HOW TO APPLY? (Please read carefully)

In order to apply, external candidates must fill in and submit the standard NSPA application form and the post requirements form (PRF), available on our website, under NSPA Vacancies. Documents should be submitted by email to: [email protected]. They must also complete the medical questionnaire and submit it by email to: [email protected].

Applications which do not meet the above-mentioned prerequisites will be automatically rejected.

IMPORTANT NOTES In accordance with the NATO employment regulations, the contract will be established for a 12 months period. The working language will mainly be English. The duty stations will be Afghanistan, Kosovo, Luxembourg or any other area as required. All dates and updates concerning the selection process will be published at NSPA website. We strongly recommend that applicants check out our portal on regular basis to be aware of all the information. Moreover, due to the broad interest in NSPA and the large number of potential candidates, telephone or email enquiries cannot be dealt with. Only successful candidates selected for the interviews will be further contacted by the NSPA recruitment team. The Agency would appreciate it if addressee countries could provide their support by submitting candidates whose security clearance can be effected (or confirmed) rapidly and who could report for duty as soon as possible after selection.

BACKGROUND

The Operational Logistic Planning and Support Programme Office (LK) Food Services Section provides logistic support to the NATO Coalition Forces in Resolute Support and KFOR Operations. Food Services Consultant Technical Expert is required to provide technical assistance for contract administration, supervision and quality assurance tasks.

The consultant serves in an advisory and/or technical capacity for work not provided for by the establishment approved for the Agency.

SUMMARY

The consultant is responsible to the Branch Chief, Section Chief, Head of Office, or delegated representative for performing/executing his/her duties. More precisely, he/she is responsible for performing/executing the following tasks:

MAIN DELIVERABLES/SCOPE OF WORK

Assisting in the Preparing Statements of Work (SOWs) which fully define the materiel or services requested including definition of technical contractual requirements and coordinating the related Requests for Proposals (RFPs).

Monitoring contractors’ performance to ensure that technical contractual conditions are fulfilled and proposing corrective actions as required.

Analyzing contractor technical reports and test results to ensure conformity with technical and contractual requirements, and making appropriate recommendations for further action.

Ensuring technical assistance for the maintenance aspects of contingency projects.

Coordinating and submitting financial reports and analyses concerning contingency project activities.

Reviewing and submitting reports and analyses in support of existing or proposed projects.

Assisting in developing and implementing a quality assurance surveillance plan.

Preparing correspondence, presentations, reports, database queries and statistics as required using modern office automation equipment and software.

Participating in meetings and conferences as required.

If required, undertaking deployments, including duty travel, in direct support of NAC-approved operations/missions.

Performing other related functions as required in peacetime and any other appropriate functions assigned in times of crisis or war.

Supervising preliminary food preparation procedures.

Supervising and/or Managing the receipt and the storage of subsistence items.

Supervising general housekeeping duties.

Supervising the operation, maintenance, and cleaning of field kitchen equipment.

Supervising the erection, striking, and storing of all types of field kitchens.

Providing technical services for NATO elements in theatre in Afghanistan.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE

University degree or equivalent education.

Experience in a military environment of food preparation and hygiene.

Experience in the administration of contracts and in project management.

Knowledge of quality assurance standards and policies.

Knowledge of information systems at end-user level with experience in using personal computers and software packages.

The consultant must hold, or be able to obtain, a valid "NATO SECRET" security clearance.

LANGUAGE QUALIFICATIONS

NATO's two official languages are English and French. The work of this consultancy is mainly conducted in English, therefore fluency in that language is essential and beginner knowledge of French is desirable.
