Introduction • The Programme on Climate Change Adaptation and
Mitigation in Eastern and Southern Africa (COMESA-EAC-SADC), commonly referred to as the Tripartite Climate Change Programme
• five year Tripartite Climate Change Programme under the joint implementation of COMESA, EAC and SADC;
• purpose -to increase investments in climate resilient and carbon efficient agriculture and its linkages to forestry, land use and energy practices in the COMESA-EAC-SADC countries
• The overall objective; address the impacts of climate change in the COMESA-EAC-SADC region through successful adaptation and mitigation actions which also build economic and social resilience for present and future generations.

Overview
• The Programme’s is funded through a multi-donor financing arrangement involving the Royal Government of Norway, Government of the United Kingdom & Northern Ireland (UK)-DFID/UK Aid and the European Union (EU).
• The three Regional Economic Communities (RECs) signed an Implementation Agreement bases on the above three financing agreement entered into between Development Partners & COMESA on behalf of the Tripartite RECs

Overview • Specific objectives:
• contribute to the adoption of key elements of the African climate solution and mainstreaming of climate change in national planning;
• support member states to access adaptation funds and other climate change financing sources and mechanisms through national investment frameworks for climate adaptation in agriculture, forestry and other land uses;
• enhance adoption of Climate-Smart Agriculture in COMESA-EAC-SADC region;
• strengthen capacity in national research and training institutions and implementation of research programs;
• implement climate vulnerability assessments and analysis;

region with carbon trading benefits; and
• establish a regional catalytic facility (Results Facility) to support investments in national climate smart agriculture programs Climate-smart agriculture is agriculture that sustainably increases productivity, resilience (adaptation), reduces or removes GHGs (mitigation), and enhances achievement of national food security and development goals. (FAO, 2010)

• It is coordinated by the EAC secretariat within the EAC region as one of the priority projects;
• Recognizing that;
• 925million people (FAO, 2010), number of chronically hungry people in the world,
• 75% of the worst affected reside in the rural areas of developing countries, their livelihoods depending directly or indirectly on agriculture.
• Strengthening agricultural productions systems-fundamental means of improving incomes and food;

• Agriculture, the key economic sector of most low income developing countries, improving resilience of agricultural systems is essential for climate change adaptation;
• CSA provides that option of ensuring food security and environmental management through CC adaptation
• planning;
• support member states to access adaptation funds and other climate change financing sources and mechanisms through national investment frameworks for climate adaptation in agriculture, forestry and other land uses;
• enhance adoption of Climate-Smart Agriculture in COMESA-EAC-SADC region;

Climate Smart Agriculture(CSA)
• Climate-smart agriculture; agriculture that sustainably increases productivity, resilience (adaptation), reduces/ removes GHGs (mitigation), & enhances achievement of national food security & development goals (FAO, 2010).
• The Programme’s definition of Climate-Smart Agriculture includes a range of approaches with particular emphasis on:
• Conservation Agriculture (CA) comprising of generally reduced tillage, maintenance of a mulch and inclusion of legumes in the rotation);
• integration of trees within the farming practice (agroforestry);

• improved range management in mixed farming systems including reduced uncontrolled burning and increased sequestration of carbon in the soil or vegetation; &
• other approaches will be considered which have an innovative approach to increasing resilience to climate change or the sequestration of carbon within agricultural systems.
• Up-scaling climate smart agriculture practices and policies is directly linked to strategic objective 3 (SO3) of the programme which is enhancing adoption of Climate Smart Agriculture in the COMESA-EAC-SADC Region. Under this specific objective, the programme seeks to make a difference in 3 result areas

Climate Smart Agriculture Projects
• Result 3: Piloting of minor investment projects on climate smart agriculture.
• Pilots target about 5000 households-costing approximately US$250,000 to US$350,000 per project site per year.
• COMESA-EAC-SADC will identify in-country partners to implement these pilot projects;
• Lessons learnt from the implementation of the regional conservation agriculture projects piloted will shape the implementation of the anticipated 14 pilot projects.

Progress
• agreement on the scope of work on the climate smart agriculture project;
• agreement on the best practices on CSA programming;
• Agreement of the NCSA full proposal for implementation FY 2014/15;
• developing mechanism for the initiation and implementation of the CSA pilot projects with member states

Conclusion
• Still borrowing existing efforts in the national/regional which the NTF can learn from(FAO),
• success of the pilot projects will form basis for further projects in the region

Recommendations • Build the capacity of the national task forces to coordinate the
projects
• Tap on existing efforts both at national and regional level; NGOs, Governments etc and share lessons
• FAO assist in the coordination of the NTF
