We can't stop change, but we should have an idea of the kind of changes we would like to see that whoever ends up developing the land will be sure to know what the community wants. The majority of people seem to under- stand and appreciate what we are doing: in forty or so calls collecting the 1982 membership, I met only one person who said "We're not interested."! What have we tried to do? New residents in particular may be interested to know the C.B.A. 's double purpose: to retain, as far as possible, the semi-rural single- family dwelling character of the Bay, and to foster a sense of community. With regard to the first, we have done everything we can in the circumstances, and have helped to bring in a local area plan which keeps some decent control of development. It's now the job of each little pocket or neighbourhood to deal with its own immediate problems of zoning, roading, etc., and we will help where we can. Disarming Saanich

A Times-Colonist editorial, March 26/82,on municipal referendums on nuclear dis­armament, said this:

"Isn't there a possibility that such agrass-roots movement, rising like the tideworld-wide, could pressure the super-powersto negotiate meaningful disarmament?

"Unlikely? Certainly impossible?Remember how alone Terry Fox was when hestarted to run, and how much company hegathered along the way. If enough peoplehowl loud enough for nuclear disarmament,they just might get it.

"That's the idea behind the referendum."That's why councils should assist, not

impede it."

On March 22, Saanich Council's standingcommittee instructed Alderman Knight toliaise with other municipal councils andgroups on the wording for a referendumon nuclear disarmament.

According to the papers, North Saanich isabout to face many of the problems we'vehad in the past three or four years Theytoo have a group wanting to look intoalternative methods of sewage disposal toprevent intensive development. They tooare asking for a Septic Tank MaintenanceProgram. If they are more successful thanwe were, it will be interesting to comparelifestyles with them in another fifteenyears or so.

CITIZENS' ACTION LEAGUE

Protests, mass meetings, and petitionsby C.A.L., coupled with good mediacoverage of C.A.L. efforts, helped toobtain reductions in tax assessments inmany local areas. Many more reductionswere achieved by individuals who, withideas from C.A.L., appealed their cases.

By about April 23, C.A.L. will haveavailable printed suggestions for carryingyour case to the Board of Appeal, if youwere dissatisfied with results from theBoard of Revision. You can pick them upfrom C.A.L. IS office, in Room 506,Central Building, 620 View St., phone384-0232.

In addition to pressing for lower taxes,C.A.L. is now striving to promoteefficiency in spending public funds, andto encourage moderation in services. InJune, Howard Jarvis, founder of the famoustax-lowering Proposition 13 in California,will speak at a C.A.L meeting here, aswell as in Nanaimo and Toronto.
