were
inoperative or dormant also facilitated making it
operational. The details on compensation received as on
31st March 2017 and report on the utilization of 1st
installment of Transition Allowance by the PAPs are
enclosed at Annexure-XIV.
Training on Sanitation, Health and Hygiene and Safety Measures
Health concerns of waste pickers are of prime importance because these workers are
constantly handling different types of waste. Training to the rag pickers should be imparted on
Personal behaviour and hygiene which can further have an important effect on the risk posed.
Hence under Capacity Building for Industrial Pollution Management Project (CBIMP) training on
sanitation, health and hygiene and safety measures prioritised for the Project Affected Peoples
(PAPs) for the closure and Containment of Municipal Solid Waste Dump site (MSW),
Ukkayappalli, Kadappa district, Andhra Pradesh. As per the contract a total of 2 batches of
training programme on sanitation, health and hygiene and safety measures covering all PAPs
are to be conducted. The training cum
counseling sessions on sanitation, health
and hygiene and safety measures for the
PAPs were organized on 26th February
2016 and 16th December 2016. The detail
report of the training programme on
sanitation, health and hygiene and safety
measures is appended at Annexure-XV.
Organising Vocational Trainings
It was planned to provide vocational training to the PAPs to make them fit to take up a vocation
other than the one they are engaged, so that it will be helpful in finding a solution to the
problem of loss of livelihood due to the
implementation of the project. The PAPs
were given hands on training to be involved
in alternate livelihood options in seven
different areas for three days to two
months duration based on the approved
training need assessment report prepared
by CED. These training programmes
included trainings on Light Motor Vehicle,
Tailoring, Candle Making, Phenyl & detergent powder making, Agarbathi making, Broomstick
preparation, Poultry, Goatery and improved pig rearing. A total of 79 PAPs trained in 7 batches
and 7 vocations. The report on vocational training programmes are appended at Annexure-VI.
Formation and Institutionalization of PAPs Groups
In order to mitigate the negative impacts of affecting the livelihood of the PAPs depended on
the dumpsite due to loss of income due to closure the ESMP emphasized the Project Affected
People to be organized into Self Help Groups (SHGs) followed by institutionalization to cater
different needs like enhancement of skills for
operation and maintenance, finance
management, market linkages, opening of
bank accounts, etc. The PAPs families who live
in extreme poverty are being mobilized in to
SHGs which will help them to bring in to the
mainstream gradually. CED team with the
support of MEPMA has been undertaken
series of counseling session on SHG formation explaining the benefits of forming groups and
the processes with the PAPs. As a result of which three groups are formed. The details on
formation and institutionalization of PAP groups and the reports are enclosed at Annexure-
XVII.
Social security entitlements to the PAPs A number of social security and public schemes initiated by both the national government and
also the Government of Andhra Pradesh, to
support the poor and marginalized
community to ensure livelihood security as
well as education, health, women and child
social security and so on. It is essential to
ensure the proper mobilization of relevant
social security entitlements from the
Government of Andhra Pradesh and Kadapa
Municipal Corporation to benefit the Project Affected People. CED team facilitated the eligible
PAPs in availing the benefits under different Government Schemes. So far New white ration
cards were issued to 5 PAPs and 5 PAPs received AADHAR Card, 3 Applications submitted for
old age pension, 6 for sanction of land(House Patta), 5 applications were made for sanction of
housing through TRICOR scheme under ST Corporations, applications were also made for
availing one widow and one disabled pension scheme. CED team mobilized PAPs to place their
applications in the special progammes such as Janmabhoomi programme, Special Grievance
Redressal Meet for SC/ST before Collector of Kadapa etc. The details on facilitation support
extended for availing social security entitlements of PAPs and the reports are enclosed at
Annexure-XVIII.
Support for Providing Alternate Employment to the Eligible PAPs
The PAP members engaged in rag picking were provided
training using the Personal Protective Equipment (PPE) for
safer handling of wastes by the Contractor with the help
of CED engineers. They were also given training on the
use of mechanical equipment for waste sorting. The CED
team co-ordinated with the contractor to provide
temporary employment to the PAPs and engaged them in
waste sorting using the equipment. The report on
alternate employment provided to PAPs through contract
is enclosed at Annexure-XIX.
Consultation Meeting
A stakeholder’s consultation meeting was held at the end of Year-I activities involving key
stakeholders such as officials of KMC,
MEPMA, APPCB, Site engineers, trainers,
PAPs, CED team to inform about the
progress made under different acuities
and support received from agencies by the
PAPs during its implementation. The
stakeholder’s consultation meeting was
held on 26th April 2017 under the
Chairmanship of KMC Commissioner at
KMC Conference Hall. The minutes of the stakeholder’s consultation meeting is enclosed at
Annexure-XX.
Preparation of Progress Reports
There are different activities under the project as described above. In order to facilitate periodic
review and access the achievements against the milestones and the benefits accruing out of the
project progress reports were prepared once in every month. The reports were shared during
the monthly review meeting with the PCB team and internal meetings. Since the Year-1
activities were extended beyond twelve months, during the reporting period 24 monthly
reports against twelve reports were prepared. The detail progress reports along with photo
documentation are attached at Annexure-XXIa, XXIb & XXIc.
Conclusion
The Year-1 activities took more than to complete due to some of the deliverables are linked to
other activities such as initiation of activities by contractors which were beyond the control of
the Consultant NGO. Hence the year-1 time period was extended twice till April 2017. Although
all deliverables are completed, some of the significant achievements of the Year-1 reporting
period are identification of 175 PAPs, completion of all 7 types of vocational training
programmes, completion of disbursement of Transitional Allowance to the eligible PAPs, some
of the PAPs are engaged with contractors and could able to find alternate employment, process
of formation of SHGs are almost on the verse of completion. More so some of the PAPs could
be able to build new house and renovate their houses utilizing transitional allowance received
by their family members. There are possibilities that in the coming days Waste Management
Plant will be established at new dump yard by the KMC and the trained PAPs could be engaged
which will give them alternate livelihood. At the same time there are lots of challenges to make
follow up of the training programmes and link them to the different social security schemes and
assist the PAPs in finding alternate livelihood on a sustainable basis. The institutionalization of
SHG groups formed by PAPs and linking them to bank could be the immediate activity and
continued counseling and other activities for sustained behavior change for improved Solid
Waste Management practices.
