OVERVIEW
This exhibit describes the Department of Rehabilitation (DOR) service categories, procedures categories, and procedure codes in relation to vocational rehabilitation (VR) services for DOR consumers. Accurate coding is essential for budgeting, monitoring, and reporting to the Rehabilitation Services Administration (RSA) and other control agencies.
Refer to Rehabilitation Administrative Manual (RAM) Chapter 10 for DOR policies on Accounting Fund Sources, Codes, and Records.
How to Use This Exhibit
This Exhibit is designed to be used in conjunction with the AWARE Reference Guide.

SERVICE CATEGORIES, PROCEDURE CATEGORIES, AND PROCEDURE CODES
Case services in AWARE are organized into a three-tiered structure with increasing specificity: “service category,” “procedure category,” and “procedure code” as defined below:
Service Category
Service category refers to the broadest and highest order of the case service organizational structure; it provides the least detail in order to group and organize specific procedure codes.
Procedure Category
Procedure category refers to the mid-level case service organizational structure, under a service category; it provides more detail in order to group and organize specific procedure codes.
Some procedure categories have the same name as the service category. For example, the service category “Employment Services” contains the procedure category of the same name, “Employment Services.”
Other procedure categories have a different name and provide more specificity under the service category. For example, the service category “Assessments/Evaluations” contains procedure categories for “Vocational Assessment,” “Situational Assessment,” “Vocational Evaluation,” “Independent Living Evaluation,” “Communication Skills Assessment,” and “Driver Assessment (non-A.T.).”
Procedure Code
Procedure code refers to the lowest case service organizational structure; it provides the highest level of detail in order to define and describe specific goods and services.
The following example shows how the Service Categories for the five DOR Student Services also known as “Pre-ETS” align with the corresponding RSA-911 Case Services Report. The Procedure Categories organize them into groups, which include a range of service options (Procedure Codes).

Notice it’s new naming convention compared to typical procedure codes. The Student Services does not contain any of the legacy account codes.
The guiding principles that were applied to the five required Pre-ETS Codes are:
• Meet federal reporting requirements
• User friendly – make system intuitive
• Keep it simple
o Most efficiently utilize database resources
o Avoid areas of overlap
• Minimize user error

Procedure Code Names
The following naming conventions apply to procedure codes:
Commodities (also known as Goods)
The letter(s) corresponds to a randomly assigned value to represent the specific item in that category.
Examples of procedure codes for goods include:
• 63A = Clothing – Placement
• 63B = Clothing – Training
• 78B = Personal Computer – Laptop Purchase
• 89A = Assistive Technology Computer Software/Peripherals – Purchase

Services
The two-digit number at the beginning of the procedure code references the former Case Service Code. The capitalized letters are an abbreviation to identify the type of service or service provider.
These capitalized letters include, but are not limited to:
• CRP (Community Rehabilitation Program)
• ISP (Individual Service Provider)
• N (Non CRP/Non ISP)
Example: 90Nih stands for Assistive Technology Training: Non-CRP / Non-ISP. The “N” = “Non.” It means the vendor is neither a CRP nor an ISP.
Note: While some providers, such as CRPs and ISPs, have pre-set maximum rates in AWARE, the rate for a Non CRP/ Non ISP may vary and is subject to all procurement rules (see RAM Chapter 9).
What is the service level?
The service level is a number based upon the provider’s qualifications, including but not limited to experience and education.
It is correlated to the provider’s maximum rate of payment—with 1 being the lowest rate and 4 being the highest.
The levels are shown by a number after the CRP or ISP abbreviation.
The levels include, but are not limited to, the following:
• Level 1
• Level 2
• Level 3
• Level 4
Example: 69ISP3ih stands for Job Placement Services: ISP/Level 3, Individual, per hour.

What is the number of hours?
A number identifies the CRP or ISP level or number of hours associated with that procedure code.
The number of hours indicates the amount of time, often expressed as a range of hours that services are provided to DOR consumers.
The range of hours includes, but is not limited to, the following:
• 1 hour group
• 2–4 hour group
• 5(+) hour group
Example: 40CRP2g5 stands for Occupational Skills Training: CRP/Level 2, Group 5+ hours, per consumer, per day.
What is the letter?
An additional lowercase letter indicates whether the service is provided individually or in a group setting, and the rate details (e.g., daily or hourly).
The lowercase letters include, but are not limited to, the following:
• d (rate per day)
• i (per individual)
• g (within a group setting)
• h (rate per hour)
Examples: 47ih stands for Situational Assessment: CRP/ISP, Individual, per hour.
Note: Rates for CRPs and ISPs have pre-set maximum rates in AWARE according to the DOR uniform rate structure.

The DOR recognizes the following non-medical service categories, procedure categories, and procedure codes:
511 CCIR - Annual Service
The 511 CCIR codes are used with the five distinct service categories within the Counseling & Information and Referral (commonly known as CC&IR) Case Type.
The service category and procedure category for annual service is 511 CCIR – annual service.
The procedure code is:
• CCIR-A: 511 CCir – Annual Service
Used only for the new CC Case Type being created solely for the ACE team use.
511 CCIR - New Hire 1st 6-Month Service

Examples of assistive technology computer software include but are not limited to JAWS or Naturally Speaking software. Examples of assistive technology peripherals include but are not limited to an ergonomic mouse, headset, or microphone.
For purposes of this coding, assistive technology devices or assistive technology computer software/peripherals are not medically-prescribed items. Refer to RAM Chapter 10, Section 1063 for more information on medical services codes.
