The online submission of application form for NEET-PG 2019 begins on 2nd November, 2018 to 22nd November, 2018 from 06:00 PM onwards. Online applications can be accessed and completed till 11:55 PM on 22nd November, 2018.

• NEET-PGisaneligibility-cum-rankingexaminationprescribedasthesingleentranceexaminationforadmissiontovariousMD/MSandPGDiplomaCoursesasperSection10(D)ofIndianMedicalCouncilAct,1956.

SCOPE OF NEET-PG 2019
NEET-PG 2019 shall be the only single eligibility cum entrance examination for admission toPostgraduateMD/MS/Diploma Courses for the academic session 2019 which will include thefollowing:
i. AllIndia50%quotaseats(allStatesexceptJammu&Kashmir)
ii. Statequotaseats.(includingthestateofJammu&Kashmir)
iii. AllPrivateMedicalColleges,Institutions&Universities/DeemedUniversitiesallacrossthecountry

2. ABOUT NATIONAL BOARD OF EXAMINATIONS (NBE)
TheGovernmentofIndiaestablishedtheNationalBoardofExaminations(NBE)in1975withtheobjectiveofimprovingthequalityoftheMedicalEducationbyestablishinghighanduniformstandardsofpostgraduateexaminationsinmodernmedicineonAllIndiaBasisandutilizingexistinghealthcareinfrastructureforcapacitybuilding.
TheprimeobjectivesofNBEistoelevatethestandardsofpostgraduatemedicaleducationinmodernmedicineandconductingexaminationsofhighstandardonanallIndiabasis.
NBEprovidesacommonnationalstandardforevaluationofminimumlevelofattainmentoftheknowledgeandcompetenciesofpostgraduateandpostdoctoraltraining.

3. GENERAL INSTRUCTIONS, TERMS AND CONDITIONS3.1 NEET-PG 2019 is a qualifying-cum-ranking examination for admission toMD/MS/ Post
GraduateDiplomacoursesof2019admissionsession.NEET-PG2019willbeconductedbyNationalBoardofExaminations.CandidatesmaynotethatNBEhasnoroleregardingcounseling and allotment of seats except for DNB courses. NBEwill not entertain anyqueries regardingavailabilityofseats,counselingandallotmentofseatsother than forDNBCourses.
3.2 Candidatemaykindlynote thatappearance inNEET-PGdoesnot conferanyautomaticrightstosecureaPostgraduateMD/MS/PostGraduateDiplomaseat.TheselectionandadmissiontoPostgraduateseats inanymedical institutionsrecognizedforrunningMD/MS/PostGraduateDiploma courses as per IndianMedical Council Act, 1956 is subjecttofulfillingtheadmissioncriteria,eligibility,medicalfitnessandsuchcriteriaasmaybeprescribedby the respectiveuniversities,medical institutions,MedicalCouncilof India,State/CentralGovernment.CandidatesmaynotethatNBEhasnoroleregardingcounselingandallotmentofMD/MS/PGDiplomaseats.NBEwillnotentertainanyqueriesregardingavailabilityofseats,counselingandallotmentofMD/MS/PGDiplomaseats.
3.3 OnlineSubmissionofapplicationformbeginson2nd November, 2018 to 22nd November, 2018 from 06:00 PM onwards.Onlinesubmissionofapplicationformmustbecompletedby22nd November, 2018 (by 11:55 PM).
3.4 Applicationsofcandidatesproducingfalseorfabricatedinformationwillnotbeconsideredand candidates may be further debarred from appearing in any future examinationsconductedbyNBE/MoHFW/OtherInstitutions.
3.5 Candidates should go through the Information Bulletin carefully for eligibility criteria,scheme,andpatternofexaminationetcbeforecontactingNBEforanyqueries.Queriespertaining to eligibility and other issues will only be entertained if the informationrequestedisnotgivenintheInformationBulletinoronNEET-PGwebsitewww.nbe.edu.in.
3.6 Incomplete applicationsor applications not in accordancewith instructionswill not beconsideredandareliabletoberejected.Theexaminationfeewillnotberefundedunderanycircumstances.
3.7 Feewillneitherbecarriedforwardtoafuturedatenorrefundedunderanycircumstances.Onlineapplicationsand/or theiracknowledgmentof submission receivedafter theduedatewillnotbeentertainedandexamfeewillnotbereturnedinsuchcases.Applicationoncesubmittedcannotbewithdrawn.

3.8 InstructionsintheInformation-BulletinareliabletochangebasedondecisionstakenbytheNBE/MoHFW/concernedstates/ConstitutionalAuthorities.
3.9 Candidates’ eligibility is purely provisional & is subject to the fulfillment of applicableRegulation,eligibilitycriteriaasprescribedbytheNBE/MCI/University/MedicalCollegeorInstitute.
3.10 NBE reserves the right to withdraw permission, if any, granted inadvertently to anycandidatewhoisnoteligibletoappearinNEET-PGeventhoughadmitcard/rollnumber/TestingIDhasbeenissuedorname/rollnumber/TestingIDisdisplayedonNEET-PG/NBEwebsite.
3.11 Theexistingschedule,pattern,policyandguidelinesareforreadyreferenceonlybutinnowaytheyareorareoughttobetreatedasrepresentativeoracknowledgmentoffactthatNBEisboundtofollowthesameinfuture.
3.12 Incaseofanyambiguityininterpretationofanyoftheinstructions/terms/rules/criteriaregarding the determination of eligibility/conduct of examinations/registration ofcandidates/information contained herein, the interpretation of the National Board ofExaminationswillbefinalandbinding.
3.13 Requestsshallnotbeentertainedforchangeofexaminationcentreorcity.Candidatesareadvisednottocanvassfororsubmitsuchrepresentations.
3.14 Absenteesfromtheexaminationwillforfeittheirexaminationfee.
3.15 ResultforNEET-PG2019willbeavailableonthewebsitewww.nbe.edu.inby 31st January, 2019.

ForeignNationalswhoaredesiroustoappear inNEET-PGarerequiredtobringtheirpassport(original&valid)tothetestcentrealongwithanyotherdocumentsasaproofoftheybeingamedicalpractitionerintheircountry.
**ThenameonthephotoidentificationmustmatchwiththenameasshownontheAdmitcard.Ifthenamehasbeenchangedduetoeventssuchasmarriage,candidatemustshowtherelevantdocumentmentioned at the time of exam (Marriage Certificate/ Divorce Decree/Legal NameChangeDocument).
Theexaminationtestcentrestaffondutyisauthorizedtoverifytheidentityofcandidatesandmaytakestepstoverifyandrecordtheidentityofcandidates.Candidatesarerequiredtoextendrequisitecooperation.
3.17 CandidatesshouldensurebeforeapplyingfortheregistrationthattheirMBBSdegreeisrecognizedasperprovisionsofIndianMedicalCouncilAct.IfitisfoundatanytimethatMBBSdegreeisnotrecognized,thecandidature/resultofthecandidateshallbecancelled/deemedtobecancelled.
3.18 Allthecorrespondenceshouldpreferablybeaddressedbye-mail.Thee-mailqueryshallbeaddressedonlyifitisnotanonymousandcontainsthename,postaladdressandcontactnumberofthesender.E-mailcontainingvagueorgeneralqueriesthatarecontained intheInformationBulletinshallnotbeentertained.Queriesshallnotbeentertainedfrompersonclaimingthemselvestoberepresentative,associatesorofficiatesoftheapplicantcandidate.
3.19 NEET-PG 2019 shall be conducted by NBE at exam centres engaged for the purpose.Candidateshave theoptionof choosing the citywhere theywill take the test throughtheonline submissionof application form.The choice of city will be available on first come first serve basis.However,candidateswillbeinformedabouttheirTestingCentreapproximately7dayspriortotheexaminationday.
3.20 Candidatesareadvisedtofamiliarizethemselveswiththerouteandlocationoftheexamcentreatleastonedaypriortotheexaminationday.
3.21 Candidatesareadvisedtolookintowww.nbe.edu.inregularlyforvariousinformationandnoticespertainingtoNEET-PG2019examination.

3.22 KindlynotethatbyregisteringfortheNEET-PG,candidatesarecoveredbyNonDisclosureAgreement(NDA).NBEexplicitlyprohibitsthecandidatesfrompublishing,reproducingortransmittinganyorsomecontentsofthistest,inwholeorinpart,inanyformorbyanymeansverbalorwritten,electronicormechanicalorforanypurpose.Nocontentofthistestmustbesharedwithfriends,acquaintancesorthirdpartiesincludingsharingthroughonlinemeansorviasocialmedia.SocialmediaincludesbutnotlimitedtoSMS,Whatsapp,Facebook,Twitter,Hangouts,Blogsetcusingeitherone’sownaccountorproxyaccount(s).

3.23 Candidatesaredeemedtohaveread,agreedandacceptedtheInformationBulletinandthetermsandconditions inthe informationbulletinforNEET-PGoncetheyregister forNEET-PG.
3.24 Eachcandidatecanregister inNEET-PG2019onceonly.AnycandidatefoundtosubmitmorethanoneapplicationformforNEET-PG2019shallbeautomaticallydebarredfromNEET-PG.His/hercandidaturecancelledandfurtheractionasdeemedappropriatebyNBEshallbetaken.
3.25 Possession/UseofmobilephonesoranysuchElectronicdevicesisstrictlyprohibitedinthepremisesofNBEtestcenters.CandidatesshallbeliableforpenalactionforPossession/UseofMobilephones/Electronicdevices.
3.26 Candidateswillnotbeallowedtoleavetheexaminationpremisesuntiltheentiredurationoftheexamisupwiththeexceptionofgenuinemedicalconditions.
3.27 DemoTest : A demo test shall be available for the benefit of candidates to familiarizethemselveswiththeComputerBasedTestformatatwebsitewww.nbe.edu.in.ApplicantswillbeabletoaccesstheDemotestfrom15th December, 2018onwards.
3.28 In any case of any dispute of interpretation in bilingual version, English version of thebulletinshallbeappliedandfollowed.
3.29 The jurisdiction for court cases/disputes shall be within the exclusive jurisdiction ofcompetentcourtsatDelhi/NewDelhionly.

4. ELIGIBILITY CRITERIA FOR NEET-PG 20194.1 (A) Candidates in possession of MBBS degree or Provisional MBBS Pass Certificate
recognized as per the provisions of the IndianMedical Council Act 1956 and possesspermanent or provisional registration certificate of MBBS qualification issued by the MedicalCouncilofIndiaorStateMedicalCouncilandhavecompletedoneyearofinternshipor are likely to complete the internship on or before 31stMarch 2019,may apply for NEET-PG2019throughonlineapplicationsystematwebsitewww.nbe.edu.in
(B) ELIGIBILITY CRITERIA FOR ALL INDIA 50% QUOTA SEATS
The eligibility criteria for All India 50% quota seats is as per para 4.1(A) (vide supra).

ItisnotmandatoryforforeignnationalstohavetemporaryregistrationwithMCIatthetimeofwritingNEET-PG.ForeignNationalscanwriteNEET-PGwithoutMCIregistration.TheMedicalCouncilofIndiamay,onpaymentoftheprescribedfeeforregistration,granttemporaryregistrationforthedurationofthePostGraduatecourselimitedtothemedicalcollege/institutiontowhichhe/sheisadmittedforthetimebeingexclusivelyforpursuingpostgraduatestudies.Providedfurtherthattemporaryregistrationtosuchforeignnationalshall be subject to the condition that such person is duly registered with appropriateregisteringauthority inhisowncountrywhere fromhehasobtainedhisBasicMedicalqualification,andisdulyrecognizedbythecorrespondingMedicalCouncilorconcernedauthority.”
4.2 CandidatesfoundtobeineligibleatanystageofNEET-PG2019willnotbepermittedtoappearintheexaminationand/orcounseling.Inanunlikelyeventofanyineligiblecandidateappearingand/orbeingsuccessfulintheNEET-PG2019,theresults/candidatureofsuchcandidateshallbecancelledand/oraredeemedtobecancelled.
4.3 Requests for appearing in NEET-PG 2019 from candidates completing internship after31st March 2019orhavingqualificationsthatarenotrecognizedasperIMCActshallbesummarilyrejected.Candidatesarefurtheradvisednottocanvassforthesame.
The cutoff date for completion of internship towards determination of eligibility for appearing in NEET-PG 2019 shall be 31st March 2019.
4.4 Appearing in NEET-PG does not confer any automatic rights upon the candidate foradmissionatmedicalinstitute/collegeforMD/MSorPGDiplomaCourses.

4.7 RegistrationwithM.C.I./StateMedical Council is necessary and its documentary proofshould be furnished by the candidates on the day of examination and at the time ofcounseling/admission.
4.8 Some of the Universities/Institutions are having regulations that candidates who arealreadypursuingthePGCourseintheirUniversityorinanotherUniversityarenoteligibleforadmissiontilltheycompletethecourse.ThecandidateswhoarealreadypursuingPGCourseseitherthroughAllIndiaQuotaorStateQuotaandareapplyingforaseatunderAllIndiaQuota/StatequotaseatsmayconfirmtheeligibilityconditionsofthatUniversityinthisregard.NBE/MCC/MoHFWshallnotberesponsibleifsuchcandidatesarerefusedforadmission.Suchcandidatesmayoptforthesubjectandthecollegeattheirownriskandcost.

8.1 The examination shall be conducted on 6th January 2019. It will be a single day examconductedinasinglesession.

9.10 SECURITY AT THE TEST CENTRE
9.10.1 Candidateswillnotbeallowedtotakethefollowingitemsinsidetheexaminationcenterunder any circumstances. All the candidates will be subjected to compulsory friskingbeforeenteringtheexaminationcenter:
(a) Any stationery item like textual material (printed or written), notes, Plastic Pouch, Calculator, Pen, Writing Pad, Pen Drives, Eraser, etc.
(b) Any electronic device like Mobile Phone, Bluetooth, Earphones, Microphone, Pager, wrist watch/Health Band, Calculator, Electronic Pen/Scanner etc.
(c) All ornaments like bracelets, Ring, Earrings, Nose-pin, Chain/Necklace, Pendants, Necklace with pendants, Badge, Brooch etc.
(d) Other items like Wallet, Goggles, Handbags, Belt, Cap etc.
(e) Any eatable item opened or packed, soft drinks, water bottle etc
(f) Any other item which could be used for unfair means, for hiding communication devices like wireless/Bluetooth device, spy camera etc.

9.10.2 Noarrangementwillbemadeatthecentresforkeepinganyarticles/itemsbelongingtothecandidates.Incaseanycandidateisfoundinpossessionofanyofthebarreditemsinsidethecentre,itwillbeconsideredasuseofunfairmeansandactionwillbetakenagainstthecandidateinaccordancewiththerelevantprovisions.Toavoidanyhardshipcandidatesareadvisednottobringsuchitemsalongwiththematthetestcenter.
9.10.3 Left/Right thumb prints and photographs of all the candidates will be captured andcandidatesare requested tocooperatewith thisessentialactivity toavoidanycasesofimpersonation. 28) AnycandidatefoundguiltyofhavingadoptedanyoneormoreoftheaboveUnfairmeans/misconductisliabletobepenalizedwithapenaltybytheEthicsCommittee,which may vary from cancellation of the examination/expulsion up to next 14attempts/7yrsand/orcancellationofcandidatureasmaybedecidedbyExaminationsEthicsCommitteeafterconsideringeachcase.
29) Theabovelistispurelyindicative.Ifanyactofomissionorcommissionattributedtothecandidate/intentbythecandidatetovitiatethesanctityof theexamination indecisionofNBEshallbetakenupasunfairmeans.

14. RESULTS14.1 ELIGIBILITY CRITERIA FOR PARTICIPATION IN COUNSELING
The eligibility criteria for participation in counseling towards allotment of PG seats conducted by DGHS or State Counseling Authority shall be in accordance with Post Graduate Medical Education Regulations (as per latest amendment) notified by MCI with prior approval of MoHFW, Govt. of India.

14.5 PERCENTILE VS PERCENTAGE
A percentile rank tells how well a candidate did in comparison to other candidates, while a percentage rank explains how well a candidate did in the test itself.Percentilenevergivesthedetailofthemarksthatyouhavescoredinsteaditjusttellyouaboutyourmeritpositionamongthenumberofcandidateswhohaveappearedinthetestwithyou.Forexample,acandidatemightanswer85percentofquestionscorrectlyandrankinthe99thpercentilewhichmeansthatpercentileisnotrelatedtothepercentofcorrectanswersastudentgetsonatest.
Percentileranksarecommonlyusedtoclarifytheinterpretationofmarksonstandardizedtests. For example, a test mark that is greater than or equal to 80% of themarks ofcandidatestakingthetestissaidtobeatthe80thpercentile,where80isthepercentilerank.
Whereaspercentageofmarkissimplycalculatedbasedonthemarkobtainedoutofthemaximummarkinthetest.Forexample,atestmarkof75%inatestwithamaximummarkof1000indicatesamarkof750.Thepercentageofmarksisnotaffectedbythecandidate’smeritpositionincomparisontoothercandidateswhotookthetest.

b. NBEshallbeprovidingonlythedataofcandidatesandtheirmarksinNEET-PG2019to the State Government/Counseling Authoritywithout applying eligibility criteria,reservationcriteriaetcoftheconcernedstates.Statequotarank,statecategoryrank,benefitforIn-servicecandidates,ruralposting(ifapplicable)etcshallbedetermined/generatedbythedesignatedagency/authorityoftheconcernedStates/UTs/concernedauthorityasperapplicableRegulations,eligibilitycriteria,guidelinesandapplicablereservationpolicies.
