The Burdekin Sub Branch of Vietnam Veterans will be celebrating the Anniversary for the Battle of Long Tan, this was a significant part of the Vietnam War, with a parade and service to mark this occasion.

Again this year the parade and service will be conducted at our Deep Creek Veterans Retreat (Rural No 4377) Ayr Dalbeg Road.

You are cordially invited to attend, the parade will commence at lJ.30am on Friday the 18th August 2017.

There will be light refreshments after the parade for those that wish to stay after the

ceremony.

The Burdekin Sub Branch of VIetnam Veterans would like to thank Council for this

offer of a Toilet / Shower facility from Jones St. Depot to be relocated to our Veteran

Retreat at Deep Creek.

After further discussion with a Transport firm we were able to gauge a better

understanding on what would be necessary to be able to relocate this building.

The machinery ( 2 large crane were required to lift on and then off the low loader) and equipment as well as pilot and Police escort that would be necessary to transport the building to Deep Creek was seen as too great an expense, not to mention that

once onsite, the building would require a total new roof

The Committee thank Council for this offer, however the cost involved to relocate

became extreme.

Would the Fees paid to Council in advance be able to be held by Council for any future ablution block that we may construct or obtain?

Dear Councillor Lyn McLaughlin Mayor Burdekin Shire Council RE: PRODUCTIVITY COMMISSION REPORT INTO THE TELECOMMUNICATIONS UNIVERSAL SERVICE OBLIGATION (TUSO) It is with great alarm that I read the final Productivity Commission Report into the TUSO, which was recently handed to the Federal Government. This report has the potential to have an enormous negative impact on rural and remote families who have no access to the mobile phone network and rely on their landline solely for voice calls. ICPA Queensland has published a Briefing Paper and Fact Sheet in response to the report outlining the major impacts this could have for distance education students, ranging from eKindy to Tertiary, and small remote schools, not to mention all other facets of rural and remote living.

The loss of a landline for rural and remote families would have a huge impact on rural and remote communities. Whilst the nbn satellite has improved internet services markedly, it is not without its drawbacks. If voice calls are placed over the internet (VoIP) the latency is at least 0.5 - 1 second rendering it completely ineffectual for schooling and a major step backwards for general communication.

The fact that there is “only” 90,000 customers for whom the current USO is a necessity should not mean that those customers have to accept a second rate communications system. Of all the customers in this country, those 90,000 who are living in rural and remote locations have the most need for a high quality and reliable communication network. These 90,000 have no other form of communication, and their safety will be jeopardised in times of extreme weather events due to outages of Skymuster, potentially for up to 10 days, considering the satellite could become the only vehicle for voice and data services.

Whilst we acknowledge communications is managed by the Federal Government, the education of children is a state matter and this has the potential to further disadvantage Queensland students

who are unable to attend face to face schools or who may attend a school in a small town that is in the satellite footprint.The support of Queensland State Parliamentarians and Local Government is essential to ensure our kids get the best education possible.

I urge you, when considering the USO report, to bear in mind the unique telecommunication needs and challenges of rural and remote Australians.

Fact Sheet - USO Report 2017 ICPA QLD’S OVERARCHING OBJECTIVE: To raise awareness that if the Productivity Commission’s Recommendation to wind up the Universal Service Obligation (USO) by 2020 is accepted, by the Federal Government, people who currently rely on a fixed landline and live in the satellite footprint with no mobile phone coverage, will be forced onto a sub-standard, unreliable satellite voice service compromised by poor weather conditions, mains power outages and latency issues. This will include a number of small remote school sites and distance education home schoolrooms. The Report acknowledges that at present, there is no viable technology to replace the fixed landline for these customers. Overview The USO is the universal obligation for every Australian to have access to a fixed landline. The PC Report findings indicate the need for a USO is declining given the increasing reliance of mobile phones and the roll out of the nbn, which has a provision for a voice service. ICPA Qld does not dispute that in some instances the relevance of the USO is declining, however, for the 90,000 premises across Australia who are largely in the satellite footprint and have no mobile phone coverage, access to a fixed landline is paramount. Important Issues: For distance education students on Sky Muster who rely on a fixed landline to access lessons with their class and teacher, a satellite based voice service (eg. VOIP) will significantly reduce the quality and reliability of the lessons due to voice delays and drop outs. The biggest asset for a geographically isolated student in a home classroom is their landline. Access to a fixed landline for residents in rural and remote locations is critical for safety of life. A satellite based voice service cannot be relied upon in cases of emergency, especially in areas with no mobile phone coverage. There is a recommendation that the Copper Continuity Obligation be abolished. For towns in the nbn satellite footprint who are currently accessing low latency, unlimited data plans with ADSL technology, this will mean they will be forced on to Sky Muster. The outcome will be a severely degraded internet service and congestion on the Sky Muster satellites.

ICPA Qld Response to the Productivity Commission Report into the Telecommunications Universal Service Obligation (TUSO) Briefing Paper Acceptance of the Recommendation of the USO Final Report, tabled in Federal Parliament, to wind up the USO by 2020 without any viable alternative to a voice service for ‘the last 3% of the population’ will only increase the gap between the more populated areas and rural and remote parts of the country. In simplistic terms, people who are served by nbn terrestrial (e.g. Optic Fibre, Fibre to the Node (FTTN)) technologies are those who are also in the more populated areas. They will have first class low latency (delay), high speed nbn data, fixed phones, mobile phone services, face to face education plus access to nearby services for speedy assistance if necessary. Optic fibre users have the option to select a backup power option to ensure continuity of service if there is a power outage. People who are served by nbn wireless technology in rural areas with a “reasonable” population density will have access to a low latency, high speed nbn data service and may also have access to limited mobile phone services. They may have access to face to face education plus a restricted access to nearby services for assistance if necessary. Users would have the option of a VOIP -Voice Over IP (Internet)- fixed phone service over the nbn wireless system. Because of limitations of the nbn wireless technology, pockets of people within a designated nbn wireless area may be unable to access nbn wireless due to the local terrain or vegetation. nbn wireless has a 14km cut-off from the nbn base. nbn services will be lost if there is a power outage. Areas designated as nbn satellite face reductions in telecommunications and data services. Satellite Designated Towns Most rural and remote towns have access to fixed telephones, ADSL and mobiles. Under the loss of the USO, they may lose the Copper Continuity Obligation which would result in the loss of low latency ADSL and fixed phones and the forced migration to the Sky Muster service. The effect will be a reduction in the usability of their data service. Existing ADSL services often have unlimited data plans and where there is ADSL2, speeds close to 20Mbps are being experienced. Individuals and businesses will suffer from the resulting Data Drought. Those who require fixed phones will be potentially forced onto to high latency VOIP services over Sky Muster or onto Wireless Local Loop (WLL) services derived from the Mobile network. The mobile networks feeding these small towns would be unlikely to be able to support the resultant increase in voice and data traffic. Any data which is forced onto the Sky Muster system will increase the level of congestion, thereby effecting all users. Furthermore, if there is a power outage both satellite and WLL services are likely to fail as there is no backup provided. Students utilising distance education in these towns will experience a downgraded service. Mobile Phones in Rural and Remote Australia The USO Final Report recommends that mobile phones will replace fixed phones if they can operate outside a building. It is normally expected (depending on terrain) that a handheld mobile will operate reliably 10 – 15km from a mobile base. This alone shows a total lack of understanding of the landscape of the bush. Mobile phone networks tend to be built along highways and in towns, creating a narrow corridor of access. It is estimated that about 70% of Australia’s land mass does not have Mobile coverage and at the current rate of spending, it will take 100 years to achieve total coverage.

Remote Sites with no Mobile coverage. The USO Report estimates 90,000 sites in Australia have no Mobile coverage. These sites are mostly supplied with telephone services by Radio technologies. A small number of sites are supplied via Telstra USO Satellite. Unlike the Sky Muster solution proposed under the USO Report, all phone calls are limited to one hop due to a novel switching solution incorporated into the satellite platform. Calls from one satellite user to another are switched in the satellite, so users can talk directly with a minimum of latency (delay). It is not possible to incorporate this technology into the 2 Sky Muster Satellites, resulting in double hopping with double latency for call to another Sky Muster user. If the USO recommendations are implemented, the current only option for voice calls based on technology currently available, would be VOIP over Sky Muster. Disadvantages of this proposal include: 1. Weather related loss of service nbn advises up to 10 days of degraded or no service for Sky Muster Users in Northern Australia. 2. The absence of a backup power supply The loss of mains power due to outages or the use of non-continuous local generators will result in loss of service. 3. Latency Issues for Distance Education Students High latency voice calls on tele-lessons through Schools of Distance Education will dramatically reduce the quality and effectiveness of educational outcomes for students; Interactive group activities (e.g. music/instrumental lessons, science experiments, languages) will also be significantly impacted by high latency issues and quite likely will become impossible to deliver. These sites will have poor high latency and unreliable voice and data services. These sites are long way from neighbours, rely on telecommunications services for education, domestic & business communication and are a long way from support and medical services. They rely totally on their telephone services in emergencies and natural disasters to call for assistance. The limitations of Sky Muster, unfortunately mean it is just when communication is required the most, it will be degraded or unavailable. The Future With the rollout of nbn cable based technologies in what was termed Non-Legacy areas, it could be accepted that the Telstra USO responsibility has been transferred to nbn. In nbn Wireless areas, the provision of backup power, if requested, would enable a VOIP fixed line service to be provisioned via the nbn Wireless network. This would allow the associated Legacy plant to be decommissioned, transferring the USO to nbn In Mobile coverage areas, the provision of WLL (Wireless Local Loop) technology with battery backup would enable an equivalent fixed line service to be provisioned, allowing the associated Legacy plant to be decommissioned. Users would have a choice from whichever Carriers service that area. Where a Mobile Blackspot site is commissioned, the rights to the fixed lines operating in the footprint of that tower would be transferred to the operator of that site. The USO Report considers that if Mobile coverage is available outside a building that is good enough. This will not meet the requirements for an acceptable standard of living, and more importantly, an equitable Education! It is essential that if a fixed line is to be replaced by a mobile service, there is full access to mobile services within buildings. Facilities must be made available to all Distance Education services to be accessed as well as all of the normal domestic and business activities. It is essential that, for the 90,000 sites that do not have a current alternative to quality voice services, existing services are maintained until an alternative becomes available.

Studies in the US point out that high latency voice services cause difficulties for the young as well as the older members of the community. A standard voice service has a usability rating of 5, Satellite VOIP services reduce this to 3. Anywhere a voice service (fixed or mobile) has been provisioned either via nbn or mobiles network, a revised USO must ensure that a robust Customer Service Guarantee (CSG) process is in place to ensure users are not disadvantaged. Attention must be paid to service and restoration of bush mobile bases as they are normally standalone with no overlapping coverage from other bases. A failure of a base will geographically isolate an entire area. In more populated areas, the loss of a base tends to be compensated for by adjacent bases. Latency or Delay Latency is a measurement of the time it takes for information to get from one user to another, e.g. if one user says “Hello” how long is it before the user hears the word? A typical Qld Sky Muster VOIP call to a Qld neighbour on Sky Muster would route like this: - “Hello” – to telephone – to Computer, converts the sound signal into data – the computer sends the data to the Sky Muster NTD (modem) – to Satellite – to Geraldton Earth Station – to Perth – to Sydney – to Brisbane - to the telephone exchange – to Brisbane – to Sydney – to Perth – to Geraldton Earth Station – to Satellite - to Sky Muster NTD – to Computer to convert data to a sound signal – to telephone – “Hello” Each time the voice passes through the Satellite the Latency is about half a second, so a Satellite to Satellite call would have a Latency of approximately one second.

Forever Changing – Fort Worth, Texas (Population: 880,000)

Council, community and business have worked together to develop the Trinity River

riverside into an exemplar of open space development. And the renewal of downtown Fort

Worth is regarded as amongst the world’s best CBD renewals. Community supported inner-city commercial, residential and recreational development combined with community support to make greater use of the Trinity River has turned this city into one of the most highly regarded in the US to live, work, play, visit and establish business. We spend time with the people who energised the community support for Fort Worth’s ambitious vision.

Punching Above Weight – Ardmore, Oklahoma (Population: 24,000)

Ardmore is a city built on big dreams and an attitude that all things are possible. Nestled at the foot of the Arbuckle Mountains and surrounded by 100,000 acres of pristine lakes, Ardmore has been twice named the All American City in the last 5 years and has rated in the top 50 US towns for living and business each year for the last 10 years. The Council through very strong community and corporate partnerships have built a city that is the envy of many similar and larger sized cities in the US. Events Capital - Austin, Texas (Population: 465,000) Austin, the capital of Texas prides itself being the “Live Music Capital of the World”. But it is much more than that, it is also known for its world class educational facilities and open recreational space. Austin is also now rivalling Las Vegas as USA’s Number One Events City. We will hear how Austin managed to contract with the local business and residential communities to successfully attract and hold events. We will also spend time with Austin’s key decision makers and look at how the public got engaged and became passionate about making Austin an “Events Capital”.

Game Changer – Bossier City, Louisiana (Population: 80,000)

Bossier City on the Red River in Northwest Louisiana is known for its paddleboats, river casinos and world-class race tracks. But it’s innovative and progressive community has made Bossier a City of Choice for people and business. We will spend time with the architects of the City’s “Bossier Innovates” program and how the community went from conservative to progressive in record time. Named a “Game Changing Community” by the Money Magazine for its economic potential, Bossier is a must visit for Australian Councils wanting to see proven models of how to struggling to get Community Engagement and Support for Change, Innovation, Development and Growth.

Border of Success – El Paso, Texas (Population: 610,000) El Paso located on the Texas/Mexico border and on the Rio Grande is the 20th largest city in the US and one of the fastest growing. With the recent appointment of a qualified Six Sigma Black Belt as their City Manager, El Paso has already saved thousands of days in process time and thousands of dollars in costs. We will spend time with the City Manager who has a solid history of performance improvement with several small and large Councils, and his team. We will then discuss how easily Councils, regardless of size can embrace Lean Six Sigma for little cost and how there is an immediate ROI. Participants will also be given a tour-free day in El Paso so they can cross the border into Mexico if they wish.

$74 Million - Irving, Texas (Population: 210,000) Irving recently received the Presidential Award for Performance Excellence, one of only two Councils in the US to ever receive this prestigious award it the Award’s 30 year history. This followed the city’s decision to embrace Lean and Six Sigma business improvement methodologies which resulted in the City shaving 30% off its operational expenses whilst still improving customer satisfaction. We will visit the Irving’s Innovation Department, which reports directly to the City Manager.

Arlington Texas Participants will be given a quick visit to Arlington Texas, the home of the Dallas Cowboys NFL Team and the Texas Rangers Baseball Team, by an Arlington Council officer.

Options Time and Itinerary Permitting and Participant Interest: We may visit: Addison Texas (population 15000) and Coppell Texas (population

38000); on the fringe of Dallas and awarded for their innovation and abilities to manage

fast growth whilst still preserving history, heritage and character; Hope, Arkansas

(population 10,000) who has received formal recognition as a Town of Excellence on

several fronts including Open Space Management and Community Engagement; Purcell,

Oklahoma (population 6000) known as the Quarter Horse capital of the world who

rebuilt their economy on the back of the equine industry.

Local Government Thought Leaders We may also have some focused open discussions

with ‘Local Government Thought Leaders’ and Futurists.

We may meet with a Regional Leader of the Government Alliance for Innovation time

and itinerary permitting and our participant’s request.

We will use a mix of Cars, Plans and Trains to get from A to B, depending on safety,

convenience, adventure and experience. Our preferred rail travel in the US is Amtrak, our preferred domestic US airliner is American Airlines and our preferred car rentals are Hertz.

We have 20 years of experience in conducting Local Government Study Tours. Full cost of the 2017 tour includes full ICMA Conference Registration (valued at more than US$2000), 4-star (or best available) hotel accommodation in each city/town of visit, return economy international fares (Sydney/USA Return) and economy airfares and transport in USA. The study tour cost includes full registration at the ICMA Annual Conference, international economy return airfares from Sydney to USA, US domestic fares and US transport costs, accommodation and transfers. Held annually in October, the LGAQ Annual Conference is an important opportunity for local governments to gather and debate matters of importance to Queensland communities.

• Occurring at the Gladstone Entertainment and Convention Centre from 16th-18th October. • Change and opportunity are the key themes of this year’s Conference. • Mayors, councillors, local government CEOs and senior managers as well as peak body and government

representatives and regional development practitioners are encouraged to attend.

Dear Sir/Madam

LGAQ 121st Annual Conference: 16-18 October 2017 Gladstone Entertainment Convention Centre, 56 Goondoon Street, Gladstone: Delegates, Observers and Accompanying Persons Registrations

I am writing to inform you that we are now accepting registrations for our Annual Conference.

A copy of our brochure is attached for your information.

Member Councils pay a Conference Levy in conjunction with their Membership Subscription. This year the Conference Levy, which entitles your Council to be represented at Conference by two (2) Delegates, has been set at $2860.00 including GST.

You will need to check with your Council as to whether you will be attending as one of their delegates otherwise you may attend as an observer and if this is the case a Registration Fee of $1430.00 (GST Incl) per person attending, is required to be paid. Note that the Wednesday evening function is not included in the registration fee. This initiative was authorised by the Policy Executive to assist those councils who wished to reduce the costs of conference for their local government.

This year you can only register online by clicking on www.lgaq.asn.au and following the prompts. This is now our method of registering. Note that each and every person attending the conference must be registered so that name tags, voting cards, lists of attendees etc, can be prepared in ample time and the Hosts of the various functions advised as soon as practicable of the numbers attending those functions, to enable necessary arrangements to be made. If you have any problems registering on-line, please do not hesitate to ring the Members Hotline 1300 542 700.

Please note that as per last year we are allowing One Day Registrations only (i.e. you cannot book two single days), to provide the opportunity for more observers to attend. One Day Registration includes a conference satchel and a lunch. Because of space limitations, One Day Registration is strictly limited to 100 on a first-in basis.

Because of the high costs of catering arrangements, it is imperative that the registrations be carefully and accurately completed. In previous years, the differences between registered numbers and actual attendances have resulted in over-catering at considerable cost.

The Early Bird ($1430.00 GST Incl) Cut Off date for Registrations is 8 September 2017. From then, the cost is $1630.00 GST Incl, and no registrations will be accepted after 29 September 2017.
