Shooting in Coos Bay CBPD release - On 02/21/21 at 1655 hours, Coos Bay Police Department re-ceived a 911 call of a man shot at the Englewood Market. Officers arrived on scene and located a male subject with a gun shot wound to his upper left thigh. The victim male was identified, and the officers rendered first aid to him until medics arrived shortly after and took over. Officers were able to obtain a brief statement from the victim and wit-nesses and were able to develop a sus-pect vehicle and persons of interest in the case. It was also learned by officers that the victim was familiar with some of the involved persons associated to the vehicle and that this wasn’t a random act of violence. Officers were able to obtain video footage of the incident and collect-ed evidence left at the scene. At this time, the vehicle and the shooter have not been located and are still at large. The Coos Bay Police Department is ask-ing anyone who may have information about the incident or who may recognize the male in the pictures to contact the Coos Bay Police Department at 541-269-8911 or Coos Stop Crime at 541-267-6666.

Vehicle Involved in Englewood Shooting

has been Located CBPD release - On February 24, 2021, Detectives with the Coos Bay Police Department located the gold Cadillac

(OR. License Plate – 088 JDR.) This vehicle is no longer of interest. The subject directly involved in this incident is still at large and has not yet been posi-tively identified. The case is still active-

ly being investigated and all leads are being followed up on. The Coos Bay Police Department is asking anyone who may have information about the incident to contact the Coos Bay Police Depart-ment at 541-269-8911 or Coos Stop Crime at 541-267-6666.

Guilty Pleas from 2018 According to a news release from Coos Co. District Attorney R. Paul Frasier dated Feb. 11, 2021, “Yesterday after-noon Frank Glen Mason IV entered guilty pleas to several crimes related to the incident of November 13, 2018 in North Bend, Oregon. Mr. Mason plead guilty to the following crimes: 1. Man-slaughter in the First Degree as to the death of Leslie Mason; 2. Attempted Murder in the Second Degree as to the shooting of Lindsay Pease; 3. Unlawful Use of a Weapon as to the defendant shooting at Jarrod Pultz; 4. Unlawful Use of a Weapon as to the defendant shooting at Robert Marshall; and 5. Recklessly Endangering Another Person as to one of the shots fired by Mr. Ma-son passing into a neighboring house and nearly striking an occupant in that house. Sentencing in the case is set for February 26, 20121 at 1:00 p.m. in the courtroom of the Honorable Martin Stone.”

Mason Sentenced A 57-year old Bay Area male who was convicted of killing his wife and injuring his step-daughter back in November of 2018 during a shooting incident was sentenced Friday, Feb. 26, to 300-

months in prison by Coos Co. Judge Martin Stone at the Courthouse in Co-quille. According to a news release from District Attorney R. Paul Frasier, Glen Frank Mason IV was sentenced to 120-months for the death of Leslie Ma-son, and 90-months for the attempted murder of Lindsay Pease. He is not eli-gible for any early release and must serve every day of his sentences. Mason also received an additional 30-months in prison for Unlawful Use of a Weapon pertaining to Jarold Paultz, an individual Mason shot at when he fled the scene, and another 60-months for shooting at Robert Marshall while fleeing the scene. Another charge of Recklessly Endanger-ing Another Person, “pertaining to one of the shots fired by Mr. Mason as he was fleeing the scene striking a nearby residence and passing through an occu-pied room (no one was injured), the de-fendant was sentenced to 364-days in the Coos Co. Jail.” The five sentences will be served consecutively.

Death Investigation A “person of interest” in the death of 28-year old Michael Moore was taken into custody Tuesday afternoon, Feb. 2, at a motel in Coos Bay. According to a news release from Coos Co. District Attorney R. Paul Frasier, officers with the Coos County Community Correc-

tions and Coos Bay Police Dept. located Joshua James Thompson in a room at the Super 8 Motel on North Bayshore Drive. He was taken into custody with incident. Thompson was transported to the Coos Co. Jail at Coquille and is be-ing held on an alleged Parole Violation warrant. “No charges regarding the death of Mr. Moore have been filed at this time.” Moore was killed December 27th following what police described as a possible road rage incident.

Secret Indictment The suspect in the death of a 22-year old Bay Area male December 27, 2020 was secretly indicted by a Coos Co. Grand Jury Friday, Feb. 19, in Coquille on a charge of Murder in the Second Degree. According to a news release from Dis-trict Attorney R. Paul Frasier, 40-year old Joshua James Thompson was also charged with Failure to Perform the Du-ties of a Driver to Injured Person. Twenty-two witnesses testified. Thomp-son who allegedly ran down Michael Moore with a vehicle following an al-leged road rage incident in North Bend, is next scheduled to appear in court on March 22, 2021.

Drug Lab An alleged drug lab at a residential du-plex in Coos Bay was raided early Fri-day morning, Feb. 5, during the execu-tion of a Department of Homeland Secu-rity warrant. Officers with the Coos Bay Police Dept., Coos Co. Sheriff’s Office and the Oregon State Police assisted in the serving of the warrant near La Clair and Thomas streets. Two adults were taken into custody, a male and a female, and a three-year old child was placed in

the custody of Child Protective Services. An Oregon State Police clandestine lab team was dispatched to the site to help dispose of any illegal/dangerous chemi-cals. Names of those arrested have not been released.

SCINT Drug Bust Follow up Thomas, Coos Bay

SCINT release - On 2/5/2021 The De-partment of Homeland Security, SCINT, Oregon State Police, Coos County Sher-iff’s Office, Coos Bay Police, Curry County Sheriff’s Office Coos County District Attorney’s Office and Parole and Probation conducted a search war-rant at 1816 Thomas Ave. in Coos Bay, Oregon. The investigation stemmed from a seizure from Homeland Security who had taken several kilo’s of product en route to the Coos Bay area for the purpose of making DMT (N,N-Dimethyltryptamine, a psychedelic drug). The substance was mailed from Mexico directly to the above mentioned residence. With further history into the investigation it was determined there had been numerous other packages that had in fact been delivered. During the exe-cution of the search warrant an active lab to extract DMT was located on the prop-erty. Also located in the residence was a large quantity of psilocybin mushrooms and suspected LSD, Firearms, Large amount of US Currency and precursors for the making of DMT. Oregon State Police clandestine lab team and US Ecology responded to assist with safely removing the DMT lab. The Oregon Department of Human Services/Child protective services took the 3 year old into protective custody. The child was

evaluated at the hospital for any signs of exposure to the chemicals involved. Two involved, Haven Tre McCoy (25 year old), and Kali Nacona Flowers (24 years old) were taken into custody and transported to the Coos County Jail.

iff’s Office received a report of a hit and run crash which had occurred at West Laverne County Park. The reporting party said the vehicle had exited the roadway and caused damage to a fence there and that the driver had the odor of alcohol coming from his person. Depu-ties from the Coos County Sheriff’s Of-fice responded. While in route the sus-pect vehicle was seen driving towards Coquille on Fairview Road. Based upon the report of the witness the vehicle was stopped for suspicion of Driving Under the Influence of Intoxicants and Fail to Perform Duties of a Driver. The driver was identified as 42 year old William Blum who exhibited signs and indicators of alcohol impairment. Blum consented to Standardized Field Sobriety Tests and was ultimately placed under arrest for Driving Under the Influence of Intoxi-cants. Blum later provided a breath sample which showed him to have a BAC of .24%. The crash was investigat-ed and upon finding the crash scene, very little to no damage was found mak-ing the roadway departure a nonreporta-ble crash. Blum was cited for Driving Under the Influence of Intoxicants and

will be referred to the Coos County Dis-trict Attorney’s Office alleging the crime of Recklessly Endangering Another, a female passenger.

VRO, Lakeside CCSO release - On February 1st, 2021 at approximately 7:53 PM, the Sheriff's Office Dispatch received a report from a female stating her brother, 26 year old Nathaniel Savage was at her residence. Nathaniel has an active restraining order against him preventing him from being at her residence. At approximately 2024 hours, Sheriff’s Office Deputies arrived on scene and took Nathaniel into custo-dy without incident. Nathaniel was transported to the Coos County Jail where he was booked and lodged on the charge of violation of a restraining order.

Lakeside Accident CCSO release - On 02/05/21 at about 2:39 p.m. Deputies who were patrolling the city of Lakeside were dispatched to a two vehicle traffic crash on Hwy 101 near Airport Way, just south of the city of Lakeside. Deputies arrived within minutes, rendered first aid and secured the scene. An investigation revealed a

small SUV driven by 72 year old Timo-thy Krost of Lakeside was entering Hwy 101 from Airport Way when it was struck by a northbound pick-up towing a trailer being driven by Bryan Winchester 60 YOA of Grants Pass. Witnesses on scene confirmed the above information and further stated, “The truck had no time to react.” Mr. Krost was transport-ed to Lower Umpqua Hospital in Reed-sport with unknown injuries. Mr. Win-chester was evaluated and released at the scene. The crash is being investigated further by the Oregon State Police. Lakeside Fire members assisted on sce-ne. The Highway was partially shut down to one lane of travel for over an hour until the vehicles were removed from the location by Mast Brothers Towing.

Attempt to Elude, Hwy. 42

CCSO release - On 02/04/21 at about 12:42 hours a silver SUV approached a traffic control area, due to a previous crash on Hwy 42 near Garden Valley Road. The driver of the vehicle inten-tionally crashed into several vehicles at

the location including at least one Ore-gon Department of Hwy (ODOT) vehi-cle. During the initial incident the driver of the suspect vehicle, later identified as 55 year old Robert K. Schuster of Rose-burg, Recklessly Endangered six indi-viduals and endangered three Hwy workers. Mr. Schuster continued to drive through the flagging placed out while also impacting a bank. Mr. Schus-ter continued Westbound on Hwy 42 with two flat tires and heavy driver side damage to his vehicle. While exiting the area Mr. Schuster passed an on-duty Deputy Sheriff who was waiting to pass the traffic revision from the west side. The Deputy immediately noticed the heavy damage and flat tires and attempt-ed to stop the silver SUV. A short vehi-cle pursuit ensued at speeds of approxi-mately 30 mph. Eventually the vehicle shut off and was disabled in the west-bound lanes of travel due to damaged sustained from the incident. Mr. Schus-ter failed to exit the vehicle upon com-mands by Deputies. While waiting for additionally officers, the Coos County Sheriff’s Office Dispatch Center advised that the Douglas County Sheriff’s Office

had been dealing with Mr. Schuster all day. Dispatch further advised it was re-layed by Douglas County that Mr. Schuster was, “Homicidal and Suicidal.” After a hasty plan was made, Deputies were successful in removing Mr. Schus-ter from his vehicle without injury to Mr. Schuster or responding officers. Traffic was halted in both west and east-bound lanes for less than 10 minutes while Mr. Schuster was taken into custo-dy. Mr. Schuster was transported to Bay Area Hospital and paperwork filled out for a “Police Officer Hold” for mental evaluation. Mr. Schuster will be referred to the D.A.’s Office on several charges stemming from the incident. The case was investigated by Deputies from the Coos County Sheriff’s Office and Troopers from the Oregon State Police.

DUII. Beaver Hill Rd. CCSO release - On February 7th, 2021 at approximately 2:55 PM an employee with the County Roads department ob-served a white Ford truck driving errati-cally on Beaver Hill Rd. near North Bank Ln. This employee relayed this information to the Coos County Sher-iff’s Office, who sent a Deputy to look for the vehicle. The Deputy was able to locate the truck as it was driving into Coquille. A traffic stop was performed for observed traffic violations, and 6 1year old Robert L. Harte of Myrtle Point was discovered to be driving. The Deputy, assisted by the Coquille Police Department, observed factors that led him to believe Mr. Harte was likely im-paired. Mr. Harte was asked to perform Standardized Field Sobriety Tests, and at

the Conclusion of those tests he was placed under arrest for DUII. Mr. Harte was transported to the Coos County Jail where he submitted to a breathalyzer test. Mr. Harte’s BAC was concluded to be %0.30. Mr. Harte will be referred to the District Attorney’s Office for charg-es.

PCS Heroin CCSO release - On February 7th, 2021 at approximately 11:00 AM, a Coos County Deputy performed a traffic stop for multiple traffic violations on a car near the intersection of Libby Ln. and Capitol Dr. in Coos Bay. The driver of the vehicle was later identified as 28 year old Andrew Riggs of Coos Bay, and a passenger in the car was identified as 24 year old Michaela Bindra of Coos Bay. Through this traffic stop, the dep-uty observed what appeared to be nar-cotics in the vehicle. There was also a large quantity of bullets sitting on the passenger side floorboard. The Deputy contacted Ms. Bindra’s PO, who re-quested she be detained. Mr. Riggs was removed from the vehicle, and Deputies discovered he had a concealed handgun in his pocket. The gun was removed, found to have a round in the chamber with the safety off, and loaded with a full magazine of 9mm rounds. A search of the vehicle led to Deputies finding a bag with over 2 grams of suspected Her-oin, a small bag with approximately a half gram of suspected Methampheta-mine, a torch lighter, and over 40 rounds of ammunition inside the car. Ms. Bin-dra was transported to the Coos County Jail on a parole violation. Mr. Riggs was

cited and referred to the District Attor-ney’s office for charges.

Stolen Vehicle, Whisky Run Lane

CCSO release - On February 7, 2021, at approximately 5:38 PM, the Coos Coun-ty Sheriff’s Office received a call from a man, stating he was currently on Whis-key Run. The male identified the female in possession of his stolen vehicle as his ex-girlfriend, 39 year old Amy Bumcrot. The male gave Dispatch the female’s information and license plate of the black Toyota Tacoma, while attempting to stay on scene waiting for Deputies to arrive. Dispatch contacted the Douglas County Sheriff’s Office and confirmed it was stolen. It was also discovered Bumcrot has more than one active war-rant for her arrest and was on probation out of Lane County. A Bandon Police Officer assisted in responding to the scene, located the Tacoma traveling

south on Whiskey run, and initiated a high-rick traffic stop at the intersection of Whiskey Run and Randolph road. Bumcrot was taken into custody without further incident. During the investiga-tion, ammunition and a magazine were located inside the vehicle. Bumcrot’s Probation Officer was contacted and issued a Probation Violation Detainer. Bumcrot was transport to the Reedsport Police Department Jail for the Probation Violation Detainer, Felon in Possession of a Firearm, Possession of a Stolen Ve-hicle, Driving While Suspended – Mis-demeanor and the active Warrants. Bumcrot was lodged on the abovemen-tioned charges as well as issued citations for Traffic Violations.

Beach Loop Road Fatal CCSO release - On February 5th, 2021, at approximately 8:23 PM, the Coos County Sheriff’s Office received the report of a single vehicle crash on the south end of Beach Loop Road in Ban-don, Oregon. A Bandon Police Officer, Coos County Deputy, Bandon Fire De-partment and Bay Cities Ambulance all responded to the scene. Upon arrival, it was determined the driver of the vehicle, 20 year-old Shelbie Dowell was the singe occupant of the vehicle. The vehi-cle was on its side and had struck a tree in the ditch. Bay Cities personnel eval-uated Dowell and declared her deceased on scene as a result of the crash. Speed and operator error appear to be the major factors that led to the crash. Police and Fire personnel were able to recover Dowell from the vehicle as well as the vehicle from the ditch.

VRO CCSO release - On February 24th, 2021, at approximately 8:22 AM, Coos County Deputies responded to a report of a Vio-lation of a Restraining Order, located on

Grinnell Lane. Deputies arrived at the residence and contacted 56 year old Cy Woodward. Cy charged Deputies with two large metal objects in his hands, and told Deputies they were going to kill him. Deputies were able to place Wood-ward into custody with no injuries. Cy was taken to Bay Area Hospital upon his request. Bay Area hospital cleared Cy to be taken to the Coos County Jail. Cy was transported from Bay Area Hospital to the Coos County Jail where he was booked lodged on Violation of a Re-straining Order, Unlawful use of a Weapon, Menacing, and Resisting Ar-rest.

Hwy. 101 Fatal, Coos Co.

On Thursday, February 25, 2021 at ap-proximately 7:15 P.M., Oregon State Police Troopers and emergency person-nel responded to a two vehicle crash on Hwy 101 near milepost 227. Prelimi-nary investigation revealed that a commercial motor vehicle with double trailers had became disabled on the northbound shoulder of Hwy 101. Pre-vious to becoming disabled the CMV was operated by Anthony Prom (50) of Seattle, WA. A Chevrolet S-10 pickup, operated by Frank Martinez (77) of Lakeside, traveled onto the shoulder and crashed into the rear of the CMV combi-nation. Martinez sustained fatal injuries and was pronounced deceased. Prom was not injured.

Oregon Coast

Hwy. 101 Fatal,

Clatsop Co. On Monday, February 1, 2021 at ap-proximately 12:37 P.M., Oregon State Police Troopers and emergency person-nel responded to a single vehicle crash on Hwy 26 near milepost 17. Prelimi-nary investigation revealed that a Kia, operated by Kenneth Rislow (77) of As-toria, was eastbound when it traveled off the road. Several Citizens performed CPR on Rislow, but he was eventual-ly pronounced deceased. It is believed Rislow had a medical emergency before the Kia traveled off the road.

Hwy. 6 Fatal, Washington Co.

On Wednesday, February 3, 2021 at approximately 8:30 A.M., Oregon State Police Troopers and emergency person-nel responded to a two vehicle collision on Hwy 6 near milepost 37. Preliminary investigation revealed a Ford F150, operated by Jerry Jefferies (73) of Tillamook, was westbound when it lost control on icy roads, crossed into the eastbound lane, and collided with a Pe-

terbuilt log truck operated by Jacob Douglas (61) of Tillamook. Jefferies sustained fatal injuries and was pro-nounced deceased. Douglas was not injured.

Intoxicated on a Motorcycle

On Wednesday, February 10, 2021, Lin-coln City Police Officers observed a motorcyclist traveling at a high rate of speed and running stop signs on NW 36th St, a residential neighborhood. Officers attempted a traffic stop on the motorcyclist, but the motorcyclist sped away on N Hwy 101, quickly accelerat-ing to over 70MPH. LCPD Officers dis-continued the pursuit due to public safe-ty concerns. Shortly after, Officers found the same motorcyclist stopped on NE 18th Pl and another traffic stop was at-tempted. Again, the motorcyclist sped off and the pursuit was not continued. A few minutes later, Officers located the suspect stopped in the Surftides Hotel parking lot and another traffic stop was attempted. The suspect attempted to evade police again, but found himself driving down a dead end parking lot nearby. The motorcyclist turned around, and while attempting to flee again, drove into an LCPD patrol vehicle causing minor damage before running into an-other parked vehicle in the same parking lot. The impact with the parked vehicle

disabled the motorcycle and caused sig-nificant damage to the parked vehicle. The suspect driver abandoned his motor-cycle and began running away on foot, but only made it a short distance before a TASER was deployed and the suspect was taken into custody. There were no reported injuries during this incident. The suspect was subsequently identified as 39-year-old Jeremy Lee Boone, of Chico, CA. During the incident investi-gation officers observed indicators of Boone being under the influence of in-toxicants. He was transported to the Lin-coln City Police Department where tests showed his blood alcohol content to be over two times the legal limit for operat-ing a vehicle. Boone was transported to the Lincoln County Jail where he was lodged on charges of Elude Police by Vehicle x3, Elude Police by Foot, Felo-ny DUII, Reckless Driving, Hit & Run x2, Interfering with Police, and Criminal Mischief II x2. His bail was set at $305,000.00.

Hwy. 101 Fatal, Lincoln Co.

On Sunday, February 7, 2021 at approxi-mately 8:10 P.M., Oregon State Police Troopers and emergency person-nel responded to a two vehi-cle collision on Highway 101 near mile-post 122. Preliminary investigation re-vealed a Chevy Scottsdale pickup, oper-

ated by Johnny Widerman (33) of New-port, was southbound when it crossed into the northbound lane and collided with a Chrysler Pacifica van operated by Eva Della Alcala (41) of Wood-burn. Alcala and a male juvenile pas-senger were transported to the hospital for injuries. A female juvenile, passen-ger in the Chrysler, was transported by Life Flight to a Portland area hospital for injuries. Ruben Esteban Vasquez (20) of Woodburn, passenger in the Chrysler, sustained fatal injuries and was pro-nounced deceased. Widerman was taken into custody and lodged in the Lincoln County Jail for Manslaughter II, Assault III, two counts of Assault IV, DUII - Controlled Substances, Reckless Driving and Criminal Mischief II.

Hwy. 26 Fatal, Clatsop Co.

On Wednesday, February 10, 2021 at approximately 10:07 A.M., Oregon State Police Troopers and emergency person-nel responded to a two vehicle crash on Hwy 26 near milepost 11. Preliminary investigation revealed a Mercedes sta-tion wagon, operated by Walter Smith (21) of Pendleton, was westbound when it lost control and slid sideways into the eastbound lanes and collided with a Toyota Tacoma operated by Natalie Swauger (30) of Seaside. Smith and his passengers - Erick Fadness (20) of

Decorah, Iowa and a 16 year old female from Portland, all sustained fatal injuries and were pronounced de-ceased. Swauger was transported by air ambulance to a Portland hospital. Speed is believed to be a contributing factor.

North Coast Drowning A couple fishing in Netarts Bay on the North Oregon Coast drowned Thursday when their small boat capsized during an outgoing tide. The two were not wear-ing life jackets when rescue personnel reached them in the cold waters of the Pacific Ocean and returned them to shore. They were transported to a Tilla-mook hospital, but were unresponsive.

Fatal Accident North Coast

On Monday, February 15, 2021 at ap-proximately 6:04 P.M., Oregon State Police Troopers and emergency person-nel responded to a single vehicle crash on Ecola State Park Road. Preliminary investigation revealed a Mazda MZ3, operated by Rony Tomas-Garcia (23) of Seaside, was southbound on Ecola State Park Road when it veered off the road, struck a tree, and came to rest on its top. A 3 1/2 month old baby girl sus-tained fatal injuries and was pronounced deceased. A passenger, Esperanza Mar-tin-Ramirez (20) of Roseburg, was trans-ported to Columbia Memorial Hospital and later transferred to OHSU. Tomas-Garcia was transported to Columbia Memorial Hospital and released after receiving medical treatment. He was arrested for Manslaughter, Assault, Reckless Driving and DUII. He was lodged in the Clatsop County Jail.

Crashed into Coastal House

On February 18, 2021, at approximately 3:29 am, Lincoln County Sheriff’s Dep-uty Rose was dispatched to a reported crash near the 5000 block of NE East Devils Lake Rd, Otis. It was reported that a vehicle had left the roadway and struck a house near the location. Mem-bers of the Lincoln City Police Depart-ment, North Lincoln Fire/Rescue and Pacific West Ambulance also responded to the crash. It was reported that the driver of the vehicle, later identified as Andrew D. Ainslie, 30 years old, of Lin-coln City, had initially fled the scene of the crash on foot. Lincoln City Police Officers were able to locate Mr. Ainslie and detain him near the location of the crash. The residents of the struck home were not injured as a result from the crash. Mr. Ainslie’s vehicle was later towed from the location. Mr. Ainslie was transported to Samaritan North Lin-coln Hospital by Pacific West Ambu-lance. Deputy Rose determined through his investigation that at the time of the crash, Mr. Ainslie was under the influ-ence of a controlled substance while operating his motor vehicle. Mr. Ainslie did not sustain injuries from the crash. Deputy Rose issued Mr. Ainslie criminal citations for Criminal Mischief in the First Degree, Reckless Driving, Failure to Perform Duties of a Driver (Property Damage) and Driving Under the Influ-ence of Intoxicants. Hwy. 22 Fatal, Tillamook Co.

On Thursday, February 18, 2021 at ap-proximately 10:55 A.M., Oregon State Police Troopers and emergency person-nel responded to a two-vehicle crash on Hwy 22 near milepost 1 - east of Hebo. Preliminary investigation revealed a Ford Ranger, operated by Jonathan Moreland (28) of Tillamook, was east-bound when it crossed into the west-bound lane and collided with a Dodge Ram 3500, towing a trailer, operated by Joshua Brown (25) of Newberg. Moreland and a passenger in the Ford Ranger, Jimmie Toll (46) of Bay City, sustained fatal injuries and were pro-nounced deceased. Two other passen-gers in the Ford Ranger, Dominic Reeves (18) of Tillamook and Alexis Bacon (20) of Amity, were transported to the hospital with injuries. Brown was not injured. Hwy 22 was closed for ap-proximately four hours following the crash.

Homicide Investigation Central Coast

On February 20, 2021, at approximately 6:15 am, Lincoln County Sheriff’s Of-fice Dispatch received a call reporting an unconscious male laying alongside the road near Government Hill Road in Siletz, Oregon. Lincoln County Sher-iff’s deputies responded to the scene and located Richard Allen Mann, 36, of Logsden, deceased. Evidence at the sce-ne suggested foul play. The Lincoln County Major crime team was activated, and the investigation is ongoing. The Sheriff’s Office is being assisted by the

Oregon State Police Criminal Investiga-tion Unit (CID), Oregon State Police Forensics, Toledo Police, Newport Po-lice, Lincoln City Police and the Lincoln County District Attorney’s Office. Siletz Homicide Investigation

Update: Richard A. Mann was found deceased on the morning of February 20th, 2021 near Government Hill Rd in Siletz, Oregon. The Medical Examiner determined his death was caused by gun-fire. On February 23rd, 2021, investiga-tors from the Lincoln County Sheriff’s Office, Oregon State Police, Lincoln City Police Department, and Newport Police Department executed search war-rants on two residences in the 500 block of Tolowa Court in Siletz. A vehicle and evidence were seized as a result of the search warrants. The investigation remains active. Short Pursuit Central Coast

Lincoln City Police arrest 40-year-old Andrew L. Barnett of Portland, Oregon after he stole a vehicle from an acquaint-ance and then led police on a short pur-suit. On Thursday, February 25, 2021 at about 3:30 AM, Lincoln City Police responded to a report that a vehicle parked at the North Shell Station, locat-ed at 4031 NW Hwy 101, had just been stolen. Upon arriving at the location, officers learned from the vehicle owner that she had stopped at the Shell sta-tion’s convenience store to purchase some items. While she was inside the store an acquaintance who had stayed in the vehicle drove off, taking the vehicle and the owner’s dog without permission. Responding officers began searching the area for the vehicle and found it travel-ling southbound on NW Harbor travel-ing at a high rate of speed before spin-ning out while trying to make a hard turn. Officers attempted to initiate a traf-fic stop and the vehicle initially pulled into a nearby driveway with officers stopping behind it. The driver of the vehicle then pulled forward and then reversed, almost backing into the police vehicle. The driver then quickly acceler-ated forward driving through a yard be-fore crashing the vehicle over a steep embankment in an attempt to get away. With the vehicle stuck partly in the road and partly on the embankment, the driv-er jumped out and started running away on foot with the officer following close-ly behind. The driver ran for about 50 feet before stopping as the officer was commanding him to do so. The driver, and only occupant of the vehicle, was taken into custody without further inci-dent and identified as Andrew L. Barnett of Portland, Oregon. Barnett was initial-ly checked at the scene by medical per-sonnel from Pac West Ambulance and North Lincoln Fire & Rescue before being transported to Samaritan North Lincoln Hospital after he complained of having chest pains and a history of heart issues. Once released from the hospital, Barnett was transported to the Lincoln County Jail and lodged on the following charges: Unlawful Use of a Motor Vehi-cle, Felony Elude in a Motor Vehicle,

Misdemeanor Elude on Foot, Reckless Driving, Fail to Perform the Duties of a Driver Involved in a Crash and Theft I of a Companion Animal. The vehicle was towed from the location and the victim was reunited with her dog. The Lincoln City Police would like to thank Pacific West Ambulance and North Lin-coln Fire & Rescue their assistance with this incident. We are thankful there were no injuries and only minor property damage sustained as a result of the pur-suit.

SEATTLE — A Coast Guard air-crew medevaced a woman from a ship Saturday afternoon, Jan. 30, experi-encing breathing difficulty and temporary unconsciousness off the Washington oast near Neah Bay. Watchstanders at Coast Guard Sector Puget Sound command center received a call at 11:30 a.m. from the ship’s health insur-ance provider stating a 65-year-old woman aboard the vessel needed medi-cal attention. At the time, the 710-foot container ship, Matson Kodiak, was transiting westbound in the Strait of Juan de Fuca. The command cen-ter diverted an MH-65 Dolphin helicopter crew from Air Station Port Angeles who was already airborne near Seattle. At 1 p.m., the rescue crew arrived on scene, deployed the rescue swimmer to assist, and safely hoisted the woman. The aircrew then proceeded en route to Olympic Medical Center in Port Angeles. She was transferred to higher medical care at 1:50 p.m. The patient’s current medical condition is unknown.

USCG release - WESTPORT, Wash. — The Coast Guard rescued three people and one dog from a commercial fishing

vessel taking on water Saturday morn-ing, Feb. 13, off Willapa Bay. Watchstanders at Coast Guard Sector Columbia River received a distress call at approximately 7:30 a.m. The vessel Terry F reported a loss of power and was taking on water four miles offshore. An MH-60 Jayhawk helicopter crew from Sector Columbia River diverted from routine operations, and a Coast Guard Station Grays Harbor 47-foot Motor Lifeboat crew diverted from a separate vessel escort to respond. members were reportedly donning cold water immersion survival suits when communication with the Coast Guard was lost. At 7:40 a.m., the MH-60 Jayhawk aircrew arrived on scene and passed a radio to the vessel crew to reestablish communication. The vessel was observed to be drifting toward haz-ardous breaking surf near shore, and the vessel crew was instructed to enter the water, one-at-a-time, to be recovered by the rescue swimmer. At approximately 9:15 a.m., all three persons were report-ed to be successfully recovered and aboard the helicopter en route to West-port Airport. They arrived at 9:30 a.m. in stable condition and declined medical assistance. "The crew's fast action to notify our watchstanders and put on those survival suits saved their lives," said Lt. Cdm. Jason Joll, pilot and flight commander. "They had those suits on and were ready to go when we arrived on scene." The Terry F subsequently capsized and broke apart in the surf, and the vessel's emergency position indicat-ing radio beacon was recovered by U.S. Coast Guard Auxiliarists in the vicinity of Willapa Bay inlet.

USCG & Commercial Crab Season

USCG release - ASTORIA, Ore. — Coast Guard rescue crews from Station Cape Disappointment responded to three distress calls during the season opener of the Washington State commercial crab season this past Saturday, Feb 13. The station, located in Ilwaco, Wash., is at the mouth of the Columbia Riv-er near several marinas that are home to numerous commercial crab and fish-ing vessels. Station Cape Disappoint-ment, along with Station Grays Harbor, launched 47-foot Motor Lifeboat [MLB] rescue crews at 7:30 a.m. for a fishing vessel taking on water near Willapa Bay. A Coast Guard helicopter eventual-ly hoisted three individuals and their dog off their capsized vessel. The crew was then diverted at 9:15 a.m., south in the vicinity of Gearhart, Ore., to assist another fishing vessel with an injured crewmember. The individual sustained a head laceration and foot injury after their vessel was struck by a wave. Once on scene, the rescue crew

aboard the MLB transferred a Coast Guard first responder to the vessel in 16 to 18-foot seas. The rescue crew then determined it was safer for the injured person and Coast Guard crew-member to remain aboard the vessel and transit the Columbia River bar with the MLB crew as an escort. At 1:45 p.m., the 62-foot fishing vessel was moored in Ilwaco and the patient was safely transferred to awaiting EMS. Simultaneously, a separate MLB rescue crew was assisting the crew of a 66-foot fishing vessel off the coast of Long Beach, Wash. The initial dis-tress call came in at 9:30 a.m., stating a vessel with five people aboard was disa-bled and drifting to shore, dragging its anchor. In 16 to 18-foot seas, the MLB crew placed the vessel in tow, de-anchored the vessel, and began the trans-it south. With the disabled vessel being above optimal towing capabilities and with the increased risk of crossing the bar, the MLB crew from the previous rescue joined to assist with the tow. The new MLB crew put the vessel in an alongside tow while the other MLB continued a stern tow. At times, the ebb tide was strong enough that at several points, all three vessels were unable to make any headway. The disa-bled vessel was taken to a pier in War-renton, Ore., and safely docked around 9:30 p.m. “Coast Guard rescue crews around the country stand the watch 24/7/365,” said Lt. Jessica Shafer, commanding officer, Station Cape Disappointment. “They do so much more than that, too. The same crews underway are the same crews that maintain the boats and facilities. The evening before, the crews were up at 1:30 a.m. A strong storm had knocked the power out around the local area. The crab fleet had just begun to depart for sea so the crewmembers immediately validated that the Columbia River Bar range lights and the lighthouse were operating under generator properly. It is truly impressive to witness that sort of dedication.” Shafer continued, “...the actions of the Coast Guard small boat crews throughout the day were phenom-enal, but so were the actions of the crews we assisted. When our

boat arrived on scene with the distressed vessel in Long Beach, the fishing ves-sel's crew had already donned their sur-vival equipment. They knew what attachment points would be the strongest to use, and they were efficient at bringing our assistance lines over and attaching them. Those precious few mo-ments can make all the difference.” In total, the Station Cape Disappoint-ment crews spent nearly 28 hours under-way in seas up to 20-feet and helped save $638,595 of property.

Vessel Fire, Tacoma SEATTLE — The Coast Guard and State of Washington partner agencies are responding to an active fire Thursday afternoon, Feb. 18 on board a commer-cial fishing vessel moored in Tacoma. The fire broke out shortly before mid-night aboard the 233-foot 'Aleutian Fal-con' at pier 25 in the Port of Tacoma. As of 2 p.m. Thursday, the fire continues to burn. Tacoma Fire Department re-ported the fire and said the vessel began to list after using water to battle the flames. Crews fought the fire both along the pier and from three fire boats. Coast Guard watchstanders at Sector Puget Sound launched a response boatcrew from Station Seattle at midnight to en-force an isolation zone for marine traffic around the stricken vessel. At 1 a.m., Coast Guard pollution responders ar-rived on scene. The crew of Coast Guard Cutter Wahoo, an 87-foot Patrol Boat, arrived at 2:30 a.m. to relieve the Seattle boatcrew. A commercial tug moved a neighboring vessel to avoid damage from the fire. A spill response company was contracted and arrived on scene with four vessels around 5 a.m. The Hylebos and Blair Waterways were closed for several hours, but reopened at 1:30 p.m. Absorbent boom has been

placed near the vessel to mitigate pollu-tion. A 1,500-yard 'no-wake' zone is now in place for all marine traffic trans-iting the area. A unified command has been established consisting of the Taco-ma Fire Department, the Coast Guard, Environmental Protection Agency and the Washington Department of Ecology.

USCG Medevac ASTORIA, Ore. — The Coast Guard medevaced an injured man Thursday afternoon, Feb. 18 from the tug boat Commitment, 60-miles off Grays Har-bor. At approximately 2 p.m., watchstanders at Coast Guard Sector Columbia River were notified over VHF-FM channel 16 that a crew member aboard had sustained a laceration to the face and eye while working in the ves-sel's engine room and required medical attention. At 2:45 p.m., an MH-60 Jayhawk helicopter rescue crew departed from Sector Columbia River in Warren-ton, Ore., to respond. The injured man was safely hoisted from the vessel at approximately 3:30 p.m. and then trans-ported to awaiting emergency medical personnel at the sector. The mariner was in stable condition when transferred from Coast Guard care around 4:15 p.m. and was taken to Columbia Memorial Hospital in Astoria.

Coast Guard announces formal investigation into Coastal Reign capsizing USCG release - SEATTLE – The Coast Guard announced Wednesday a formal marine casualty investigation has been convened into the marine casualty of the commercial fishing vessel Coastal Reign which capsized February 20, 2021 re-sulting in the loss of two lives. Rear Adm. Anthony Vogt, Coast Guard Thir-teenth District Commander, authorized the investigation pursuant to the authori-ty contained in Title 46, United States Code, Section 6301 and the regulations promulgated thereunder. The crew of the 38-foot fishing vessel, Coastal Reign, were attempting to cross the Tillamook Bay Bar inbound when the vessel capsized with four crewmembers on board. The Coast Guard has estab-lished an e-mail address for the public and interested parties to provide infor-mation, ask questions and make com-ments related to the ongoing investiga-

tion and scheduled hearing. This e-mail will be checked regularly and all corre-spondence will be acknowledged. The e-mail address is: [email protected]. Android devices, is a modern way for the Coast Guard to assist the every-day mariner. The app was developed as a tool that merges an easy-to-use interface with common cellphone operating sys-tems, offering users a central application for commonly searched boating infor-mation. Location settings in the app can be customized to provide real-time weather information from the National Oceanic and Atmospheric Administra-tion weather buoys. Mariners can also report navigational hazards or possible pollution incidents to local Coast Guard responders. Additionally, the app can act as a form of communication between the mariner and the U.S. Coast Guard. Designed to store vessel registration and contact information, user profiles can be vital sources of information to search and rescue teams during maritime dis-tress situations. A critical feature of the application is the bright red “Emergency Assistance” icon on the home screen. This icon will connect mariners in dis-tress with the nearest Coast Guard unit or 911 emergency service while also providing responders with a real-time GPS location. While the Coast Guard has many reasons for promoting the ap-plication, friends and family members of mariners can also benefit from its use. This application provides a unique ave-nue to file a float plan with designated contacts. These plans can provide infor-mation on future voyages to friends and family. Float plans can be critical in emergency situations where facts need to

be accurately remembered and provided to search and rescue crews. While the Coast Guard does not actively monitor float plans, many mariners can find com-fort in providing voyage information to family members who can then provide detailed inform to search and rescue crews if the vessel doesn’t return when planned. The Coast Guard encourages mariners to do appropriate research be-fore getting underway and hopes this application will provide a central plat-form for commonly requested infor-mation. DINT Arrest Douglas Co. In the evening hours of Tuesday, Febru-ary 2nd, 2021, the Douglas Interagency Narcotics Team (DINT) arrested two individuals involved in local and inter-state drug trafficking crimes. DINT detectives and deputies from the Doug-las County Sheriff's Office initiated a traffic stop on a vehicle on Coos Bay Wagon Road near Reston Road, in rural Douglas County. A search of the vehi-cle revealed approximately 2 pounds of cocaine and a loaded firearm. DINT followed up a short time later with a search warrant for a residence in the 1900 block of Dairy Loop Road. A search of that residence revealed a large amount of illegal controlled substances and other drug paraphernalia. In total, detectives seized approximately 13 pounds of suspected cocaine and approx-imately 4 pounds of suspected metham-phetamine. Detectives arrested 59 year old David Zoeter of Lookingglass, Ore-gon, and 46 year old Eric Gonzalez-Velez of Desert Hot Springs, Califor-nia. Zoeter has been charged with Un-lawful Possession of Methamphetamine and Unlawful Delivery of Methampheta-mine. Gonzalez-Velez has been charged with Unlawful Possession of Cocaine, and Unlawful Delivery of Co-caine. Both have been lodged in the Douglas County Jail. The investigation is continuing and more charges are sure to follow.

Douglas Co. Cold Case DOUGLAS COUNTY, Ore. – Detec-tives with the Douglas County Sheriff’s Office are seeking information related to an open missing person case from 1995. “It has been 26 years since he disappeared. Someone out there has in-formation; and we just need them to

come forward to help us bring a sense of peace to his family,” Detective Kevin Dodds remarked about the case. On February 12, 1995, Curtis Dale Hill was reported missing to the Douglas County Sheriff’s Office. An extensive investi-gation was conducted into Hill’s disap-pearance; however, he has never been located and the circumstances of his disappearance remain limited. “The Sheriff’s Office never closes a missing person case where the person has not been located. The cases remain open and are periodically reviewed and efforts to glean additional information are made,” Sgt. Brad O’Dell said. In 2009, the case was re-opened by the Cold Case Squad; a former division of the Sheriff’s Office made up of retired law enforcement of-ficers who volunteered their time re-viewing cases. At that time, the investi-gators re-interviewed friends and family but were unable to turn up any viable leads. Work on the case was again con-ducted in 2011 and 2012 by the Detec-tives Division. The Sheriff’s Office is again combing over the investigative files and seeking assistance from the public. Fatal Accident Days Creek

DAYS CREEK, Ore. - A 78 year-old man died Tuesday morning in a traf-fic crash on Ferguson Lane in Days Creek. Shortly before 11:30 am on Tuesday, February 16, 2021, deputies were dispatched to a single vehicle crash in the 500-block of Ferguson Lane. In-formation provided by the 9-1-1 caller reported that a pickup had left the road-way and was partially in the riv-er. When deputies arrived on scene, they located a 2000 Toyota Tacoma that

had left the roadway for an unknown reason and rolled down the steep em-bankment. The vehicle was lying on its side partially in the waterway. When fire and EMS crews arrived, they removed the driver, identified as 78 year-old John Albert Boone of Days Creek, from the pickup and declared him deceased at the scene. Boone was the only occupant in the vehicle and was found to not be wearing a safety belt. Next of kin has been notified.

Roseburg Shooting ROSEBURG, Ore. - The Roseburg Po-lice Department has responded to a re-ported shooting at a motel in the 1000-block of NE Stephens Street in Rose-burg. On February 22, 2021, at approxi-mately 2:57 pm, 9-1-1 dispatchers began receiving multiple reports of a shooting that had taken place at a motel in the 1000-block of NE Stephens Street. Of-ficers with the Roseburg Police Depart-ment as well as partner agencies re-sponded to the scene. Several peo-ple have been transported by EMS for treatment. Their names and conditions are being withheld at this time. Investi-gators are processing the scene and con-ducting interviews. There is no longer an on-going threat to the public. This is still a very active scene. Additional de-tails will be released as they become available.

Stolen Property & Drugs WINCHESTER BAY, Ore. - Three Reedsport residents were arrested fol-lowing a theft investigation over the weekend. On Saturday, February 20, 2021, deputies assigned to Dunes Patrol took a report that a vehicle had been broken into at the 2nd Beach parking lot in Winchester Bay. Similar reports had been received over the past week. Through their investigation, deputies obtained information on a suspect vehi-cle and were able to locate it at a resi-dence in the 400 block of Camellia Court in Reedsport. Ashley Marie Shaw, were taken into custody and some stolen property was recovered. It was further learned that some of the property had been sold in exchange for drugs. Deputies contacted David Allen Taylor and took him into custody for possessing stolen property. Additionally, Taylor was found to be in possession of 14.2 grams of metham-phetamine and 1.2 grams of heroin. Crater Lake National Park, announced U.S. Attorney Billy J. Williams. Adrian Duane Wood, 44, was sentenced to five years’ federal probation to include a six-

month stay at a residential reentry cen-ter. The court also ordered that Wood be banned for life from Crater Lake Nation-al Park, be restricted from hunting for

the duration of his probation, and pay $42,500 in restitution to the National Park Service. “Our nation’s environ-mental laws are in place to protect vul-nerable wildlife populations and ensure that future generations will have the op-portunity to enjoy these animals as we do today. Mr. Wood preyed on elk and deer who were unaccustomed to being hunted and thus uniquely vulnerable to poaching,” said U.S. Attorney Williams. “Beyond the depravity of his crimes, Mr. Wood further engaged his minor son in his illegal acts and bragged about his criminal behavior to others. Thanks to the hard work of federal and state inves-tigators, justice has been served and Mr. Wood has been permanently banned from Crater Lake.” “Our public lands are special places for both people and wildlife,” said James Ashburner, Special Agent in Charge, U.S. Fish and Wildlife Service. “The defendant's blatant disre-gard for the law caused great harm to the elk herd in the park. This joint case demonstrates the resolve of National Park Service, Oregon State Police, and the U.S. Fish and Wildlife Service in protecting our nation’s natural resources. A special thank you goes out to the Ser-vice's National Wildlife Forensics Lab for their incredible work on this case, as well as to the U.S. Attorney's Office for the District of Oregon for placing an emphasis on environmental crimes that impact the natural world we all enjoy.”

According to court documents, in July 2014, the National Park Service (NPS), U.S. Fish and Wildlife Service (FWS), and Oregon State Police (OSP) began a multi-year investigation into Wood’s illegal hunting activities based on re-ports that he was poaching wildlife in Crater Lake National Park. At least two sources stated that Wood had killed sev-eral deer and elk on the west side of the park after baiting them into meadow with rock salt. OSP received further re-ports that Wood was illegally poaching wildlife at night. On August 31, 2014, an OSP trooper observed Wood and his son leaving the national park after dark. When the trooper approached him, Wood hurried toward his vehicle and acted as if he were trying to hide some-thing. After speaking with Wood, the trooper located a loaded AR-15 semi-automatic rifle outfitted with night op-tics beneath his truck. Wood initially claimed the rifle was for bear hunting, but after the trooper pointed out that the rifle was not lawfully equipped to hunt any wildlife, Wood then claimed it was for personal protection. The trooper cit-ed Wood for being a felon in possession of a firearm and seized the rifle. Wood was convicted in state court of the charge and placed on probation.
