Additional Response to EPA IPPC Licence Application Queries

Q 8.

Review the standard of treated effluent discharged from the effluent treatment plain to Dundalk Bay, with reference to the BAT-associated emission levels for Discharges to Water as specified in the Agency's Draft BAT Guidance Note on Best Available Techniques for the Brewing, Mulling & Distilling Sector ('Final Draft Oct 2006) and emission levels for waste water given in the IPPC Reference Document on Best Available. Techniques in the Food, Drink and Milk Industries {August 2006). Note that in the case of emissions outside the BAT guidance level a full evaluation of the existing abatement/treatment system must be provided and a planned programme of improvement towards meeting upgraded standards is required.

The “Draft Guidance Note on Best Available Techniques for the Brewing, Malting and Distilling Industry” (EPA Final Draft Oct. 2006) sets out the BAT Associated Emission Levels for Discharge to Water (Ref: Section 6.2,Table 6.2., page 17 of that document). The emissions from Cooley Distillery are, with the exception of suspended solids, in compliance with that Table as follows:

The BOD values before and after treatment as set out in Table E2. (i) of the Licence Application are 3,000 mg/l (max daily average) prior to treatment and 100mg/l after treatment. This represents a BOD removal of greater than 90%. At the lowest range of untreated BOD concentrations (1,500mg/l) the treated value of 100mg/l still represents greater than 90% removal. The emission level specified in the EPA BAT Guidance Note is for removal “greater than 90% or 20-40 mg/l”.

The EU ”IPPC Reference Document on Best Available Techniques in the Food, Drink and Milk Industries” (August 2006) predates the EPA BAT Guidance Notes and is a far broader document in that it attempts to deal with a very wide range or food/drink related activities including fish processing, dairy, wine making as well as brewing/distilling. That EU document concludes that BAT for the food/drinks sector, when taken collectively, could be <25mg/l BOD. However as previously noted the more industry specific (brewing/distilling) EPA document allows for the alternative of >90% BOD removal as BAT and as this document post dates that of the EU the EPA took account of the EU document (and is included in the EPA’s references in their BAT document) when it established the alternative limit of >90% BOD removal.

Suspended Solids (SS)

From the monitoring reports submitted to Louth Co.Co., (Louth County Council Reports, copies enclosed) it is apparent that the BAT value of 50mg/l for suspended solids has, on occasion, been exceeded (EPA Draft BAT Guidance Note Ref: Table 6.2.) This is due to the formation

of filamentous sludge (a known feature of distillery effluents) in the final clarifier and this carries through the reed bed.

In order to remove this SS source Cooley Distillery are in the process of finalizing the design for installing a sand pressure filter complete with a backwash facility. Much of the hardware for this installation is already on site. Following installation of this equipment it can be confidently expected that the BAT SS values will be complied with.

The sand pressure filter is a vertical cylinder with a diameter of 2490mm, a straight shell 1300mm, and 400mm deep dished ends.

Q 12.

Provide a copy of the most recent chemical/bacteriological survey of the water, and biological survey of the sea bed, together with an analysis of sediments for copper, lead and zinc, in the vicinity of the discharge point.

The chemical analyses are provided in the Attachment “Dundalk Bay Samples”

Note: During the course of seawater sampling copper analysis was overlooked. New water samples have been collected and are currently being retested.

The analyses of repeat water samples from six locations in the vicinity of the discharge point have been added to the Attachment “Dundalk Bay Sediment and Water Samples (Amended)”

Q 14.

In relation to the- proposed landspreading of sludge from the effluent, treatment plant provide details of the nature and quality of sludge generated and the total sludge storage capacity on-site.

Calculation of the quantities of sludge generated is based on the following:

Max effluent flow rate; 12m3/hr

Raw effluent BOD (range 2,000-3,000) 2,500mg/l

Treated effluent BOD 100mg/l

Sludge Solids/BOD: (range 30-40%) 40%

Sludge Solids Content: (range 4-6%) 5%

Resultant Sludge Generated: 5.53m3/day

Five storage tanks (See Attachment No. D of original IPPC application) with a combined capacity of 245m3 are currently used for holding sludge for the duration of the land spreading restriction period (15th Oct. to 15th January). This storage capacity is adequate as the distillery is working at 50%capacity, which results in a corresponding reduction in sludge generation. An additional tank of 370m3 capacity is available which can be brought into service as increases in production take place.

A copy of the Sludge Analysis is attached.

Demonstrate that there is adequate capacity for sludge recovery by completion of a nutrient management plan, as per guidelines attached (Preparation of an NMP). Give details of the proposed application rates, periods of application and mode of application. Complete Table IIB (ii) for each farm and submit completed sign-off form.

Teagasc has been commissioned to prepare NMPs for each of the local farms used for the application of the treatment plant sludges generated. Once completed these plans will be submitted to EPA.

The NMPs commissioned from Teagasc are in the final stages of preparation and will be forwarded as soon as they are received.

Q 15.

Provide details of the operation of the MVR evaporator fan and air

compressors, (i.e., periods of operation, daytime/night-time operation).

The plant and associated equipment such as the MVR evaporator and compressors operate over 24 hours, 5 days per week.

Clarify the current level of night-time noise emissions.

Night-time generated noise levels are similar to daytime levels. (Attachment No. E.5 of original Application)

Provide details of completed and proposed upgrading of the acoustic panel enclosure on the evaporator fan. including a time scale for completion of works.

The performance of the current acoustic housing is compromised due to being open in parts and being fitted with a grade of fiberglass insulation that is less than ideal. It is proposed to undertake work to ensure that the unit is more fully enclosed and to replace the present insulation with a grade of Rockwool (RW 5) which is more suited for acoustic dampening purposes. To allow access and room for fitting this increased acoustic insulation the unit has to be moved slightly. This work is currently in hand.

After completion of the MVR fan enclosure and the relocation of an air compressor, which had caused some concern about noise levels at the main gate, additional noise readings were

taken at various locations at the site boundaries and at nearby dwellings.

These are given in attachment “NOISE LEVELS NOVEMBER 2007”. The locations still showing elevated levels are those to the north of the distillery exposed to noise from the MVR fan. It should be mentioned that Cooley has never received any complaints about noise levels from any of the immediate neighbours. Indeed the occupant of the white house to the north of the distillery, who was spoken to during the latest survey, reported no awareness of any loud noises from the distillery.

Q 16.

Please confirm the thermal input (MW) for the Process Steam Boiler A1-1, the domestic boilers A3-I, A3 -2 and any back-up boilers used on-site. Assess the impact of emissions to air from main emission points, (i.e., Al-1 and any back-up boiler), with particular reference to ambient air quality standards, by means of an appropriate model. Full details should be provided of any dispersion modeling undertaken.

Process Steam Boiler Al-1: 9.982 MW

Domestic (office) boiler A3-1: 0.139 MW

Domestic (canteen) boiler A3 –2: 0.040 MW

No dispersion modeling has been undertaken. In the context of the setting and the scale of the emission it was considered that a simple screening exercise would be adequate. However following an initial investigation for the use of such a simple model these proved to be unsuitable for a number of reasons. A more suitable dispersion model is now in being undertaken.

Wright Environmental Services have completed a SCREEN3 Dispersion Model of NO2 and SO2 from Boiler A1-1. A copy of this report is attached. The report concludes that “the resultant estimated maximum one hour ground level concentrations of NO2 and SO2 are not breaching ambient Air Quality Standards.”

Cooley Distillery, Co. Louth – Dispersion Modelling Screen - NO2 and SO2

1. INTRODUCTION

At the request of Mr. David Kelly, Wright Environmental Services carried out a

SCREEN3 Dispersion Model to determine the impact of NO2 and SO2 emissions from

Cooley Distillery boiler (Emission Point Reference A1-1) on ground level

concentration in the vicinity of the distillery.

This information was requested by the EPA in relation to the IPPC license application

to ensure that emissions from Cooley Distillery were capable of meeting Air Quality

Standards.

The impact assessment was carried out using the Lakes Environmental computer

based screen dispersion modelling program; Screen View. This is windows interface

for the US Environmental Protection Agency (EPA) screening model, SCREEN3.

The results from the screen are estimated maximum one-hour ground level

concentrations at discrete distances from the source.

Relevant legislation which refers to air quality standards in Ireland is given in Table

1. Source input data for the emission point A1-1 are in Table 2. Maximum ground

level concentrations are presented in Table 3 where they are compared to the air

quality standards. A graph illustrating the estimated maximum one-hour ground level

concentrations at discrete distances from the source are presented in Figures 1 and 2.

The output reports from the assessment are presented in Appendix I.

2 AMBIENT AIR QUALITY STANDARDS

In order to assess potential impact of air emissions from this facility on the

environment the results were compared with established air quality standards.

Ambient air quality standards for NO2 and SO2 are outlined in the Council Directive

1999/30/EC of 22 April 1999. These limits have been enacted into Irish Law under

S.I. No. 271 of 2002.

Table 1 illustrates the air quality standards set in S.I. No. 271 of 2002 that can be

compared to ground level concentrations from this dispersion model assessment.

3 AIR DISPERSION MODELLING ASSESSMENT

The dispersion model assessment was carried out using the Lakes Environmental

software – Screen View, a windows interface for the US Environmental Protection

Agency (EPA) screening model, SCREEN3. The SCREEN3 model was developed to

provide an easy-to-use method of obtaining pollutant concentration estimates. These

estimates are based on the document "Screening Procedures for Estimating the Air

Quality Impact of Stationary Sources" (US EPA 1995).

Using this SCREEN3 modelling program, ground level concentrations of NO2 and

SO2 were estimated at discrete distances up to 5 km radius around the source A1-1.

For the purposes of this screen modelling assessment, building downwash and terrain

data was not considered. Results are calculated based on all meteorological classes

and wind speeds. A1-1 is a point source. Cooley Distillery is in a rural area.

Table 2 specifies the source input information for A1-1 that was required for

modelling. The NO2 emission rate (g/s) was obtained from the oil usage rate and

from the concentration of NOx in the flue gas (supplied). The SO2 emission rate (g/s)

was calculated from the oil usage rate and taking the maximum concentration of 1%

sulphur in the oil. Other stack parameters were supplied by the client.

4 RESULTS An assessment of the impact of NO2 and SO2 emission from the boiler A1-1 at Cooley

Distillery on the ambient air quality from the emission points was carried out using

the SCREEN3 modelling program Screen View; a computer based screen dispersion

model.

The model calculates estimated maximum one hour concentrations at discrete

distances from the source up to 5 km radius around the source. The maximum one

hour concentrations ground level concentration are presented in Table 3 below where

they are compared with the Air Quality Standards set in S.I. No. 271 of 2002. A

graph illustrating the results of the assessment is presented in Figures 1 and 2 below.

From these results above it can be seen that the ground level concentrations of NO2

and SO2 from the Cooley Distillery boiler emission point A1-1 are not breaching

ambient air quality standards.

Based on NO2 and SO2 emissions from the boiler A1-1 at Cooley Distillery, the

resultant estimated maximum one hour ground level concentrations of NO2 and SO2

are not breaching ambient Air Quality Standards.
