Complaint processing isone of the most visible servic-es the BBB provides. After theBBB receives your complaint,a notice regarding your com-plaint is communicated to theBBB complaint contact at thecompany. In some cases, com-plaints are resolved within afew hours because the busi-ness realizes that the longer ittakes to resolve a complaint,the harder it is to conclude itsatisfactorily. If the matter isnot resolved, the BBB willattempt to mediate the prob-lem. If mediation efforts fail,arbitration will be offered as ameans to reach a resolution.

By tracking complaints andtheir resolution, the BBB isable to establish a customerrelations file that is used indeveloping a fair and objec-tive report on the company

Scammers in 2009 followedthe financial woes of individu-als as they preyed on peoplesdifficult economic conditions

and concerns about the gen-eral economy, according tothe Better Business Bureaussummary of dishonest busi-ness dealings for the pastyear.

Weve seen scammers fol-low the money trail and targetthe desperate emotions ofpeople, said Steve J. Bernas,president and CEO of the Bet-ter Business Bureau servingChicago and Northern Illinois.This year the Top 3 scamswere directly related to per-sonal finances. Almost two-thirds of all scams for 2009, interms of the number of websearches and inquiries are:#1 Work-At-Home schemes,#2 Credit Repair scams, and#3 Grant Locating and Gov-ernment Job-Finding offers.

These listings are based onthe number of times peoplerequested information and

inquiries through personalphone calls or the BBB web-site, as well as complaints.These instances of service bythe Better Business Bureauserving Chicago and NorthernIllinois, including inquiries andcomplaints about specificbusinesses, totaled a record-setting 9.2 million.

We believe the reason wehear more about these Top 3scams is because peopleactually lose money on theseand then complain, ratherthan being tempted by dealsand checking them out beforesending money, explainedBernas. Typically thesescams encourage people tosend in money first beforethey receive any materials andinformation. This type of offerusually ends badly for people,who never get their moneyback.

Explanations of thesescams are:

1. Work-at-Home andFraudulent EmploymentOpportunities Thesescams promise high incomefor minimal work and minimaleffort. However, when aninterested consumerapplies, they almost alwaysask for money up-front to payfor materials, training kits, orinvestment money. Aftersending payment, most con-sumers either have theirchecks deposited and neverhear anything again, or obtainsomething that is completelyuseless, essentially junk mail.

2. Credit Repair andDebt Negotiation/Settle-ment Services Debt nego-tiation companies claim thatthey will negotiate with a con-

sumers lenders to lower thetotal amount of debt owed foran upfront fee. Unfortunately,some consumers who paid fordebt negotiation services inadvance found out that thecompany never contactedtheir lenders, but instead,took their money and ran.Everything a credit repair clin-ic can do, and individual cando personally at little or nocost. It is illegal to charge anadvance fee for credit repair.

3. Grant & GovernmentJob Finding Entities Nowmore than ever consumers arelooking for financial assistanceto help them finance projectsand debt, as well as paying forschool. Entities claiming toassist in grant research, grantapplications, or conductinggrant or government-orientedseminars with the aim of help-ing consumers find applicablegrants or government employ-ment, should all be regardedwith caution. The majority ofthese entities charge for serv-ices, applications, or informa-tion that can be easilyobtained for free by doingonline searches or visitingschool financial aid offices.

4. Mortgage ForeclosureRescue/Loan ModificationScams Due to foreclosureinformation being publiclyavailable, many scammerscontact desperate home own-ers and promise to save theirhome. Loan modificationcompanies promise to negoti-ate with the mortgage lenderto decrease the amountowned on a loan. Victims offoreclosure rescue scams areasked to pay upfront funds orprovide sensitive personalinformation.

5. Check Scams Con-sumers receive a check in themail, allegedly for winning asweepstakes, lottery, or pro-motion. The consumer isurged to deposit the check,and then write another checkfrom their own bank accountto cover alleged taxes or fees.The check that was depositedturns out to be worthlesswhile the check sent bythe consumer is good, andthat money ends up beingunrecoverable.

6. Advance Fee Lenders These scam artists offerquick and immediate loansdespite credit history andwith little to no backgroundcheck. The catch: the con-sumer is requested to payadvance fees before theyreceive the loan. After thevictim wires the money, henever sees his loan funds oradvance fee payment again. Itis illegal to charge an advancefee for loans.

7. Mystery/Secret Shop-pers A website will oftenasks that you register andpay a fee in order to receiveinformation about a certifica-

tion program, a directory ofmystery shopping companies,or baseless guarantees ofobtaining mystery shoppingpositions. Most dont exist,have already expired, or havenothing to do with legitimatesecret shopping offers.

8. Phony Directories andYellow Pages Phonydirectories or yellow pagescams usually target small tomedium sized businesses.Solicitors call businesses torenew or re-enroll an exis-tent yellow pages listing oradvertisement. Many compa-nies or their employees aremisled into accepting thealleged renewals. The illegit-imate directory providerimmediately sends an invoicefor this service, usually in theamount of hundreds of dol-lars, and threatens businesseswith collections or creditreport damage should theydispute the charges or declineto pay.

9. Not so Free Trials Many websites offering a freetrial for products do not dis-close the billing terms andconditions or do not have

such details prominently dis-played on their website. Con-sumers think they are signingup for one time free trials, butoften end up being repeated-ly billed for products andservices they didnt want.

10. Phishing, Fake E-cards,and Smishing Phishing is acrime and a high-tech scamthat uses spam to deceiveconsumers into disclosingtheir personal information.Scammers create a legiti-mate-looking email from abank or financial institution.The email asks for a confirma-tion of the consumersaccount and personal infor-mation. Recently scammershave tried to take advantageof the H1N1 scare as a newway to lure consumers intogiving up personal informa-tion that would allow thescammers access to personaldata. Additionally, fake e-cards are another way scam-mers have tried to phish forpersonal information in 2009.Smishing is the practice ofsending a phishing messageto steal credit card or identityinformation via cell phonetext messaging.

The Better Business Bureau(BBB), one of the first organ-izations to rate businesses ontheir honesty and fairness tocustomers, has improved itsrating system. The new busi-ness ratings are now basedon letter grades A+ through

F. These provide more specif-ic information making it easi-er for consumers to findtrustworthy businesses andproviding businesses a betterguide to improving theiroperations. The new lettergrades replace the previous

satisfactory or unsatisfac-tory ratings.

Begun in 1926, the BBB pro-vides reports on more thanfour million businesses, acrossthe United States and Canada.The new letter grades are dis-played on individual companyprofiles called BBB ReliabilityReports. All are accessibleonline and free of charge atwww.bbb.org

With the ongoing foreclo-sure crisis in the U.S., manyscam artists have begun toprey on those in need andthose desperate to save theirhomes. In light of this trend,the Better Business Bureau(BBB) advises anyone facingpossible foreclosure toresearch their options and anybusinesses they deal with inthe process.

Due to foreclosure informa-tion being publically available,many scammers will contactthe residents of the home andoffer them a desperate planthat is affordable and allowsthem to keep their home. Inmany instances, the mortgageforeclosure scams will robunknowing homeowners oftheir money and do nothingfor them in return.

Scams that promise torescue you from foreclosureare popping up at an alarmingrate nationwide, said Steve J.Bernas, president and CEO ofthe Better Business Bureauserving Chicago and NorthernIllinois. If someone offers tonegotiate a loan modificationfor you or to stop or delayforeclosure for a fee, carefullycheck his or her credentials,reputation, and experience toprotect yourself and yourhome.

In recent months, the BetterBusiness Bureau servingChicago and Northern Illinoishas not only heard from vic-tims of foreclosure rescueschemes, but complaints forthese companies are up 126%for the past 12 months overthe previous 12 month period(34 compared to 15).

The BBB asks consumers tocarefully consider the follow-ing if your mortgage is inunpaid debts or you are facingforeclosure:

Research the CompanyThoroughly. Before signingany deals with a potentialbuyer, visit www.bbb.org for

FREE reliability reports onthe company and checkwith the Illinois AttorneyGenerals Office and theoffice of the Illinois RealEstate Commission.
