Made up of 6 Commissioners (one for each coastal country) and a chairman
Chairmanship for one year and rotates between coastal countries

Two of the contracting parties to the Black Sea Commission are now members of theEU
This presents new challenges and opportunities for the BSC as well as for the EC(that has an observer status in the BSC)
EU is an important partner of the Black Sea Commission, and provides substantialcontribution to the protection of Black Sea through the countries as well as through
the BSC
EU expressed its intention to be a member to the Convention to contribute further toits aims

Each Contracting Party shall define its policy regarding the use of dispersants incombating oil pollution and describe it in its NCP. For this purpose theContracting Parties shall follow the "Guidelines for the use of dispersants".
Each Contracting Party shall inform other Contracting Parties on its policyregarding the use of dispersants. The information shall include at least the list
of dispersants approved for use in territorial waters of the Contracting Partyand zones where the use of dispersants is allowed, restricted or prohibited.

BG: Scientific opinion would be needed on the use of dispersants
GE- Waits for regionally agreed guidelines.
RO: For the region Common methodologies/guidelines are needed.
TU: Dispersant policy is being developed.
UA: no special policy
RU: Most advanced, there is well developed policy on Dispersants.

Contingency Plan, Volume 2:Response to Harmful Substances Other Than Oil

Item 11 of Ministerial Declaration on the Protection of the Black Sea (Odessa
Declaration) 1993 the Ministers responsible for the protection of the marineenvironment of the Black Sea coastal states expressed their commitment to developnational and regional contingency plans in accordance with the requirementsidentified by the Convention on the Protection of the Black Sea against pollution inemergency situations".
Emergency Protocol, Article 2
The Contracting Parties shall endeavour to maintain and promote, either individuallyor through bilateral or multilateral cooperation, contingency plans for combatingpollution of the sea by oil and other harmful substances.
