As a province, we have a responsibility to create an environment that is welcoming to investmentand business. “Canada Starts Here: The BC Jobs Plan” (BC Jobs Plan) was launched four yearsago to do just that: diversify and grow our economy and support long-term job creation in theprovince.

Dear Sirs/Mesdames:
Re: Sechelt Visitor’s Center Contract
Thank you for your letter dated February 16, 2016, in response to our February 4, 2106 letter relatingto the motion to renew the existing Sechelt Visitor’s Centre (VIC) Agreement.
In an effort to ensure that we have an understanding whether it is by agreement or otherwise, I wouldlike to clarify a few points in your response:
First and foremost, we did not ask to unilaterally be granted the contract for the Sechelt Visitor’sCentre by way of any special treatment or based on previous relationships formed with any of theCouncil (ie: lunches/liaison) nor did we have any such expectation. We simply wanted the opportunityto apply for the contract through an REP process. In fact, if the contract were put to an REP process,there could have been many other prospective proponents apply. We had no expectations that ourpotential application for the contract to operate the VIC would automatically be accepted, however, wedid have hope that it would or at the very least would be granted equal consideration. In your letter,you mention that “District staff has the authority to amend the Administrative directive on Procurementwhen they determine it is in the best interest of the District.” After 10 years of having the sameoperator, we question how the District of Sechelt could truly know they are acting in the “best interestof the District” without obtaining any comparisons as to the cost, services or service levels that anotherpotential organization could provide?
As for the “direct link” to AGLG recommendations for improvements to the District’s REP policy, wewere referring page 35, sections 3.2.119 — 3.2.123 and page 36 sections 3.2.124-3.2.125 of theGeneral’s Audit Topic 3— Report 2 (April, 2015) (http://www.aqlq.ca/includes/docs/Audit-Topic-3-Report-2-Sechelt. pdf).
As a former legal assistant, I acknowledge that the wording in certain areas of the VIC Agreement withSCCS Society lacked clarity and could be left to interpretation, however, I disagree with the District’sinterpretation of the renewal clause and the obligation, “in good faith” that you referenced as one ofthe reasons for it to be renewed.
We can certainly understand your disappointment about this issue becoming the “story of the week” inthe media. We were somewhat surprised at the extent of the coverage it received.

We also have come to recognize the difficulty in keeping things top of mind when dealing with interimstaff and that it is quite possible that our earlier email correspondence became buried as new stafftook on the interim Corporate Officer role.
At the end of the day, we cannot cry over spilled milk. We hope that the District of Sechelt makes it apriority to improve its procurement practices and procedures within a new, well thought out procurementpolicy (which you have indicated is already in the works). We also hope that the next VIC Agreementexcludes any wording that could be construed to have an automatic renewal clause and that we willhave an opportunity to apply for the REP at the expiration of the agreement.
We look forward to working with the District of Sechelt to improve and enhance the quality of life forthe community that we share in many other ways going forward.

Dear Mayor Milne and Councillors,
On behalf of the Sechelt Public library board, I would like to invite you attend or drop in to a design
charrette on the library Renovation and Renewal Project being held at the Seaside Centre on Friday
March 11, 2016 from 11:45 to 3:00 pm.
The goal of the charrette is to receive public input and identify library priorities for the community that
will inform the architect’s creation of three conceptual designs.
The Sechelt Public Library has interviewed four architecture firms, including three locally and has
selected DIALOG, located in Vancouver, to begin the pre-construction and planning work. It would have
been necessary for local firms to research modern libraries and work with an off coast library designer.
The advantage of working with Dialog is that the firm offers proven experience in library building as
well as an established in-house library design staff and is at the forefront of library design. Vance Harris,
the architect on our project, is from Powell River and is familiar with the Coast lifestyle, community and
values.
Current projects of interest that Dialog, a national firm, is working on include the Calgary Public Library
(a $250,000,000 project with Snoheta) as well as a branch library for Vancouver Public Library on
Vancouver’s east side.
At this time, the architect’s contract is limited to design work through planning and to a professional cost
estimate which will ultimately be presented to Council for consideration. Funding for this phase of library
Renovation and Renewal project has been provided by the Sechelt Public Library Foundation.
Members of the Facilities Committee provided invaluable advice and feedback during this process and
support the choice of architect. The board would like to thank the members of the committee for working
so expeditiously to meet the deadline for the Canada 150 infrastructure grant.
This idea generating session is being led by architect Vance Harris and representatives from the following
groups are also being invited to attend: library users, district staff, Advisory Planning Commission,
Accessibility Committee, Sechelt Indian Government District, secondary school students, seniors, library
board, and library staff.

Please ascertain if we have the capacity to service the existing properties in the urban
containment boundary with water, sewer, roadways, garbage, etc. before entertaining the notion
of expanding the UCB.
When will the newly announced "big ticket item" sewer system study by Urban Systems be
completed? What are the terms of reference for this study?
With respect to "zero waste" and the impact on the community, and in particular the
neighborhood of East Porpoise Bay, please consider this as a formal complaint pursuant to
Bylaw 522, 2012 for the unsightly premises located at the corner of Sechelt Inlet Road and
Burnett Road pictured below. (The civic address is believed to be 6290 Sechelt Inlet Road):
The shockingly offensive dump site is visible from Sechelt Inlet Road by everyone who passes
by.
