HOUSTON URBAN CORRIDOR PLANNING
Working with the City of Houston as Senior Planning Fellow, Spillette
Consulting helped to change development codes and infrastructure
standards to encourage walkable environments along the city’s light rail
system. This multi-year process involved community outreach, dialogue
with public officials and the real estate community, and management of
consultants.
OLD TOWN LEWISVILLE REVITALIZATION
The Old Town district of the City of Lewisville, Texas, needed a way
forward to begin economic revitalization. In response, Spillette Consulting
performed a market study and fiscal analysis of Old Town with Alliance
partner CDS Market Research. An Implementation Plan evolved from the
analysis and paved the way for new City investments.
CEDAR PARK WATERPARK
Spillette Consulting analyzed projected property, sales, and hotel tax
revenue generation from a proposed waterpark resort in the Austin suburb
of Cedar Park. Spillette’s revenue modeling was then used to craft the
developer’s economic development agreement with the city.
DOWNTOWN HOUSTON DEVELOPMENT FRAMEWORK
Spillette Consulting provided both research and writing skills to support
Central Houston, Inc.’s 2004 visioning effort to guide public and private
initiatives in Downtown Houston for the next 25 years. In addition to
performing vital background research studies, Spillette authored the overall
vision document. Later follow-on assignments included research and
financial pro-forma analysis of desired housing development.

RESIDENTIAL NEIGHBORHOODS
The most important participants in an active street life will be the people who live there. To supportthis key component of its vision, Downtown should build significantly upon the stock of housing
added since the mid-1990s. An expanding population will provide a reliable base of demand for goodsand services and will enhance security by putting more pedestrians on the street. Well-designed residentialbuildings also lessen the “emptiness” of streets during non-business hours. Finally, office tenants willfind Downtown more attractive if a reasonable share of their employees can have the option of livingclose to work. With most historic structures restored, Downtown should focus on new construction;work toward a residential population of 20,000; and offer a wide range of residential properties, fromthe most affordable to luxury developments.
