Cooperating Deer Processors and Taxidermists

Why are there restrictions on the movement of high-risk parts?

High-risk parts contain the highest concentration of CWD prions and pose a risk of spreading CWD to other deer and elk if exposed. Therefore, regulations prohibit the removal or export of the high-risk parts of cervids harvested, taken, or killed, including by vehicular accident, from within any Disease Management Area (DMA) or Established Area (EA) within the Commonwealth. Regulations also prohibit the importation of the high-risk parts into Pennsylvania from any CWD positive state. The movement of high-risk carcass parts is a potential avenue through which CWD could be spread.

What are high-risk carcass parts?

High-risk carcass parts include: head (including brain, tonsils, eyes, and lymph nodes); spinal cord/backbone (vertebra); spleen; skull plate with attached antlers, if visible brain or spinal cord material is present; cape, if visible brain or spinal cord material is present; upper canine teeth, if root structure or other soft material is present; any object or article

While deer taken within the DMA can be taken to any processor or taxidermist located within that DMA, it is unlaw-ful to remove the high-risk parts of a deer from any DMA UNLESS it is being taken to an approved location. Deer har-vested within the EA can be taken to any processor or taxidermist located within the EA or to an EA approved loca-tion. If using a processor or taxidermist outside of that area, high-risk parts must be removed prior to transport.
