Japan – Mekong Region Cooperation in the ICT and Postal Field
1. The 8th Mekong – Japan Summit (September 7th, 2016)
- The Leader of Japan strongly commended own efforts made by the
Mekong countries and stressed its continued assistance in order to
promote further development and "quality growth" of the region as a
whole.
2. In the ICT and Postal Field
Ministry of Internal Affairs and Communications also promotes “quality
infrastructure investment” in the ICT and Postal field continually.

Overview of the Japan ICT Fund (JICT)
Fund Corporation for the Overseas Development of Japan’s ICT and Postal
Services (Japan ICT Fund : JICT) is a public-private fund with the aim of supporting
business operators who implement such projects as telecommunication projects,
broadcasting services, postal service and other related projects overseas by
financing, dispatching experts, etc.

1.Cooperation in postal services capacity improvement by technical support
○ Along with the MoC in the postal field, signed by MIC and MCIT (MoTC), the technical guidance on postal operation has been
given to Myanmar from Japan. ODA project (Technical cooperation) started in June 2016.
2.Support the introduction of new businesses and new services
○ Money orders utilization by ICT <MIC project>(Hitachi)→Remittance duties (E-telegram, mail) to be online work.
Area expansion for 18 POs in FY2015, for 156 POs in Oct. 2016
○ Collection Services in PO counter(Marubeni)→Trial with electricity bill, water bill, allotment may start in Dec. 2016
in 3 POs, which is located in Yangon.
○ The Postbox with ADs (Nagata)→Mandalay, Nay Pyi Taw = Under setting as scheduled (Done 70, Left 20).

Postal services are improved in Nay Pyi Taw, Yangon and Mandalay as follows.
• DEMS are delivered within 2 days.Others (ordinary letters, registered letters and parcels) are delivered within 3 days.
• The rate of delivery of mails = over 99%.• The rate of customer satisfaction = over 70%.• Mid-long term Plan for Postal Services

1. Consultation by Japan Post on mail services improvement
○ Based on the Memorandum of Cooperation in the postal field between Ministry of Internal Affairs and
Communications of Japan and Ministry of Information and Communications of Vietnam,
Japan Post and Vietnam Post concluded three contracts (①technical guidance in Hanoi, ②technical
guidance in Ho Chi Minh City, and ③consulting for new sorting centers).
2. Improvement of work efficiency and the introduction of new service
utilizing electronic money <MIC Project>
○ SMBC, Hitachi and Vietnam Post cooperated on work related to the payment of social security
subsidies and pensions in electronic form (previously paid in cash at post office counters),
to be introduced on a trial basis in some regions from April 2017.

* Days required for delivery between Hanoi and Ho Chi Minh City:
Registered mail: reduced from an average of 7 days (Jan. 2015) to 6 days (Jan. 2016)
Parcels: reduced from an average of 8 days (Jan. 2015) to 6 days (Jan. 2016)
