ENVIRONMENTAL MANAGEMENT PLAN
A. Air Quality Management
Drilling machines will be equipped with wet drilling and dust collector arrangements.
Controlled measures will be adopted to minimize the adverse impacts of mining and its
allied operations on air quality.
Water spray on haulage roads, on the dumper before unloading into crusher hopper,
on blasted rock & proper maintenance of haul roads will be done.
Proper maintenance of vehicles will be done to limit gaseous emissions.
Personal Protective Equipment like dust masks will be provided to all employees.
Development of green belt and plantation around mine boundary, roads and other
places will be carried out to control the air pollution.
Periodic air quality monitoring will be carried out.
B. Water Quality Management
There will be no waste water generation during mining process.
Waste water generated from the office toilets will be disposed of in soak pit via septic
tank.
The mining operations will not affect hydrological conditions of the area.
Ground water level and quality on seasonal basis will be assessed in the open/dug wells
to evaluate the impacts of ongoing operations.
C. Noise Level Management
Proper maintenance and lubrication of plant machineries
Plantation in the lease area.
Sharp drill bit with wet drilling arrangements.
Controlled blasting.
Use of Rock breaker in place of secondary blasting.
Use of personal protective equipment like ear plug and ear muffs to all working
persons at the site.
D. Green Belt/ Plantation
At the end of the life of mine total 27.437 ha (11.885 ha on backfilled area, 9.622 ha
around lease periphery and 5.93 ha on Non Mineralized area) area will be covered
under greenbelt and plantation.
Local & fruit bearing plant species will be planted in consultation with forest
department.

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION
(i) IDENTIFICATION OF PROJECT AND PROJECT PROPONENT
IDENTIFICATION OF PROJECT
M/s UltraTech Cement limited has proposed Bela Cement Limestone Mine-03 (BCLM-03)
with Production Capacity of 0.15 Million TPA (ROM) and 90688 Cu.M Overburden per
annum located at Village Khamariya, Tehsil- Huzur, District Rewa (Madhya Pradesh).
IDENTIFICATION OF PROJECT PROPONENT
An Aditya Birla Group Company
18 Integrated Cement Plants, 1 Clinkerization Plant, 31 Grinding Units and 7 Bulk
Terminals.
Total Installed Capacity: 93 Million TPA (Grey Cement)
Largest Cement player in India
4th Largest Cement player globally (Excluding the chinese players).
Premium Brands - UltraTech Cement, UltraTech Concrete, Birla Super, Birla Super
Ready Mix Concrete, Birla White and Birla Wall care Putty.
(ii) BRIEF DESCRIPTION OF THE NATURE OF PROJECT
Nature of Project
This is a proposed Bela Cement Limestone Mine-03 (BCLM-03) with Production Capacity
of 0.15 Million TPA (ROM) and 90688 Cu.M Overburden per annum at village Khamariya,
Tehsil Huzur, District Rewa (M.P.). Bela Cement Limestone Mine-03 (BCLM-03) is the
captive limestone mine attached to the existing cement Plant of Bela Cement Works.
Mining Lease Status
The letter of Intent (LOI) was issued by Government of Madhya Pradesh; Department
of Mineral resources vide letter no F-3 -22/2016/12-1 dated 16.12.2016 over an area of
33.767 ha in favor of M/s. Jaiprakash Associates Limited.
In the meantime, Jaiprakash Associates Ltd (“JAL”) and Jaypee Cement Corporation
Ltd. (“JCCL”) Business was transferred to UltraTech Cement Ltd (UTCL) by National
company Law Tribunal Bench (NCLTB) at Mumbai on 15.02.2017 in case of UTCL and
NCLTB at Allahabad on 02.03.2017 in case of Sellers.
Henceforth, the Jaypee Bela Plant and Mines of M/s Jaiprakash Associates Ltd and
M/s Jaypee cement Corporation Ltd. along with all the contracts, deeds, approvals,
schemes etc have been transferred to UltraTech Cement Ltd (Unit: Bela Cement
Works).
Mining lease has been transferred in favor of M/s. UltraTech Cement Ltd from M/s.
Jaiprakash Associates Ltd by State Govt order no F 3-22/2016/12/1 dated 08.06.2017.
Mining Lease has been executed in favor of M/s. UltraTech Cement Ltd on 10.08.2017.

Screening category of Project
As per EIA Notification dated 14th September, 2006 as amended from time to time, the
project falls under Category “B”, Project or Activity 1(a) – 4.
(iii) NEED FOR THE PROJECT & ITS IMPORTANCE TO THE COUNTRY AND OR REGION
M/s. UltraTech Cement limited (Unit: Bela Cement Works) has its existing Cement Plant of
Cement Production Capacity 2.5 Million TPA located at Village Madheypur, PO Jaypee
Puram, District Rewa (M.P). The limestone requirement of Bela Plant is 3.75 Million TPA.
UTCL is having three captive limestone mine with rated capacity of 3.0 Million TPA on
combined basis. Therefore, in order to meet the raw material requirement (limestone) for
their existing Cement plant, M/s UTCL has proposed Bela Cement Limestone Mine-03
(BCLM-03) with Production Capacity of 0.15 Million TPA (ROM) and 90688 Cu.M
Overburden per annum located at Village Khamariya, Tehsil- Huzur, District –Rewa
(Madhya Pradesh).
Limestone produced from this mine will fulfill the requirement of existing Bela Cement
Plant by M/s. UltraTech Cement Limited due to which there will be revenue generation
like Royalty, DMF and NMET etc from this project.
Apart from the generation of revenue, the project will prove to be beneficial in terms of
socio-economic development of the area. The project activities will increase average
income level, employment opportunities, flow of revenue in the area to ultimately result
in better standard of living of the local people and also earnings to the state exchequer.
With respect to the importance of the project to the nation, the cement demand for
infrastructure projects such as the dedicated freight corridor, housing and roads, is likely
to increase substantially. Keeping this requirement in mind, mining of limestone is
necessary for the nation’s growth and modernization.
(iv) DEMAND – SUPPLY GAP
Limestone produced from the limestone Mine will meet the requirement/demand of
limestone for the Cement Plant of M/s UltraTech Cement Ltd. (Unit- Bela Cement Works)
(v) IMPORTS VS. INDIGENOUS PRODUCTION
Limestone produced from the Bela Cement Limestone Mine - 03 (BCLM - 03) will be used
for captive purpose in the existing Cement Plant of Bela Cement Works.
(vi) EXPORT POSSIBILITY
Limestone produced from the Bela Cement Limestone Mine - 03 (BCLM - 03) will be used
for captive purpose in the Cement Plant of Bela Cement Works.
(vii) DOMESTIC/EXPORT MARKETS
Limestone produced from Bela Cement Limestone Mine - 03 (BCLM - 03) will be utilized
for captive use in the cement plant. Thus there will be no other users for the limestone
produced from this mine.

(viii) EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE PROJECT
The total manpower for this mining project is 44 persons. Combined Man power will be
utilized for this mining project and existing limestone mine. Preference for employment
has been given to locals as per their eligibility & qualification. However, the project will
generate indirect employment opportunities for the locals.

As this is a site specific mining project and the site has been selected as limestone is
available in this area & Mining lease has been transferred in favor of M/s. UltraTech
Cement Ltd from M/s. Jaiprakash Associates Ltd by State Govt order no F 3-22/2016/12/1
dated 08.06.2017. Lease has been executed on 10.08.2017. Therefore, no alternative site
has been selected.
(iv) SIZE OR MAGNITUDE OF OPERATION
The total mine area is 33.767 ha with production capacity 0.15 Million TPA (ROM) and
90688 Cu.M Overburden per annum.
(v) PROJECT DESCRIPTION WITH PROCESS DETAIL
METHOD OF MINING
Mining operation will be carried out by fully mechanized opencast method, utilizing
Heavy Earth Moving Machines (HEMM) in conjunction drilling & blasting. The blasted
mass will be loaded into dumpers with the help of Hydraulic Excavators and then will be
transported to the crusher at cement plant.
Sequence of Mining
I. Top soil and OB removal
The mine working will involve removal of topsoil. Top soil will be stacked
separately and will be simultaneously used in plantation.
II. Drilling
Drilling will be done with the help of 153 mm dia blast hole.

Limestone will be used in captive cement plant, so no marketing area will be

Power requirement for proposed lime stone mine will be about 90 KW per day which will

A. Liquid
No waste water will be generated during mining operation.
Domestic wastewater generated from mines office will be disposed off in soak pit via
septic tank.
B. Solid
At the end of the life of Mine the entire OB /waste generated will be backfilled in the
mined out and followed by plantation.
4.0 SITE ANALYSIS
(i) CONNECTIVITY
The site is well connected with nearest town/city Rewa at about ~6.0 km in ENE direction.
National Highway 7 is about ~3.0 km in South direction and NH-75 is about ~4.0 km in SSW
direction. Nearest railway station is Rewa about ~6.0 km in ENE direction. The nearest
airport is Allahabad Airport about ~115 km in NE direction. The site is well connected with
the communication facilities such as telephone, telefax and internet.
(ii) LAND FORM, LAND USE AND LAND OWNERSHIP
The total Mining lease area is 33.767 ha out of which 32.265 ha Private Land and 1.502 Ha is
Government Land.
(iii) TOPOGRAPHY & DRAINAGE
The area exhibits a slopping topography with some undulations. In general, the area is flat
topography and elevation of the area varies from 321 m AMSL to 328 m AMSL.
The area is drained by seasonal and small streams. All these streams remain dry in all the
season except during rainy season. They charged in the rainy season and flow towards

downstream and meet into the karihari Nadi and Bihara nadi, both flowing towards North
and ultimately meet into the river Tons.

BODIES (INCLUDING AREA UNDER CRZ)}, SHORTEST DISTANCES FROM THE PERIPHERY

(v) EXISTING INFRASTRUCTURE
As the project is new, so the proposed site is a vacant land presently no infrastructure exists.
(vi) SOIL CLASSIFICATION
The soil cover forms the loose over burden over the deposit. The area mainly consists of two
types of soil i.e. black cotton soil and yellowish colour soil spread over major part of the lease
area.
(vii) CLIMATIC DATA FROM SECONDARY SOURCES
The area is having tropical climate with maximum and minimum temperature range of the
area is 45.80C & 4.50C respectively.
Mid-June to Mid-September is rainy season. The average rainfall is 1040 mm. Rain is also
experienced in January and February. The dry wind blows from NW & NE with high
velocity at times. In summer dust storms are frequent
(viii) SOCIAL INFRASTRUCTURE AVAILABLE
Nearest town is at Rewa, which is ~6.0 km in ENE direction from the mine site. The area has
good network of public roads. Telephone, Electric connections, Medical facilities and
Telegraph facilities are available in the area.
5.0 PLANNING BRIEF
(i) PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, TRANSPORTATION ETC.) TOWN
AND COUNTRY PLANNING/DEVELOPMENT AUTHORITY CLASSIFICATION
This is a new mining project. Proposed mining area falls in Govt & Private land. National
Highway 7 is about ~3.0 km in South direction and NH-75 is about ~4.0 km in SSW direction.
Transportation of limestone from mine up to crusher located at cement plant will be by
dumpers.
(ii) POPULATION PROJECTION
Temporary influx of people will be there as the managerial and supervisory staff will
generally be from outside the area.
(iii) LAND USE PLANNING
Total mine area of the project is 33.767 ha out of which 32.265 ha is Pvt land and 1.502 ha
is Govt land.
Land use planning for proposed project will be as per the approved mining plan. At the
end of life of mine, out of total excavated area i.e. 17.215 ha out of which 11.885 ha area
will be backfilled and reclaimed by plantation and 5.33 ha area will be converted into
water reservoir.
At the end of the life of mine total 27.437 ha (11.885 ha on backfilled area, 9.622 ha around
lease periphery and 5.93 ha on Non Mineralized area) area will be covered under
greenbelt and plantation.

iv) ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)
UTCL will asses the demand of infrastructure (Physical & Social) in nearby area of the mine
site and same will be developed under corporate social responsibilities programmes. This is
a proposed Mine. There will be positive impact on existing infrastructure facilities in the
area.
v) AMENITIES/FACILITIES
UTCL will develop the Amenities/Facilities in the nearby area of the proposed mine site as
per requirement of local people of the nearby area under corporate social responsibilities
programmes. Amenities/facilities for employees like residential colony, school, market
complex, hospital are already available in Bela Cement Works of M/s. UltraTech Cement Ltd.
6.0 PROPOSED INFRASTRUCTURE
(i) INDUSTRIAL AREA (PROCESSING AREA)
Proposed limestone mining lease area is 33.767 ha. and all the required infrastructures like
Mine office, other statuary requirement etc. will be constructed in mine area.
(ii) RESIDENTIAL AREA (NON- PROCESSING AREA)
The company has already developed a residential colony for the mines and cement plant
employees. The colony is well designed having electricity and water supply and laid with
plantation, parks, recreation facilities, telephone, school, post office, banking, hospital and
market facilities.
(iii) GREEN BELT DEVELOPMENT
At the end of the life of mine total 27.437 ha (11.885 ha on backfilled area, 9.622 ha
around lease periphery and 5.93 ha on Non Mineralized area) area will be covered
under greenbelt and plantation.
Native species will be planted in consultation with Forest Department.
(iv) SOCIAL INFRASTRUCTURE
Proposed project will result in growth of the surrounding areas by increased indirect
employment opportunities in the region including ancillary development and supporting
infrastructure. The project will also all its established social infrastructure for its employees
as well as for the local community.

(vi) DRINKING WATER MANAGEMENT (SOURCE & SUPPLY OF WATER)
The total water requirement will be 50 KLD. Water requirement will be met from existing
water reservoir in mined out area except small quantity of water required for drinking
purpose which will be taken from ground water.
(vii) SEWERAGE SYSTEM
The domestic wastewater generated from mine office will be disposed off in soak pits via
septic tanks.
(viii) INDUSTRIAL WASTE MANAGEMENT
There will be no industrial waste generation from mining process.
(ix) SOLID WASTE MANAGEMENT
Topsoil will be stacked separately and will be used for plantation by spreading over
mature backfilled area.
The O.B. will be dumped at earmarked sites as per approved mining plan and from third
year of mining it will be started backfilling into the mined out area.
(x) POWER REQUIREMENT & SUPPLY/SOURCE
Total Power requirement for limestone mine will be 90 KW per day which will be sourced
from Captive power plant and MPEB.
7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN
(i) POLICY TO BE ADOPTED (CENTRAL/STATE) IN RESPECT OF THE PROJECT AFFECTED
PERSONS INCLUDING HOME OUSTEES, LAND OUSTEES AND LANDLESS LABORERS (BRIEF
OUTLINE TO BE GIVEN)
The total Mining lease area is 33.767 ha. No forest land is involved. R&R rules/acts/laws of
the Central and State Government will be followed.
8.0 PROJECT SCHEDULE & COST ESTIMATES
(i) LIKELY DATE OF START OF CONSTRUCTION AND LIKELY DATE OF COMPLETION
Limestone Production from mine will be started after obtaining all clearances and consents
from concerned authorities.
(ii) ESTIMATED PROJECT COST ALONG WITH ANALYSIS IN TERMS OF ECONOMIC VIABILITY
OF THE PROJECT (KINDLY PROVIDE THE SAME)
Capital Cost of the Project: Rs. 8.0 Crores/-
Cost for Environment Protection for this Project:
Capital cost –Rs. 45 lacs/-
Recurring cost- Rs 25 lacs per annum.

9.0 ANALYSIS OF PROPOSAL
Proposed limestone mine project will result in growth of the surrounding areas by community
development to be undertaken by the company. Direct and indirect employment will be
generated in nearby village surroundings. Special emphasis on Financial and Social benefits will be
given to the local people including tribal population, if any, in the area.
Development of social amenities will be in the form of medical facilities, education to
underprivileged and creation of self-help groups. No major adverse effect on environment is
envisaged as the required mitigation measures are inbuilt in the project.
