Mr. Rusver Correa .nj.gov/health October 16, 2006 Re: Order to Cease and Desist Impersonating a Certified New Jersey Emergency Medical Technician-Basic Investigation Control # 05-C-071 Dear Mr. Correa: Commissioner The New Jersey Depament of Health and Senior Services (hereaſter, "Department") is vested with the responsibility of caring out the provisions of the Health Care Facilities Planning Act, N.J.S.A. 26:2H-1, et seq., which was enacted, in part, to ensure that all hospital and related health care services rendered in the State of New Jersey are of the highest quality. As defined at N.J.S.A. 26:2H-2b, health care services include any pre-hospital care rendered by paramedical and ambulance seices. In furtherance of the objectives set forth in the statute, the Department of Health and Senior Services has adopted regulaons at govern e training and certification of the Emergency Medical Technicians (EMT-Bs) who staff those paramedical and ambulance services. See N.J.A.C. 8:40A-1.1, et seq. It has come to the attention of this Department's Office of Emergency Medical Services (OEMS) that you have impersonated an EMT-B while working for Aero Ambulance Service. On or about December 29, 2004, management from Aero Ambulance faxed a copy of your EMT-B card from their personnel files to OEMS for certification validation. The copy indicated an expiration date of December 31, 2004. A review of OEMS records revealed that you have never been certified as an EMT-B. In fact, you failed the EMT-8 ceification examination eight times. In addition, OEMS has confirmed that you are not ceified through the National Regist of EMTs or by any state or jurisdiction whose EMT-B certifications are recognized or reciprocated in the State of New Jersey.
