Relationships and Responsibilities:

Works under the direction of and supervision of the Deputy Chief Fisheries Offi cer through the senior Fisheries Biologist.

Required to respond whenever necessary to the Chief Fisheries Offi cer on matters relating to work in progress.

Duties and Tasks:

Conducts marine habitat surveys, monitoring and management (reefs, mangroves, beaches, sea grass, etc.);

Carries out research on and management of marine fauna e.g., cetaceans, turtles, conch, sea urchins, lobsters;

Conducts research on the biology and ecology of fi sheries resources;

Facilitates collection, analysis and management of fi sheries data;

Co-ordinates the licensing and registration of fi shers and marine users;

Assists in marine sector management: fi shing (commercial/sport) and water-based tourism (diving, whale-watching, etc.);

Assists in coastal zone management;

Assists in providing advise to the Department in areas such as environment impact assessments;

Assists in the development of co-management arrangements;

Participates in oil spills and marine pollution contingency planning;

Facilitates programme areas relating to biodiversity monitoring and conservation;

Assists in fi shery management policy development and planning, including activities relating to international conventions and agreements;

Facilitates the rehabilitation of existing reefs and the development of artifi cial reefs;

Conducts research and monitoring on artifi cial reefs and fi sh aggregating devices;

Assists in the development and implementation of public education/sensitisation activities for schools, resource users and community groups;

Assists the Aquaculturist in carrying out mariculture activities.

Ensures the effective implementation of programmes and projects with regard to the Department of Fisheries contribution to the fi shing sector.

Responsible for the professional and technical direction in matters relating fi sheries research and monitoring.

Liaises with other units in matters relating to development in the fi sheries sector.

Facilitates the preparation of annual work programmes, budgets and programme of activities of the Resource Management Unit.

Co-ordinates the preparation of periodic and annual reports of the Resource Management Unit.

Assists in the preparation of annual estimates and reports on expenditure and the work programme of the Department;

Represents the Department of Fisheries/Government of Saint Lucia at national, regional and international meetings, committees, workshops and conferences relating to fi sheries management and development.

Performs any other job-related duties that may be assigned from time to time by the Chief Fisheries Offi cer/Permanent Secretary.

Required to conduct work island-wide through the Department of Fisheries Vieux Fort and Castries Offi ce.

Required to administer the provisions of the Legal Aid Act No. 6 of 2008 in compliance with established procedures.

Duties:

Responsible for the management of the day-to-day operations of the Legal Aid Authority.

Responsible for providing legal services including advising and counselling on legal matters and expressly excluding litigation or trial advocacy.

Expected to participate in the revision and drafting of amendments to the said Act on an ongoing basis.

Liaises with Attorney’s-at-Law and Court personnel on matters assigned.

Responsible for the assignment of clients to attorneys on the list.

Responsible for the implementation of the Authority’s programmes.

Responsible for developing new programmes geared towards strengthening the operations of the Authority, using advocacy and public legal education.

Responsible for the preparation of the Legal Aid Authority’s annual work programme and budget.

Provide guidance on the Authority’s strategic outlook and areas of priority action.

Responsible for developing proposals for project funding.

Representing the agency at meetings and on Committees relevant to its work.

THE Government of Saint Lucia (GOSL) has received fi nancing from the Caribbean Development Bank

(CDB) towards the cost of Natural Disaster Management -Rehabilitation and Reconstruction (Hurricane Tomas) and intends to apply a portion of the proceeds to eligible payments under a contract for which this invitation is issued.

The Ministry of Communications, Works, Transport & Public Utilities (MCWTPU), the Executing Agency, wishes to procure consultancy services to undertake Landslide Risk Assessment for Saint Lucia's Primary Road Network.

The objective of the consultancy is to reduce landslide risk to the primary road network of Saint Lucia, through the analysing and assessing of slope stability, drainage and geotechnical conditions, mapping levels of risk, identifying primary and secondary causal factors of slope movement, and cost effective slope stabilisation, protection and landslide remediation measures. The Project is expected to enhance the capacity of GOSL to manage landslide hazards. The duration of the assignment is expected to be for a period of nine months.MCWTPU now invites interested eligible consultants to submit Statements of Capability for the provision of these consultancy services.

Consultants shall be eligible to participate if:

(a) in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent benefi cially owned by citizen(s) and/or bona fi de

Project Coordinator

THE Government of Saint Lucia (GOSL) has received fi nancing from the Caribbean Development Bank

(CDB) towards the cost of Natural Disaster Management -Rehabilitation and Reconstruction (Hurricane Tomas) and intends to apply a portion of the proceeds to eligible payments under a contract for which this invitation is issued.

The Project comprises construction of infrastructure, including the implementation of slope stabilisation measures along selected areas of the road network, the reconstruction of drainage structures, and retraining of rivers. In addition, under this Project, two consultancies will be fi nanced to assist GOSL in establishing measures to reduce fl ood and landslide risks.

GOSL through the Ministry of Communications, Works, Transport and Public Utilities (MCWTPU), the Executing Agency, is seeking to recruit an individual consultant to serve as Project Coordinator (PC). The PC will be responsible for coordinating and monitoring all aspects of the implementation of the Project including the following:

(a) assisting MCWTPU with the procurement, administration and management with all consultants, suppliers and contractors; and

(b) preparing and submitting to CDB disbursement/reimbursement claims, progress reports and project completion reports.

The duration of the assignment is expected to be for a period of 24 months.

Prospective candidates should have a minimum of the following qualifi cations:

(a) a Masters Degree or equivalent in Civil Engineering, Construction Management or Project

Management with a minimum of ten years' experience in the management and implementation of civil engineering projects; or

(b) a Bachelors Degree or equivalent in Civil Engineering, Construction Management or Project Management with a minimum of fi fteen years' experience in the management and implementation of civil engineering projects.

Specifi c experience with procurement procedures of multilateral lending agencies will be seen as an asset.

Consultants shall be eligible to participate if:

(a) the person is a citizen or a bona fi de resident of an eligible country; and

(b) the consultant has no arrangement and undertakes not to make any arrangements, , whereby any substantial part of the net profi ts or other tangible benefi ts of the contract will accrue or be paid to a person not a citizen or bona fi de resident of an eligible country.

The Ministry of Communications, Works, Transport & Public Utilities (MCWTPU), the Executing Agency, wishes to procure consultancy services to undertake Hydraulic Assessment for Flood Risk Reduction for the watershed communities of Marc and Bexon.

The objective of the consultancy is to contribute to the minimisation of fl ood risk in the catchments where the Marc and Bexon communities are situated; through the assessment of hydrologic and hydraulic conditions and the identifi cation and quantity estimation of cost-effective remedial civil works and non-structural mitigation. The Project is expected to strengthen existing, and inform future planned, key economic infrastructure in minimising damage and future natural hazard induced disasters and associated disruption in economic activity. The duration of the assignment is expected to be for a period of nine months.

Barre D'lisle Slope Stabilization Project

Invitation For Geotechnical Investigation

THE Ministry of Communications, Works, Transport and Public Utilities of the Government of St Lucia

intends to invite contractors to carry out Geotechnical Investigations for Slope Stabilization Work in respect of 10 slides on the Barre De L'isle under packages 1-10 of its Post Hurricane Tomas Slope Stabilization Programme.

The project aims to restore the integrity of that section of the East Coast Road through the Barre De L'isle and thus ensure the population's access to markets and social services in all weather conditions via the East Coast Road.

It is envisaged that the ground investigations shall include the following:

Five (5) machine excavated trial pits (up to 5.5 m deep) to log road construction materials, natural soils, rock and groundwater (hand vane measurements to be carried out where feasible);

Five (5) slit trenches, primarily in road pavement to locate services and to log road construction materials, natural soils, rock and groundwater;

In-situ testing of soil and groundwater;

Laboratory testing of soil and rock;

Cable percussion borehole investigation (5 + 5 No Shell & Auger)

Rotary borehole drilling (2 +2 No Rotary Coring);

Surveying of exploratory hole positions;

Reinstatement of all slit trenches, boreholes and trial pits, etc;

The retention of groundwater, soil and rock samples;

Provision of traffi c management to accommodate the investigation;

Preparation and presentation of detailed factual reports and drawings as per the Specifi cation and the Scope of Works;

Liaison with MCWT&PU, landowners and the other public and private bodies as necessary;

Sampling, testing and assessment shall also be undertaken to report on the stability of unsupported trench slides on the instructions of the Client's Representative.

The project is expected to run from the April to June quarter of 2011 and is expected to be completed within the same period.

The implementing agency is the Ministry of Communications, Works, Transport and Public Utilities (MCWT & PU).

The full scope of the works is outlined in more detail in the tender documents. An access route with a gradient of approximately 1 in 3 or shallower will be provided into each landslide area. Access to borehole positions within the landslides will be the responsibility of the GI contractor.

A complete set of documents may be obtained by interested Contractors from the MCWT&PU (address below) on the submission of a written application and upon payment of a non-refundable fee of EC$500.00. All bank drafts or money orders must be made payable to the "Accountant General", The request must clearly state"Barre De L'isle Geotechnical Investigations Project". Potential Contractors who request that documents be forwarded to them are required to submit an account number from a local courier agent, which accepts freight collect charges. The MCWT&PU will promptly discharge the documents by courier, but under no circumstance will it be held responsible for late delivery or loss of the documents so mailed.

All documents must be delivered to the Central Tenders Board at the fi rst address below by 12.00 noon on July 1st, 2011.

The MCWT&PU reserves the right to accept or reject late submissions. All tenders shall be publicly opened at 2.00 pm on July 1st, 2011.

IN THE MATTER of the Land Acquisition Ordinance Chapter 5.04.

IN THE MATTER of a Notifi cation by the Governor General, acting on the advice of Cabinet that part of certain parcels of land situate at Marchand, Quarter of Castries in the island of Saint Lucia are likely to be acquired for a public purpose.

NOTIFICATION

WHEREAS it is enacted by section 4 of the Land Acquisition Ordinance Chapter 5.04 that if it appears to the Governor General acting on the advice of Cabinet that any land is likely to be required for a public purpose and it is necessary to make a preliminary surveyor other investigation of the lands she may cause a Notifi cation to that effect to be published in the Gazette.

AND WHEREAS it is considered by the Governor General acting on the advice of Cabinet, that part of certain parcels of land situated at Marchand, in the Quarter of Castries is likely to be required for a public purpose to wit: Extension of the Marchand Combined School Grounds.

AND WHEREAS it is considered by the Governor General acting on the advice of Cabinet, that part of certain parcels of land situated at Jacmel, in the Quarter of Anse La Raye is likely to be required for a public purpose to wit: Pump House.

NOW THEREFORE, it is hereby notifi ed by the Governor General acting in accordance with the advice of Cabinet, that part of certain parcels of land mentioned in the schedule hereto is likely to be required for a public purpose, to wit: Pump House.
