A Message from The Registry

Welcome to the Commonwealth of Dominica Maritime Registry. It is a great privilege for me to offer ship owners, operators and mariners an opportunity to join an international shipping registry that prides itself on serving the shipping community with the best of support possible. Our service to our customers is second to none! We have constantly been told by new customers that they wish they would have flagged their vessels with the Commonwealth of Dominica years ago.

Our dedicated staff and global offices understand the necessity of a customer service focused Maritime Administration. Customer service is our number one priority. We don't expect any of our customers to have to wait for answers for days or weeks - we answer all emails within a 24 hour period. We are on call 24 hours per day, 7 days per week. Our mariner and seafarer training and certification program is exceptional by worldwide standards. We have a global training network through our parent company, Northeast Maritime Institute www.northeastmaritime.com, which has affiliate schools in the Commonwealth of Dominica, Republic of Georgia, Thailand, India, Bangladesh, and many more to come. Each facility falls under the management of NMI's head school in the U.S., which is approved by the Massachusetts Department of Education and the United States Coast Guard. NMI is also ISO 9001/2008 compliant.

Our mariner certification program is listed on the International Maritime Organization's “White List” of Nations as a fully compliant program under the International Convention on Standards of Training, Certifications and Watchkeeping for Seafarers (STCW) for issuance of original and endorsed Certificates of Competence.

Vessel Registration

Registering a vessel under the Commonwealth of Dominica is efficient, straightforward

and cost-effective. We are available to assist the client throughout the complete

process. Our applications are available at www.dominica-registry.com.

The first step is to submit a request for acceptance to the Registry. A quotation will be

provided upon acceptance, and it is smooth sailing from there. We can tailor the

registration process specific to each client’s needs.

Dominica Maritime Registry offers yacht owners, commercial and private, cost effective yacht registration with no tonnage tax or size restrictions. In addition, the Registy provides a free self-inspection program to help yacht owners ensure safety on their craft. We also offer our clients the ability to customize the length of registration periods to better convenience the customer and keep documents up to date. Anti-Piracy Assistance

The Commonwealth of Dominica takes piracy seriously.

Our programs are among the most comprehensive in the world.

We have balanced the requirements for compliance and international treaties with a high performance and asset protection protocol that will ensure your vessels are safe. Ship owners and crew of any merchant vessel traveling under the flag of the Commonwealth of Dominica must feel safe.

The Commonwealth of Dominica opposes any kind of restraint, depredation or seizure of its vessels. Any aggression considered an act of piracy against any Dominica flagged vessel shall be dealt with swiftly and assertively. To counter the growing incidents of piracy off the Horn of Africa and the Arabian Sea, the Administration has developed a multi-tiered assistance package to meet the needs of vessels traversing High Risk Waters.

Dominica International Maritime Registry offers technical and statutory services to our fleet of vessels. Our global network of inspectors and surveyors allows for easy survey coordination at competitive pricing.

Our technical staff are dedicated to ensuring vessels are properly serviced and documented in the most efficient manner possible. Our staff will work with clients to schedule services at appropriate times and locations, liaise with Classification Societies and other Recognized Organizations to ensure needs are being met, and assist with LRIT compliance and support. We will communicate with Port State Control offices and other government organizations to facilitate commerce and continued trade so that our clients can safely maximize their economic opportunities.

The Commonwealth of Dominica Maritime Administration offers a five-year Statutory Service Program which is managed directly by the Office of Maritime Affairs. We offer vessel owners a competitive statutory survey and certification package that is a cost-effective and efficient solution to consolidating vessel services and mitigating costs.

Through the Administration’s headquarters and technical service locations worldwide, the statutory survey and certification package includes initial, annual, and renewal surveys which are carried out and supported by highly qualified surveyors and naval architects.

To support vessel owners in their efforts to maintain economic viability, this program is offered in five annual installments through a Block Fee Agreement. The Block Fee Agreement also includes the cost of issuance for both the interim and full term certificates as well as Annual Flag State Inspections.

The Commonwealth of Dominica Maritime Administration is proud to offer this service directly to vessel owners rather than delegate the responsibility and customer service to third party organizations. Administrations should carry out this responsibility directly in order to look out for the interests of the ship owner.

Flag State Inspection and Detention Prevention Program

The Flag State Inspection Program was created with the goal of assisting ship owners and

operators with the safe operation of their vessels and to reduce the number of deficiencies

and detentions received during Port State Control inspections. The program incorporates

multiple inspection types that are necessary to prevent, identify, and rectify any issues

related to safety, security and environmental protection.

The program is not intended to replace surveys for the issuance of class and statutory

certificates. Such activities will continue to be performed by duly recognized organizations.

Each inspection has a different purpose, but the final goal is to assist the ship

owner/operator in complying with the application of international standards prescribed by

a host of treaties and conventions such as Safety of Life at Sea (SOLAS) and the Marine

Pollution Convention (MARPOL) as well as national regulations. The main goals of the

program are to assist owners and operators to conduct their vessels safely, efficiently and

cost-effectively.

As a continued effort to reach our goal of zero deficiencies and detentions, Dominica has

also developed the Detention Prevention Program. This program entails daily monitoring of

our vessels' performance and identifying vessels that are having difficulty complying with

mandatory instruments. These vessels are placed in the Detention Prevention Program and

additional support is provided to the owner and operator.

International Maritime Organization Participation

It has always been recognized that the best way of improving safety at sea is by

developing international regulations that are followed by all shipping nations. Since the

mid-19th century onwards a number of such treaties have been adopted. Several

countries proposed that a permanent international body should be established to

promote maritime safety more effectively, but it was not until the establishment of the

United Nations itself that these hopes were realized. In 1948 an international conference

in Geneva adopted a convention formally establishing the International Maritime

Organization (IMO).

The Commonwealth of Dominica is a regular participant at the IMO's Committee and

Sub-Committee meetings. The IMO is an important body that assists the Administration

with the ability to gauge the maritime safety and security regulatory environment.

Owners or representatives wishing to sit on the Commonwealth of Dominica Delegation

may request to do so and attend these meetings as part of our commitment to ensure

that their voices are heard.

The Commonwealth of Dominica is a duly recognized nation by the Secretary General of the United Nations' International Maritime Organization as to giving complete and full effect of the STCW Convention by issuing both Original Certificates of Competence and Endorsing Certificates of Competence of other recognized countries.

The application process with the Commonwealth of Dominica is simple and clear with online forms and checklists of requirements. Complete applications are processed efficiently and in a timely manner. Mariners seeking endorsements of their foreign certificates of competency will find it an easy process to complete.

The Registry has recently completed major improvements to its mariner licensing system, including an updated mariner database system which includes online certificate verification. Our investment into a fraud-proof licensing system also includes unique security paper for the issuance of certificates which incorporates numerous security features. Dominica has also increased the formal international recognition of its STCW Certificates of Competence by other countries and is currently implementing the 2010 STCW Manila amendments.

Mariners seeking original Certificates of Competence from the Commonwealth of

Dominica can do so by completing required sea-service, training, and approved

"In-Service Training". “In-Service Training” modules accompanied by a written

examination are an option for some mariners.

Northeast Maritime Institute, our parent company, is the primary training provider for

the Commonwealth of Dominica International Maritime Registry. The Institute works to

ensure that students complete the training necessary to receive their Commonwealth

of Dominica Certificate of Competence in order to work in communities world-wide

and to develop awareness for safe and effective shipping.

Northeast Maritime Institute, headquartered in the U.S., operates STCW compliant

courses globally, including the United States, Europe, Asia and the Caribbean basin.
