The overall objective of the Twinning Project is to assist the Ministry of Environment and Natural Resources Protection of Georgia (MENRP), as the main beneficiary institution, to gradually harmonise its legal and organisational structure with the provisions of the EU environmental acquis in the fields of industrial pollution and industrial hazards . As a result a system of integrated pollution prevention and control through the development of legal, institutional, administrative and procedural frameworks for integrated permitting and inspection will be developed. The Twinning Project will also assist the MENRP in controlling major accident hazards in which dangerous substances are involved and in reducing the likelihood and consequences of such accidents.

THE TWINNING PROJECT BACKGROUND AND DIRECT BENEFITS FOR GEORGIAN CITIZENSThe integrated approach and the introduction of the Best Available Techniques (BATs)/Associated Emission Levels (AEL) concept in the industrial production processes will result in the significant reduction of the relevant emissions. It will also contribute to the modernisation of the Georgian industrial installations since the requirement to base environmental permits to industry on BATs will foster the diffusion of advanced technology and motivate the operators to invest in environmentally friendly technologies which, on the other hand, will allow the rational use of raw materials, energy and water resource.

The adoption of legislation on major accident prevention based on the Seveso III Directive and the implementation of the prevention measures provided in it will result in the reduction of risks derived from industrial accidents and their consequences for the human health, the environment and property.

Georgian citizens will benefit since as a result they will breath cleaner air, they will drink cleaner water and will enjoy less polluted soil and ground water. Additionally, they will see their safety and improved regarding industrial accident risks, especially those who live near industrial areas. Public participation procedures for citizens will also be set up according to EU environmental legislation.

THE TWINNING PROJECT COMPONENTSAccording to its objectives, the project includes the following components:

Component 1. Development of legislation on Control of Emissions from Industry according to the IED provisions; development of legislation on major accident prevention according to the Seveso III Directive provisions.

THE TWINNING PROJECT’S OVERALL OBJECTIVE AND PURPOSE

Component 2. Capacity building of the permitting system according to the IED.

Component 3. Capacity building of the environmental inspection system according to the IED.

Component 4. Setting up of a web enabled database of installations and accident reporting according to the provisions of the Seveso III Directive.

The implementation phase of the project started inAugust 2017 and will last for 21 months. More than 50 Member States experts will participate in the 48 missions planned during the implementation period. The ENPI Twinning Budget is 1.000.000 Euro. The project is funded by the ENPI 2012 programme.
