1.0 Foreword

IntheRoadSafetyStrategy2013-2020theRoadSafety Authority(RSA)hassetataskofmakingIreland’sroadsassafeasthebestperformingcountriesintheEuropeanUnionandbeyond.ThetargetsetisforIrelandtoclosethegapby2020oncountrieswiththemostprogressivesafetyrecordsintheEUi.e.Malta,Sweden,theNether-landsandtheUK.

Significantprogresshasbeenachievedsincewefirstbe-gantopursueastrategicapproachtoroadsafetyin1998andIrelandisnowthesixth(jointlywithSpain)safestcountryamongtheEU28forroadcollisionfatalitiespermillionpopulation.

ThishasbeenachievedthroughnationalGovernmentandLocalAuthoritiesworkingtogetherwiththeRoadSafetyAuthority,AnGardaSiochana(AGS),TransportInfrastruc-tureIreland(TII)andmanyotherstoimproveeducation,engineeringandenforcement.Thesedevelopmentsareaconsequenceofandhavecontributedtoahugeshiftinboththebehaviourofroadusersandattitudestowardsroad safety.

ContinuityofapproachisacornerstoneofthecurrentStrategywiththeemphasisoncloseco-operationandcollaborationamongthemanyagenciesbutmostespe-ciallythegeneralpublic.ThiscollaborationismirroredatlocallevelforCorkCityandCountyandthecontinuedmomentumofworkingtogetherwillcontributetoclosingthegaptomakeCorkroadsthesafestinthecountry.

1.1 INTRODUCTION

TheCorkRoadSafetyActionPlan2016-2020reflectsthenationalstrategyinitsaimsandobjectivesandalsointheconceptofsharedresponsibility.ItinvolvesthecomingtogetheroftheprincipalorganisationschargedwithresponsibilityforroadsafetytoincludetheLocalAuthorities,theRSA,AGS,TIIandtheHealthServiceExecutive(HSE)inaco-ordinatedandcollabora-tiveapproachtoimproveroadsafetyacrossCorkcityandcountyforallroadusers.

ARoadSafetyWorkingGroupforCorkcityandcountyhasbeenestablishedconsistingofthesestakeholdersaswellastheHealthServiceExecutive(HSE),NationalAmbulanceService(NAS)andtheFireServices,toexaminethespecificlocalissuesrelevanttoCorkandtodevelopastrategythatwillfocusonEducation,Engineering,Enforcement,Evaluation,EmpowermentandEmergencyResponse.TheGroupwillmeetonaregularbasistodevelopandjointlyimplementroadsafetyinitiativesandcampaignstargetedatlocalconditions.

2.1 MISSION STATEMENT

Toreducethenumberandseverityoftrafficcollisions,reducethenumberofdeathsandseriousinjury,andindoingsomakeCorkroadssaferforallroadusers.

2.2 Objective of StrategyTopromoteandimprovethelevelofroadsafetyonCorkroadsbytheim-plementationofmeasuresbasedontheroadsafetyelementsofEducation,Engineering,Enforcement,Evaluation,EmpowermentandEmergencyRe-sponse.Theseelementswillapplytoallroaduserstomakeourroadssaferespeciallyforvulnerablegroupssuchaschildren,seniorcitizensandthosewithadisability,andwillapplyacrossallmodesoftransport.Thisstrategywillbeimplementedjointlyandcollaborativelybytherelevantstakeholders.

3.0 PROFILE OF CORK

Therearetwolocalauthoritieswhoseremitcollectivelyencompassesthegeo-graphicareaofthecountyandcityofCork.

CorkCountyisthelargestcountyinIrelandwithCorkcitybeingtheprimaryurbancentrefortheSouthofthecountry.

CountyCorkcoversanareaof7,459squarekilometres(2,880squaremiles),whichcomprises11%oftheareaoftheState.ItislocatedintheprovinceofMunsterandbordersfourothercounties:Kerrytothewest,Limericktothenorth,Tipperarytothenorth-eastandWaterfordtotheeast.Withover7,500milesor12,500kmofpublicroads,CorkCountyCouncil’stransporta-tionnetworkequatesto14%ofthenation’stotal.CorkCountyhadapop-ulationof399,216inCensus2011withthelargesttownsbeingCarrigaline,Midleton,BallincolligandCobh.Thecountyhasapopulationdensityof64persons/km2,whichismuchhigherthanneighbouringKerryandTipperary.Corkhasalargelyrurallandscapewithahighpercentageofthepopulationlivinginurbanareas.

Suchisthediversityandscaleofthecountythatitisdividedintoanumberofstrategicareasi.e.MetropolitanCork,GreaterCorkRing,NorthandWest.Richfarmlandsandrivervalleysintheeastcontrastwiththesandstonehillsofthewest,andthereisanextensivecoastlineofbays,headlandsandbeaches.Farmingandtourismarethemaineconomicactivitiesandtheharbourareatotheeastofthecityishometoalargenumberofpharma-ceuticalandmedicalcompanies.

ThecityofCorkhadapopulationof119,230initsadministrativeareainCensus2011.Howeverthecityanditshinterland,thelargelyurbanGreat-erMetropolitanCorkarea(whichincludesanumberofsatellitetownsandsuburbs)hasapopulationexceeding300,000.

Corkcityisthekeyeconomicdriverfortheregionandplaysastrongroleinthesocialandculturalidentityoftheregion.Thecitycentreislocatedon

anislandbetweentheRiverLeechannels,hasacompacturbanformandisrelativelyflat.Corkisthesecond-mostpopulouscityintheStateandisagatewayandUniversityCity,atourismandculturalhub.ItistheglobalheadquartersforTycoandtheEuropeanheadquartersofindustriessuchasAppleIncandBostonScientific.Thehighlevelofindustrialandcommercialactivityplacesincreaseddemandsontheexistingroadnetwork.

Transportationlinksinclude:• Air:CorkInternationalAirport.• Rail:IarnródÉireann’sIntercity,commuterandfreightrailservices.• Bus:BusÉireann’sIntercityandcommuterbusservices.• Sea:PortofCorkatCorkHarbour.

3.1 Cork’s Road NetworkTheCorkroadnetworkisextensiveandintotalcomprises12,858km,madeupasfollows:• 559kmofNationalPrimary/Secondaryroute(49kmofwhichisMotor-

way)• 1,437kmofRegionalRoads• 10,862kmofLocalroads.

TheCorklocalauthoritiestogetherwithTII,NTAandDepartmentofTransport,TourismandSport(DTTaS)continuetoimplementengi-neeringmeasuresontheseroadswithaparticularemphasisonroadsafety.

Theabovedetailsclearlydemonstratethatresidentsinruralareasaremoreheavilydependentontheprivatecarandtravelforlongerdistances.ItshouldbenotedhoweverthatacrossbothcityandcountyempiricalevidencehasshownthattheuseofbothcyclingandpublictransporthasincreasedsincethelastCensus.TherelevantPOWSCARstatisticswillbeavailablebeforeyearendonCensus2016.

Asof2015IrelandarejointsixthwithSpainamongtheEU28intermsofroaddeathspermillionpopulation.Thisisbasedonprovisionalfiguresfrommostcountriesfor2015.Irelandcurrentlystandsat36deathspermillionpopulationwhichhasdecreasedfrom42deathspermillionin2014.ThecurrentfigureforCorkis39deathspermillionpopulation.

WhiletheSingleVehicle,HeadOnandPedestriancollisiontypesaccountfor approximately67%ofourcollisionsonCorkRoadstheyaccountforapproxi-mately93%oftheFatalCollisionsand71%oftheSeriousInjurycollisions.

4.4 Trends in Road Traffic deaths nationally and in Cork 2007 to 2012 (RSA 2014)

• TheimplementationofmeasuresundertheRoadSafetyStrategy2007-2012hascontributedtoa44%reductioninroadfatalitiesnationally.

• Substantialreductionshavebeenrecordedinallroadusercategorieswiththehighestreductioninpedalcycle,goodsvehicleandpedestriancasualties(67%,56%and62%reductionrespectively)between2007and2013.

• However,2013sawayear-on-yearincreaseinthenumberofroadfatal-itiesinIrelandforthefirsttimesince2005.188peoplelosttheirlivesin2013,comparedto162in2012.

• CorkandDublinarethecountieswiththepoorestroadsafetyrecordin2013intermsoftheabsolutenumberoffatalities.EighteenpeoplelosttheirlivesonCorkroadsin2013.

• Collisiondataforlateryearshasnotyetbeenpublished.

5.0 ROAD SAFETY - WHAT IT MEANS

5.1 National Context

TherehasbeenastrategicapproachtoroadsafetyinIrelandsincethefirstRoadSafetyStrategyin1998andthisapproachhasachievedconsiderablesuccessunderanumberofkeytargetareassuchasspeeding,drivingundertheinfluenceofalcoholandseat-beltwearing.Theresulthasbeenasig-nificantreductioninthenumberofdeaths(a66%reduction1997to2011)andIrelandisnowthesixth(jointlywithSpain)safestcountryintheEUforroadcollisionfatalitiespermillionpopulation.Thisachievementmaybesetagainstanincreaseinthenumberofcarsduringthisperiodof66%.How-ever,roaddeathsandseriousinjuriescontinuetohaveasevereimpactonsociety.

ThecurrentnationalRoadSafetyStrategy2013-2020hasthekeytargetofreducingroadcollisionfatalitiesto25permillionpopulationorlessby2020andseriousinjuriesto61permillionpopulation.Thismeansreducingdeathsfrom186in2011to124orfewerby2020.Theprovisionaltargetforthereductionofseriousinjuriesby30%isfrom472(2011)to330orfewerby2020.TheStrategyfocusesonthreemainareasofinterventionofeducation,engineeringandenforcementwhichwillcontinuetounderpintheimple-mentationoftheactionsoftheStrategy.

ToensurethatthenationalStrategydevelopsinthemostefficientmanner,aprogrammeofmonitoring,researchandevaluationwillbeputinplace.Amid-termevaluationoftheStrategywillbeimplementedin2016andthiswillprovideanopportunitytorecalibratetargetsandtoimplementadjust-mentstotheeducation,engineeringandenforcementmeasuresasrequired.

TheMinisterialCommitteeonRoadSafetywillcontinuetooverseetheimplementationofthestrategy.Ongoingmonitoringandoutcomemeasure-mentwillbeaugmentedbythemidtermreview.Thereviewwillincludeananalysisofallsocioeconomiccostsandburdensinrelationtoroadsafetyaswellascongestion/disruptioncosts.

5.2 Local Context

TheCorkRoadSafetyPlan2016-2020reflectsthenationalstrategyinitsaimsandobjectivesandalsointheconceptofaco-ordinated,collaborativeandconsistentapproachtoimprovingroadsafetyforallroadusers.Thede-velopmentandimplementationofmeasuresundertheheadingsofEduca-tion,Engineering,EnforcementandEvaluationtogetherwithEmpowermentandEmergencyResponseallplayacrucialroleintermsofroadsafety.

TheaimsoftheCorkRoadSafetyPlanareasfollows:

• Developobjectivesforthereductionandpreventionofroadcollisions onacollaborativebasis

• Developandimplementstrategiestoachievetheseobjectiveswhich arebestsuitedtolocalconditions

• Developamonitoringandevaluationsystem• Agreeatimeframeforimplementationoverthelifetimeoftheplan

TheRoadSafetyTogetherWorkingGroupledbyCorkCityandCounty Councilshasasignificantandpivotalrolein:

• OverseeingthedevelopmentandimplementationoftheCorkRoadSafety Strategy.

• Agreeingactionstobeprogressedoverthelife-timeoftheplan• Securingfundingfortheimplementationofactions• Ensuringthatallagencies/representativesontheGroupworktogether

toachievetheobjectivesoftheplan• RecommendingroadsafetypoliciestotheRoadsandTransportation

StrategicPolicyCommittees• InputtingintotheCityandCountySpeedLimitReviewprocess• Meetingonaregularbasiswiththechairbeingsharedbytherespective

DirectorsofService.• Engagingthebroadercommunitythrougheducationandinitiatives.

6.0 THE CAUSES OF COLLISIONS

AspertheRSAstudyoffatalcollisionsthatoccurredbetween2008and2012itwasfoundthattheprimarycauseofroadcollisions, deathsandinjuriesinIrelandare:

• Speedinappropriatefor,orinconsistentwith,theprevailingcircumstancesor driving conditions.

• Impaireddrivingthroughalcoholordrugs• Failuretouseorproperlyuseseatbeltsandchildsafetyrestraints.• Unsafebehaviourtowardsvulnerableroadusers(pedestrians,motorcy-

clists,cyclists,youngchildrenandolderpeople.)• Unsafebehaviourbyvulnerableroadusers(pedestrians,motorcyclists,

cyclists,youngchildrenandolderpeople.)• Driverfatigue–drivingwhileover-tiredand/orunabletoremainawake.

Inaddition,theRSAstudyoffatalcollisionsthatoccurredbetween2008and2012foundthatthelargestproportionsofdriversdeemedtoberesponsibleorpartresponsibleforthecollisionwithdefectivetyresontheirvehicleswereinDonegal(18.2%),Cork,KerryandWexford(9.1%each).

6.1 Critical interventions needed to sustain progress

Targetshavebeensetatanationallevelforfurtherreductionsinfatalitiesandseriousinjuryby2020. Implementationatbothnationalandlocallevelofthefollowingmeasurescouldhelpreachthosetargets:

• Reinforcetheimportanceofwearingseatbeltsandtheuseofchildrestraints

• Reinforcethemessageoftheconsequencesof:• driver fatigue• driverimpairmentsuchasalcoholanddrugdriving• driverdistraction,inparticularmobilephoneuse

• Highlighttheimportanceofdriverandmotorcyclistuseofappro-priatespeedforroadandconditions

• ContinuetoreduceincidenceofLearnerDriversunaccompanied• Empoweruserstoadaptpositivebehaviours.

Thesemessagesarerelevanttoalldriversbuthaveparticularrele-vance to younger drivers.

7.0 ROAD SAFETY TOGETHER WORKING GROUP – STAKEHOLDERS

Cork Local Authorities - Cork City and County CouncilsCorkCityandCountyCouncilsareresponsiblefortheconstructionandmain-tenanceofpublicroadsintheCityandCountyincollaborationwithTransportInfrastructureIreland,NationalTransportAuthorityandDepartmentofTrans-port,TourismandSport.Thisinvolvesresponsibilityfortheplanning,design,developmentandmaintenanceofroadsinCork.KeyelementsoftheCorkRoadSafetyActionPlanincludesafetyconsiderationsandongoingmainte-nancetogetherwithimplementationofaRoadSafetyEducationprogrammeinconjunctionwithstakeholders,inordertoprovideasafeandefficient networktoservetheneedsofCorkCityandCountyforBusiness,Industry, Agriculture,Tourism,EducationandCommunityDevelopment.

An Garda Síochána ThemissionofAnGardaSiochánainitsCorporateStrategy2013-2015is“toachievethehighestattainablelevelofpersonalprotection,communitycom-mitmentandstatesecurity”.ThisincludesanumberofstrategicgoalsintheareaofTrafficandRoadSafetyinanattempttosignificantlyreducetheinci-denceoffatalandseriousinjuriesandimproveroadsafety.TheRoadSafetyAuthority,CorkLocalAuthoritiesandAnGardaSíochánaarecloselylinkedinterms of road safety initiatives.

Road Safety AuthorityTheaimoftheRoadSafetyAuthorityistosavelivesandpreventinjuriesby reducingthenumberandseverityofcollisionsonourroads.Weresearch,educateandprotectroadusersbyimprovingtheirknowledge,skillsandbehavioursastheymovethroughlife,wesetandassessdrivingstandards,promoteremedialtrainingandlicencedriversaccordingtoentitlementsandwesetstandardsforvehicles,testagainstminimumstandardsandsupportcomplianceamongstcommercialvehicledriversandoperatorsandenforcewherenecessary.

TheRSAworkscloselywiththeCorkLocalAuthoritiesinthedrivetoreducethelevelofdeathandinjuryoccurringonourroads.TheRSAhasgivenitsfullsupportandco-operationtotheCorkRoadSafetyWorkingGroupinitsimplementationoftheRoadSafetyStrategylocally.

Transport Infrastructure IrelandTransportInfrastructureIrelandwasestablishedthroughamergeroftheNa-tionalRoadsAuthorityandtheRailwayProcurementAgencyundertheRoadsAct2015,witheffectfrom01/08/15.TheprimaryfunctionofTIIunderthetermsoftheRoadsAct(2015)istosecuretheprovisionofasafeandefficientnetworkofnationalroads.TII’smissionstatementistocontributetoimprovingpeople’squalityoflifeandtoeconomiccompetitivenessbydeveloping,maintainingandoperatingthenationalroadnetworkinasafe,costeffectiveandsustainablemanner.TIIalsohaveaRegionalRoadSafetyEngineerfortheSouthWestre-gionwholiaiseswithCorkCityandCorkCountyCouncil,aswellasothercoun-tiesintheregion,regardingissuesofroadsafetyonnationalroads.

Cork Fire ServicesThemainroleofCorkCityFireDepartmentistoworkwiththelocalcommuni-tyandotheragenciestoreducerisktolifeandproperty.Theybelievepreven-tionisthemosteffectivewaytoaccomplishthiskeygoal.TheroleoftheCorkCityFireDepartmenthaschangedovertheyearsandthenumberofroadtrafficincidentstheyattendhasincreased.WithregardstoRoadSafetythefocushasbeenonpromotingeducationwithvariousstudentgroups,schoolsandthegeneralpublicwiththeirCommunityFireSafetyvehicle.ThishasbeendoneinconjunctionwiththeotherPrincipalResponseAgenciesandhasbeenwellreceivedbyparticipants.

CorkCountyFireServicesaimtokeeppeoplesafeintheircommunitybyworkingtoensurefiresandotheremergenciesdonotoccur,includingroadtrafficcollisions,andrespondingefficientlyandeffectivelywhentheydo.CorkCountyFireServicesworkcloselywithotherPrincipalResponseAgenciesintermsoftryingtoimproveoverallsafetylevelswithinourcommunitiesandintryingtominimiselossanddisruptiontosociety.

CUH Emergency DepartmentCorkUniversityHospital(CUH)wholeheartedlysupportsourstrategicroadsafetypartnersasweactivelydevelopasaNationalCentreofExcellenceinTraumaCarefromRoadsidethroughtoRehabilitation:

CUHhasallrelevantspecialtiestomanagetraumaofallseverityonasinglecampus.

• TheClinicalLeadforIreland’sMajorTraumaAudit(MTA)isaConsultantinEmergencyMedicineatCUH.MTAsupportsanationalframeworkforhospitalstocollectandreportstandardiseddataonpatientinjury,careprocessesandpatientoutcomesandsubmitsthisdataforbenchmarkinginternationallytotheTraumaAuditandResearchNetwork(TARN).
