SEBIZ Facilitates Energy Efficiency Trade Mission to China Following the APEC Climate Announcement In cooperation with the China-U.S. Energy Efficiency Alliance, ChinaSF, and the U.S.-China Clean Tech Center, the SEBIZ team brought together government and private sector stakeholders, while facilitating buyer-vendor matchmaking. From December 7-‐13, 2014, the SEBIZ team played a leading role in facilitating dialogue on innovative approaches to promoting clean energy technology deployment in China during a week-‐long trade mission featuring the Chair of the California Energy Commission, Dr. Weisenmiller with six leading U.S. clean energy companies, including Opower, EnerNOC, Nexant, as well as elected officials from the State of California.
The mission started in Beijing, then traveled to Tianjin, Qingdao, and Changzhou before ending in Shanghai. Those who arrived early participated in a site visit to the multi-‐billion dollar Green Dragon Lake project under development in the southwest corner of Beijing, which is an official SEBIZ business district. Stakeholder meetings began on Monday morning with a high-‐level roundtable attended by key U.S. and Chinese government officials, including representatives from the U.S. Embassy

Finally, the last stop was the Wujin National Hi-‐Tech Industrial Zone, which is an official SEBIZ business district. Participants visited the Wujin Planning Bureau and a Low Carbon City project on the shore of West Taihu Lake. The afternoon sessions included a roundtable meeting between government officials, local commercial building owners, and U.S. clean energy solution providers that engaged in more matchmaking. The evening ended with a formal ceremony with the Vice Mayor of Changzhou City, followed by a formal dinner. Overall the mission was a great success.

and private sector, to discuss the state of China’s energy efficiency market and opportunities for U.S. companies to strengthen their presence in the Chinese market. After a networking lunch sponsored by Honeywell, the group split into breakout sessions consisting of either a demand response pilot project introduction by the Beijing Development and Reform Commission or 1-‐on-‐1 meetings between Green Dragon Lake project developers, China Development Orient, and about a dozen U.S. vendors that pitched their clean energy solutions. These vendors were respondents to the SEBIZ RFI that was issued in Fall 2014. The conversation continued that evening during a networking reception.
Tuesday meetings were held at the Tianjin Economic Development Area (TEDA) Eco Center and was attended by leaders from across the region. A similar format was followed in Tianjin with a stakeholder meeting in the morning, followed by a networking lunch and match-‐making in the afternoon. Much of the discussion revolved around innovative clean energy technology deployment models as well as high-‐potential opportune-‐ities for bilateral cooperation between governments to leverage best practice policies and enhance business opportunities on the ground.
Wednesday and Thursday meetings were hosted by the cities of Qingdao, Linyi, Weifang, and Dongying. Qingdao has formalized a clean energy cooperation agreement with the City of San Francisco that was instrumental in bringing together community leaders from both countries.

One of the primary objectives of the SEBIZ program is to connect qualified vendors with vetted project develop-‐ment needs in participating business districts in China. With EERE opportunities vetted by the SEBIZ team through energy audits, the next step was to find qualified vendors with leading clean energy solutions. Through an open RFI process, 12 leading EERE solution providers were identified. In December 2014, the SEBIZ team organized roundtable meetings and 1-‐on-‐1 matchmaking sessions in Beijing and Changzhou, which are home to the two official SEBIZ business districts: the Green Dragon Lake district in Beijing and the Wujin National Hi-‐Tech Industrial Zone in Changzhou. In Beijing, China Development Orient (CDO) has begun construction on their multibillion-‐dollar, flagship Green Dragon Lake district. This project will ultimately become one of China’s premier, world-‐class multicultural exposition centers for diplomats, as well as a business, educational, and cultural zone. The SEBIZ team is helping CDO’s leadership to achieve aggressive sustainability goals by connecting them with a portfolio of leading EERE solution providers from the U.S. and China. Discussions are currently underway between CDO and select vendors to sign MOUs for future procurement of products and services. In Changzhou, in close collaboration with the Wujin National Hi-‐Tech Industrial Zone, the SEBIZ team identified

NEW REPORT! DRIVING CLEAN ENERGY ADOPTION: Regional Approaches and Success Factors in the US and China
In December 2014, Joint Venture Silicon Valley released an insightful report that documents major drivers of clean energy adoption at the regional level in the U.S. and China, sponsored by Optony and SEBIZ. The authors interviewed a variety of stakeholders from the public-‐ and private-‐sectors to determine the primary challenges and success factors that come into play in the following regions: 1) Silicon Valley, CA; 2) Greater Boston, MA; 3) Greater Austin, TX; 4) Greater Jiaxing in Zhejiang Province; and 5) Greater Yangzhou in Jiangsu Province. The report compares energy efficiency measures, renewable energy installations, and alternative fuel vehicle programs. 11 commercial building owners to participate in the program. Through a series of ASHRAE level 1 walk-‐through energy audits performed in Q4 2013 – Q1 2014, coupled with energy use benchmarking, the top three project opportunities were identified in 46 facilities: LED lighting retrofits, rooftop and carport solar PV installations, and building energy management systems. The intended outcome of the RFI and matchmaking process is to ensure that these leading solution providers submit competitive proposals to the building owners for their consideration – and significant results are already being seen for several key project opportunities.
Focus Square Reduces Lighting Use by 73% With LEDs Focus Square is a Taiwanese department store chain with their Focus Square Fashion Plaza located in the SEBIZ business district in Wujin, Changzhou City. In the summer of 2014, Focus completed a major lighting retrofit throughout the mall in which incandescent and metal halide bulbs were replaced with LEDs. The calculated annual lighting energy usage before the retrofit was 1,300,130 kWh/year and after the retrofit was 355,875 kWh/year; an energy savings of 73% or 944,000 kWh annually! The project is expected to reduce annual operating expenses by ¥818,000 ($131,000). This retrofit was 1 of 3 recommendations made to Focus in the SEBIZ Energy Action Report that the team prepared in Q4 2013. Together, SEBIZ project recommendations for Focus were estimated to reduce total energy usage by over 19%.
LED LIGHTING RETROFITS PROVIDE ENERGY SAVINGS IN WUJIN A global electronics manufacturing company and a local shopping mall upgrade to LEDs
Creation Technologies, a global electronics manufacturer, implemented a LED lighting upgrade in their Changzhou facility after receiving their SEBIZ Energy Action Report.
Creation Technologies Reduces Lighting Usage by 50% Creation Technologies is a global electronics manufac-‐turing services provider headquartered in Canada, with one of their 11 manufacturing facilities located in the SEBIZ business district in Wujin, Changzhou City. In Q3 2014, Creation completed a lighting retrofit in which T8 fluorescent tubes were replaced with T8 LED tubes. The power demand of each tube was reduced from 18W to 9W, for an immediate energy and financial savings of 50%! This retrofit was 1 of 3 recommendations made to Creation in the SEBIZ Energy Action Report that the team prepared following the energy audit in Q4 2013. Additionally, the building owner is currently reviewing proposals for a rooftop solar PV system that is estimated to supply 60% of Creation’s electricity usage. Together, SEBIZ project recommendations for Creation were estimated to reduce total energy usage by over 72%.

With an increasing focus on energy intensity and low-‐carbon energy sources within China’s five-‐year planning framework, as well as national-‐ and local-‐level green building requirements, China’s Green Building Evaluation and Labeling (GBEL) program is becoming more prominent. Established in 2008, China’s GBEL program shares many similarities with the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) program, which was developed 10 years earlier, but there are several key differences.
The two programs are similar in that they generally focus on the same criteria: land use, energy, water and resource efficiency, and indoor air quality. However, where they differ is in the weight distribution of total points possible across each of the categories. GBEL and LEED are also similar in that there are three certification levels. For GBEL, projects can achieve a 1, 2, or 3 star rating, with 3 stars being the highest accreditation. LEED projects, on the other hand, can be certified as silver, gold, or platinum, with platinum being the highest possible accreditation. Finally, both programs also have differentiated standards for different building types (GBEL’s residential vs. public, or LEED’s BD+C vs. homes, etc.)
According to a report by the Lawrence Berkeley National Laboratory and Shenzhen Institute of Building Research, the main notable differences in the two programs relate to the administrative structure and flexibility for developers to achieve a

specific rating. In terms of administration, the GBEL program is entirely government-‐run, compared to the LEED model with committees of public-‐ and private-‐sector building industry stakeholders. Another key difference is the requirement of GBEL projects to meet a minimum score across all categories, rather than one total point score. Despite the differences in approach, the market for certified green building projects in China is expected to grow significantly in the coming years.
