PeTer J. BarreTT, a partner in Kutak rock’s richmond, Virginiaoffice, concentrates his practice on financial restructuring matters.Mr. Barrett represents unsecured and secured creditors, trustees,equity holders, distressed investors and corporate debtors ininsolvency matters, including chapter 11 reorganizations, businessliquidations and out-of-court restructurings. JUDGe roBerT Dean BerGer received his undergraduate degreesin history and political science from the University of Kansas and hisjuris doctor degree from the Washburn University School of law. Hewas appointed by the United States Court of appeals of the TenthCircuit as a United States Bankruptcy Judge for the District of Kansason october 16, 2003, and was reappointed on october 16, 2017.

Judge Berger is an author for Collier on Bankruptcy and the CollierBankruptcy Practice Guide. He is also a chapter author for the KansasBar association’s Bankruptcy Handbook and is a co-editor of the KansasBar association’s Family Law Handbook bankruptcy chapter. He hasauthored articles for various publications, including The Washburn LawJournal, the American Bankruptcy Institute Journal, and the Journal ofthe Kansas Bar Association. Judge Berger has served as a national andregional lecturer on bankruptcy, insolvency, and their interplay withnon-bankruptcy issues.

TYLER P. BROWN, ESQ.

TYler P. BroWn is a partner with Hunton andrews Kurth llP inrichmond, and is co-chair of the firm’s Bankruptcy, restructuring &Creditors’ rights Practice Group. Tyler has substantial experiencehandling complex bankruptcy matters from both the creditor and thedebtor sides. He regularly represents creditors committees andhandles loan workouts, lender liability claims, contract disputes,landlord-tenant disputes and other commercial litigation at the trialand appellate levels. PROF. ANTHONY J. CASEY

TonY CaSeY is a professor at The University of Chicago law School.He is an expert on business law and corporate bankruptcy. Hisresearch – which has been published in various outlets including theYale Law Journal, the Columbia Law Review, the Supreme Court Review,and the University of Chicago Law Review – examines the intersectionof finance and law. His projects and courses have explored theinterplay of doctrine, strategy, and theory in the areas of corporatereorganization, business organization, financial regulation, and civilprocedure.

Before entering academics, Professor Casey was a partner at Kirklandand ellis, llP. Before joining Kirkland & ellis, he was an associate atWachtell, lipton, rosen & Katz. THe HonoraBle THoMaS J. CaTlioTa has served as a UnitedStates Bankruptcy Judge for the District of Maryland since 2006. Priorto his appointment, Judge Catliota was a partner in the law firm ofPillsbury Winthrop Shaw Pittman, and its Washington, D.Cpredecessor, Shaw Pittman. There, he chaired the bankruptcy andinsolvency practice for 7 years. His practice addressed all aspects ofinsolvency law, including the representation of debtors, creditors orcommittees in bankruptcy courts across the country. He participatedin bankruptcy cases in the real estate, health care, trucking,technology and food services industries, among others. He alsospecialized in commercial litigation.

Until December, 2018, Judge Catliota served as the Fourth Circuitrepresentative and Chair of the Bankruptcy Judges advisory Group,which advises the Director of the administrative office of the UnitedStates Courts on matters pertaining to the operation of thebankruptcy court system. He is a regular speaker and instructor atbankruptcy seminars and conferences.

Judge Catliota is a graduate of Marquette University (B.S. 1977) andthe Columbus School of law of the Catholic University of america (J.D.1983), where he received the Faculty award. He holds a Masters oflaws in Taxation from Georgetown University law Center (l.l.M.1985).

Karen CorDrY is the Bankruptcy and Special issues Counsel for thenational association of attorneys General. She graduated with HighestHonors from Wayne State University law School in 1977 andsubsequently obtained an l.l.M., again with Highest Honors, fromGeorge Washington University in 1987. She worked for the nationallabor relations Board (nlrB) from 1977 until February 1992; sincethen, she has been employed at the national association of attorneysGeneral (naaG).

Since coming to naaG, Ms. Cordry has worked to assist state agenciesto take a more active role in enforcing state regulatory policies andcollecting financial obligations during bankruptcy proceedings. inaddition to conducting multi-day seminars on “Bankruptcy and theGovernment lawyer,” she has spoken at many other bankruptcyprograms, and written articles on bankruptcy issues of interest togovernmental entities for many publications, including several fornorton’s annual Survey of Bankruptcy law. She also serves as aneditor and contributor for the “affairs of State” column for theAmerican Bankruptcy Institute Journal. She maintains a network forstate attorneys working on bankruptcy issues and publishes aquarterly bulletin describing important new cases. She has alsorepresented the claims of many states in a number of cases, rangingfrom taxes to consumer protection to environmental protection totobacco cases and has sat as the states’ representative on thecreditors’ committee in a number of asbestos bankruptcy cases. She iscurrently preparing the second edition of her bankruptcy manual,“Bankruptcy law and the Governmental regulatory Process," whichexplores the interaction between governmental enforcement actionsand the Bankruptcy Code. ForD elSaeSSer, a Youngstown, ohio native, received his J.D. fromthe University of idaho College of law in 1977. in 1980, elsaesser co-founded the law firm now known as elsaesser anderson, Chtd., withoffices in Sandpoint, Priest river and Coeur d’alene, idaho.

For over 40 years, elsaesser has developed a nationally-recognizedpractice in bankruptcy law and has also served as a chapter 7 andchapter 12 Trustee in over 40,000 cases. Ford has served as counselfor debtors, Committees, and as chapter 11 Trustee, Plan Trustee,receiver, and examiner in a broad variety of chapter 11 casesthroughout the northwest.

Carol eVanS is an associate Director in the Division of Consumer andCommunity affairs at the Federal reserve Board. Carol providesstrategic direction and legal expertise to the Federal reserve’s consumerprotection activities. She leads several areas, including fair lending andUDaP enforcement, consumer protection policy and outreach, andconsumer protection/community reinvestment analysis for mergers andacquisitions. in this role, she focuses on identifying emerging consumerprotection risks and ensuring that the Federal reserve’s policies,examination programs and outreach efforts are effectively aligned. She also worked as an associateGeneral Counsel in the legal Department at Fannie Mae, where sheprovided fair lending and anti-predatory lending advice.

STeVe GroSS is a member of McDonald Hopkins and is the Chair ofits automotive Practice Group. He is the former Chair of its Businessrestructuring Services Department, and was the original managingpartner of the firm’s Detroit office. For over 35 years, he has beenextensively involved in business restructuring matters, corporateacquisitions and divestitures, especially in the automotive industry,other manufacturing businesses and large regional franchisees. BarBara HoUSer is the Chief United States Bankruptcy Judge in thenorthern District of Texas. She received her undergraduate degreefrom the University of nebraska with high distinction in 1975 and herdoctor of laws from Southern Methodist University School of law in1978. She then joined locke, Purnell, Boren, laney & neely in Dallasand became a shareholder there in 1985. in 1988 she joined Sheinfeld,Maley & Kay, P.C. as the shareholder-in-charge of the Dallas office andremained there until she was sworn in as a United States BankruptcyJudge in 2000. While at Sheinfeld she led the firm’s representation ofclients in a variety of significant, national chapter 11 cases.

aDaM J. leViTin is the agnes n. Williams research Professor andProfessor of law at the Georgetown University law Center, inWashington, D.C., where he teaches courses in financial regulation,contracts, bankruptcy, and commercial law.

Professor levitin has previously served as the Bruce W. nichols VisitingProfessor of law at Harvard law School and as the robert zinmanScholar in residence at the american Bankruptcy institute. Professorlevitin has also served as Special Counsel to the Congressionaloversight Panel supervising the Troubled asset relief Program (TarP)and on the Consumer Financial Protection Bureau’s Consumeradvisory Board.

STePHen J. lUBBen, holder of the Harvey Washington Wiley Chair inCorporate Governance & Business ethics at Seton Hall, is aninternationally recognized expert in the field of corporate finance andgovernance, corporate restructuring, financial distress and debt.

He is the author of a leading corporate finance text and was acontributing author to the Bloomberg Law on Bankruptcy treatise.From 2010 to 2017 he authored the in Debt column for the New YorkTimes' Dealbook page.

Professor lubben grew up in west los angeles and attended theUniversity of California, irvine, where he majored in History andminored in Political Science. Following graduation from law school,Professor lubben clerked for Justice John T. Broderick, Jr. of the newHampshire Supreme Court. He then practiced in the new York and losangeles offices of Skadden, arps, Slate, Meagher & Flom llP, where herepresented parties in chapter 11 cases throughout the country.

BrUCe a. MarKell is the Professor of Bankruptcy law and Practiceat northwestern Pritzker School of law. From 2004 to 2013, he was aUnited States bankruptcy judge, sitting in nevada and on theBankruptcy appellate Panel for the ninth Circuit.

after law school, he clerked for then-judge anthony M. Kennedy onthe United States Court of appeals for the ninth Circuit. He graduatedfirst in his law school class at the King Hall School of law at theUniversity of California, Davis, and was editor-in-chief of the lawreview. Before taking the bench, Professor Markell practicedbankruptcy and business law in los angeles for ten years (where hewas a partner at Sidley & austin), and was a law professor forfourteen.

He contributes toCollier on Bankruptcy, and is a member of Collier’s editorial advisoryboard. Prior to his current role at CFSi, Garry had an extensive background inthe public and private sector. Garry later wenton to co-found Fenway Summer Ventures, an early-stage venturecapital firm investing in Fintech firms. Hon. MiCHael e. roMero was appointed to the United StatesBankruptcy Court for the District of Colorado in 2003, and wasappointed as Chief Judge of that Court in 2014. He is also one of thenine judges serving on the Tenth Circuit Bankruptcy appellate Panel.Judge romero received an undergraduate degree in economics andpolitical science from Denver University in 1977 and his juris doctordegree from the University of Michigan in 1980. Since becoming ajudge, he has served on numerous committees and advisory groupsfor the administrative office of the United States Courts, is the pastchair of the Bankruptcy Judges advisory Group, and has also served asthe sole Bankruptcy Court representative/observer to the JudicialConference of the United States, the governing body for the federaljudiciary.

Judge romero just completed his term as the President of thenational Conference of Bankruptcy Judges and actively participates inseveral committees of that body. HON. KATHY A. SURRATT-STATES

JUDGe KaTHY a. SUrraTT-STaTeS was sworn in as U.S. BankruptcyJudge for the eastern District of Missouri in St. louis on March 17, 2003.She is the first african-american appointed to the bankruptcy bench inthe eighth Circuit. She was appointed Chief Judge on February 1, 2013.

Judge Surratt-States was born and raised in Tulsa, oklahoma, where herparents instilled in her the importance of education and service to thecommunity. She received her B.a., cum laude, from oklahoma CityUniversity in 1988. She received her J.D. from Washington UniversitySchool of law in St. louis in 1991. She was recipient of the 2007Washington University School of law Distinguished Young alumni award.

She moved toziercher & Hocker, P.C. in 1998, where she became partner. This firmlater merged with Husch Blackwell, where she practiced as a partner inthe insolvency practice group until her appointment to the BankruptcyCourt.

in 1997, she was appointed as one of nine members of the Panel ofBankruptcy Trustee for the eastern District of Missouri. in 1999, sheserved as the chapter 7 Trustee for Family Company of america, then thethird largest grocery store chain in St. louis. in 2001, she was appointedby then Governor Bob Holden as one of four Commissioners for the St.louis City Board of election Commissioners. She held both of thesepositions until her appointment to the bench.

Judge Surratt-States serves on the board of directors for severalcharitable organizations including Catholic Charities of St. louis andGifted resource Council, whose mission is to provide educationalopportunities for gifted and talented young people ages 3 – 14. She isalso a member of altrusa international, inc. of St. louis, an internationalassociation of professionals dedicated to serving their community, whereshe previously served as President. JUDGe MarY F. WalraTH is a United States Bankruptcy Judge forthe District of Delaware in Wilmington. She was appointed in 1998,and served as Chief Bankruptcy Judge from 2003 to 2008. JudgeWalrath graduated from Princeton University in 1976 and earnedher J.D., cum laude, from Villanova University in 1979. after clerkingfor the Honorable emil F. Goldhaber, Chief Judge of the U.S.Bankruptcy Court for the e.D.Pa., Judge Walrath spent the majorityof her seventeen-year legal career as an attorney at the Philadelphialaw firm of Clark ladner Fortenbaugh & Young, concentrating in theareas of debtor/creditor rights and commercial litigation.

Judge Walrath is a founding member and co-president of theDelaware Bankruptcy american inn of Court, a member of theDelaware Chapter of the international Women’s insolvency andrestructuring Confederation (iWirC), a member of the americanBankruptcy institute and a Fellow of the american College ofBankruptcy. She also edits the Rutter Group Bankruptcy PracticeGuide.

Judge Walrath is active in the national Conference of BankruptcyJudges serving in the past on the nCBJ Board of Governors, as Chairof the education Committee, and as Secretary, President-elect, andas President and immediate Past-President. She has also served asan associate editor and Business Manager of the AmericanBankruptcy Law Journal. Judge Walrath testified before the HouseJudiciary Committee on H.r. 1667, the Financial institutionBankruptcy act of 2017.

eUGene r. WeDoFF is currently the board chairman of americanBankruptcy institute. He served as a bankruptcy judge in the northernDistrict of illinois (in Chicago) from 1987 to 2015, was chief judge from2002 to 2007, and presided over the chapter 11 reorganization ofUnited air lines. He was a member of the advisory Committee onBankruptcy rules from 2004-2014 and served as its chair after 2010.Judge Wedoff was the president of the national Conference ofBankruptcy Judges in 2013 and 2014. He also served as a member ofthe nCBJ’s Board of Governors, as its secretary, and as chair of itseducation committee. He was an associate editor of the AmericanBankruptcy Law Journal. Judge Wedoff is a fellow of the americanCollege of Bankruptcy and a member of the national BankruptcyConference. He is a frequent lecturer and served as a member of theFederal Judicial Center’s Committee on Bankruptcy Judge education.in 2016, he received the Judge William norton, Jr. Judicial excellenceaward from the american Bankruptcy institute; in 2009, he receivedthe lawrence P. CliFF WHiTe is the Director of the executive office for United StatesTrustees. He is a career civil servant who has led the United StatesTrustee Program (USTP) for 10 years. in May 2005, he was namedacting Director and then was appointed Director in 2006. During his 37 years of public service, Mr. White has served as Deputy Director ofthe USTP, as an assistant United States Trustee, and in other positions.

among Mr. White’s accomplishments as Director, the USTPimplemented major provisions of the Bankruptcy abuse Preventionand Consumer Protection act of 2005, launched an enforcementcampaign to protect debtors against creditors and mortgage servicerswho violate bankruptcy law, promulgated new attorney fee guidelinesto eliminate premium billing and promote market-based billingpractices, and designed strategies to ensure greater accountability bymanagement of corporations seeking to reorganize under chapter 11.

Mr. White is a frequent speaker at bankruptcy conferences and legaleducation programs across the country, and regularly contributesarticles to national professional publications. He has received twoPresidential rank awards, the highest recognition accorded to careerofficials, one from President Bush and one from President obama. Dr. zandi is on the board of directors of MGiC, the nation’s largestprivate mortgage insurance company, and is the lead director ofreinvestment Fund, one of the nation’s largest communitydevelopment financial institutions, which makes investments inunderserved communities.
