PURPOSE AND GOALS OF THE ST. CATHARINES CULTURAL INVESTMENT PROGRAM (SCCIP)The Corporation of the City of St. Catharines makes funds available to not-for-profit arts, heritage and ethnocultural organizations through the cultural investment program (SCCIP). The purpose of this investment is to strengthen, build and invest in the cultural community of the city in order to improve the spirit and quality of life for residents of St. Catharines.

The program aims to achieve the following goals:

Provide access to cultural opportunities for all of St. Catharines’ citizens.

Enhance St. Catharines’ desirability as a community in which to live, work and play.

Celebrate and encourage our cultural and artistic diversity. Promote civic identity. Stimulate economic development and cultural tourism opportunities.

Available funds for 2013City Council has approved $150,000 for this year’s cultural investment program.

DeadlineThe 2013 deadline for all SCCIP program applications is Friday May 31, 2013 at 4:30pm. Applications must be received prior to this deadline to be considered.

It is highly recommended that all applicants contact staff contact toconfirm eligibility and to ensure you are applying to the appropriate program stream of SCCIP.

SUSTAINING PROGRAM DESCRIPTIONThe Sustaining Program is intended for established cultural organizations that have an ongoing presence in St. Catharines and a track record of quality programming or services. It is designed to support a range of cultural activities and art forms, reflecting different cultural traditions, and arts and heritage practices. Under this program, organizations may be eligible for multi-year funding for a maximum of two years, at which time a renewal of funding may be considered.

General EligibilitySCCIP funds are available to organizations that:

are Federally or Provincially incorporated not-for-profit cultural organizations;

engage in ongoing creation, production, presentation and dissemination activities related to the performing, visual, literary and media arts, and to locally relevant heritage, both historical and ethno-cultural.

are based and active in St. Catharines, and provide programming or services that are open to the public and publicized city-wide.

have a diversified revenue base, which can include memberships; significant earned revenue; funding from other levels of government; and support from the private sector through fund-raising activities, donations and sponsorships.

And/or are a service organization with permanent administrative staff and a mandate to provide a range of ongoing services to professional artists and/or non-profit arts and heritage organizations based in St. Catharines.

Additional eligibility for the Sustaining ProgramIn addition to the General Eligibility requirements, applicants must meet the following criteria to be eligible for the Sustaining Program:

Applicant organizations must be in existence for at least two (2) years, must operate on a year-round basis and be a Federally or Provincially incorporated not-for-profit.

All applicants must have ongoing paid professional artistic/curatorial and/or administrative staff.

Where applicable, applicants must pay principal artistic contributors for their services in accordance with generally accepted professional standards.

IneligibilitySCCIP will not fund any project retroactively (ie. projects taking place prior to Sept 2013). If an applicant initiates a project before notification of funding they do so at their own risk. In addition, the program will not fund the following activities, purposes or organizations:

City departments, boards, commissions or advisory committees City programs or projects, social service, religious, sports organizations educational institutions (schools, colleges etc.) conferences and conventions workshops, courses and other forms of training (with the exception of

service organizations providing services to their members) scholarships, prizes and awards individuals donations (including the waiving of fees and charges) groups raising funds for non-cultural causes uniforms or personal equipment deficit reduction

In addition, Sustaining Program funds are not available for: travel, accommodation and tours outside St. Catharines capital projects

EVALUATION CRITERIA FOR THE SUSTAINING PROGRAMAll applications to the SCCIP Sustaining Program will be assessed with the following criteria:Community impact

Activities are conducted primarily in St. Catharines and for the benefit of residents of St. Catharines

Public access to the work is a priority, including access by St. Catharines’ diverse communities

There is a level of engagement with local arts organizations, artists and community groups, including distinct communities

There is substantial and/or growing public interest and attendance for the activities or work

Volunteerism is actively and successfully encouraged in the organization

Activities and services Activities and services are of a quality to merit public support

Activities do not substantially duplicate the efforts of other government supported organizations

There is collaboration with other not-for-profit organizations in pursuing its objectives

Programming and activities demonstrate innovation, development and research in the field

The activities have potential to bring provincial, national or international recognition to St. Catharines

Organizational competence There is evidence of a clear mandate, competent administration,

functional board and an appropriate administrative and governance structure

The organization is financially stable and accountable, and there is evidence of effective short and long term planning

There are appropriate outreach and marketing strategies in place There is an overall quality and consistency in the applicant’s recent

activities There is a demonstrated need for financial assistance from the City There is evidence of a diversified revenue base, which can include

memberships; significant earned revenue; funding from other levels of government; and support from the private sector through fundraising activities, donations and sponsorships.

TERMS AND CONDITIONS OF FUNDINGSuccessful applicants will be expected to adhere to the following

Acknowledgment of fundingThe recipient shall acknowledge the support of the City of St. Catharines by using the City’s logo in all advertising, publicity, programs, signage, and plaques relating to the organization and/or project to which funds are granted. The recipient and project artists shall not hold the City as a partner or otherwise responsible for any obligations relating to the organization and project.

Purpose of fundsSCCIP funds shall only be used for the purposes outlined in the letter of approval and any attachments thereto. Changes in the proposal shall only be

made with the City’s written approval. Any unused portion of the funds remains the property of the City of St. Catharines, and must be returned to the City.

Funding CommitmentAll grants awarded in one year are not to be considered a recurring funding commitment, as all grant requests in following years must be considered according to prevailing circumstances and available resources. If funding is approved for multi-year funding the second and subsequent years are approved in principle only and are conditional upon budget approval.

Disposal of assetsThe recipient shall not sell, lease or otherwise dispose of assets, purchased in whole or part with City funds, without prior written consent of the City.

Repayment of fundsThe recipient and project artists shall repay to the City the whole or any portion of the funds if the recipient:

ceases operating during term of funding; faisl to complete the project; has knowingly provided false information in their application; uses the funds for purposes other than those detailed in the

application; breaches any of the terms and conditions of this Agreement; breaches any of the provisions of the Human Rights Code, in the

operation of this organization and/or project; commences, or has commenced against them, any proceeding in

bankruptcy or is adjudged a bankrupt;Where required, the funds shall be repaid by cheque, payable to the “City of St. Catharines” and mailed to: Recreation and Community Services, 320 Geneva Street, P.O. Box 3020, St. Catharines, ON, L2R 7C2

AccountingThe recipient shall keep and maintain all records, invoices and other documents relating to the Grant in a manner consistent with generally accepted accounting principles and record keeping practices, and shall maintain records for a period of three (3) years. The recipient authorize the City and its agents at all reasonable times to inspect and copy any records,

invoices and documents relating to the Grant, in the possession, or under the control, of the recipient.

ReportingThe recipient shall provide a report to the City within three (3) months of completion of the project or year, providing all details required by the City and, upon request of the City, shall submit interim progress reports.

Copyright and payment of artists’ feesGrants are conditional upon the applicant’s compliance with copyright laws and the appropriate payment of artists’ fees.

Additional termsThe City shall be entitled to impose such additional terms and conditions in its letter of approval, at its discretion.

Personal Information ContentPersonal information, as defined in the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), is collected under the authority of the Municipal Act, 2001, and in accordance with MFIPPA. Personal information collected on this application form will be used to assist in selecting grant recipients and maybe made available to the members of the SCCIP committee and used by City staff for administrative purposes. All information (excluding home addresses and telephone numbers) will be made available to the public. The City reserves the right to verify all information contained in submissions.

APPLICATION REQUIREMENTS – SUSTAINING PROGRAMThe following questions must all be answered in order for an application to be considered complete. Use the checklist to ensure you’ve included all necessary information in your application. Please limit the number of pages for the sections Organizational Profile, Cultural Contribution and Organizational Competence to a total of ten (10) pages (or twelve [12] pages for multi-year applications). Please consider the purpose and goals of SCCIP before completing this application.

For those organizations that operate a facility – please describe that facility and include type of building or facility, size, whether rented, leased or owned and whether repairs or improvements are currently being made.

For requests of $10,000 or less from organizations with revenues less than $100,000, unaudited financial statements may be submitted (or review engagements or audited financial statements). For higher requests and revenue levels, review engagements are required (or audited financial statements). Financial statements should be signed and approved by your Board of Directors.

In your last completed year, if you have a deficit of more than 10% of your operating budget or if you have an overall net deficit of more than 10%, you must attach a deficit reduction plan that includes targets, timelines and responsibilities.

the Organization’s Letters Patent or incorporating documents.4. Sample promotional materials developed by your organization.5. Where available, planning documents.

Final ReportsAll successful grant recipients are required to provide a Final Report outlining their use of the City's funds. Applicants to the current year who received Sustaining funding this past year are exempt from this provision, pending review of past year reporting in the current application. In the event that multi-year funding is approved, an Interim Report must be provided by the recipient prior to the release of the next year's fund allocation. Organizations that choose not to reapply to the Sustaining Program must submit a report within three months of their fiscal year-end. Final Report forms are available on the City's website. Any recipient that fails to submit reports will not be eligible for future funding until required reports are submitted.

In addition to the written report, recipients must submit final actual figures of their Financial and Statistical Information, as well as Financial Statements of the year for which funding was provided. If requested, successful SCCIP recipients will be required to provide copies of all receipts for expenditures covered with SCCIP funds.
