Council flattens kids’ bike track

WHEN Dexter Payenberg and his mates saw piles of mulch and a few pallets scattered about in a local park, their eyes lit up.

The adventurous 10-year-olds fashioned themselves a bike track through the bushy corner block, burying the pallets under mounds of mulch to make jumps, and soon the park was full of happy chatter and the occasional commiseration as someone came a cropper.

Parents couldn’t have been happier; their kids were outside, exercising, working together creatively and—best of all—having fun.

LOUIS ST JOHN JOHNSON turned 19 on the night he died in 1992, beaten unconscious on a Perth train by a group of four boys—girls looking on dragged off to a road and run over with a car.

A cyclist came across Johnson’s broken body, still breathing, and called an ambulance.

Despite the young Aboriginal man having suffered a shattered pelvis, perforated bowel, broken ribs and a punctured lung the ambos deduced he’d been sni ng glue and instead of taking him to hospital took him home, where he died.

When interviewed by police, the young murderer said he’d done it because Johnson was “black”.

The killer was sentenced to seven years and nine months in gaol: he rejoined society long ago. Johnson remains dead.

co-authored a book on the events surrounding Johnson’s death, A Boy’s Short Life. It was written with today’s young adults in mind.

“To let them read about people their own age,” says Haebich, who also authored the harrowing stolen generations book, Broken Circles. “So many of the views of Aboriginal people we had [22 years ago] are still around.”

Haebich, whose husband is Noongar, cites as an example young Aboriginal people not going out alone after dark. That was a lesson Johnson, adopted by non-Aboriginal parents, and growing up in middle-class suburbia, missed.

“Louis grew up in great love and wealth, but didn’t learn those tricks,” Haebich says.

Too young to die, too black to live

“You have got to be cynical when the chair of the SMRC puts forward the motion to conduct the review,” long-time SMRC critic and Leeming resident Rod Petterson told the Herald. “They can’t be trusted.”

Mr Petterson says the council tabled a review last year showing Melville would save $3.2 million a year by bailing out of the SMRC, which manages regional waste on behalf of a number of member councils (including Fremantle and Cockburn). Cost over-runs and persistent odour problems have bedevilled the SMRC for years.

Mr Petterson says a recent trip to Japan by senior council personnel to view waste-to-

energy facilities (incinerators) was a clear indication of council s desire to find a better and cheaper solution.

CEO Shayne Silcox, a member of the Tokyo delegation, predicts the SMRC will fail if Melville pulls out.

Fremantle mayor Brad Pettitt supports the SMRC conducting the review but wants the WA government to take over waste management.

The SMRC is conducting a strategic review of operations and has commenced a review of future alternative waste technologies. The review coincides with the remaining life of the waste composting facility and the date at which loan repayments to the WA Treasury Corporation are to be repaid.

TUG boat engineers say Fremantle Ports should have been on gale watch Sunday after wind speeds at Rottnest Island rose earlier in the day.

Fremantle Ports blamed a sudden wind gust about 10pm Sunday for pushing two ships into the already battered

remantle tra c bridge aptain Allan Gray says the bollard the ships were tied to gave way and sank after winds of up to 110kmh lashed the port. But the Australian Institute of Marine Power Engineers says the writing was on the wall by about noon when winds at Rottnest increased from 15 knots (28kmh) to 23 knots (43kmh).

“The harbour master should have had the tugs on gale watch,” national organiser Andrew Williamson told the Herald.

“Had a gale watch been put in place the crews on the tugs would have been on standby.”

Fremantle Labor MP Simone McGurk wants a full investigation into the incident she says could have been much worse. She says the harbour

master never issued a gale alert, despite heavy weather forecasts issued publicly throughout Sunday: “The gale alert means tug boat operators are required to be on standby at the port should they be needed at short notice,” she said in parliament this week. That alert wasn’t issued, which means that the tugs weren’t available, including at pm when the first vessel broke away.”

A third car carrier almost pulled away but by then tugs had been deployed to secure it in place. The two tugs in port at the time were partially staffed, but Fremantle Ports says even if they were fully staffed they would not have been able to get to the drifting ships.

Fremantle Ports says the harbour master was operating under a strong wind warning on the day, up to 30 knots or 56kmh.

“We didn’t have a gale warning because we weren’t expecting 110kmh winds,” spokesperson Ainslie de Vos told the Herald. “Usually winds will build up but this happened very quickly.

“Winds throughout the day were consistently below 20 knots right up to the adverse weather

event at which point the winds went to almost 60 knots.”

In parliament, discussion over the collision ended in a shouting match when Ms McGurk questioned transport minister Dean Nalder over the bridge’s safety.

She’d claimed Mr Nalder had effectively agreed that measures in place to stop marine vessels hitting Fremantle rail bridge were inadequate. Mr Nalder had said the shoal water in place to stop big vessels getting close to the rail bridge in storm surges had failed, against all predictions: “Our bridge systems alongside the Fremantle Port are inadequate, and dangerous,” Ms McGurk warns. “Mr Nalder continues to refuse to answer why the Barnett government took nearly $80 million allocated by the previous Labor government to a new tra c bridge for remantle, and instead have embarked on a series of expensive patch-up jobs on the fragile bridge.”

WITH Westpac on track to post a billion profit this year, one local customer is wondering why the bank can’t throw a few dollars towards its ugly Palmyra branch.

“Wal”, a businessman who doesn t want to be identified in case it gets his account manager off side, says the place is now so run-down it’s dangerous as well as an eyesore.

For years he’s complained about sand and mulch spilling onto the footpath along Petra Street near Stammers, but this week he was gobsmacked to see what appear to be live wires, exposed by erosion.

“Palmyra’s demographic is changing and now there’s lots of families and mums with prams coming along there, so it’s quite dangerous,” he told the Herald.

He says mulch is mostly flic ed up by s of people using a business centre next to the bank, but says Westpace can’t just turn a blind eye.

Caring is complexI DON’T often feel the need to follow up on articles critical of our health service, but I feel strongly enough about “Our parents deserve better” (Herald, August 9, 2014) to do just that.

First and foremost, I hope Pat’s health continues to improve. I think it’s important for your readers to know I provided a detailed response to the journalist’s questions (none of which was included in the article), and, in my response, I said families and carers are entitled to believe their loved ones will be well looked after, but an understanding of the complexities involved is necessary.

Our nurses work very closely with our older patients and strive to successfully nurse a range of complex illnesses and health needs on a daily basis.

Often, patients are either acutely confused from their illness or have underlying aging-related conditions, so skill and patience is required when trying to establish these patients’ needs. Hospital teams are often successful in restoring health and independence to elderly patients, notwithstanding the fact that life cannot be indefinitely sustained and outcomes may not always be what patients and families desire.

Often saddened by the process themselves, nurses attend the dying and frail. Sometimes patients are coming to the end of their lives, and we do what we can to provide dignity and comfort.

Ministers cluelessJENNY D’ANGER’S article, “Nurses too busy to nurse,” (Herald, August 16, 2014) struck a chord.

My wife is a nurse, she trained at Fremantle and worked there for many years, both as a permanent and agency nurse. She left frontline nursing 15 years ago for another branch of the same profession where she felt she could at least make a difference

Her complaint when she left Freo then was the same as now—there was little or no time for professional nursing where patient care, beyond doing the basics, was concerned.

Patient numbers were increased as were the levels of bureaucracy that made the wor more di cult and far less e cient t would appear that getting the attention of successive health ministers is nigh-on impossible. When questioned about patients being treated in corridors, lack of beds, lack of nurses and lack of equipment, the public is provided with the usual political anodyne speeches assuring us everything is truly wonderful.

I still question the wisdom of shutting down the emergency department at Fremantle upon the opening of Fiona Stanley Hospital, an edifice our political leaders appear to thin will be su cient to provide for the southern suburbs.

And as for handing a huge long-term contract to Serco for the provision of ancillary services, I am sure they will live to regret it just as numerous hospitals in the UK regretted it.

Quite frankly, our recent present and past health ministers have been totally clueless and more interested in their own political progress than medical matters.

COCKBURN, Melville, Fremantle and East Fremantle councils will share in more than $8 million in federal grants announced this week.

Cockburn will receive $3.6 million, Melville $3.2m, Fremantle just over $1m and East Fremantle $233,413. The money is from a $2.3 billion national pool, of of which WA gets nearly $283m.

“Councils are free to spend this untied grant funding according to local priorities, including for infrastructure, health, recreation, environment, employment and roads projects,” says WA Liberal senator Linda Reynolds.

DEVELOPER Bruce Moriarty is confident he can salvage a deal with Fremantle council to buy one of its properties for an affordable housing project.

The sale of 7 Quarry Street threatened to collapse after the Abbott government scrapped the National Rental

ffordability chemeThe council believed it had tied the

scheme’s tax credits to its decision to sell to Mr Moriarty but his lawyers advised otherwise, saying point-blank the deal must go ahead, regardless of the government’s decision to scrap the NRAS.

Although the council’s own legal advice was ept confidential, it s li ely to have confirmed the developer s view, as council staff recommended giving him another crack at putting in a proposal with “equivalent” outcomes.

“Our commitment remains to produce privately funded, innovating, diverse and affordable apartments predominantly for the rental market,” he told the Herald.

“CODA Studios have created a great design with seven one-bedrooms and 27 two-bedrooms under 77 square metres, capable of accommodating young families or two independent adults sharing.

“This is a product the Fremantle rental market is really lacking.”

Ferrier’s jacket, attracting plenty of attention in the southern states of the US as the president campaigned for a second term.

Not all of it was welcome: Ferrier reports that in an Elvis Presley-themed diner, “I got knocked to the ground by a white man in a suit”.

Ferrier spent two years interviewing 33 Americans and 33 Australians from all walks of life for her “hybrid arts installation”, Talkback, exploring race and identity in both countries.

“It’s a look at blackness, whiteness and belonging,” Ferrier says. It has particular poignancy this week in the wake of the police shooting to death an unarmed black teenager in Ferguson, Missouri.

Morales and Jackson linked up with errier after finding her lost purse: not only did they track her down through Facebook and post the wallet to Australia, they sweetened the deed with a box of chocolates.

When Ferrier headed back to the US the young women helped find interview sub ects, including an AIDS clinic manager, a teenager raising her brother and a couple of drug users.

Statistics in the US and Australia are similar when it

comes to the proportion of white and non-white people, as is the grim disproportion of non-whites behind bars.

“Fourteen per cent of the population is African/American and they make up 70 per cent of the prison population,” Ferrier states.

She’d intended to take a hard edge to the issues in mind, but her new young friends convinced her to ta e a different approach.

“They helped me look at it as more positive, aspirational.”

“No matter what perspective you come from you can look at this [exhibition] without feeling attacked,” she says.
