GENERAL REQUIREMENT
International Law Enforcement Academy Bangkok (ILEA) would like to repair/fix/replace
bathroom facilities, refinish existing solid wood furniture, replace air duct (which are leaking and
causing condensation marks on walls and ceiling) and repaint some building exteriors. Details of
all required work are provided in Scope of Work.
Work is to be performed at no. 88/8 Moo 3 Vibhavadi Rangsit Rd., Bangkaen, Laksi, Bangkok,
Thailand. The contract type shall be firm-fixed price.
It is a 6-floor building with 126 bedrooms and 76 bathrooms; 2 bedrooms share one bathroom
except those two on the first floor. They are single bedroom with a separate bathroom.

SAFETY PLAN
The contractor shall be knowledgeable to evaluate work health hazards and able to perform project safely following
the related safety requirement according to each hazard that exists or exposure in work processes. The contractor must
submit safety plan/actions including but not limited to:
1. Safety Program for hazards prevention and Protection.
2. Training requirements and certificates of qualified persons for any specific job’s requirement.
3. Job Safety Analysis.
4. List of safety tools and equipment.
Requester Office has assigned a responsible party to certify compliance to the requirements identified in this request.

SCOPE OF WORK
The Contractor shall perform the work per details specified herein. Required work in detail is in
the below referenced drawings. The below list of technical requirements is to be completed but
should not be used as a substitute to the drawings.
Site Preparation / Demolition Work
The contractor shall wall off the renovation area to protect dust and debris during the whole
renovation period. Contractor shall be responsible for complete cleaning and dust removal
at the completion of the project to a standard acceptable to ILEA.
The contractor is responsible for trash disposal following Thai laws.

The contractor should strip the existing color before doing a paint and coat.
The paint will be provided by the contractor as are all materials need to complete the work..
Paint shall be high quality wood colored semi-gloss and high absorption into wood

c. Bathroom door repair (124 doors):
The scratch on the door (photo attached) should be fixed. (124 doors for scratch repair)
The cause of the scratch is an electric wire is not secured properly behind the wall.
The contractor shall fix the wire problem before painting the bathroom door.

d. Cupboard replaced (62 pieces):
The contractor shall remove the existing cupboard sized 160 x 15
Install a new cupboard.
The material must be fiber-cement with paint finish. Paint finish must match existing
material.

e. Air duct Replacement (126 rooms):
Remove and reinstall existing ceiling
Remove the existing air duct systems in each room
Install/replace a new air duct system
Insulation of this air ducts shall be EPDM sheet insulation for duct lining and wrapping.
Sheet thickness is no less than 1-1/2 inch. Installing multi layers to meet this required
thickness is not allowed.
An ASTM C916 compliant duct liner adhesive is to be used for installation practices
All work shall be completely finished in 30 consecutive days. Some parts/ducts need to be
prefabricated prior move to assemble at the jobsite.
Test and commissioning shall be done prior handover of the project. All test and
commissioning procedure shall be done by the contractor with no cost to the US Embassy.
Report shall be submitted to our on-site contact person.
Remove air filter at return air grille
The Air Duct Replace SOW is to provide the requirements for a contractor to survey the
sites and check with the attached design drawing and specification if the above SOW can
be properly installed, and then to install of the new air duct system. Multiple contractors as
determined by the US Embassy will be allowed to visit the site to gather all information
necessary to provide a cost proposal for the design drawings and implementation. Each
bidding contractor must provide a project proposal that includes the shop drawings which
shall be complete in all aspects and shall include existing conditions, site layout, material
details and cut sheets, a complete materials list, and a proposed installation schedule,
details of the equipment proposed for installation, and a detailed cost proposal to provide
a full engineering to implement the project. The contractor with the Lowest Price
Technically Acceptable (LPTA) bid may then be selected to implement the project. The
Embassy may select none of the bidders at its option.
**One of purposes of this repair is prevent condensation from leaking or dripping onto the ceiling
or wall leaking to stains, damage, mold and or mildew.

The paint should be for exterior.

Performance Date:
Work shall perform within 5 days after receiving a purchase order. The project shall be finished
within May 16, 2019.
Special Requirement: The awarded contractor must coordinate with another contractor who is currently working on
various renovation projects in the dormitory building to include painting, tile work, electrical
work and ceiling replacement. Awarded contractor will be required to complete work floor by
floor starting from the 6th floor.
DBA Insurance the Offeror shall include Defense Base Act (DBA) insurance premium costs
covering employees in separate line item of the proposal. The offeror may obtain DBA insurance
directly from any Department of Labor approved providers at the DOL website at
