ContractorsBuildingRules&RegulationsForanysecurityandregistrationqueries,pleasecontact0105971209or0105971000.PreambleTherulessetoutbelowrelatetothecontrolmeasuresregardingaccesscontrolforContractors.Acontractor is defined as workers, sub-contractors, professional consultants, advisors, visitors oranyotherpersonassociatedwiththebuildingoperations,andmustregisterwithSecuritypriortoanyworkontheEstate.These rules and regulations are intended to ensure that the quality of life for residents in theEstate is not unduly compromised and the impact to the environment isminimizedby buildingoperations,yetallowingforefficientconstructionbycontractors.Whenacontractorisfoundtobeinbreachofthestatedrulesandregulationsapenaltywillbeimposed.Theextentofthepenaltyisdetailedontheattachedannexure.ItistheresponsibilityoftheMainContractortoensurethatallsub-contractorsareawareoftheEstateRulesandRegulations.TheEstatereservestherighttomakeamendmentsandadditionstothisdocumentfromtimetotime.1. RegistrationProcess Contractorregistrationprocessisasfollows: 1.1 Apply foranapplication formandmakeanappointmentwithsecurity to registeron
eitheroftheabovenumbers; 1.2 Please note that an appointment cannot be carried out if proof of payment is not
providedinadvance; 1.3 ProvidealegiblecopyofavalidIDorpassport; 1.4 Capture of fingerprints and photo. Should security be unable to satisfactrily capture
fingerprints,thenanaccesscardwillbeissued; 1.5 Paymentofanannualadministration feeofR100.00per company,plusR100.00per

2.2 Allpersonnelaretodisembarkfromthevehicle;2.3 SteynCitySecurityreservestherighttosearchanypersonorvehicleuponaccessand
egressoftheEstate.3. BuildingandConstructionVehicles
3.1 OnlyvehiclesinaroadworthyconditionwillbepermittedaccessontotheEstate;3.2 Themaximumvehiclesizethatcanbeaccommodatedis20tonnes(afullyladen6m³
concrete truck is 25 tonnes). The maximum length is 10 metres including a trailer,maximumwheelbaseis7.5metresandmaximumtrackis2.6metres;
3.3 DeliverynotesmustreflecttheContractorSiteandorStandNumber;3.4 TheContractorwillbeheldliableforanydamagescausedontheEstate;3.5 Vehiclesmaynotbeleftinsuchamannerthattheymaycauseanobstructiontoother
roadusers;3.6 Vehiclesmaynotparkoncommonland,aresident’sproperty,trafficislands,orverges;3.7 Should a Contractor or construction vehicle be found to be leaking oil or fluids,
Security will instruct the vehicle to be immediately removed from site, and theContractorwillbeheldresponsibleforanydamagedcaused;
3.8 Vehicleswithmechanical arms/legsmust useprotectione.g. bottomplates to avoidpossibleRoadorsensitivegreenbeltareadamage.
4. TrafficRulesandRegulations
4.1 Aretobeadheredtoatalltimes;4.2 The Estate reserves the right to impose penalties, and to restrict access for repeat
offenders;4.3 Vehicleswithpeoplestandingorhangingover thesideswillnotbe toleratedon the
Estate.5. SiteRegulations
5.1 Allwork/materialspertainingtotheerfmustbecontainedwithintheerfconstructionzoneinaccordancewiththeHoardingPlan;
5.2 Wastebinsmustnotbeoverloaded,andcoveredatalltimestopreventmaterialfromblowingout;
5.3 Persons employed by the Contractor or Sub-Contractors for work on a relevant erfshallbeconfinedtothaterf.Anysuchpersonsbreachingthisprovisionwillbe liableforapenalty,andorremovalfromsite;
5.4 TheaboveruleincludesGardenServices;5.5 IfanyContractororhisemployee is foundstealingandremovingmaterialsorgoods
from an erf without permission, or is involved with any form of violence, thetransgressor/swill bepermanently barred from the Estate. In such cases, SteynCity
reservestherighttoimmediatelysuspendbuildingactivitiesuntilfurthernotice,andapenaltyleviedagainsttheContractor;
5.6 Any disputes between Contractors and their employees must be settled outside ofSteynCity;
5.7 ShouldaContractornotbeabletocollecthislabourandexittheEstateasprescribed,then Security must be notified on contact number 010597 1111, and alternativearrangementsmadebytheContractorwithSecurity;
5.8 NightWatchmenarenotpermittedontheEstate;5.9 The Contractor will at all times adhere to all applicable laws as well as Health and
Safetyregulations.6. Discipline
6.1 Thebuildingcontractorsareexpectedtoconducttheiroperationinareasonableandcooperativemanner;
6.2 Urinatinginthepublicwillnotbetolerated,contractorsorlabourersmustmakeuseofon-sitetoiletfacilities;
6.3 Iftheerfissituatedsothattheconstructiontakesplaceadjacenttoexistingdwellings,the contractormustmake every effort to respect the privacy of the neighbour, andgenerallyreduceinconvenienceasfaraspossible.
7. BuildingActivityTimes
7.1 Buildingactivityisonlypermittedduring06:00-18:00onnormalweekdays;Workwithlow noise levels will be allowed between 08:00-14:00 on Saturdays, with writtenconsentoftheARC;
7.2 Nobuildingactivity ispermittedonSundays,PublicHolidaysorduring the“builders’holiday”;
7.3 Deliveryofgoodsormaterialstoanerfmayonlytakeplaceduringconstructionhours.8. SitePresentation
8.1 The construction/development areawill be fencedwith poles and a diamondmeshfencewith“charcoalcoloured”shadeclothnotlowerthan1.8msecuredthereto;
8.2 Thehoardingmustbekeptneatandtautatalltimes;8.3 The Contractor must keep the construction/development site neat and tidy at all
times, including clearing ofmaterials,mud or spoil whichmay have been driven ordroppedontotheroadorsidewalk;
8.4 Oneapprovedbuildingboardshallbeerectedpersite, in thepositionshownon thehoardingplanapprovedbyARC;
8.5 Boardsmustbemaintainedinaplumbandlevelpositionthroughouttheconstructionperiod, and must be removed immediately after completion of each houseconstructionperiodorasdeterminedbytheARC;
8.6 Nocontractors,sub-contractorsorsuppliersboardsofanykindwillbeallowed;8.7 Thecontractorshallprovideapprovedportablechemical toilet facilities,asapproved
by the ARC, for persons on site. Toilets and changing facilities shall be suitablypositioned,screenedandkepthygienic.Thesefacilitiesaretobepositionedwithintheerfboundaries.
9. General
9.1 Contractors will under no circumstances be permitted onsite if they have not beenregisteredandapprovedbyManagement;
9.2 Accesswillonlybeactivatedforthebuildingperiodindicatedontheapplicationform;9.3 AccesstotheEstateautomaticallyexpiresafteraperiodofseven(7)daysofinactivity;9.4 Fireswillnotbepermittedforcooking,heatingorotherpurposes;9.5 FirearmsordangerousweaponsarenotpermittedontheEstateatanygiventime;9.6 Contractorsarenotpermittedtobringpets,birdsordomesticanimalsontotheEstate;9.7 Penalties: Access onto Steyn Citywill be suspended after seven (7) days, if proof of
paymentisnotreceivedbytheSteynCityAdministrationOffices;9.8 UndernocircumstanceswillillegalimmigrantsbepermittedontheEstate.
10. Indemnity
